Eight terrorists were killed when SFs conducted a massive combing operation in the Handwara forests of Kupwara district on December 1. Of these, two, identified as a Lashkar-e-Toiba (LeT) ‘commader’ and his bodyguard, were killed in an encounter at Zab Giripora. Another five, identified as Hizb-ul-Mujahideen (HM) terrorists, were killed at Wagat. The eighth, identified as an HM ‘batttalion commader’ was killed in Palpora. SF sources said that the combing operations were continuing.

Pakistan People's Party (PPP) Punjab President Qasim Zia said on December 3 in Lahore that if voted to power, a PPP government would not allow terrorist outfits to enter Jammu and Kashmir (J&K). He observed that those criticising PPP Chairperson Benazir Bhutto's statements on J&K during her recent visit to India were ignorant of the developments taking place in the world. He also said that PPP's Kashmir policy remained unchanged and it still favoured the resolution of the issue in accordance with the United Nations resolutions. While pointing out that the Lashkar-e-Toiba (LeT) had admitted that it was engaged in terrorist activity in 10 countries, he added that it should first try to reform Pakistan. The PPP leader opined that India was not an enemy country.

A three-member suicide squad, fidayeen of the Lashkar-e-Toiba (LeT) attacked a security force (SF) camp at Handwara in Kupwara district on December 4. SF sources said that the fidayeen, who attempted to storm the camp in a car, failed and assumed positions outside the gate of the camp firing at the sentry. Two SF personnel and the three fidayeen, who were Pakistani nationals, were killed in the ensuing encounter. Two SF personnel and two civilians were injured. In another incident on the same day in the same district, unidentified terrorists attacked the residence of a ruling National Conference (NC) activist at Badarhar. The NC activist was killed and his wife sustained injuries in the attack.

According to media reports, on December 6, the United States State Department has put 39 groups, charities and companies on a newly created ‘terrorist exclusion list’, giving authorities power to deport members or deny them visas. The Lashkar-e-Toiba (LeT) and the Jaish-e-Mohammed (JeM) are on the list. Attorney General John Ashcroft had asked the State Department to put 46 groups on the new list, which is required under the USA PATRIOT Act signed by President George W Bush on October 26. The State Department listed 33 of those and added six of its own, a State Department official said. The list includes groups and companies from Afghanistan, Germany, Greece, Italy, Japan, Jordan, Lebanon, Libya, Northern Ireland, Pakistan, the Philippines, Rwanda, Sierra Leone, Somalia, South Africa, Spain, Turkey, Uganda and Yemen.

A security force (SF) personnel was killed and seven others injured when two suicide terrorists, fidayeen of the Lashkar-e-Toiba (LeT) attacked an SF convoy at Azad Gunj near Baramulla town on December 8. As the fidayeen, identified later as Pakistani mercenaries, attempted to escape, another SF group which spotted them, engaged and killed them. News reports said that the convoy that was attacked, however, over-reacted and began random firing in which five civilians and a police personnel were killed while 40 civilians were injured. News reports said that the convoy, which failed to identify the fidayeen, fired on different targets all along the route to Baramulla town. Local administration officials said that a magisterial inquiry has been ordered into the incident. There was no clarification from security forces on the incident.

One more civilian died of injuries sustained during an incident on December 8 in Baramulla town. As reported earlier, an army convoy, which was attacked by a group of suicide terrorists, fidayeen of the Lashkar-e-Toiba (LeT) on the outskirts of the town had allegedly resorted to indiscriminate firing in which five civilians and a policeman were killed. The two fidayeen were intercepted and killed by another SF unit in the area. An inquiry has been ordered into the allegations.

Delhi police have chargesheeted another person, resident of Lucknow currently living in Saudi Arabia, in Red Fort shootout case in which two terrorists of the Lashkar-e-Toiba (LeT) stormed the Fort and killed two army personnel and a civilian on December 22, 2000. In a supplementary chargesheet filed before metropolitan magistrate, the special cell of Delhi police named Atharuddin alias Abdullah as the eleventh accused in the case. Police sources added that after the December 22 incident, Abdullah went to Jammu and Kashmir where he took part in an attack on a special operation group camp in January 2001. Thereafter, the accused reportedly went to Lucknow from where he fled to Jeddah, the chargesheet stated.

