The Governor of Assam and Nagaland PB Acharya expressed his grave concern over the recent increase in atrocities on religious minorities in Bangladesh, reports The Sentinel on May 2. He said that the killing of minorities, especially of Hindu origin, in Bangladesh, should be stopped. The Governor stressed that the friendly relationship between the two neighbouring nations be strengthened and that no untoward incident should be allowed to take place to hinder this relationship. The Governor also urged that strong action, as per law, should be taken against the perpetrators of violence and crime on minority religious people. Several people including, foreign nationals, bloggers, human rights activists and university teachers were hacked to death in the last one year in Bangladesh. In most of the cases, al Qaeda or the Islamic State (IS) have claimed responsibility.

Expanding the probe into Islamic State (IS) related case registered in Kerala, the Internal Security Investigation Team (ISIT) has taken over the case from Malappuram Crime Detachment Wing and will coordinate with National Investigation Agency (NIA) to trace the links of Non Resident Keralites with the terrorist organisation, New Indian Express reports on May 3. “Though we conducted a detailed probe in the case, a comprehensive investigation is required to unearth the wider terror network. Being a district crime squad, our reach is limited and a case of this magnitude requires an agency like ISIT,” said Malappuram Crime Detachment DySP C K Babu, who confirmed the order directing to handover the case file to ISIT.

India has decided to open a Consulate in the Kurdish-dominated northern Iraqi city of Erbil on the edge of battles two separate coalitions are waging against the Islamic State (IS), in a rare wartime diplomatic expansion, The Telegraph reports on May 5. The move signals a foray into a conflict New Delhi has largely shunned, and represents preparations for a post-war scenario where India expects the Kurdish minority of Iraq to play a crucial role, senior officials stated. A Consulate in Erbil would in the short run allow India to quietly revive diplomatic attempts to rescue 39 Indians abducted by the IS in July 2014 in Mosul, now a key hub for the terror group. Erbil is the nearest large city that is not under IS control. But in the long run, the Consulate would allow India to build deeper diplomatic ties with a prospective independent Kurdish state.

With China blocking India's bid at the United Nations to ban JaisheMohammed (JeM) ‘chief’ Masood Azhar, the government said it is exerting diplomatic pressure to remove the "technical hold" and get a ban imposed on him. Singh said the move to ban Azhar is on "technical hold" at the UN. "Hum zor dal rahe hai (we are putting pressure)" through diplomatic channels to ensure that it is done away with, he noted.

On May 4, Minister of State for Home Kiren Rijiju told Rajya Sabha (Upper House of Indian Parliament) there were activities in India perpetrated by Islamic State (IS) but the situation is “not alarming as some people are trying to project,” since the Indian security and intelligence agencies are alert both at the centre and state levels, according to Hindustan Times.Moreover, Union Home Minister (UHM) Rajnath Singh expressed confidence that there would be no increase in the terror outfit’s activities in India in future. He said the Muslim community is well entrenched in Indian traditions and cultures. Rijiju said there were activities in India perpetrated by IS but the situation is “not alarming as some people are trying to project,” since the Indian security and intelligence agencies are alert both at the centre and state levels. Rijiju Added, “As of now, six cases have been registered. In these cases, many people have been arrested. Investigation is going on and it is not possible to provide all details. We cannot fix the time limit for completing these investigations.” He said the situation is a dynamic one and that the government is seriously pursuing it.

The "Do It Yourself" (DIY) manuals have become an instant hit with aspiring terrorists, oneindia.com reports on May 5. While in Bengaluru, Church Street blasts case, it was found that the accused had relied on a 'do it yourself' manual shared with him on WhatsApp, the same has been found during the probe launched by the Delhi Police after the arrest of alleged Jaish-e-Mohammad (JeM) operatives. The similarity between the probe in Delhi with the Church Street blasts is that both accused had allegedly relied on 'do it yourself' manuals to prepare bombs.It is a highly circulated manual on WhatsApp. The accused in the Churchstreet blasts case was in possession of one such manual he had received from a group on WhatsApp. Even in the Delhi case, a similar modus operandi has been found. These persons who were part of a group had received the manual on to prepare the bombs. They were referring to the same and managed to prepare one bomb. However, during the making of the second bomb, it misfired and one of them ended up burning his hand. An Intelligence Bureau (IB) official said that it is extremely difficult to keep a tab on everything and anything that goes on in WhatsApp groups. Yes it has become problematic and material is too easily available. These manual provide step by step instructions on how to prepare a bomb, the officer also says. It is not necessary that the same manual is in circulation throughout the country. Various terrorist groups especially the al Qaeda and the Islamic State (IS) have prepared similar manuals and circulated it around not just in India, but also the rest of the world, the officer also informed.

