The National Investigation Agency (NIA) on June 2 filed a charge sheet against a 23-year-old hacker from Tamil Nadu, identified as Mohammed Naser who went to Sudan to join the terrorist outfit Islamic State (IS), reports The Hindu. According to the charge sheet, a text message sent by the accused, Mohammed Naser, to his father has been listed among the key pieces of evidence against him. When he reached Sudan via Dubai on September 25, 2015, he allegedly sent a text message to his father: “Pray for me, for I will never forget you in my prayer…my prayer that we meet again if not in this world then in jannat (paradise)…I have reached to the Islamic State. I know it might sound kind of crazy for you but your son really had to take this bold step to get out of the corrupt system which has democracy first on its list. There is no comeback.”A resident of Thanjavur (Thanjavur District), Mohammed Naser first went to Dubai in October 2014, where his father was working. He came back to India when his 90-day visa expired. He went to Dubai again in May 2015 on an employment visa. Meanwhile in February the same year when he was in India, Naser came into contact with a Twitter handle- Dawlah, which promoted IS propaganda. He expressed his desire to travel to Syria and the user recommended his name to join a WhatsApp group, ‘Islam Q And A.’ Later in April, he switched to Telegram, a secure web-based application, after he came to know that it was difficult to intercept. “He was part of various IS chat groups and expressed his desire several times to do hijrat [migrate]. No one replied to his messages. It was in August 2015 he came into contact with another Twitter handle-madmullah which arranged his visa for Sudan,” said a senior NIA official.

Islamic State (IS) has reportedly joined hands with Lashkar-e-Taiba (LeT) to carry out terror attacks in India, newsworldindia.com reports on June 8. According to a report, Intelligence Bureau (IB) has issued a countrywide alert stating, “ISIS is desperate to make its presence felt in India and for this purpose is trying to co-ordinate with LeT to outsource some of its operations. The alert states that while IS would plan the operation, it would executed by LeT. The operation may also be in form of a lone wolf attack on a high profile target. The alert further states that such an attack will help IS mark its presence in the country while attracting youth into joining its cause.

Indian Prime Minister Narendra Modi on June 8 said terrorism was being “incubated in India’s neighbourhood” and pressed for action without making any distinction against groups like Lashkar-e-Taiba (LeT), Taliban and Islamic State (IS) who share the “same philosophy of hate, murder and killings”, reports Business Standard. In his address to the joint sitting of US Congress, he said terrorism has to be fought with “one voice” as he commended the American Parliament for sending out a clear message by refusing to “reward” those who preach and practice terrorism for political gains, an apparent reference to the blocking of sale of 8 F-16 fighter jets to Pakistan.“In the territory stretching from West of India’s border to Africa, it may go by different names, from Laskhar-e-Toiba, to Taliban to ISIS. But, its philosophy is common: Of hate, murder and violence. Although its shadow is spreading across the world, it is incubated in India's neighbourhood,” he added. Modi further said the cooperation should be based on a policy that “isolates those who harbour, support and sponsor terrorists; that does not distinguish between ‘good’ and ‘bad’ terrorists; and that delinks religion from terrorism. “The prime minister noted that both the countries have lost civilians and soldiers in combating terrorism and highlighted how the US stood by India in the aftermath of terror attack in Mumbai in November 2008, which originated from Pakistan.”

Islamic State (IS) operatives want Kashmir under its caliphate rather than Pakistan or jihadi groups like the Lashkar-e-Taiba (LeT), underlining the outfit's dismissive view of Pakistan and groups it controls as compromised outfits that do not conform to its extreme interpretation of religious law, The Times of India reports on June 11. Web chats of IS operatives from different countries, including India, that are part of a chargesheet filed by the NIA against Indian Oil assistant manager Mohammad Sirajuddinshow the group's belief in Abu Bakr al-Baghdadi's caliphate as the final arbiter of Kashmir's fate.In one of the chats, Jundhulla Minaa, a UAE-based IS operative who Sirajuddin grew close to, claimed: "Kashmir is Kashmir IS... Kashmir will be Islamic State... Inshallah!!" Sirajuddin felt that IS, if it chooses to launch a 'Quest for caliphate' in Kashmir, will have two battle fronts — the "Indian Kuffar (apostate) Army" and the "Pakistani Jehadi groups like Lashkar-e-Taiba, JeM and Hizb-ul-Mujahideen etc" as these outfits will never accept a merger with IS as "their foundation is based on nationalism and patriotism".Further, on a Telegram channel — HindBattle, created on October 5, 2015, which was later renamed Ghazwathul Hind and had 353 members, posts related to the funeral of terrorists killed in Kashmir hailing them as martyrs, photos of the IC-814 hijacking in 1999 and announcement of al-Qaida in the Sub-Continent (AQIS) were shared.

