Security & Exchange Commission of Pakistan (SECP) on January 1 prohibited the collection of donations by all organisations affiliated with Hafiz Saeed led Jamaat-ud-Dawa (JuD) and that are banned by United Nations Security Council (UNSC), reports Dawn. A notification issued by the commission read that "The Securities and Exchange Commission of Pakistan hereby prohibits all companies from donating cash to the entities and individuals listed under the UNSC sanctions committee's consolidated list". The Hafeez Saeed related prohibited outfits include Falah-i-Insaniat Foundation (FIF), Lashkar-e-Toiba (LeT) and JuD the charity wing of LeT. Other banned outfits include the Paasban-i-Ahle-Hadith and Pasban-i-Kashmir. Meanwhile, Pakistan’s Government plans to seize control of charities and financial assets linked to JuD ‘chief’ Hafiz Saeed, reports Daily Times on January 2. The Government detailed its plans in a ‘secret’ order to various Provincial and Federal Government departments on December 19, 2017. The December 19 document, which refers to “Financial Action Task Force (FATF) issues”, names Saeed’s two charities JuD and FIF, and “actions to be taken” against them. JuD spokesman Yahya Mujahid said the organization would go to Court if the Government decides to take over JuD and FIF.

After New Year eve (December 31) fidayeen (suicide) attack on Central Reserve Police Force (CRPF) camp in south Kashmir, the security agencies in Kashmir Valley are apprehending more fidayeen attacks by Jaish-e-Mohammed (JeM) militants and have increased the security around the security installations, reports The New Indian Express on January 5. “Yes, there is apprehension of Fidayeen attack on security force camps in the Valley,” Inspector General (IG) CRPF Ravideep Singh Sahi said. He said there are also chances of militants carrying out grenade lobbing and hit-and-run attacks on Security Forces (SFs). “With Republic Day approaching, there are chances that militants may resort to attacks,” IG CRPF said.He said the security of camps has been reviewed after the New Year eve fidayeen attack on CRPF camp by three JeM militants, two of whom were locals. He said the security apparatus would be beefed up to foil any militant attacks. Sources said three militants who launched fidayeen attack on CRPF camp at Lethpora in Pulwama District on December 31 belonged to Afzal Guru Squad of Jaish.“The Afzal Guru Squad was written in one of the AK-47 rifle of the militants killed in the 36-hour encounter in CRPF camp,” they said. According to sources, the militants who had participated in District Police Lines Pulwama and Airport fidayeen attacks last year (2017) had also written Afzal Guru squad on the wall and warned of taking revenge of Afzal Guru’s killing. A Senior Police official said a group of Jaish militants is on run and they may be planning another fidayeen attack on security installations in the Valley.

Federal Interior Ministry (IM) of Pakistan issued a notice in several newspapers on January 6 urging the public not to donate to organisations involved in terrorism, reports The Hindu. The advertisement named 72 organisations including Jamaat-ud-Dawaa (JuD) and Falah-i-Insaniyat Foundation (FIF) associated with Lashkar-e-Toiba (LeT) founder Hafiz Saeed, which are banned or under observation for involvement in terrorism, barring them from collecting donations. The notice cautioned against making donations, giving financial assistance or serving outfits that were banned or under observation under the Anti-Terrorism Act (ATA) 1997, and UN Act 1948, was a crime.

Jammu and Kashmir Police along with Marine Commando Force (MARCOS) arrested an Over Ground Worker (OGW) of Lashkar-e-Toiba (LeT), identified as Idress Ahmad Baba and recovered arms and ammunition from his possession in Hajin area of Bandipora District in the intervening night of January 6 – 7, reports Daily Excelsior. “Acting on specific information, a police party of Sub Division Sumbal along with MARCOS launched a cordon and search operation during the intervening night of 6/7th of January in the fringes of Wular lake at Banyari in the jurisdiction of Police Station Hajin under the supervision of SSP Bandipora,” said Police spokesman.“During the wee hours, a suspicious person was noticed and was challenged to stop. When he found himself encircled by the forces, he surrendered by raising his hands.” He said that a pistol, pistol magazine, four pistol rounds, one AK 47 magazine, 30 AK rounds, 2 UBGL (Under Barrel Grenade Launcher) grenades and a Chinese hand grenade were recovered from his possession. One Lashkar-e-Toiba (LeT) militant, identified as Firdous Ahmad Mir was killed in an encounter with the Security Forces (SFs) in Chadoora area of Budgam District on January 8, reports Daily Excelsior. A senior Police officer said that they had information about presence of three militants including two Pakistanis at village Kaneera, Patalgam in Chadoora area of Budgam. A joint team of Army, Special Operations Group (SOG) and Central Reserve Police Force (CRPF) cordoned of Kaneera Patalgam village in Chadoora area in the morning of January 8. During the searches SFs were fired upon by the hiding militants. SFs retaliated leading to a fierce gun battle in which one militant was killed. The house in which the militants were hiding was razed by the SFs and during the searches of the debris one body was recovered. Two AK-47 rifles, two shoes and two Army uniforms were also recovered. Sources said that the two Pakistani militants managed to escape from the encounter site. SFs have launched searches against them. Soon after the news about the encounter spread, the people mostly youth took to streets at Chadoora and its adjoining areas and pelted stones on SFs. The suspected Lashkar-e-Taiba (LeT) operative, Bilal Ahmad Kawa, was arrested on January 10, by Special Cell of Delhi Police and Gujarat Anti-Terrorism Squad (ATS) in a joint operation from Delhi Airport, reports New Indian Express. He was arrested after 17 years for his alleged involvement in the December 22, 2000 Red Fort terror attack. 37-year-old Bilal was apprehended after the Gujarat ATS got a tip-off regarding his movement from Srinagar to Delhi. Earlier, terrorist Mohammad Arif alias Ashfaq, who was convicted in the case, had been awarded death sentence.

