Five Lashkar-e-Toiba (LeT) militants were killed in a gun battle with Army personnel during an operation that has been launched on July 29 in the Hafrooda forests of Handwara town in Kupwara District on August 1, reports Daily Excelsior. The bodies of all the slain militants have been recovered with huge quantity of war like stores including under barrel grenade launcher. Sources identified two of the LeT commanders killed in the operation as Abdullah and Wahid. “All of them are foreigners and these two were the commanders as per the documents received from them”, sources added. The Army commander said that with the killing of 5 militants in Hafrooda, the death toll has risen to 10 in overall operations in North Kashmir including Keran Sector and Machil Sector since last three days.

The Bangladesh government has confirmed to India that terror groups like the Lashkar-e-Toiba (LeT) have instigated Rohingyas to avenge 2012’s sectarian violence in Myanmar, Hindustan Times reports on Aug 2. For the first time, senior government sources said, the presence of several thousand Rohingya refugees in India was discussed by senior Home Ministry, Police and intelligence officials at the Independence Day security coordination meeting on July 30. According to the Bangladesh government, umbrella organization like Jamaat-ul-Arakan and the Rohingya Solidarity Organization are running terror training camps in remote areas of Bandarban District of Bangladesh adjoining the Myanmar border.

Intelligence agencies have found that Indian Mujahideen (IM) may have grown strong footprints in India’s Northeast and Bangladesh, reports The Times of India on August 5. In fact, agencies have credible information that IM played a significant role in providing relief to displaced Muslims in the June 2012 Bodo-Muslim riots in Assam. "There are reports of them having developed contacts with some religious groups in Assam and their activity has been significant in areas such as Dhubri. They have also developed footprints in Sylhet region of Bangladesh and are suspected to have developed pockets of influence in Myanmar-Bangladesh border region through LeT," said an intelligence official. "The objective of participating in relief operations in Assam seemed to be aimed at creation of an IM constitution and radicalization of Muslim youth at the wrong end of justice in the state," he added.

Around 250 to 300 militants are waiting on the other side of Line of Control (LoC) to cross into Indian side of Jammu and Kashmir (J&K) reported Daily Bhaskar on August 7. As many as 42 launch pads have been set up on the Pakistani side of LoC to facilitate the infiltration of the militants into the Indian side. “Terror infrastructure is intact (on the Pakistani side of the line of control),” said Lieutenant General Gurmit Singh, General Officer Commanding (GOC), 15 corps. Official figures reveal 53 militants, including 34 from Lashkar-e-Toiba (LeT), 18 from Hizb-ul-Mujahideen (HM), and one from Jaish-e-Mohammed (JeM), were killed by the Security Forces (SFs) in 2012 in the Valley. In the first six months of 2013, 19 terrorists have been killed in the Valley alone. Similarly, 12 civilians were killed in entire 2012 while 14 civilians have died across Kashmir Valley in the first six months of 2013. According to official figures 264 terrorists attempted infiltration from across the LoC in 2012, compared to 247 in 2011. There was sharp rise in successful infiltration by Pakistani militants. Around 121 terrorists entered into Jammu and Kashmir in 2012 as compared to 52 in 2011. “There are number of terrorist camps and launch pads (across the LoC)... We have an efficient Intelligence network,” said Lt Gen Singh. Counter infiltration grid of the army on the Line of Control (LoC) has foiled 17 infiltration bids this year. “A total of 13 hardcore Pakistan trained terrorists were killed. The numbers of such attempts have doubled this year in comparison to the corresponding period last year,” said an Army officer in Jammu. Despite foiling the large number of infiltration bids the number of active militants in J&K stands at 250 to 300 militants. Around 12 militants and a soldier were killed in one of the biggest operations on the LoC and hinterland in the Kupwara district last week. Pakistan army’s desperation is also evident by the fact that there has been substantial increase in the number of ceasefire violations this year. “There have been 57 ceasefire violations this year which is almost 80% more than 2012,” said the officer.

Just two days before the attack on the Indian Army's patrol team along the Line of Control (LoC) in the Poonch Sector of Poonch District in Jammu and Kashmir (J&K) late in the night of August 5 in which five Indian soldiers were killed, the Lashkar-e-Toiba (LeT) ‘chief’ Hafiz Saeed had visited the LoC in Pakistan occupied Kashmir (PoK), reports India Today on August 7. Sources said the LeT ‘chief’ had visited Pakistani Forces Gurund post opposite Poonch on August 3 and met soldiers of the Border Action Team (BAT). Sources said Saeed met soldiers from both the 801 or 802 Mujahid Battalion and several LeT ‘commanders’, including Tariq Mohammed Anwar, who headed the operation. Sources also said that after Saeed's visit, Pakistan Army soldiers most likely carried out a reconnaissance mission in the intervening night of August 4 and 5. Simultaneously, Pakistani troops provided cover fire opposite Sawjian forest in Poonch. The August 5 ambush thus seems to have many similarities with the January 8, 2013, attack wherein two Indian soldiers had been killed in Mendhar Sector of Poonch District. According to intelligence sources, in both operations LeT terrorists and Pakistan Army regulars were involved.

