The Lashkar-e-Toiba (LeT) on April 4 issued fresh threats to Panches (member of Gram Panchayat, village level local self government institution), Sarpanches (head of Gram Panchayat) that they would face dire consequences if they did not resign from their posts, reports Zee News. Girls were also asked to follow strict "Islamic dress code" in the threatening posters which appeared in village Aharipal of Pulwama District. The posters were signed by one Abdullah Mujahid who claimed to be the LeT ‘commander’ for Jammu and Kashmir.

District Judge (DJ) I S Mehta issued the production warrants against Jundal, currently lodged in a Mumbai jail, directing the jail authorities to produce him before the court on April 25. The court has not yet taken cognisance of the charge sheet filed by the NIA, court sources said.

Ninety four (94) per cent of fresh recruits of Lashkar-e-Taiba (LeT) see Jammu and Kashmir (J&K) as a fighting front and hail mostly from Pakistan's Punjab Province from families having links with the powerful army and intelligence network, according to a US report on Military Academy in West Point, Indian Today on April 6. While LeT's recruitment is diversified across the north, central and southern parts of Punjab, the highest concentration of militants have come (in order of frequency) from the Districts of Gujranwala, Faisalabad, Lahore, Sheikhupura, Kasur, Sialkot, Bahawalnagar, Bahawalpur, Khanewal and Multan.LeT training has historically occurred in Pakistan-occupied Kashmir's (PoK) capital Muzaffarabad and in Afghanistan. Together, these two locations have accounted for 75 per cent of LeT militant training over time, the report said. In addition, Afghanistan, Chechnya, Tajikistan and Bosnia are also identified as other fronts. "According to our data, the districts of Kupwara, Baramulla and Poonch in Kashmir account for almost half of all LeT militant deaths since 1989. Kupwara, the district with the largest number of militants killed, appears to be becoming less important overall as a fighting area, with its share of deaths declining over time," the report said.

National Investigation Agency (NIA) investigation has revealed that Lashkar-e-Toiba (LeT) plans to use local youths for terror activities in India for concealing its own footprints, Hindustan Times reports on April 8. Sayeed Zabiuddin Ansari alias Abu Jundal, told the NIA investigators that the LeT had decided to recruit Indian youths immediately after the November 26, 2008 (26/11) Mumbai (Maharashtra) attacks but the plan was put on hold after its involvement in the Mumbai strike stood exposed. Therefore, LeT started working on it again in early 2010.

Punjab Government before the Supreme Court (SC), stated, "Security environment in the state of Punjab continues to be problematic", The Times of India reports on April 10. The statement was made by Secretary (Home) Samir Kumar while justifying deployment of a large number of state Police personnel for VVIP security. As per the state government, "considering the situation in the state," 1,294 protectees have been provided 4,120 security personnel by the state on which INR 156.9 million is being spent every month. Of these, 951 were public functionaries, who have been provided 3,121 police personnel and eight sections of paramilitary forces. Other 318 protectees are private persons, who have been provided 930 police personnel and 16 sections of central forces. Apart from this, 69 Police personnel have been provided to 25 relatives and children of public functionaries of the state.In February, 2012 the SC had asked the Punjab Government to provide a list of persons who have been given security by the state and the total expenditure incurred in this regard.In view of the security environment in Punjab, as brought out, and prevailing high degree of threat to VIPs and dignitaries from various terrorist outfits like Hizb-ul-Mujhahideen (HM), Jaish-e-Mohammed (JeM), Lashkar-e-Toiba (LeT), Babbar Khalsa International (BKI), Khalistan Commando Force (KCF), Khalistan Zindabad Force (KZF), Khalistan Tiger Force (KTF) and other militant and fundamentalist outfits, suitable security arrangements are imperative to secure the lives of targeted dignitaries and individuals based in the border state of Punjab, the state claimed before the SC.

