Al Qaeda chief Osama Bin Laden is involved in an unfolding plot to launch attacks on European cities and may have even targeted the US, Daily Times quoting the National Public Radio (NPR) reported on October 1. Several months ago, Osama sent a directive to al Qaeda affiliates and partners that he wanted a Mumbai-style attack on at least three European countries – the United Kingdom, Germany and France – NPR said, citing intelligence officials. NPR said gunmen had planned to fire on crowds at busy European tourist sites and take over hotels in a plot that would mark a new style of attack for al Qaeda, although details of the plans remain unclear for now. The US may also have been in Osama’s sights. “We know that Osama bin Laden issued the directive,” an unnamed official familiar with intelligence surrounding the plot told NPR.

An al Qaeda plot to launch Mumbai-style attacks on European cities was planned by the group’s number three leader, Sheikh Yunis al-Mauretani, with Osama bin Laden’s support, Daily Times quoting the German weekly Der Spiegel reported on October 2. The BBCand Sky News reported on September 29 that Western intelligence agencies had uncovered a plot targeting Britain, France and Germany involving commando-style teams of militants, seizing hostages and murdering them in a manner similar to the Mumbai attacks. Der Spiegel reported that Sheikh Yunis al-Mauretani had plotted the attacks, and had shared his plans with an Islamist with German nationality Ahmad Siddiqui currently under detention at the US-run Bagram Air Base in Kabul, the capital of Afghanistan.

A British terror suspect, Abdul Jabbar, killed in a drone strike in Pakistan on September 8 was being groomed to head a new al-Qaeda splinter group in Britain tasked with attacking Europe, the BBC reported on October 5. Abdul Jabbar, a British citizen living in Pakistan, was being prepared to lead the new group which was to be called the Islamic Army of Great Britain, the BBC said, citing a senior security source overseas. Intelligence agencies monitored a meeting of 300 militants three months ago in North Waziristan, part of Pakistan's tribal areas, attended by Jabbar and members of the Taliban and Al-Qaeda, said the BBC. At this gathering, Jabbar was put forward as leader of the new group which was given the task of organising Mumbai-style attacks in Britain, France and Germany, the source told the British broadcaster.

US President Barack Obama told lawmakers on October 5 that no changes were needed to his Afghanistan and Pakistan strategy, as US forces escalate operations against the Taliban and al Qaeda, reports Daily Times. “We are continuing to implement the policy as described in December and do not believe further adjustments are required at this time,” Obama wrote in the assessment, delivered on October 5. “As the Congress continues its deliberations on the way ahead in Afghanistan and Pakistan, I want to continue to underscore our nation’s interests in the successful implementation of this policy.” The White House said that Obama held a 30-minute videoconference with Afghan President Hamid Karzai, discussing “a number of topics, including the strategic vision for long-term US-Afghan relations, the recent Afghan parliamentary elections, and regional relations.”

The al Qaeda chief Osama bin Laden and his deputy Ayman al-Zawahiri may be hiding close to each other in houses in northwest Pakistan, protected by some members of Inter Services Intelligence (ISI), Times of India quoting a CNN reported on October 18. The two top al Qaeda ‘commanders’ may not be together and are not living in caves as foreseen by American experts to evade detection, the CNN reported quoting a top NATO officer based in Afghanistan. The official said the general region where Osama is likely to have moved around in recent years ranges from the mountainous Chitral area in the far northwest near the Chinese border, to the Kurram Valley which neighbours Afghanistan's Tora Bora, one of the Taliban strongholds during the US invasion in 2001. The Central Intelligence Agency's (CIA) expanding operations in Pakistan have taken “a serious toll” on the al Qaeda network, CIA Director, Leon Panetta said on October 20, reports Dawn quoting Los Angeles Times. But it remained unclear whether the effort had prevented a possible terror plot against European cities, he added. Panetta did not specify bombing raids by unmanned aircraft in Pakistan as US officials do not publicly discuss the campaign. “The basis for that increased pace is intelligence, weather and also just the threat streams we're getting on potential attacks in Europe,” Panetta said. The CIA also is pursuing the Haqqani network, a Pakistani militant outfit that targets US-led forces in Afghanistan, he said. He added that Pakistan's intelligence service “has been very cooperative.” The US covert drone war in Pakistan has dramatically increased this year, with at least 88 strikes as of October 15, 2010, according to the New America Foundation, which keeps a tally based media reports. In 2009, there were reportedly 53 drone strikes. Panetta's comments marked a rare public reference to CIA operations in Pakistan. In 2009, he came close to acknowledging the drone strikes, calling US efforts “very effective.” ”It is very precise, it's very limited in terms of collateral damage and very frankly, it's the only game in town in terms of confronting and trying to disrupt the al Qaeda leadership,” Panetta said at a conference in California in May 2009.

Farooque Ahmed is believed to be tied to al Qaeda, US officials said. Farooque Ahmed, who lived in the Virginia suburbs of Washington, had been allegedly casing and photographing subway stations since April to plan simultaneous bomb attacks. "Farooque Ahmed is accused of plotting with individuals he believed were terrorists to bomb our transit system, but a coordinated law enforcement and intelligence effort was able to thwart his plans," David Kris, Assistant Attorney General for National Security, said.