The Central Government launched a scheme on August 6 to strengthen women's Self-Help Groups (SHGs) in districts across the country to provide more livelihood opportunities where Communist Party of India-Maoist (CPI-Maoist) is active, reports Zee News. A Memorandum of Understanding (MoU) was signed between the Union Ministry of Rural Development (UMRD) and Non-Governmental Organisation (NGO) 'Pradan' to undertake developmental and training activities in "hardcore Naxal-[Left-Wing Extremism (LWE)] - affected districts". "The scheme will be implemented in some of the districts of Chhattisgarh, Bihar, Jharkhand and Odisha in the first phase," the Minister of Rural Development Jairam Ramesh said.

Defence Minister AK Antony, in his statement in Parliament on August 8 said that as per the information available with the Army, "specialist troops" of the Pakistan army were involved in the August 6 attack in an Indian post along the Line of Control (LoC) in the Poonch Sector of Poonch District, in which five Indian soldiers were killed, reports Times of India. Since then Army ‘chief’ General Bikram Singh has visited the area and gone into the details of the matter, said the minister, adding, "It is now clear that the specialist troops of Pakistan army were involved in this attack when a group from the Pakistan-occupied-Kashmir crossed the LoC and killed our brave jawans. We all know that nothing happens from Pakistan side of the LoC without support, assistance, facilitation and often, direct involvement of the Pakistan Army." "Those in Pakistan who are responsible for this tragedy and the brutal killing of two soldiers earlier this year should not go unpunished. Pakistan should also show determined action to dismantle the terrorist networks, organizations and infrastructure and show tangible movement on bringing those responsible for the Mumbai terrorist attack in November 2008 to justice quickly," said Antony. "Naturally, this incident will have consequences on our behaviour on the line of control and for our relations with Pakistan. Our restraint should not be taken for granted; nor should the capacity of our armed forces and resolve of the government to uphold the sanctity of the LoC ever be doubted," he added. Meanwhile, Army sources said on August 8 that the operatives of the Musa Company of the Special Service Group (SSG), which is tasked for carrying out such 'hit' operations, may have carried out the attack. Tunda is accused of masterminding over 40 bomb blasts in New Delhi, Panipat, Sonepat, Ludhiana, Kanpur and Varanasi between December 1996 and January 1998 that left 21 persons dead and over 400 injured. Sources said Tunda had been guiding the banned Students Islamic Movement of India (SIMI) which later turned into Indian Mujahideen (IM). He is also accused of motivating the Rohingya Muslims in Myanmar to perpetrate attacks against the Buddhists there. In the dossier handed over to Pakistan after the November 26, 2008, (26/11) Mumbai (Maharashtra) attacks, Tunda was ranked 15. The dossier also claims he is connected to Jaish-e-Mohammed (JeM) and Jamat-ud-Dawa (JuD) apart from LeT. Tunda allegedly indoctrinated into terrorist activities by Inter Services Intelligence (ISI) in the eighties, was trained in making improvised explosive devices. After the serial blasts, Tunda allegedly fled to Bangladesh where he came under direct command of LeT ‘chief’ Zaki-ur-Rehman Lakhvi. He soon became LeT's top bomb maker.

