The United States on November 1 asked its citizens in India to keep high level of vigilance citing reports indicating that terror outfit Islamic State (IS) desires to attack "targets" in India, reports Firstpost. An advisory issued by the American Embassy in New Delhi warned its citizens of an increased threat in places frequented by Westerners in the country. It stated, "Recent Indian media reports indicate ISIL's desire to attack targets in India. The US Embassy warns of an increased threat to places in India frequented by Westerners, such as religious sites, markets, and festival venues...All US citizens are reminded to maintain a high level of vigilance and take appropriate steps to increase their security awareness as detailed in the State Department's Worldwide Caution of September 9, 2016".

Days after the United States (US) and the United Kingdom (UK) issued travel advisories for its citizens visiting India, asking them to be cautious and alert in the wake of reports that they could be targeted by Islamic State (IS) terrorists, Indian security officials said ‘westerners’ have always been the target of the IS but India was definitely not on the priority list of the terrorist outfit, reports The Hindu on November 5. An unnamed Intelligence official said during the interrogations of an IS suspect from West Bengal and a group of six persons affiliated to the terrorist outfit arrested from Kerala recently, it had come to light that they were told specifically to target ‘white people’ in Srinagar (Jammu and Kashmir) and Jews in Kodaikanal (Tamil Nadu) respectively. Recent media reports indicate the IS’s desire to attack targets in India.

Islamic State (IS) group's fighter Subahani Haja Moideen, an Indian who trained in Iraq in 2015 and met some of the Paris (France) attackers, informed Indian intelligence agencies that most youngsters from India, who joined IS are based in the Syrian city of Raqqa, the de-facto capital of the self-proclaimed caliphate, reports The Times of India on November 5. Based on his interaction with another IS senior member from India, who he was in touch with regularly during his five-month stay in Mosul (Iraq) last year (2015), Moideen came to the conclusion that most Indian recruits are in Raqqa. Intelligence agencies are trying to verify his claims as their assessment suggests many Indians, including 22 from Kerala, are fighting for the IS in Afghanistan.More than 60 Indians are said to have joined the Abu Bakr al-Baghdadi-led terrorist organisation since 2014 and some have been killed in the war there. An estimated 7,000 to 10,000 IS fighters are based in Raqqa while other IS fighters and their families are moving to Raqqa with Iraqi Forces pushing them out of Mosul and nearby areas. United States (US) and Allied Forces are presently preparing to march to retake the oil rich Raqqa from the IS. Top Government officials said, Moideen, the most battle-hardened recruit from India, has provided interesting details about life of an IS fighter inside its territory.

The National Investigation Agency (NIA)’s probe against the Islamic State (IS) revealed that Shafi Armar alias Yusuf-al-Hindi alias Anjaan Bhai (29), a Bhatkal (Uttara Kannada District of Karnataka) resident, who allegedly handles the terror group’s activities in India has over the past one year used contacts in Mumbai-based hawala ((illegal money transfer) networks to transfer funds for terror-related activities, including setting up of a base in India, reports The Asian Age on November 5. Shafi Armar, who is absconding and is suspected of being in Syria, had used two unidentified Mumbai-based hawala couriers, including an unidentified lungi (male garment) trader, to allegedly transfer INR 586,000 in cash to a key associate a few months ago, according to a counter-terror agency official familiar with the NIA probe.The NIA has gathered witness statements to corroborate the alleged handover of funds via hawala - illegal channel - route. The NIA chargesheet identified Armar as an alleged member of the IS as well as the Indian Mujahideen (IM).

