Lashkar-e-Toiba (LeT) Chief Hafiz Mohammed Saeed said, in Abbottabad, on October 1, that Pakistan was passing through a critical stage and the ‘need of the hour’ was to chalk out a consensual, joint strategy to meet the current crisis. Speaking at a press conference, he said the nation must be taken into confidence while taking any decision on Afghanistan. He also opposed taking any decision against the Taliban regime or any individual. Hafiz Saeed also indicated that any effort to stop Jehad would not only damage terrorist operations in Jammu and Kashmir but also cause "irreparable loss to the entire Muslim Ummah." Commenting on the September 11-terrorist attacks on USA, he claimed it was a conspiracy by the Jews to create differences among the two main religions of the world. He also claimed that the LeT was not a terrorist outfit.

The United States State Department, on October 5, redesignated 25 outfits as Foreign Terrorist Organisations (FTO), dropping two outfits, the Japanese Red Army and the Tupac Amaru from the original list of 27 outfits named in the year 2000. Names of the Jaish-e-Mohammad (JeM) and the Lashkar-e-Toiba (LeT) do not figure in the list and the only Kashmir-related outfit on the list is the Harkat-ul-Mujahideen (HuM). However, media reports said the two outfits may be named in a separate White House executive order aimed at putting a financial clampdown on terrorism. The order is expected to be issued in a few days’ time.

In another encounter, a Pakistani LeT mercenary and a counter-insurgent of the Ikhwaan-ul-Muslimeen were killed in Sidoora, Anantnag district. In Rajouri district, a Pakistani mercenary was killed in an encounter near the Khatmarian post on the Line of Control (LoC). In the same district, a security force personnel was killed when unidentified terrorists ambushed a patrol party at Saroon. The terrorists managed to escape after the attack.

She also said "It is an opportunity for Pakistan to try and clean up our own society so we can put an end to the sectarian violence and it is also an opportunity for all of us to ensure that they are no private militias... It is also time for us to consider military and security reforms for a new age." She went to add, "and it is also time for us to stop seeing a government in Afghanistan as a puppet for we need one for our conflict with India which in turn leads India to believe that it needs a puppet government in Afghanistan as against Pakistan." She indicated that the involvement of terrorist outfits like the Lashkar-e-Toiba (LeT) and the Jaish-e-Mohammed (JeM) could "damage the cause of Kashmiri peoples struggle." She claimed that non-Kashmiris were part of the cadre strength of terrorist outfits like the LeT.

According to Pakistani news reports, the Lashkar-e-Toiba (LeT) is likely to announce a Jehad fatwa against the US and its allies. A meeting of all the central and provincial LeT ‘office-bearers’ is scheduled in Lahore, on October 9, today. News sources indicated that LeT Chief Hafiz Saeed has called an emergency meeting of all the office-bearers of the Markaz-ud-Dawah-Wal Irshad, the parent outfit of the Lashkar to review the situation and take important decisions in the wake of US attacks. Earlier, Hafiz Saeed, in a statement on October 8, while terming the US air attacks on Afghanistan as the "beginning of Bush-sworn crusades against Muslim world", asked the people to get ready for Jehad. While commenting on the speech of President Pervez Musharraf, the Lashkar Chief said "he looked a better advocate of America than American government."

This outfit was created in Mumbai last year (2000) with the active support of the Al-Qaeda headed by Osama bin Laden. Official reports indicate that the ISFI has started recruiting Muslim youths in lower Assam districts. Official sources further revealed that the self-styled secretary of the terrorist outfit, Mustafa Mustaqil, has urged the Muslim community in Assam to unite for jehad against the atrocities perpetrated by the National Democratic Front of Bodoland (NDFB) and the Bodo Liberation Tiger (BLT). While the ISFI has so far been confined to the Bodoland Autonomous Council (BAC) areas, it is trying to expand its network to the Char areas of Assam. The ISFI has close links with Hizbul Mujahideen, Laskar-e-Toiba and Jammu and Kashmir Liberation Front (JKLF), reports said. The ISFI also has links with Al-Umar, a terrorist outfit operating from Pakistan-controlled Kashmir (PcK), from which it has received financial assistance as well as arms and ammunition. Intelligence became aware of the existence of the ISFI in Assam through evidence discovered in certain documents distributed by the outfit in remote areas of Darrang district, which were recovered by security forces, reports added.

The leaders also threatened mass agitation and warned the government to change its pro-US policy by October 21, failing which "they would be compelled to chalk out their future line of action." They also called for the release of the arrested religious leaders, including Maulana Fazlur Rahman, Maulana Samiul Haq, Maulana Azam Tariq and others, by October 19 and threatened to march to Islamabad if their demands were not accepted. These statements were made at a rally in Karachi on October 17 organised by the Markaz-al-Dawat-ul-Irshad Pakistan, the parent outfit of the Pakistan-based terrorist outfit, Lashkar-e-Toiba (LeT), under the banner of the PADC. Media sources added that for the first time during the recent crisis weapons were displayed by any party at a public meeting. Media reports have indicated that this was the 18th fidayeen attack in Jammu and Kashmir in the year 2000 but the first time that terrorists have struck on an IAF base. The Chief Executive's Secretariat is reported to have sent a letter to the Interior Division directing it to "take stern action against those Jihadi organisations found involved in violence, brandishing of weapons and creating fear amongst masses." The Interior Ministry in Islamabad has identified 10 terrorist outfits, which have taken part in the anti-US demonstrations in different parts of Pakistan along with some sectarian outfits. As reported earlier, some of these demonstrations were violent, especially in Quetta, Peshawar, Malakand Agency and parts of Sindh. He added that though POTO had built in safeguards to make it more humane for the innocent, it was a legal salvo against terrorism and terrorist outfits. He said, " The existing criminal justice system was not designed to deal with the types of heinous crimes that have appeared in the country in the last 50 years. Separate definition of terrorist acts, special provisions relating to financing of terrorism, use of explosives and weapons of mass destruction, substances of chemical and biological warfare and operations of terrorists organisations were not there or were ineffective.'' While the maximum punishment under POTO would be death, it has the provision of five-year imprisonment as the minimum punishment. Besides, he added, any person having connection with the proscribed organisations could face an imprisonment of 10 year with fine.
