Taking advantage of gaps in surveillance, incarcerated militant leaders have been forming new outfits and recruiting members inside and outside prisons, The Daily Star reports on July 3. Besides, pro-al Qaeda militant outfit Ansar al-Islam and several other Islamist groups have been recruiting members online for the last few months, counterterrorism officials say. The Neo JMB (Jama'atul Mujahideen Bangladesh) operatives inspired by the so-called Islamic State (IS) are planning to form a new outfit in collaboration with members of Ansar al-Islam, and JMB, two officials of the counterterrorism unit of Police have said requesting anonymity. By intercepting communications, the officers have learnt that Neo JMB leader Saiful Islam Khaled, now on death row at Kashimpur High Security Prison for the 2016 Holey Artisan café attack, used Telegram app on a smartphone to contact Bangladeshi IS militants in Afghanistan's Khorasan province and asked for financial support to reorganise the militant group in Bangladesh. Ansar al-Islam member Irfan, and JMB members Hasib, Ekran, and Khaled, all inmates at Kashimpur, held a meeting in mid-June and talked about their plans, said the officers of Counter Terrorism and Transnational Crime (CTTC) unit of Police.

The National Investigation Agency (NIA) on July 3, busted a Maharashtra-based Islamic State (IS) module by arresting four operatives identified as Tabish Nasser Siddiqui, Zubair Noor Mohammed Shaikh alias Abu Nusaiba, Sharjeel Shaikh and Zulfikar Ali from different locations in Maharashtra for promoting terrorist activities at the behest of IS, reports The Hindu. The NIA arrested Tabish from Nagpada in Mumbai, Zubair Noor from Kondhwa in Pune District and Sharjeel and Zulkikar Ali from Padgha in Thane District. Incriminating materials, such as electronic gadgets and several documents related to IS were recovered during the searches at the houses of the accused.

The National Investigation Agency (NIA) on July 4, filed a chargesheet before the NIA court in Kolkata in West Bengal, against two Islamic State (IS) operatives identified as Mohammad Saddam alias Saddam Mallick alias Abdul Mallick and Abdul Rakib Qureshi for their involvement in promoting the IS’s terror activities, reports The Indian Express. The duo was arrested by the Special Task Force (STF)-Kolkata on January 6, for hatching a conspiracy against the Indian government by collecting arms, ammunition and explosives, and recruiting Muslim youths for carrying out terror acts for IS in India and abroad. A large quantity of incriminating material, used for propaganda and radicalisation on behalf of IS, was seized from the accused. NIA sources stated the duo used encrypted social media platforms for communication to evade detection by law enforcement agencies.

Four people, identified as Tabish Nasser Siddiqui, Zubair Noor Mohammed Shaikh alias Abu Nusaiba, Sharjeel Shaikh and Zulfikar Ali, who were arrested on July 3, by the National Investigation Agency (NIA) for allegedly promoting terrorist activities in India at the behest of the Islamic State (IS) were sent to NIA custody on July 10, reports India Today. The Khyber Pakhtunkhwa Counter-Terrorism Department (CTD) on July 10 claimed that the militant group Islamic State (Daesh) is behind the recent targeted attacks against religious scholars and members of minority groups in the provincial capital Peshawar, reports Dawn. “The CTD has arrested Daesh affiliate Aminullah and killed another, Zafar, following their encounter with the special patrolling squad, Ababeel Force, in the provincial capital,” Additional Inspector General (AIG) Shaukat Abbas. He said on June 25, a gunman killed member of the Christian community Mushtaq and fled but he was intercepted by the Ababeel Force on the Ring Road near Garhi Qamardin area. “As soon as the gunman saw the force, he opened fire at it injuring three personnel. The force retaliated and killed him,” he said. The official also said the Police seized a pistol, a motorcycle, two SIM cards, a BRT card and an Afghan citizen card carrying the name of Khalid Khan son of Musafir. Official reveals 15-20 militants identified, CTD closing in on them. Initial investigation identified the gunman as Zafar, an Afghan national living in the Rasheed Garhi area of the provincial capital. Further investigation, especially leads from Zafar’s mobile phone, helped the CTD arrest Zafar’s father-in-law, Ameenullah, according AIG Shaukat Abbas. The AIG Shaukat Abbas said around 60 network members, who escaped from the prison after the Islamic Emirates formed the government in Afghanistan, reportedly entered Pakistan. They, however, said it was unknown how many of those militants were active. AIG Shaukat Abbas said that targeted attacks against religious scholars and members of religious minorities began in March. He said it was a challenging task to “trace the militant network and identify its members.” The official said nine people had been targeted since March and they included Sikhs, Christians, and Muslim scholars. “Scientific methods were adopted, while a pattern was followed connecting the dots. The forensic evidence showed that just one pistol was used in all these attacks,” he added.

National Investigation Agency (NIA) on July 28, arrested Dr Adnan Ali Sarkar, in connection with the Maharashtra Islamic State (IS) module case, for promoting violent activities of the proscribed terrorist outfit. The arrest took place during a raid at his residence in Pune District in Maharashtra, reports Hindustan Times. The NIA in a statement released said that it was the fifth arrest in the case registered on June 28, 2023. During the raid several incriminating materials, such as electronic gadgets and several documents related to ISIS, were found at Sarkar’s house. NIA raids followed inputs that the accused and their associates had recruited youth and trained them in the fabrication of Improvised Explosive Device (IEDs) and weapons. The accused had also shared material, including “Do it Yourself kits” (DIY), amongst themselves for fabrication of IEDs and manufacture of small weapons, pistols etc. Further, on the directions of their foreign-based ISIS handlers, the accused had created inflammatory media content, which was published in ‘Voice of Hind’, in furtherance of the banned outfits agenda of terror and violence, NIA statement reads.

US State Department Spokesperson Matthew Miller stated that the aim of these designations is to deter and disrupt financial and other forms of support for terrorist activities within the Maldives. Among those named in the sanctions are 18 IS and Islamic State-Khorasan Province (IS-KP) facilitators and two Al-Qaeda operatives, along with 29 associated companies. The targeted individuals and entities have been linked to Mohamad Ameen, a key ISIS recruiter who was previously designated by the US in 2019. Some of the designated individuals have been involved in planning and executing attacks against journalists and local authorities.