The report said, even as LeT activists claimed that the organisation’s office was shifted as it acquired bigger space in Muzafarabad, unnamed observers in Islamabad claimed the LeT was forced to move its offices due to pressure from the Pakistan government. The report also cited an LeT spokesman who affirmed that the outfit would continue its terrorist activities in India’s Jammu and Kashmir. He asserted that no amount of US pressure would stop it. We never adopted such programs and missions. We do not target civilians. We do not consider it correct to attack parliament. We consider it against Shariat to kill common people. Jihad absolutely does not allow it. Such allegations are repeatedly levelled against us for nothing. Whenever such an incident takes place, Lashar-e-Taiba is blamed. "I have decided to step down to save Pakistan from the malicious Indian propaganda and confine my activities to the preaching of religion," he said in a news conference in Lahore. "Lashkar's activities will now be totally confined to Kashmir and we have already shifted all our offices to Kashmir last month," he added. Announcing the decision, the State Bank of Pakistan (SBP) said it had ordered the seizure of accounts of the two groups following the recommendations of the United Nations. Sayed Wasimuddin, a spokesperson for the Bank, said the accounts of the UTN and the LeT in banks operating within Pakistan would be seized with immediate effect. Two Lashkar-e-Toiba (LeT) terrorists, including ‘district commander’ Saifullah Askari alias Owais, were killed in an encounter in Lawaypora village of Bandipore, north Kashmir, on December 24. According to a tip-off, Saifullah Askari was present in the area along with his body-guard, Mirza alias Abu Ali. Some arms and ammunition were also recovered from the site of the encounter. While police sources indicated that Saifullah was LeT’s ‘district commander’ for Bandipore, a Defence spokesperson maintained that he was the outfit’s ‘deputy chief of operations’ in the Kashmir valley. Saifullah was in the news earlier this month when security forces had interrogated nine women from three Bandipore villages on the allegation that they had active links with the Lashkar commander. Two women were later booked under law as Saifullah’s wireless set was recovered from one of them. Furthermore, the LeT had issued a press statement last week stating that Saifullah was being ‘demobilised’ and sent back to the base camp as he had exceeded his brief by establishing contact with women.

Ministry of External Affairs spokesperson Nirupama Rao, while speaking to the media, said the LeT was saying that it was moving towards Kashmir. "It clearly shows they have not abandoned their ways and not decided to abstain from further acts of terrorism against India", she said, adding that Pakistan’s assertion "does not seem to go far enough to address our (India’s) concerns". Speaking on the same issue, External Affairs Minister Jaswant Singh, said, "I must make it clear that a kind of trickery, that is simply changing names, shifting headquarters from one part of Pakistan to another or to indulge in cosmetic seizure of assets is really to make a mockery of the gravity of the situation and the enormity of the issues that we confront". Reports said the Mumbai police suspect that a former scientist with the Indian Space Research Organisation (ISRO), IS Mudaliar, and his associate Umang Dave, a software engineer, are linked with terrorist outfits such as the Lashkar-e-Toiba (LeT), the Jaish-e-Mohammed (JeM) and the Al Qaeda. They were arrested on October 31 from Ahmedabad for allegedly sending a threatening e-mail to the Department of Atomic Energy (DAE), earlier on September 21, 2001. Police sources said Mudaliar sent the threatening e-mail to the DAE stating that it was from the LeT. The e-mail said, all the important government installations would be attacked in the next seven days. The police have been trying to establish the Internet link of the accused with terrorists, but sources admitted they had not found any clinching evidence, though they had checked the e-mail correspondence of the accused. Both the arrested persons have been charged with sedition under section 124 of the Indian Penal Code (IPC).

US Secretary of State Colin Powell said in Washington that he had added the two Pakistan-based outfits to the State Department's terrorism blacklist. Powell said he was designating the LeT and the JeM as foreign terrorist organisations under US law. He said in a statement that the move was "another important step in our campaign to eliminate the scourge of terrorism." He added, "These groups, which claim to be supporting the people of Kashmir have conducted numerous terrorist attacks in India and Pakistan." He further said, "The United States looks forward to working with the governments of both India and Pakistan to shut these groups down." The designation of both groups as terrorist outfits makes it illegal for supporters in the United States to provide them with material support and requires US financial institutions to block their assets. US authorities are also authorised to deny visas to group members. Another outfit active in Jammu and Kashmir, the Harkat-ul-Mujahideen (HuM), is already on the US list of designated terrorist outfits.

These terrorists have reportedly been assigned for suicide attacks on VVIPs and important government installations. Security at all the important installation has been tightened. Meanwhile, following a directive from the Union Home Ministry, security at all 76 government installations will be handed over to Central Industrial Security Force (CISF) as a follow up to the December 13-Parliament attack. District Superintendent of Police Anwar Zeb Khan told Dawn, a Pakistani daily that no top leader of the Lashkar was found during the raid. "The top leadership has gone into hiding since early this month," he added. He also denied sealing the office premises. Police also raided the office of the JeM, situated on the premises of Masjid-i-Badha, near Sakhi Hasan, news sources added. Pakistani Foreign Office spokesperson Aziz Ahmed Khan said in Islamabad, on December 31, that there is no possibility of handing over detained Lashkar-e-Toiba (LeT) chief Hafiz Mohammed Saeed to India. "Nobody has talked about handing him over to India, the arrest is strictly Pakistan's internal matter," he said at a news briefing. Commenting on reports in the Indian media regarding handing over a list to Pakistan of terrorists there, Aziz said the Indian government had not handed over any list of terrorists to the government of Pakistan. "I am not aware of any such list," he said. He welcomed the Indian leaders' statement that arrest of the LeT chief would help ease the situation. He said the arrest of Hafiz Saeed, who has been detained under Maintenance of Public Order, is part of the government's policy to maintain peace and prevent anyone from making inflammatory statements. He said Pakistani security agencies were continuously scrutinising the law and order situation and whenever the need arose they took the necessary steps. Restating Pakistan’s policy on the Kashmir issue, the spokesperson added, "What is happening in held Kashmir is an indigenous struggle for the right to self-determination and not terrorism."