The terror outfit circulated handwritten posters, asking women to follow the Taliban-type dress code and wear loose robes, which only leave the eyes exposed. "The Kashmiri women, particularly from Shopian district, are resorting to waywardness. So, they need to observe Islamic dress. Even the hands of the women should not be exposed," read the posters with LeT stamps. The poster threatens that if women do not observe complete 'purdah', they will be "responsible for the consequences." The Police have taken the surfacing of posters lightly, but we will keep an eye on any kind of mischief against the girls in south Kashmir, a senior Police officer said.Since the rise of militancy in the 1990s, women have had to bear the brunt of Islamist militant groups that threatened them with violence if they refused to observe 'purdah'. In the early 2000s, Dukhtaraan-e-Millat (DeM) ‘chief’ Asiya Anderabi tried to impose burqa on Kashmiri women and the group attacked some non-veiled women with acid. Talking to journalists after attending the passing-out ceremony of the Counter-Terrorism Force at Police Lines Headquarters in Islamabad, he said that about 4,000 to 5,000 militants had quit militancy and were raising funds for welfare. “What would they do if they don’t do the same [welfare works]; either we throw them into the sea or give them opportunity to join Daesh [Arabic acronym for the militant Islamic State group],” Ahsan Iqbal said without naming any individual or outfit. While JeM and LeT comprise foreign and Kashmiri militants, HM is mostly a Kashmiri outfit.Quoting intelligence inputs, the official added that Pakistan-based militant outfits made the decision after the killings of senior commanders of HM in the last two years. This includes 21-year-old Burhan Wani, who was killed by Security Forces (SFs) in July 2016, sparking off a five-month violent agitation in the Valley. “The home minister is personally monitoring the situation and has directed security agencies to take all necessary steps to fight off foreign militants coming from Pakistan,” said the official. Saeed on January 23 moved the court seeking protection from arrest or action against Jamaat-ud-Dawah (JuD) and Falah-i-Insaniat Foundation (FIF) ahead of the visit of the monitoring team of the United Nations Security Council (UNSC) Sanctions Committee. In his plea, he had said that the government wants to arrest him at the behest of US and India, whose lobby for the last many years has been trying to prove that he was "somehow involved in Mumbai attacks". Justice Amin Aminuddin Khan heard Saeed's plea and refrained the Government from taking any adverse action against him. "The LHC today accepted JuD chief Hafiz Saeed's application and issued order restraining the federal government from arresting him till further order," a court official said adding that the court also issued notice to the Government to file its reply on March 17.

The National Investigation Agency (NIA) charge sheet into stone pelting and terror financing in Jammu and Kashmir will include the role of a Pakistan High Commission official in funding separatists, and has estimated the flow of at least INR 200 crore into the Valley to fuel protests and stone pelting, it is learnt, reports The Indian Express on January 30 (today). The NIA on January 19 had filed a 12,794-page charge sheet against 12 people including Jamaat-ud-Dawa (JuD) chief Hafiz Saeed, Hizb-ul-Mujahideen (HM) chief Syed Salahuddin and top rung separatist leaders. The court is likely to take cognisance of the charge sheet on January 30. Sources said the charge sheet has included evidence against the Pakistan High Commission. Union Ministry of Home Ministry (UMHA) sources said that an officer of the rank of First Secretary has been identified. “The Pakistan High Commission official allegedly acted with Kashmiri businessman Zahoor Ahmed Watali to facilitate funds to top Hurriyat leadership,” sources said. Watali was arrested by the NIA and is among the 12 charge sheeted. He is presently in judicial custody. According to an UMHA official, “Investigations have delved into secessionist activities in Jammu and Kashmir, the close nexus between Hurriyat and militant outfits such as LeT [Lashkar-e-Toiba] and HM [Hizb-ul-Mujahideen] and how Pakistan is using these militants groups and Hurriyat to create trouble in the valley. Evidence has also been collected from open sources and speeches of Hafiz Saeed, Salahuddin and Syed Ahmed Shah Geelani.” Investigators claimed a sum of nearly INR 200 crore was pumped into the valley to fund stone pelting and protests in 2016-17. In a statement on January 19, the NIA claimed the investigation brought out that the secessionist and separatist leaders belonging to the All Parties Hurriyat Conference (APHC) have established a network throughout the Kashmir Valley who incite youth to attack all symbols of Indian sovereignty, especially Indian security forces deployed for the maintenance of law and order. “Under the overall guidance and instructions from Hafiz Saeed, Salahuddin and their Pakistani handlers, the separatist leaders of Jammu and Kashmir and stone-pelters form strategies and action-plans to launch violent protests and communicate the same to the masses in the form of ‘protest calendars’ released through newspapers, social media and religious leaders, creating an atmosphere of terror and fear in the State of Jammu and Kashmir,” the agency stated.
