According to official sources, three other groups of terrorists who have been operating in the city for the last many years are still at large. The leaders of these three groups are known as Asif Ramzi, Qari Asad and Qari Abdul Haye. These sources also said the most dangerous group among these three was headed by Asif Ramzi who is reportedly the ringleader of all LeJ cadres and had a key connection between local Islamist terrorists, Taliban and Osama bin Laden's Al Qaeda network. Sources added that there was a very strong possibility that, consequent to the arrest of Akram Lahori group and Attaur Rehman alias Naim Bukhari, Asif Ramzi may emerge as the new leader (Salar) of Lashkar-e-Jhangvi. Sources also said, US Federal Bureau of Investigation (FBI) officials suspect that Asif Ramzi made the bombs used it in May 8-blast outside the Sheraton Hotel. In that incident, 11 French nationals and three others were killed. Ramzi is also suspected of fabricating the car-bomb that was set off on June 14 outside the US Consulate General killing 12 persons.

Police on July 2 said they had arrested 12 suspected terrorists allegedly planning attacks on religious places in Rawalpindi. The police also seized a huge quantity of weapons, including nine AKs, eight 222 riffles, a 8mm rifle, four grenades, three detonators, a light machine gun, a rocket launcher, 10 rocket launcher shells, 2200 cartridges, including 560 bullets of LMG, and 15 boosters. At a press conference in Rawalpindi on July 3, Senior Superintendent of Police (SSP) Syed Murvat Shah said the arrested terrorists are suspected cadres of the Sipah-i-Sihaba Pakistan (SSP), a proscribed Sunni group. He also said the police had yet not ascertained whether they had any links with the Al-Qaeda. Meanwhile, the SSP said police had intensified raids to arrest other members of the group who had managed to escape.

According to media reports, the US Federal Bureau of Investigation (FBI) accompanied by personnel of Pakistani law enforcement agencies raided a warehouse in Shershah, Karachi, on July 3, and arrested up eight suspected Al Qaeda terrorists. Official sources said the FBI agents had intercepted a conversation on a mobile phone and located it by using advanced satellite technology. The names of those detained have not be ascertained thus far, these sources said, and added that there were three Arab nationals, three Afghans and two Pakistanis. The place where the raid was conducted reportedly belonged to the proscribed Lashkar-e-Jhangvi (LeJ) Sunni terrorist group. Three rifles, three pistols, three motorcycles, three satellite phone sets, fake passports, fake visa stamps, fake travel documents of different countries, fake stamps of the US consulate, literature about Jihad, etc. were also seized from the hideout.

Four Al Qaeda terrorists and two security force (SF) personnel were killed and two police personnel injured in an encounter near Jarma bridge in Kohat, on July 3. The four Al Qaeda cadres of Chechen origin were coming from the tribal area of Miranshah, headquarters of North Waziristan Agency, near the Afghan border. According to official sources, the Al Qaeda cadres were probably on a terrorist mission in Kohat or Peshawar. SF personnel recovered four Kalashnikovs, one machine-gun, two pistols, 15 hand-grenades and a rocket launcher from the encounter site. The Al Qaeda men reportedly opened fire and lobbed five hand-grenades at the SFs from inside their vehicle. The encounter occurred at Jarma bridge when the terrorists were stopped some three kilometers south of Kohat. Two other members of the terrorist group managed to escape from the encounter site.

The Al Qaeda terror network of Osama bin Laden is reported to have financed the June 14 bombing at the US consulate in Karachi, Interior Minister Moinuddin Haider was reported as saying on July 3. He said authorities had evidence that the Al Qaeda paid local sectarian terrorists to plan the June 14-car-bomb blast outside the Consulate. "Al Qaeda had financed them," Haider was quoted as saying by the Associated Press of Pakistan (APP). As reported earlier, 10 persons were killed and 51 others injured when a car bomb exploded outside the US Consulate General in Karachi on June 14. The Minister also said that foreign terrorists operating inside Pakistan were probably behind the May 8-suicide bombing in Karachi that killed 16 persons including, 12 French, as well as in the murder of American journalist Daniel Pearl. He pointed out that the proscribed Lashkar-e-Jhangvi (LeJ) Sunni terrorists group was part of a coalition of terrorist groups that have taken Al Qaeda money to carry out attacks.

