On May 1, the Communist Party of India-Maoist (CPI-Maoist) called for boycotting the Lok Sabha (Lower House of the Indian Parliament) elections by pasting posters in Barewa and Bhadua villages under Haidernagar Police Station limits in Palamu District of Jharkhand, reports jagran.com. The pasting of posters by the Maoists has created panic among the common people. The poster mentions the boycott of the 18th Lok Sabha elections, opposition to the policies of the Modi government, and the formation of the RPC. According to the information, the villagers pasted posters of CPI-Maoist on the Pax godown booth number 60 and the Barewa Anganwadi building in Barewa village.

On May 3, the Maharashtra Police arrested a Communist Party of India-Maoist (CPI-Maoist) ‘jan militia’ (people’s army of the Maoists) member, identified as Shankar Vanga Kudyam (34), who is accused of serious crimes like murder and carrying a reward of INR 150,000 for his capture, in Gadchiroli District of Maharashtra, reports Newsroom Odisha. Kudyam was wanted in connection with the cases lodged against him after a fierce gun battle in the Modumadgu Forests of the Revanpalli region in the Gadchiroli district on March 19, said Gadchiroli Superintendent of Police (SP) Neelotpal. Investigations further revealed that Kudyam was involved in the murder cases of three civilians in Maharashtra and Chhattisgarh and four major Police encounters, including three in Chhattisgarh and one in Maharashtra.

On May 3, the National Investigation Agency (NIA) filed a charge-sheet against four cadres of Communist Party of India-Maoist (CPI-Maoist) in a case relating to firing at the commandos of the Special Operations Group (SOG) of Kerala Police in Thalapuzha area of Wayanad District in 2023, reports latestly.com. According to the NIA, the firing incident had occurred on November 7, 2023, when the SOG team of Kerala Police was on a combing operation in Perya, Wayanad, to track and arrest armed cadres of the CPI-Maoist. The team came under attack as it zoomed in on the cadres present in a house. "In the ensuing operation, two CPI (Maoist) members, identified as Thiruvenkidam alias Chandru and Shreemathi alias Unnimaya were apprehended. Three others, including Latha alias Meera and Sundari alias Jenny, however, fled the scene of the encounter," said the agency. It added that the NIA, which took over the investigation from Kerala Police on February 10, 2024, filed its charge-sheet today against Thiruvenkidam, Shreemathi, Latha and Sundari in the case RC-01/2024/NIA/KOC under relevant sections of IPC, UA(P)A and Arms Act. "The agency is carrying on with its investigation and has launched a manhunt for the absconding accused Sundari, who is carrying a reward of Rs 10 lakhs [INR 1 million], and Latha, along with another accused person," it added.

The Police arrested a woman suspect for harboring Communist Party of India-Maoist (CPI-Maoist) cadres and seized various items, including explosives, from the CPI-Maoist’ bunker in Palamu District of Jharkhand on May 3, reports avenuemail.in. The residence in front of which the bunker was discovered is owned by Akhilesh Yadav, whose wife was arrested at the scene. According to Police statements, Akhilesh Yadav and his wife allegedly offered refuge to senior Maoist figure Nitesh Yadav. Maoists had distributed posters in several Police Station areas, including Haidernagar and Pandu of Palamu. Following the poster distribution, the Police initiated continuous operations in border regions encompassing Hussainabad, Haidernagar, Pandu, and Mohammadganj.

The Communist Party of India-Maoist (CPI-Maoist) has issued calls to boycott the Lok Sabha (Lower House of the Indian Parliament) elections by putting up posters across different sites near the Kurkanalo Government High School and the foothills near Jhumra Mountain in the Gomia block in Bokaro District of Jharkhand on May 4, reports The Times of India. The Maoists demanded the release of political prisoners and the withdrawal of police camps from rural areas. Bokaro Superintendent of Police (SP) Pujya Prakash said, “An investigation is underway to identify those responsible for the act. The posters have been removed.”

As many as 35 Communist Party of India-Maoist (CPI-Maoist) cadres, including three cadres with bounties on their heads, surrendered under the "Lon Varratu" (Return Home) campaign in Dantewada District of Chhattisgarh on May 5, reports The Times of India. Dantewada Superintendent of Police (SP) Gaurav Rai confirmed that the surrendered Maoists have renounced violence and expressed their belief in democracy and the Constitution. These individuals were previously active in the Bhairamgarh, Malanger, and Katekalyan Area Committees, often involved in disruptive activities like road digging, tree cutting, and dissemination of Maoist propaganda during bandhs (general shut-down strikes). Of the 35 surrendered Maoists, 25 were facilitated by District Reserve Guards (DRG) Dantewada, six by the RFT Central Reserve Police Force (CRPF), and four by the 111th Battalion CRPF Dantewada.

