The United States (US) Defence Secretary Robert Gates defended Pakistan on August 1, saying the country was actively targeting militants, after leaked documents alleged that Islamabad’s intelligence agency is guiding Afghan insurgents, reports Daily Times. “What I see is a change in the strategic calculus in Pakistan,” he said on ABC News’ ‘This Week with Christiane Amanpour’. “They are more and more partnering with us and working with us and fighting these insurgents and 140,000 soldiers (are) in north-western Pakistan fighting some of the same insurgents that we are,” Gates said. His defence of Pakistan comes after new questions about links between the country’s powerful Inter-Services Intelligence (ISI) agency and Taliban leaders. Gates acknowledged that the allegations were “a concern.” “There’s no question about it,” he said. “But I would say that, again, we walked out on Pakistan and Afghanistan in 1989 and left them basically holding the bag. And there is always the fear that we will do that again,” Gates said. “And I believe that’s the reason there’s a certain hedge,” he added. He said Pakistan had shown it was now committed to tackling the Taliban by raiding militant safe havens in South Waziristan and Swat. “And so the Pakistanis going after any of these groups, I believe, overall, helps us in what we’re trying to accomplish, both with respect to Afghanistan and with respect to al Qaeda,” he added.

"In Pakistan, we’ve seen the government begin to take the fight to violent extremists within its borders. Major blows have been struck against Al Qaeda and its leadership," US President Barack Obama said on August 2, according to Dawn. Obama said that the US had a ‘fairly modest goal’ in the Pak-Afghan region and hoped to achieve this objective with ‘enough cooperation’ from Pakistan. "Nobody thinks that Afghanistan is gonna be a model Jeffersonian democracy," Obama said. "What we’re looking to do is difficult, very difficult, but it’s a fairly modest goal, which is, don’t allow terrorists to operate from this region; don’t allow them to create big training camps and to plan attacks against the US homeland with impunity." This modest goal, he added, could be accomplished. "We can stabilise Afghanistan sufficiently and we can get enough cooperation from Pakistan that we are not magnifying the threat against the homeland." President Obama chose a policy speech on Iraq to also highlight his strategy for Afghanistan and Pakistan. The US, he said, was seeking "deeper cooperation with Pakistan to root out terrorists on both sides of the (Afghan) border".

35 al Qaeda members and 10 Taliban members and affiliates were removed from a UN sanctions terror list after an exhaustive review of 488 names, Austria’s UN ambassador announced on August 2, according to Daily Times. "As a result of the review of 488 names, 45 were de-listed," chairman of the UN Security Council panel Thomas Mayr-Harting told the reporters. The council maintains a blacklist of individuals and entities linked to al Qaeda and the Taliban. He said that those removed, following requests from Governments, include 10 individuals associated with the Taliban as well as 14 individuals and 21 entities linked at some point to al Qaeda. Amongst the 10 Taliban removed from the list was a former Afghan envoy to the UN, author of ‘My Life with the Taliban’, Abdul Salam Zaeef and two officials who are now deceased. A final decision for the 66 amongst them is still pending. As part of his efforts to promote national reconciliation, Afghanistan President Hamid Karzai had asked the Security Council to remove names of some Taliban members who were not linked to al Qaeda, from the terrorism blacklist.

The leader of the militant outfit Harkat-ul-Jihad-al-Islami (HuJI), Commander Ilyas Kashmiri, has become the first Pakistani Jihadi (holy fighter) leader to have been designated by the United Nations and the United States as a ‘Specially Designated Global Terrorist’ for his alleged al-Qaeda connections, reported The News on August 9. Kashmiri is not only wanted by Pakistan and India for his alleged involvement in terrorist activities, but also by the United States. Before Kashmiri, it was Dawood Ibrahim, a billionaire gangster heading the ‘D-Company’ and wanted by India for the 1993 Mumbai bomb blasts, who had been declared a ‘Specially Designated Global Terrorist’ by the US State Department in October 2003. Much to Islamabad’s embarrassment, the US Treasury Department, amongst its reasons for naming Dawood Ibrahim as one of the world’s worst terrorists, cited intelligence reports of his connections with al-Qaeda and Lashkar-e-Toiba (LeT).

The United States “clearly observes” how the weapons it is supplying to Pakistan are being used, said the US under secretary for Defence Michelle Flournoy on August 10, reports Daily Times. The US is “mindful of these concerns as we take steps to support the equipping of Pakistan for the current counter-insurgency and counter-terrorism purposes,” she said. India’s Defence Minister AK Antony said last month that the scale of US military assistance to Pakistan was “disproportionate to the war on terror” for which it was intended. “We feel that there is every possibility of diverting this sophisticated equipment against India,” Antony said, during talks with the chairman of the US Joint Chiefs of Staff, Admiral Mike Mullen. Washington sees Pakistan as integral to winning the war in Afghanistan, as Taliban and al Qaeda-linked insurgents target the coalition forces in the mountainous region dividing the two countries.