According to a media report, 11 Al Qaeda suspects were arrested on July 7 from the Clifton area and Shah Noorani area of Baluchistan. Security forces (SFs) also recovered 57 weapons from their possession, including rocket launchers, light machine guns, Kalashnikovs, satellite telephone instruments, letters of Osama Bin Laden and Taliban chief Mullah Mohammed Omar. SF personnel conducted raids in the Shereen Jinnah colony of Clifton, Sher Shah and in Shah Noorani area of Baluchistan. The arrested suspects include an Egyptian and an Afghan national, as also five cadres of the outlawed Sipah-e-Mohammed Pakistan (SMP), a Shia group.

Military regime spokesperson Major General Rashid Qureshi said, on July 8, in Islamabad there is no evidence to directly link the Al Qaeda with the accused involved in the June 14-US consulate bombing in Karachi. Speaking to the British Broadcasting Corporation (BBC), he said, "There is no evidence of a direct link with Al-Qaeda. However, investigations are going on and surely the police will establish the real motives of the culprits." He also said evidence thus far indicated that the accused are extremist elements who felt that Pakistan's war against terror and its joining of international coalition was not a right decision. Therefore, in their own belief, they started terrorism to destabilise the government.

According to media reports, 26 Pakistanis jailed on the suspicion of having links with the Al Qaeda terrorist network of Osama bin Laden were released on July 9 after being found innocent. They had been locked up in the Kot Lakhpat jail in Punjab, for suspected participation in terrorist activities in Afghanistan. "After thorough investigations it was proved that they were not involved in militant activities," provincial religious affairs adviser Hafiz Tahir Ashrafi said in Lahore on the same day. Official sources said they were among the 300 Pakistanis jailed after being arrested for suspected links with the Al Qaeda. Ashrafi also said more than 2,000 Pakistanis were still in Afghan jails since the fall of the Taliban regime in that country.

According to media reports, Pakistani authorities on July 12 in Karachi have arrested an alleged financial adviser of Osama bin Laden and two other terrorists believed to be from his Al Qaeda terror network. Three Al Qaeda cadres including Sheikh Ahmed Saleem, who was reportedly acting as a financial adviser of bin Laden in Pakistan, were arrested during an overnight raid on a suburban apartment in Karachi. Saleem, a Sudanese, reportedly escaped from Afghanistan to Pakistan after the US-led military campaign began in October 2001, said official sources.

According to a media report of July 22, the government has received intelligence reports stating 24 Al Qaeda terrorists and about 12 other terrorists have entered Pakistan in the last couple of days and are planning to target some embassies of European countries and the Indian High Commission. Official sources indicate that the terrorists first came to Dubai from India on Indian passports. And later, they went to a neighbouring country, from where they entered Pakistan. Al Qaeda cadres are reportedly planning to target the building that houses the Indian Consulate in Karachi some time in August, besides attacking some European embassies in Islamabad. Intelligence sources added that terrorists might choose August 15, the Independence Day of India, for an attack on the Indian High Commission in Islamabad. In the light of such information, the Federal government has reportedly put provincial governments, chief commissioner of Islamabad and local law enforcement agencies on a high security alert. The report also said the Austrian Embassy in Islamabad has also received a threat message from terrorists and it has consequently asked authorities to ensure its security. The United States Embassy, and the UK and Canadian High Commissions in Islamabad have also reportedly received threats from terrorists in the last few weeks.

He said most of them were linked to the proscribed Lashkar-e-Jhangvi (LeJ), a Sunni group with links to the Al Qaeda terrorist network of Osama bin Laden.