Melbourne-born Indian origin Neil Prakash alias Abu Khaled al-Cambodi, Australia's most wanted Islamic State (IS) terror recruiter was killed in an airstrike in Mosul on April 29, Attorney-General George Brandis said, citing American inputs, reports India Today. He was linked to several Australia-based attack plans and calls for lone-wolf attacks against the US."Neil Prakash was the highest value target from an Australian point of view in the Middle East. He was the individual more than any other who had been actively inspiring and inciting domestic terrorism attacks within Australia," Brandis said.Brandis added that Australian authorities were instrumental in providing US allies with the location of Prakash - the Australian of Fijian-Indian and Cambodian background - in Mosul. "Australia did cooperate with United States in relation to the identification and location of Prakash," he said. Brandis said Prakash was "the most prominent and dangerous Australian" and had networks in both Melbourne and Sydney. "He was very actively involved in terrorism recruitment." "His death disrupts and degrades ISILs ability to recruit vulnerable people in our community to conduct terrorist acts," Brandis said.Australian Prime Minister Malcolm Turnbull called Prakashs death as a "very, very positive development"."Neil Prakash's death is a very, very positive development in the war against Daesh and the war against terror," Turnbull stated.

On May 5, Police said, three arrested Jaish-e-Mohammed (JeM) suspects had planned huge attacks across the country to avenge the atrocities inflicted on their community in India and abroad, reports Asian Age. “Angered by the atrocities that they claimed were against their community in India, especially in Kashmir, the terrorists said they got motivated and radicalised to take revenge,” a source said. The three men roped in many others to form a terror cell to plan multiple attacks in India and abroad. “On interrogation the terrorists said that they had pent up anger as their people were tortured and atrocities were committed against their community all over the world,” said the source.Investigators added that the three were initially inspired by Islamic State (IS), but later shifted their ideological leaning to JeM. Sources said the three women identify themselves as Karen from Philippines, Fatima from Argentina and Eje from Sri Lanka.Also, Counter-terror agencies are closely monitoring nearly 25 motivators, mostly from outside India, who are looking for potential recruits and then indoctrinating them on social media. The details of their functioning have been told to investigators by IS inspired Indians in their interrogation to the National Investigation Agency (NIA).There have been a total of 49 arrests linked to IS. While 25 were arrested by NIA, states like Telangana, Maharashtra, Delhi, Tamil Nadu accounting for the other 24. Sources say the suspects during interrogation explained the functioning of these motivators who through social media and whatspp look for "talent" and after spotting them carry out the indoctrination by sending links to videos of atrocities on Muslims, speeches of Islamic extremists and write-ups that to lure them to the violent ideology."There is a three tier whatsapp group that some of them were part of. Members of the first group are radicalised. Then in the second group they are inspired to carry out terror activities and those who are ready make to third group where planning and logistics are discussed," said an officer.Investigations have also revealed the group was making efforts to establish a channel of procurement of explosives and weapons, identify locations to organize terror training camps and motivate new recruits to target police officers, foreigners in India and to carry out terrorist activities in various parts of India. Fahad Shaikh who travelled to Syria in 2014 along with three other youths from the region which is located outskirts of Mumbai. The disclosure was made by one Abu Anas, a native of Tonk in Rajasthan, who told sleuths that he had "applied for a loan with Axis Bank by showing his official status as an employee of Ms Techno World Group where he was employed as senior consultant", the report said. Anas, a master's in computer application, was employed in Hyderabad at the time of his arrest, said officials. "The probe has revealed that Anas deposited INR 1,49,000 in the account of one Mohammad Khadeer, alias 'Sulaiman', a native of Hyderabad who is said to be fighting in Syria," said an official. Sulaiman is also believed to be one of the Indian featured in the recently released video by the IS.

The investigating agency is set to file its first chargesheet against Mohammed Naseer.The two main witnesses in the case are the terror recruit's own father Mohammed Pakeer and Yusha Kashmiri. Mohammed Pakeer who has given a statement about his son's misadventure into IS and how he failed to dissuade his son. Naseer's phone which was seized by NIA, also had a message of Naseer to his father Pakeer, which was found in the draft box of his mobile. The message to the father stated. "I have reached Sudan. I am joining the ISIS. Please take care of the family." According to the NIA, Naseer was deported from Sudan while attempting to head to Libya and Syria to join the Islamic State. Pakeer has corroborated Naseer's jihadi links, and has revealed how his son (took) the wrong path. In the statement, Pakeer has revealed how Naseer's behaviour turned suspicious, and how he was drawn to reading jehadi literature," a source said. Evidence which was collected from his Dell computer. According to the sources, the special NIA court extended the jail term of the accused on NIA's application which also claimed that the case was scattered in different parts of the country and being carried out on day to day basis."The investigation pertaining to this case is scattered in different parts of the country and being carried out on day to day basis. The accused persons are in nexus with the banned terrorist organisation and may hamper the ongoing probe...The electronic devices like mobile phones, laptops, SIM cards etc., seized from the possession of the accused persons, have been sent for forensic analysis and the report is still awaited," the NIA said.It further claimed that during custodial interrogation, the accused persons had revealed the names and codes of their associates inside and outside India and investigation was being carried out to identify them. According to the prosecution, Qasmi, a Delhi-based Islamic scholar, known for his fiery speeches, was arrested from Uttar Pradesh's Hardoi District in February, 2016. The NIA has claimed that he had been "delivering provocative and inflammatory speeches and was instigating youths for anti-national activities". The other suspect Azhar was arrested on February 1, 2016, by the NIA.