Tunda had met Gul after reaching Pakistan via Saudi Arabia. When asked about other wanted persons, including the November 26, 2008 (26/11) Mumbai attacks suspects Major Samir Ali and Major Iqbal of ISI, Tunda disclosed that "he knows about them but hasn't met them". "He reports to Major Bashir of ISI. He knew that two majors of ISI were monitoring the 26/11 Mumbai attacks but couldn't meet them since he was not part of the operation," said the source. He also told the interrogators about two ISI major - identified as Tayeeb and Alta - deputed by ISI to push fake currencies into India. Tunda also said, "The ISI manages all terrorist organizations in Pakistan and Lashkar-e-Toiba is the most powerful.” Tunda also told the investigators that ISI was the official arm which has got several other tanzeems (organizations) like LeT, Jamaat-ud-Dawa (JuD) under its umbrella to carry out various tasks. The handlers call these tanzeems as social organizations. After his associate from Mumbai, Dr Jalees Ansari, responsible for a series of blasts in the city, was arrested in 1994, Tunda fled to Bangladesh and then to Pakistan. By 1996, he was operating out of Dhaka (Bangladesh) in close association with Islamic Chhatra Shibir (ICS), student wing of the JeI, sources said. He used his and the Shibir's contacts to send several LeT operatives to India who were to set up cells outside of Jammu and Kashmir. He also confirmed a secret intelligence document that had said that the Babbar Khalsa International (BKI) was planning an attack in India on Independence Day (August 15). He told the investigators that BKI chief Wadhawa Singh lives in Karachi but since he has grown old, most of the present day decisions in BKI are now taken by Ratandeep Singh. Tunda, according to the Police, had formed Khalistan Kashmir International on May 3, 1990, following a meeting with Wadhawa Singh and Lahbir Singh Rode, the head of the International Sikh Students Federation, in Lahore (Punjab, Pakistan). Their "drop-off point" is expected to be around 28 kilometers off Jaffna (Sri Lanka) and their target could be Mayiladuthurai or Madurai in Tamil Nadu, according to the alert. A passage on the alert's third page reads, "Sri Lankan agencies are reported to have arrested three suspected Pak nationals on February 2, 2013, who confessed to having visited Mumbai and Thiruvananthapuram on Sri Lankan passports." Police also said Tunda had met top BKI militants Ratandeep and Wadhwa Singh Babbar on several occasions and his network was constantly used to carry out BKI operations. Further, the Special Investigation Team probing Tunda's role in various cases, approached the prosecutors in the designated TADA court in Ajmer and collected some documents, The Times of India reports on August 23. Tunda, was close to Jalees Ansari, a convicted terrorist in the Mumbai train blasts case of 1993 and currently lodged in central jail, Ajmer. Tunda and Ansari met in Pakistan before the serial blasts in Mumbai trains. The CBI, which had looked into these facts, had placed the final report in the designated Terrorist and Disruptive Activities (Prevention) Act (TADA) court in Ajmer, which was hearing the Mumbai train blasts case of 1993. However, the court had rejected the final report, and the probe is still pending. "We are not authorized to comment on anything outside the court," said B S Shekhawat, Special Prosecutor of designated TADA court in Ajmer. He commented, "Various terrorist groups like LeT, IM, Hizbul Mujahideen (HM), Harkat-ul-Jihad al-Islami (HuJI), Al-Badr, etc are active in the hinterland of the country, particularly in Uttar Pradesh, Maharashtra, Gujarat, Karnataka, Kerala, Rajasthan, Andhra Pradesh and Delhi”, according to Economic Times. While 34 insurgent outfits are operating in Manipur, 10 are active in Assam, four each in Meghalaya and Nagaland, two each in Tripura and Mizoram, five in Jammu& Kashmir, three in Punjab and another the Indian Mujahideen, adds The Times of India. MHA officials later clarified that at least three of the 34 Manipuri outfits have already surrendered. A Gujarat Police officer N K Amin, who was arrested on April 5, 2013, in the Ishrat Jahan encounter case, on August 28 submitted a letter in the Supreme Court purportedly written by the legal attaché of the United State (US) Embassy Daniel C Clegg, endorsing the claim that Lashkar-e-Toiba (LeT) operative David Headley had spoken about Ishrat having been a suicide bomber, reports The Indian Express. The letter, related to a "threat against Hindu temples", as its first part, is the first US paper trail linking Headley to Ishrat. Amin, who is lodged in Vadodara jail, has submitted a set of documents including a "true copy" of a letter dated June 25, 2010, sent by Daniel C Clegg to the Intelligence Bureau (IB). The second part of the letter says, "Zaki told Headley about a female suicide bomber named Ishrat Jahan who was recruited by Muzammil. Jahan was killed by the Indian Police during the attack. Zaki mentioned Muzammil's plans to attack Akshardham temple, Somnath and Siddhi temples. The attacks were revenge for the 1988 attack on the mosque in Uttar Pradesh."

Arrested Lashkar-e-Toiba (LeT) operative Abdul Karim Tunda had planted a bomb in Amritsar (Punjab) in 2009 on the direction of Babbar Khalsa Internation (BKI) operatives, Delhi Police said on August 28, reports dnaindia.som. Tunda, who is in four days Police custody, said he placed a 10 kg explosive near Hindu Dhaba in Amritsar in December 2009. "The explosive was brought from Pakistan through Nepal," said a Police officer. Iqbal Kana, a Pakistan-based terrorist and Tunda's associate in dealing in Fake Indian Currency Note (FICN), had given the consignment of explosives to Tunda, who then gave it to LeT operatives in India to use, police said. Police also claimed that Pakistani Inter-Services Intelligence (ISI) and terrorists groups like BKI had used Tunda's network to execute their plans in India.