The chargesheet filed by anti-terror agencies suggest that youths joining Islamic State (IS) were brainwashed and radicalised using current political narrative of instances of alleged atrocities on minority in India, India Today reports on November 6. Earlier, the radicalisation revolved around alleged attacks on Muslims in Gujarat and Kashmir. Maharashtra ATS filed a 3000-page chargesheet on the Parbhani module of Islamic State in which beef ban in Maharashtra and murder of a techie in Pune allegedly by Hindu Rashtra Sena were used to radicalise four men.A local, whose statement has been included in the chargesheet, attended meetings between Naserbin Yafai alias Chaus, Shahed Khan, Iqbal Ahmed and Raisuddin Siddique. He recalled that the group's discussion revolved around the alleged atrocities on Muslims. "We used to meet after dinner and Rais sir used to tell us about lynching of a man in Dadri for storing beef and we used to discuss how we can make Muslims safe in India. There was a WhatsApp group on which these things were discussed," read the statement.The documents also include social media posts of these accused wherein they are seen defending Islamic principles to the core and proving that these accused assumed that Indian media carried out propaganda to defame Islam.Moreover, arrest of Mohammed Sirajuiddin in December, 2015 revealed that he recruited youths citing alleged atrocities on Kashmiris. He also confessed that IS wanted its caliphate in Kashmir. According to chargesheet, in a conversation with one IS associate, Sirajuiddin said, "Kashmir is Kashmir IS (Islamic State). No one can take it, neither India nor Pakistan. Kashmir will be Islamic State Inshallah. No India, no Pakistan." According to sources, the suspected IS operatives want Kashmir to be integral part of IS. They plan to turn it into third place of occupation after Syria and Afghanistan.

On November 7, in a joint statement after their meeting in New Delhi, Indian Prime Minister Narendra Modi and visiting British Premier Theresa May "reiterated their call for Pakistan to bring the perpetrators of the November 2008 terrorist attacks in Mumbai and the 2016 Pathankot attack to justice", reports India Today. Britain joined India in asking Pakistan to act against terrorists who perpetrated the 26/11, (November 26, 2008) Mumbai and 2016 Pathankot terror attacks, and reaffirmed its commitment to back India's bid for a permanent seat on the UN Security Council. May reaffirmed Britain's commitment to a reformed United Nations Security Council (UNSC), with India as a permanent member, as well as for an enhanced role for India within the United Nations system.The two leaders called for the adoption of Comprehensive Convention on International Terrorism (CCIT) and laid emphasis on working together on a contemporary and forward-looking global partnership to promote peace, security and prosperity. They expressed strong commitment to facilitate outstanding extradition requests from both sides. May strongly condemned the September 18 terror attack on the Indian Army camp in Uri in Jammu and Kashmir, according to the statement. "The two leaders strongly affirmed that terrorism is a serious threat to humanity and reiterated strong commitment to combat terrorism in all its forms and manifestations. They stressed there can be no justification for acts of terror on any grounds whatsoever -- agreeing that there should be zero tolerance against terrorism," said the statement.Both countries also agreed on collaboration to reduce the threat from extremists' use of the internet, including sharing the best practices to reduce online radicalisation and recruitment attempts.They affirmed the fight against terrorism should not only seek to disrupt and bring to justice the terrorists, their organisations and networks, but should also identify and hold accountable and take strong measures against all those who encourage, support and finance terrorism, provide sanctuary to terrorists and terror groups, and falsely extol their virtues.On the international affairs, Modi and May noted that a secure and stable Afghanistan will contribute to peace and prosperity in the region, and agreed that a political settlement in Afghanistan has to be Afghan-owned and Afghan-led and will succeed only if the Taliban insurgency abandons violence and abides by democratic norms. They reaffirmed their support to the people and the government of Iraq and welcomed the Iraqi-led military operation to liberate Mosul and other cities from the control of terror outfit Islamic State (IS).

