A special court on April 1 issued notices to the Consul General of India, Istanbul, and the Ministry of External Affairs (MEA), New Delhi, after Areeb Majeed, who is facing trial for allegedly travelling to Syria to join the Islamic State (IS), made a plea seeking documents from them, claiming that arrangements for his return were made through them, reports The Indian Express.According to the submissions made before the court by Majeed, he had filed an application under the Right to Information Act, in September 2018, to the MEA seeking these documents. He was told that his application was being forwarded to the Consulate. Majeed told the court that on October 24, 2018, the response he received from the Consulate said that as per available records, an Emergency Certificate was issued as per Government of India prescribed guidelines for stranded Indian nationals, that one-way ticket for Istanbul-Mumbai and hotel accommodation for one night was provided by the Consulate.While the National Investigation Agency (NIA) has claimed that Majeed, who along with three others, travelled to Baghdad for a religious pilgrimage in May 2014, but separated from the travel group to join the IS. The NIA claims that he was arrested on November 29, 2014, when he returned to the country with “some ulterior motive”. Majeed, however, claimed that his return was facilitated by the agency, whose officials were in touch with his father.

A group of six media activists of the Islamic State of Iraq and Syria (ISIS) have been arrested in Kabul city, the Afghan Intelligence announced on April 4, reports The Khaama Press. A spokesman of the National Directorate of Security Haris Jebran said the media activists of ISIS group were arrested during a special operation of Afghan intelligence operatives. Jebran further added that the detained individuals were involved in pro-ISIS activities in social media networks, mainly spreading propagandas in Facebook, Twitter, Instagram, and Telegram.

According to NIA, he had formed a pro-ISIS module namely Harkat Ul Harb-e-Islam. He is the 13th accused to have been arrested in the case. Indian Government maintains that IS has not been able to make much of a mark in India due to the strong family system. Often, parents deter their children from turning towards radicalization. There have been cases when parents have alerted the agencies including National Investigation Agency (NIA) on their "wayward" and "radicalized" children. Indian Agencies too have kept a balanced approach to dealing with radicalization, often preferring to counsel radicalized youth unless they are on the verge of collecting resources including explosives for planned attacks. It has even tracked Indians settled abroad following IS propaganda and has got them deported, followed by either their counseling or arrest where required. "We prefer to let off radicalized youth after counseling and then track them to see if they continue to be enamored by IS. If we feel that they are still radicalized enough and may be headed for IS territory or are plotting attacks here in furtherance of IS ideology, that is when we go for their arrest," said an intelligence officer.

She said that although the number of civilian deaths saw some decrease during last year but added that the number of those sustained injuries during this period has sharply increased. The Taliban and Islamic State (IS) militants were blamed for most of the casualties.According to the AIHRC report, from the total number of 11,000 casualties, 3,032 people were killed while the remaining 8180 others were wounded. The report also states that casualties among the Afghan women were also increased during this period by 16 percent. The report says that the Taliban was responsible for 53 percent of the casualties, IS was responsible for 12 percent while the Afghan Security Forces and their foreign counterparts were blamed for 11.5 percent of the fatalities.

However, given the tight security at these two installations, the bomber decided to hit three luxury hotels and two major churches taking a toll of over 200 and injuring about 500 others. The National Tauheed Jamat is a breakaway faction of Sri Lanka TauheedJamat, branch of Tamil Nadu Tauheed Jamat under the scanner of the Intelligence agencies at least since 2016. Sources in the security agencies said the Indian embassy in Sri Lanka is heavily fortified and armed with anti-aircraft batteries of a Central paramilitary force and has put in place a tight security cordon and sophisticated access control paraphernalia. Hashim is said to have undergone treatment earlier for mental illness and wanted to become a social worker in 2011. However, Hashim joined religious groups like the Sri Lanka TauheedJamat and subsequently got in touch with the Islamic State (IS) especially those based in the United Arab Emirates (UAE) and went on to become the ‘chief’ of Khorasan Sri Lanka of IS. Hashim has a follower base of nearly 400 radicals and the attack on the churches could be a tactical ploy to deflect attention of the aggrieved Buddhists against the Muslims who are lesser in number in the island nation than the former, sources said. Pakistan’s Inter-Services Intelligence (ISI) in Colombo might have provided facilitation for logistics supplies to Hashim through its terror proxies like the Lashkar-e-Tayyaba (LeT) and its humanitarian assistance arm Jamat-ud-Dawah (JuD) that has been presence in Sri Lanka since the 2005 tsunami. Civilian deaths attributed to Pro-Government Forces surpassed those attributed to Anti-Government Elements during the first quarter of 2019.”“Ground engagements were the leading cause of civilian casualties, causing approximately one third of the total. A single mortar attack incident by Islamic State Khorasan Province (IS) on 7 March 2019 in Kabul caused approximately one-fifth of all civilian casualties from ground engagements (see below),” the report added.According to UNAMA, the use of IEDs was the second leading cause of civilian casualties. Contrary to 2017 and 2018 trends, the majority of IED civilian casualties were caused by non-suicide IEDs rather than suicide IEDs.UANAMA also added that aerial operations were the leading cause of civilian deaths and the third leading cause of civilian casualties, followed by targeted killings and explosive remnants of war. The suspects’ exact role in planning and executing the ghastly serial bombings remains unclear, but Sri Lankan intelligence has established that the two young men were IS-trained, said Colombo-based source who was part of a recent, high-level discussion on the attacks. “Now the pieces of the puzzle should start coming together,” the source said. Police spokesman RuwanGunasekara on April 24 said that, “A total of 60 suspects have been arrested so far”. The Criminal Investigation Department (CID), which is chiefly investigating the attacks, is interrogating at least 32 suspects now, while the rest are in custody at different Police stations. Investigators are also studying if suspects had been moving about in the region in the recent past, official sources said. So far Sri Lanka’s investigating agencies have identified 139 persons as members of the National ThowheethJamaath (NTJ) and associated groups and ‘traced all of them’, an official Colombo-based source said. “It is believed that not all of them are militant, but details of their possible role in the attacks are still emerging.” Separately, the Federal Bureau of Investigation (FBI), the United States (US) intelligence and law enforcement agency, will be assisting Sri Lanka in the investigations into the Easter Sunday bomb attacks on churches and hotels that killed 359 persons, reports Colombo Page. A spokesperson of the US Embassy in Colombo on April 24 confirmed to local media that the FBI will be providing technical assistance to the Sri Lankan Police investigating the attacks. Also, the State Minister of Fisheries and Aquatic Resources Development, DilipWedaarachchi has given strict advice to the Ceylon Fishery Harbors Corporation and all the responsible officials to take immediate action to ensure the safety of all fisheries harbors with the assistance of the Security Forces (SFs), considering the situation at hand, reports Colombo Page.