A senior official at the ISAF headquarters in Kabul gave a special briefing to a delegation of the Pakistani media. He admitted that nothing could be said with surety about the location of the highest-level al-Qaeda and Taliban leadership. August 13 reported that there is a massive conspiracy to destabilise Karachi, Pakistan’s only economic hub by jihadi (holy warrior) outfits which only recently decided to regroup and reorganise themselves to launch a series of high-profile killings and bomb blasts. Previously, Daily Times reported that the assassination of an MQM legislator, Raza Haider, was the work of Qari Zafar of the Tehreek-e-Taliban Pakistan (TTP) which resulted in killing of more than 95 persons in various targeted killings and organised attacks in Karachi. Al-Qaeda presence in Karachi was confirmed which was upset with the counter-terrorism moves by the Government. Only recently, a drone attack killed one of their top commanders and number three, Mustafa Abu al-Yazid aka al-Masri. Interestingly, for a precision attack on a certain target anywhere, a SIM-like chip has to be fixed at the spot for the missile from the drone to hit the target, which could only be possible if someone fixed that chip. Central Intelligence Agency (CIA) operational panel rallies up which leads to the conclusion that Inter Services Intelligence (ISI) who already has a vast network of operatives and assets inside Federally Administered Tribal Areas (FATA) is closely working with its American counterpart to "hound and destroy" at least, al-Qaeda in Pakistan.

He said that there was “every possibility, I think, that there can be low-and mid-level reintegration and indeed some fracturing of the senior leadership that could be really defined as reconciliation,” adding there was “not some kind of monolithic Taliban enemy” but rather a syndicate of insurgent groups that are not subservient to each other. These include the Afghan Taliban in the south, the Haqqani network in the east, the Hezb-e-Islami (H-e-I) led by Gulbuddin Hekmatyar, the Tehreek-e-Taliban Pakistan (TTP), and smaller numbers of al-Qaeda and Uzbek militants. General Petraeus said that while criticising Pakistan it was important to first remember what Pakistan had done over the last 18 months. “Remember the casualties they have sustained in taking on the extremists in their country, albeit focusing on those who are most threatening the very existence of Pakistan,” he said. "Instead of the hammer, America will rely on the scalpel," John Brennan, President Barack Obama's top counter-terrorism adviser, said. Brennan, an architect of the White House strategy, used this analogy while pledging a "multigenerational" campaign against al Qaida and its extremist affiliates. The US intensified the CIA's drone missile campaign in Pakistan and elsewhere against al-Qaida as part of its shadow war against the outfit and its allies, the report said. The US is pursuing Qaida militants with robotic drones and commando teams, paying contractors to spy and training local operatives to chase terrorists. The Pentagon is tapping a network of private contractors to gather intelligence about things like militant hide-outs in Pakistan. "Where we want to get is to much more small scale, preferably locally driven operations," said Representative Adam Smith who serves on the Intelligence and Armed Services Committees.

It would not be the first time the Government has announced restrictions against charities tied to militant outfits. Critics say any banned outfits often re-emerge under new names, with authorities uninterested in stopping their operations. Foreign Minister Shah Mahmood Qureshi said “the gains we have made against the terrorists are substantial, yet we remain exposed. Writing in Washington Post, Rangin Dadfar Spanta said Pakistani policy has helped maintain a level of violence that is leading to the erosion of Western support for the war. US-led troops are deployed with a mission to fight extremist groups, but the task “has been compounded by another strategic failure: the mistaken embrace of ‘strategic partners’ who have, in fact, been nurturing terrorism”, he wrote. However, commenting on Spanta’s suggestions, Philip J Crowley, assistant US secretary of state for public Affairs, noted that the extremist threat could be effectively dealt with action on both sides of the restive border. “We have encouraged Pakistan to take decisive action to deal with the threat within its borders. Misbahuddin Ahmed, believed to be born in India, and Hiva Mohammad Alizadeh, both from Ottawa (Canada), and Pakistani origin Khurram Syed Sher of London were accused of conspiring with three others - James Lara, Rizgar Alizadeh and Zakaria Mamosta - in a terror plot Police traced back to Pakistan, Iran and Dubai. The trio was charged with conspiring to build bombs for attacks in Canada and raise money to fund Improvised Explosive Device (IED) attacks on Canadian troops in Afghanistan.