India on November 8 asked China to support international efforts to designate Jaish-e-Mohammad (JeM) 'chief' Masood Azhar as a terrorist under a UN resolution, and help arrest ULFA (United Liberation Front of Asom) 'chief' Paresh Barua and curb Fake Indian Currency Notes (FICN), reports NDTV. This was conveyed by Indian Union Home Minister (UHM) Rajnath Singh when he met Chinese Politburo Member and Secretary of Central Political and Legal Affairs Committee Meng Jianzhu in New Delhi on November 8.Raising India's concerns on terrorism, the UHM appealed to the Chinese leader to support the international community's efforts to designate Masood Azhar, as a dreaded terrorist under the UN Resolution 1267. Underlining that Pakistan is patronising and financing terrorist groups, Singh said leaders of terrorist groups including JeM leader Azhar, Lashkar-e-Taiba (LeT) 'chief' Hafiz Saeed and Hizbul Mujahideen (HM) 'chief' Salahuddin roam freely in Pakistan and preach terrorism.Even, the Tehreek-e-Taliban Pakistan (TTP) and LeT, blamed for terrorist attacks inside Pakistan, were financed and sponsored by the Inter-Services Intelligence (ISI), he told the Chinese leader, who is a top aide of Chinese President Xi Jinping. Pointing out that there can be no good or bad terrorist, the Home Minister said terrorism is not one or another country's problem, rather it is a threat to global peace and security.Singh also solicited Beijing's support to flush out Paresh Barua, who is believed to be taking refuge in the tri-junction between India, Myanmar and China, to face trial in India for heinous crimes including murder. Syrian Arab Army sources have confirmed there has been a recent surge in the number of dead Indian fighters near the ancient city of Palmyra in Syria. IS had recently launched a new propaganda video showing off a large group of Kalashnikov-wielding jihadists allegedly from India fighting against Syrian forces in the province of Homs.The video is part of an IS propaganda campaign highlighting foreign fighters in their ranks. In a quote regarding the release of the video, US-based private SITE Intelligence Group had this to say: “The terror group’s division in Homs released the video on Indian fighters aimed at recruiting jihadists from the country to fight against the Syrian government forces.” “The interviewed ISIS fighters called on Indians to leave their country and join the ‘jihad’ in Syria against the ‘kuffar’ (infidels),” Al-Masdar News today reportedIn following these reports it was revealed that Indian fighters have not only joined IS but many Free Syrian Army and Non- FSA affiliated Rebel factions fighting against Bashar Al Assad such as Jaysh Al Islam, Ahrar Al Sham and Jabhat Fatah Sham earlier known as Jabhat Al Nusra which is known as arch rival of IS in Syria. According to sources most of these Indian fighters are in besieged Aleppo, surrounded by Syrian Government forces and their prime ally the Russian Special Forces. Most of these Indian nationals, believed to be in good numbers, are thought to be foot soldiers with not much authority who either travelled directly to take part in the fighting or who were already present within Syria before the uprising began.

The National Investigation Agency (NIA), which has launched an investigation into a suspected Islamic State (IS) terror module in the Malabar region has questioned the husband of an official at a women's jail here over his connections with the terror group on November 9, reports The Times of India. After an initial round of questioning he has been asked to appear again before the NIA officers in Kochi in the coming days. Police said NIA sleuths interrogated Thulhath after reports surfaced that he was part of the team arrested in Kanakamala over suspected IS links in October. They said he was a member of the secret social media group created by them."NIA officials said they have some solid evidences linking him to IS. They suspect he was a member of an organization of IS sympathizers in Kerala, called the Ansarul Khilafa (The Followers of Khalifa)," said Police sources. The NIA sleuths picked him up for questioning after tracking his movements for over a month. Thulhath's wife was also on NIA radar, they said. NIA sleuths are examining whether she has any links with IS sympathizers as some of her relatives were said to be associated with it.

There has been some murmur in these camps over the past couple of months with IM operatives of Indian origin training over there, the IB states. IM which split into two three years back. While one faction joined the Islamic State (IS) the other moved towards the al-Qaeda.However, the past few months has witnessed a surge in activity. Indian recruits of the IM under Riyaz Bhatkal are being sent on a rotation basis to al-Qaeda camps situated both in Pakistan and Afghanistan. It is likely that they are being trained to fight alongside the al-Qaeda which has been facing immense losses in Afghanistan, the report also states. The move to be part of the al-Qaeda was a plan laid down by one of the founding members of the Indian Mujahideen, Riyaz Bhatkal who continues to be holed up in Karachi, Pakistan. There was a setback to this plan following the arrest of Yasin Bhatkal in 2013. This faction was lying low for a long time, but with the sudden surge in activity it appears as though they are planning on a grand revival, the IB report also states.