A top intelligence official told: “How many of Indian-origin youth have left from West Asia to join the ISIS we don’t know. We have some leads, but it is difficult to say anything conclusively now.” Already the number of Indians who have joined the IS has been revised from around 25 to about 40 now.“What is worrying is that Indians living in West Asia are a soft target for the ISIS and easy to radicalise. These Indians have their extended families and friends here and may try to influence them... We are closely monitoring this aspect,” a senior NIA official said. The development comes even as one of the Indians in a 22-minute video released by the ISIS on May 19, purportedly from the Iraq-Syria region, has been identified as a 25-year-old Indian studying computer engineering in a college in Dallas, US. Originally from Andhra Pradesh, his family had migrated to Kuwait. After joining the IS, the engineering student assumed the name Abu Salman al-Hindi.

In the last two years, the Islamic State (IS) threat is making security officials anxious even though the government has downplayed it. But the security establishment is alarmed at the high rate of online indoctrination. In fact the government is trying to keep pace with the rapidly changing dynamics of IS that is making efforts to lure Indian youth. A recent video featuring Indians who joined the group and focusing on India has worried anti-terror officials. With no concrete mechanism to tackle this threat of youth getting swayed by terror handlers, who are radicalising them on the cyber space, is giving jitters to the security establishment. The government has put in place a countrywide counter-radicalisation strategy to ensure those brainwashed by IS ideology can be brought back to the mainstream. This approach has been successful and allowed intelligence agencies to approach the Muslim clergy and leaders to reach out to the community. The NIA recently submitted its third supplementary charge sheet to the case, naming EnamulMollah among others. The 25-year-old could be the key to Indian activities of IS, which has declared itself an independent “Caliphate”. In the chargesheet, the NIA pointed out that of the 30 persons named, 20 have been arrested but 10 others are absconding, of who six are believed to be in Bangladesh.During the course of its investigation, NIA stumbled upon some interesting facts about Mollah. The investigators believe, as an active member of the Jamaat-ul-Mujahideen Bangladesh (JMB), he organised number of pro-IS programmes at Bardhaman even before the blast.While there are reasons to believe JMB has been a spent force for the last few years following a country-wide crackdown by the Bangladesh government, Mollah and a few others have been using existing JMB network for their pro-activities. “Enamul started at a young age and by the time the Khagragarh blast took place, he was a hardcore fundamentalist,” a source said. Sources informed that Mollah used to work on behalf of home-grown terror groups like Indian Mujahideen, working as a conduit in Bengal to spread propaganda, organise events, recruit and train cadres in the idea of “Jihad”.NIA digital experts have concluded that he used job portals and other social media outlets to look for recruits. “He also helped smuggle in fake Indian currency notes [FICN] from Bangladesh, which was used to keep the organisation afloat,” a source said “The NIA has sufficiently established that Mollah was involved in harbouring these absconders. He has been in constant touch with key accused, Maulana Yusuf and Abul Kalam.”He not only arranged hideouts but also assisted them in recruiting new members, sources said. “Enamul arranged for a radicalisation programme and circulated Jihad-related material,” a source said.

The National Investigation Agency (NIA), which is probing the 22-minute video where the fighters are seen pledging allegiance to Ansar-ul-Tawhid (AuT) - the Indian arm of Islamic State (IS), has identified one of the Indian youths in the video as Tahawuur Rehman, India Today reports on June 1. While NIA had identified most of the people who appeared on the video, there was confusion over an Indian IS recruit, Mohammad Khadeer being in the video.However, with the identification of Rehman by Abu Anas, who helped both Rehman and Khadeer reach Syria, that confusion is now ruled out. "Mohammad Khadeer was helped by Abu Anas to fly to Dubai and then to Turkey, to reach Syria. While Tahawuur Rana reached Syria from North Texas," said a senior officer.NIA also claims to have identified the masked man in the video as Aman Tandel, a youth from Kalyan (Maharashtra) who fled to Syria. The investigating agency now has decided to use this IS video as evidence in the Areeb Majid case. Majid is in NIA custody and has been booked under Indian Penal Code (IPC). NIA has been in constant touch with US authorities and FBI for various cases and it is in the process of sending a Mutual Legal Assistance Treaty (MLAT) with the US to unravel the video.
