On May 1, the general secretary of the State unit of the Bharatiya Janata Party (BJP), Jayanta Dutta and four others were killed and nine others injured by terrorists of the United Liberation Front of Asom (ULFA) in two separate attacks. Dutta was also the candidate for Dibrugarh constituency in the forthcoming State Legislative Assembly elections. In the first incident, Dutta was shot at by hiding ULFA terrorists as he entered his election office in Dibrugarh town. Also killed in the attack were the Dibrugarh the district BJP secretary and another party worker. Nine others were injured.

On May 3, Assam Governor Lt Gen (Retd) S K Sinha, speaking to press persons, called upon the people of the State to ‘defy’ the ULFA, and ‘respond by exercising franchise in the May 10 Assembly polls’. Urging the masses not to be overawed by ULFA’s hit-and-run tactics, the Governor assured, to contain violence in the State by militants, surface-and-air surveillance would be carried out by additional security forces. The Governor appreciated the role of the Unified Command Structure (UCS) and said, "Had it not been for the UCS, Assam today would have gone the Kashmir way." The encounter took place after the army cordoned off the house in which a group of terrorists had taken shelter. In the ensuing exchange of fire four terrorists were killed on the spot, while the rest managed to escape. Three AK-rifles, two Chinese grenades, seven magazines, 266 live cartridges and some Bhutanese currency notes were recovered from the possession of the slain terrorists.

He added that a cease-fire could be announced only after some talks and some kind of agreement. Addressing a press conference at the Raj Bhawan (Residence of the Governor) in Guwahati, he said that talks are being held with some terrorist groups of the region, but the United Liberation Front of Asom (ULFA) is not one of those. He also stated that there might be some understanding between the Congress party and the ULFA. However, he said that there is no need for instituting a formal enquiry into the allegation as "an internal probe is on and the truth would come out."

MASS also demanded the dismantling of the unified command structure, in charge of the counter-insurgency operations in the State.