Interrogation of an Islamic State (IS) supporter who fought for the terrorist organisation in Mosul has revealed the first ever confirmed presence of an Indian woman in the conflict zone, Deccan Chronicle reports on November 14. According to a report, the new information came to light when the National Investigation Agency (NIA) interrogated Tamil Nadu resident Subahani Haja Moideen. The 31-year-old was arrested earlier this year while attempting to arrange for explosives from Sivakasi in Virudhunagar District of Tamil Nadu.Moideen told the interrogators that he met an Indian couple from Maharashtra during his five-month stint in Iraq’s Mosul, adding that he chanced upon them in a public space. He said he hardly saw any Indians in the war-ridden city, may be two to three. Moideen said according to his inputs, India was not in the immediate list of the Islamic State group. “He was a low ranking cadre but says that whatever information he gathered did not suggest that the ISIS leaders had any plans for India. They were more interested in targeting western countries,” the report quoted an NIA official as saying.NIA sources revealed that they did not know of any such Maharashtra-based couple who had travelled to Iraq to join the extremist organisation and that the authorities were going through all records to determine their identity. The authorities were also trying to determine if the couple had travelled from India directly, or made transit to Iraq through another country.Moideen, during his interrogation revealed that he had travelled to Iraq in April 2015 but returned in September. He claimed that he came back to India because he was troubled by the amount of violence that he witnessed in Mosul. Two of his friends were charred to death in front of him after they were struck by shelling, he added.

"The accused identified as Jamil Ahemad (41) works in Dubai. He is a sympathiser and operative of IS. He had been raising funds from India, Bangladesh and UAE and transferring to the IS for the last two years through hawala," ADG-ATS Umesh Mishra said. He added, "He was on our radar for some time. He came to India recently and visited his ancestral house in Fatehpur eight days back. He was picked up by us interrogation and was placed under arrest".Ahemad was in touch with other IS operatives on social media platform. An MBA graduate, Ahemad was working as the Assistant Financial Manager at a reputed firm in Dubai since 2003. He has a house in Mumbai where his wife and children live, Mishra said."Our one team is in Mumbai and conducting searches at his house with the help of Mumbai ATS," he said today. Mishra said that the accused, who has been arrested under Prevention of Unlawful Activities Act, has revealed his connections in the IS and says that he has no regret. "He is completely remorseless and supports the organisation. He said that those (terrorists) are fighting for a cause," the officer said, adding, that he is being interrogated.

Inconsistent implementation of sanctions on some of these terrorist outfits eats away at the UN’s authority and needs to be addressed,” Indian Ambassador to the UN Syed Akbaruddin said in his address to the UN General Assembly.He added, “The leader of the Taliban – a proscribed entity – needs to be designated as a terrorist individual. The international community is impatient for action". “Unless the Security Council and its subordinate organs are part of a cohesive response to global terrorism they run the risk of becoming marginalised from the most fundamental security priorities of Member States whose fabric is being torn as under by terrorists,” Akbaruddin warned.Addressing the UN General Assembly as it adopted an unanimous resolution on Afghanistan, he said the security challenges faced by the Afghan people and Government have not receded. “We note that Afghanistan, along with the Resolute Support Force, continues to make efforts to combat terrorism,” he said. “However, the shadowy supporters of some of these terrorist organisations like the Taliban, Haqqani Network, ISIS, AI-Qaeda and its designated affiliates such as Lashkar-e-Taiba and the Jaish-e-Mohammed have not been deterred, as is reflected in the upwards trend in the toll of causalities,” the diplomat said.

Mohammed Hazra Khan became the first person of Indian origin to be convicted and sentenced in the US for IS connections.Federal Judge John J Tharp sentenced Khan, who had admitted in court in 2015 to the charges of providing support to IS and trying to go abroad to join it, Mary B McCord, the Acting Assistant Attorney General for National Security, said in a statement. The judge in the Northern Illinois federal court also ordered that for 20 years after his release, Khan should undergo intensive supervision that includes "violent extremism counselling" and a mental health treatment programme, she added.Khan was arrested by anti-terrorism officers two years ago while trying to leave the US from Chicago's O'Hare Airport, she said. He was 19 years old at the time of his arrest. Khan's brother, who was 16 years old in 2014, and sister, who was 17, were also stopped at the airport but did not face any charges and were let go after officials questioned them.Khan is an American citizen born in New York. But his family had immigrated from India and lived in the Chicago area.