The National Investigation Agency (NIA) has approached the Philippines Government seeking details of Karen Aisha Hamidon, the woman Islamic State (IS) operator who is believed to have radicalised several Indian men and even arranged for their travel to Syria, Asian Age reports on June 12. According to reports, Aisha was allegedly involved in influencing people from various countries such as India, UK, US, UAE, Australia, and Bangladesh through various channels such as Facebook, Telegram and Whatsapp. The NIA, in its letter, mentioned that Aisha, a resident of Diego Shilang village in Taguig City, Metro Manila, operated one of the largest IS groups in Whatsapp called ‘IslamQ&A’ where IS members shared group’s ideology and jihadi material. Aisha also finds mention in the NIA charge sheet filed last week against IS operative Mohammad Sirajuddin. Mohammad Sirajuddin, an Indian Oil Corporation manager, was arrested in Jaipur in 2015 was also allegedly in touch with Aisha.

A city court in Delhi on June 13 rejected the bail plea of five suspected Islamic State (IS) operatives arrested for allegedly plotting a terror strike during the Ardh Kumbh at Haridwar (Uttarakhand), reports The New Indian Express. The court denied relief to the accused persons, Akhlaq-ur-Rehman, Mohammad Osama alias Adil, Mohammad Azimu Shaan, Mehraj and Mohsin Abraham Sayeed, arrested on January 23 based on specific information by central intelligence agencies on January 19 for allegedly planning to carry out bombings during the ongoing Ardh Kumbh pilgrimage in Haridwar. The accused, according to the special cell, were also planning to target the trains bringing pilgrims to the four-month long festival which started earlier this month. All of them were found to have links with a former Indian Mujahideen (IM) terrorist who later went to fight for ISIS, the National Investigation Agency (NIA) had claimed.

Engineering student Aashiq Ahmed, arrested by the National Investigation Agency (NIA) from Hooghly in West Bengal for being part of Islamic State (IS), had plans to kill the Trinamool Congress MLA (Member of Legislative Assembly) from Hooghly, Asima Patra, as he suspected her role in the murder of another TMC leader Kazi Naseeruddin in 2013, Economic Times reports on June 28.Naseeruddin was arrested by Dhanekala Police Station in 2013 and died in custody. According to Aashiq, Naseeruddin was a "very powerful and popular leader from his locality. The United States (US) on June 30, designated al-Qaeda in the Indian Subcontinent (AQIS) as a “foreign terrorist organisation” (FTO) and added its 'chief' Asim Umar to its list of global terrorists, reports Indian Express. The US State Department’s Bureau of Counterterrorism announced the designation, coinciding with the visit to India by US Under Secretary for Political Affairs, Thomas Shannon. He met Union Home Minister Rajnath Singh and NSA Ajit K Doval, a day after meeting counterpart Foreign Secretary S Jaishankar.“Today’s action notifies the US public and the international community that AQIS and Umar are actively engaged in terrorism. Designations of terrorist individuals and groups expose and isolate organisations and individuals, and result in denial of access to the US financial system. Moreover, designations can assist or complement the law enforcement actions of other US agencies and other governments,” a US State Department spokesperson said.Following the announcement, a South Block official said: “This reflects the close and strong counter-terrorism cooperation between the two countries, which has been elevated in recent years.” Sources said Indian security and intelligence agencies have worked closely with American counterparts to provide information on AQIS and Umar, which formed the basis for the designation. Officials pointed out that the recent Indo-US joint statement said that the leaders of the two countries committed to strengthen cooperation against terrorist threats from extremist groups such as Al-Qa’ida, Da’esh/ISIL, Jaish-e-Mohammad (JeM), Lashkar-e-Taiba (LeT), D Company and their affiliates, including through deepened collaboration on UN terrorist designations.The State Department’s designation prohibits US citizens from engaging in transactions with AQIS and Umar and the freezing of all of their properties and interests in the US, or which come within US or possession of control of US persons, the State Department statement said. The consequences of AQIS designation include a prohibition against knowingly providing, or attempting or conspiring to provide, material support or resources to the organisation, the statement said. Umar is a former member of another US designated FTO, Harkat-ul-Mujahideen (HuM).
