According to media reports of October 4, the Union Ministry of Home Affairs (MHA) has recently asked the North Eastern Council (NEC) to create a data bank on Non-Governmental Organisations (NGOs) operating in the North East and make an inventory of their activities in the region. This would allow the Ministry to streamline the operations of these NGOs and increase the efficiency with which development funds are utilised in different projects executed by these NGOs. Creation of the databank would also assist the MHA in preventing NGOs from misappropriating funds and siphoning them to terrorist outfits for which some of them act as front organizations. The Ministry has already identified a large number of fake NGOs, voluntary organisations (VOs) and socio-cultural associations all over the country, including in the North-East. In the year 2000, the Central Welfare Board had blacklisted 820 NGOs/Welfare Organisations from the seven northeastern States—323 in Meghalaya, 197 in Manipur, 151 in Assam, 78 in Nagaland, 69 in Tripura and 2 in Sikkim. The MHA had identified a number of NGOs in the North East which had links with terrorist outfits, on April 24, 2001. These included the Manab Adhikar Sangram Samiti (MASS), an NGO in Assam, which was stated to have links with the United Liberation Front of Asom (ULFA), and the Naga People's Movement for Human Rights (NPMHR) and Naga Students Federation (NSF) in Nagaland.

According to media reports, on October 4, the Ministry of Home Affairs convened a joint meeting of the officials of Assam and West Bengal Governments. The meeting was called to review the threat from the increasing nexus between the United Liberation Front of Asom (ULFA) of Assam and the Kamtapuri Liberation Organization (KLO) of West Bengal. The meeting was attended by Chief Secretaries and Directors General of Police of both the States. Officials discussed the measures to be adopted to check the rising activities of KLO in North Bengal. Sources in the West Bengal Government claimed that the ULFA was not only training KLO cadres but was involved in supervising the latter’s operations. Assam Government sources said the State government has been keeping a tight vigil along the inter-State border to prevent ULFA terrorists from entering West Bengal.

According to media reports of October 6, in a recent interview, Bhutanese Foreign Secretary, Ugyen Tshering expressed confidence that the United Liberation Front of Asom (ULFA) would reduce the number of camps in Bhutanese territory. The ULFA signed an agreement in June, in which it agreed to remove four of its nine camps in Bhutan by December 2001. In the same agreement it stated its intention to reduce the strength of its cadres in the remaining five camps.

The DIG also said the ULFA could not set up such camps without an understanding with the Achik National Volunteer Council (ANVC), a terrorist outfit representing the Garos and operating in the Garo Hills. Official sources disclosed on October 12 that the United Liberation Front of Asom (ULFA) has shifted three main camps from Kalikhola and Sandrup Jhonkhar areas of Bhutan to the Arunachal Pradesh border. The Royal Government of Bhutan has been applying pressure on various North east terrorist outfits like the ULFA, the National Democratic Front of Bodoland (NDFB) and the Kamtapore Liberation Army (KLO) to remove their camps from Bhutanese territory. Earlier, there was an agreement between the ULFA and the government that the terrorist outfit from Assam would shift its camps from Bhutan by the end of this year (2001). The Indian government is also expected to renew its demand to expel North East terrorist outfits from Bhutan when Bhutanese Foreign Minister Jigmi Thinley comes to India on October 15 on a weeklong visit.

Among the surrendered terrorists was Anup Gogoi, the publicity secretary of the outfit, who expressed his disillusionment with the changing policy of the terrorist outfit. The increasing alliance between the ULFA and the ANVC, reports said, could be as a result of the alienation of the ANVC from the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) over the issue of territorial extension of the Naga cease-fire. Announcing the promulgation of the ordinance, Union Home Secretary Kamal Pande said, "The recent attack on the USA emphasises the urgency to undertake immediate special measures". He added that though POTO had built in safeguards to make it more humane for the innocent, it was a legal salvo against terrorism and terrorist outfits. He said, " The existing criminal justice system was not designed to deal with the types of heinous crimes that have appeared in the country in the last 50 years. Separate definition of terrorist acts, special provisions relating to financing of terrorism, use of explosives and weapons of mass destruction, substances of chemical and biological warfare and operations of terrorists organisations were not there or were ineffective.'' While the maximum punishment under POTO would be death, it has the provision of five-year imprisonment as the minimum punishment. Besides, he added, any person having connection with the proscribed organisations could face an imprisonment of 10 year with fine. The ordinance has banned 25 organisations including the Liberation Tigers of Tamil Eelam (LTTE), the Lashkar-e-Toiba (LeT), Jaish-e-Mohammed (JeM)/ Tahriqk-e-Furqan, Harkat-ul-Mujahideen (HuM), Harkat-ul-Jehad-e-Islami, Pir Panjal Regiment, Al-Umar-Mujahideen, Jammu and Kashmir Islamic Front Deendar Anjuman, Student Islamic Movement of India (SIMI), Khalistan Commando Force (KCF) and the Babbar Khalsa International (BKI) The outfits banned in the Northeast include United Liberation Front of Asom (ULFA), National Democratic Front of Bodoland (NDFB), People's Liberation Army (PLA), Peoples Revolutionary Party of Kangleipak (PREPAK), Kangleipak Communist Party (KCP), Kanglei Yaol Kamba Lup (KYKL), Manipur People's Liberation Front (MPLF), all factions of National Socialist Council of Nagaland (NSCN), All Tripura Tiger Force (ATTF), National Liberation Front of Tripura (NLFT), Achik National Volunteer Council (ANVC) and Hynniewtrep National Liberation Council (HNLC).
