Ayman al Zawahiri threatened new attacks to avenge the sentencing and presented it as another reason that Pakistanis should overthrow their Government and join the jihad (holy war) against the US. “We will fight you until the Day of Judgment, or until you stop your crimes. Imprison whomever you want, kill whoever you want, and raid whatever you want. The Muslim nation is after you,” Zawahiri said addressing the US.

While al Qaeda’s leaders, including Osama bin Laden, continued to operate out of the border area, “they provide the guidance, they provide the priorities, they provide legitimacy to other al Qaeda affiliates that are developing in other places, including in the Arabian Peninsula, in Yemen in particular and in northern Africa, in the Maghreb,” said Gates, adding, “I would say the heart of al Qaeda remains in the border areas of Afghanistan and Pakistan.”

"The process is an ongoing one. The United States (US) terrorism expert Bruce Riedel while talking with Spiegel Online on November 12 about how explosive the situation was in Pakistan and how much influence al Qaeda still had, said that coup in Pakistan a real possibility, reports Daily Times. On increasing talk of trying to negotiate with the Afghan Taliban to achieve a political settlement, Riedel said, “We’re all war weary and are looking for a way out. We would all like a political solution but the question is: are the Taliban capable of the kind of process of compromise and negotiations that we want? And can it be separated from al Qaeda? The odds are good that the answer is no and that the ties between the two are too strong. For example, there was an attempted attack on the metro system in New York City last year, which was al Qaeda-sponsored, but the terrorists had been given to al Qaeda by the Afghan Taliban. That suggests it’s going to be very hard to break up the connection,” adding, “Al Qaeda today remains a very dangerous foe and must not be underestimated.”

The United States should use drones to target Lashkar-e-Toiba (LeT) hideouts if Pakistan does not destroy them, says US bipartisan task force on November 13, reports Dawn. In a report to the Barack Obama administration, the task force warns that another Mumbai-like attack could lead to a full-fledged war between India and Pakistan. “What we are suggesting is that we include LeT in this target list, because if the Pakistanis aren’t willing to see this as a threat and indeed an existential threat to them, then we see it that way, and we are going to prosecute it,” Richard Armitage, former deputy Secretary of State said. Richard Armitage, while talking to the media after the release of the task force’s report on Pakistan and Afghanistan, urged Islamabad to realise that the Haqqani network also posed an existential threat to the Pakistani state. “I would hope they would see the Haqqani network in the same way they see Tehreek-e-Taliban Pakistan (TTP), that this is ultimately a threat to them as well,” said Richard Armitage. “On Lashkar-e-Taiba, they have to see this as something that could, in a single stroke, cause war between India and Pakistan, something that I think would delight Al Qaeda no end,” he observed. “And why do I say this? LeT is trouble. As I have already indicated, if they have one more strike, another Mumbai-type attack, I do not think the Indian government can be held back,” he added further.

German intelligence agents received evidence on November 17 from the United States that al Qaeda has sent two to four terrorists to Germany and United Kingdom (UK) via India and the UAE to carry out attacks, reports Indian Express. The mastermind behind the possible attacks was named as Mohammed Ilyas Kashmiri, the ‘chief’ of Harkat-ul-Jihad-al-Islami (HuJI) and a leading al Qaeda militant from Pakistan. He is alleged to be behind a bomb attack on the German Bakery in Pune (Maharashtra) in India on February 13, 2010. Kashmiri reportedly recruited the militants for the latest planned attacks in the Afghan-Pakistan border region.

"Obviously, LeT is a profoundly dangerous group and its support that it derives from doing social services is like Hamas, is like Hezbollah, and is of course of great concern," Daniel Benjamin said. "I don't think I ever said LeT was more dangerous than al Qaeda, but it is certainly a very, very dangerous group. Federal Interior Minister Rehman Malik on November 21 ruled out the involvement of external hand in terrorism in the country, saying the locals were supporting terrorism, especially the Lashkar-e-Jhangvi (LeJ) in Karachi, reports Daily Times. “No external hand is involved in terrorism in Pakistan,” Malik told reporters at the Karachi Airport, adding that Tehreek-e-Taliban Pakistan (TTP), al Qaeda and Lashkar-e-Jhangvi (LeJ) were all coordinating with each other and were trying to destabilise Pakistan. A Pakistani tribesman is to sue the CIA for USD 500 million after his son and brother were killed in the covert drone attack against al Qaeda, his lawyer said on November 29, reports Daily Times. Karim Khan from North Waziristan Agency of Federally Administered Tribal Areas (FATA) claimed that his house had been hit by US missiles on December 31, 2009. “That drone attack killed my son, my brother and a local man. We are not terrorists, we are common citizens,” he told a news conference where he and his lawyer Mirza Shehzad Akbar announced his plan to sue. Akbar said he will file a lawsuit in Pakistan and, if necessary, at the International Court of Justice based in Hague.