Indian Mujahideen (IM) operative Mirza Himayat Inayat Baig, the lone arrested accused in the German Bakery blast (February 13, 2010) that killed 17 and injured 64 people, was convicted by a sessions court in Pune (Maharashtra) on April 15, for criminal conspiracy, murder and other charges, reports The Times of India. Additional Sessions Judge Neeraj Dhote fixed April 18 for pronouncing the punishment, after hearing the prosecution and defence on the point of sentence.Maharashtra Anti-Terrorism Squad (ATS) said that German Bakery blast was the first act of terror in which the Pakistan-based Lashkar-e-Toiba (LeT) coordinated with IM. "We proved in court that the LeT and IM joined hands for the first time to create terror in India," said ATS chief Rakesh Maria. LeT operatives gave Baig INR 1.25 milion for the Pune operations. He added, "Baig was the connecting link between the LeT and IM. He did not plant the bomb but took active part in the conspiracy, assembling the explosives and transporting them to the spot. IM founder member, Ahmed Zarar alias Yasin Bhatkal, planted the bomb."However, Iqbal Bhatkal, Riyaz Bhatkal, Yasin Bhatkal, Mohsin Choudhary and Fayyaz Kagzi, all prime accused in the German Bakery blast case, have evaded arrest till date.

In an operation based on specific inputs, Security Forces (SF) apprehended Qari Naved alias Fahad Ullah, the ‘divisional commander’ of Lashkar-e-Toiba (LeT) outfit on April 17 from Sopore town (Baramulla District), while one of his aide was shot dead in the same District on April 18 during an operation launched on information provided by him, reports Daily Excelsior. Two militants were hiding in an orchard at village Wagub in Sopore area of the District, who upon seeing the SF fired upon the advancing parties and in the retaliatory fire one militant, identified as Shabir Ahmad Sheikh alias Tameem alias Sufiyan, was killed. The cable, dated February 2008, was drafted by David T. Hopper, then consul general at the US consulate in Chennai (Tamil Nadu). Hopper quotes top Police officials about other areas identified by Riazuddin before his arrest in Karnataka. According to Hopper, Raziuddin told the Police that along with accomplices from the banned Students Islamic Movement of India (SIMI), he had identified sites across the country for a series of bomb blasts. And “beaches in Goa frequented by foreigners” were one of those specifically identified as targets, according to the diplomatic communique.Among other targets on Raziuddin’s list were the Andhra Pradesh Police Headquarters, and Infosys campuses in Bangalore and Mangalore (Karnataka), says the confidential cable numbered 08CHENNAI55. Reports suggests that the LeT leadership in Pakistan occupied Kashmir (PoK) has directed their new recruits not to contact Pakistani militants already ‘operating’ in Jammu and Kashmir (J&K) as they might be under the radar of Security Forces (SFs). They have also been instructed to operate in small modules comprising two Pakistani militants handled by one Kashmiri militant as they are less prone to come under security radar. It will also inflict lesser damage to the outfit and other militants if small modules are neutralized. The LeT handlers, based either in Saudi Arabia or Pakistan, reportedly use internet-based communication, either voice or text, for recruitment since it is possible to maintain anonymity and use codes to communicate.This was earlier corroborated by the 26/11 accused and alleged LeT operative Syed Zabiuddin Ansari alias Abu Jundal. Both Abu Jundal and Fayyaz Kagzi had carried out recruitment through the internet until the former was deported from Saudi Arabia. According to sources LeT is receiving major setback due to killing and arrest of its top commanders, the focus of security agencies is likely to shift to HM. Police sources believe that conspiracy for most of the attacks is done in Sopore because it is easier for the militants to receive logistic support locally. HM has built a strong network in Sopore and its adjoining areas. “Hizb has seven Pakistan trained local militants and dozens of over ground workers (OGWs) in the town…Police have little or no knowledge about the activities of HM and its operation chief Qayoom Najar alias Jan sahib,” sources added. An unnamed senior Police officer told that HM has carried out most of the killings of Panchayat (village level local self-government institution) members in north Kashmir in past one year. He described HM as more dangerous than the LeT due to its indigenous character.“People support HM militants more as the outfit draws its cadres primarily from indigenous Kashmiris. Another reason for HM’s resurgence is that it is very close to both the Jamaat-e-Islami (JeI) in Kashmir and Pakistan due to which it has lot of sources and resources to sustain for a longer time,” he added. The officer said the HM cadres are dedicated and claim to have support within the system. “Jamaat-e-Islami has a strong support base within the police, bureaucracy and judiciary due to which tracking HM militants is tougher than those of LeT,” he claimed.

He told the interrogators that Sopore (Baramulla District) is a springboard for militants. Electronic modes of communication had led to their tracking by security agencies in the past.