On May 5, the Police recovered suspected explosives, and claymore mines were reportedly dumped by the Communist Party of India-Maoist (CPI-Maoist) in the Tipagad area in Gadchiroli District of Maharashtra, reports pragativadi.com. The Gadchiroli Police intercepted CPI-Maoist plans to carry out Improvised Explosive Device (IED) attacks during Lok Sabha (Lower House of the Indian Parliament) Elections 2024 and carried out area dominance, during which the teams discovered six pressure cookers filled with explosives and detonators, along with three claymore pipes loaded with explosives and shrapnel, gunpowder, medicines, and blankets. Subsequently, a team comprising two Bomb Detection and Disposal Squads (BDDS), one unit of C60, and one Quick Action Team (QAT) of the Central Reserve Police Force (CRPF) safely destroyed the cache of weapons.

Joga, a member of platoon number 21 under the Mad division of the CPI-Maoist, turned himself in before personnel of the Police and Central Reserve Police Force (CRPF), citing disappointment with the ''hollow'' and ''inhuman'' Maoist ideology. On May 7, National Investigation Agency (NIA) filed a chargesheet against three more cadres of the Communist Party of India-Maoist (CPI-Maoist) in Nampally court in Hyderabad District of Telangana in the case of alleged supply of explosives and drones to CPI-Maoist, reports The Times of India. NIA officials said most wanted and absconding Maoists Hidma, Chokka Rao alias Damodar and Kamala were chargesheeted. A case was registered on June 5, 2023, by the Cherla Police after they arrested alleged couriers Nageswara Rao, Mallikarjun, Umashankar. They bought the explosives from one S Kumaraswamy, who was in possession of explosive license. Later, NIA took over the case and filed the first chargesheet against the arrested accused in September last. Now, a supplementary chargesheet has been filed in Nampally court.

Sukma Superintendent of Police (SP) Kiran Chavan said that there was a married couple among the surrendered Maoists, Dudhi Pojja (27) and Dudhi Pojje (24), from People's Liberation Guerilla Army (PLGA) battalion 1, and they carried bounties of INR 800,000 each. Pojja had joined the banned outfit in 2015 as a member of the Maoists' children’s wing, ‘Bal Sangham’. He was a member of the headquarters' team from June 2016 to 2020 and was then inducted as a People’s Party Committee Member (PPCM) of the PLGA in 2021. His wife, Pojje, joined the outfit in 2021 as a headquarters party member. Others, who surrendered before Sukma Police and the Central Reserve Police Force (CRPF), carried rewards of INR 500,000 each and were identified as Kawasi Mudha (30), Karam Naranna (65), Rainu Madkam (35), and Jayakka alias Aayte Korsa (51), a woman. Based on intelligence inputs about the presence of a group of Maoists in the Hathigaon Reserve Forest under Raighar Police limits, a counter-insurgency operation was launched by two separate teams of the Special Operations Group (SOG) on May 8. The operation continued into Thursday [May 9] when security personnel encountered heavy gunfire from Maoists positioned advantageously. “There were around 15 to 20 Maoists, and it was a transit camp of the rebels. Our personnel took cover and urged the Maoists to surrender, but their calls went unheeded. In response, our forces engaged in controlled firing," stated Deputy Inspector General of Police (DIGP), South-Western Range, Charan Singh Meena. On May 21, the National Investigation Agency (NIA) charge sheeted two cadres of the Communist Party of India-Maoist (CPI-Maoist) for being part of a conspiracy to attack Security Forces (SFs) in Jharkhand, reports devdiscourse.com. Aghnu Ganjhu alias Agnu Ganjhu, and Khudi Munda, both residents of the state, have been named in the charge sheet filed on May 21 in a Special NIA Court in Ranchi, it said. The charge sheet has been filed under the Indian Penal Code (IPC), the Arms Act, the Explosive Substances Act, and the Unlawful Activities Prevention Act (UAPA), the statement issued by the NIA said. This brings the total number of people charged in the case to 31. Initially, nine people were charged by the Jharkhand Police in the case registered in 2022. After taking over the investigation, the NIA filed three supplementary charge sheets against 20 people between August and December last year. The members of the proscribed outfit, CPI-Maoist, had conspired to execute an attack on SFs in the Bauxite mines area in Jharkhand to take revenge against the arrest of their top ‘commander’, Prashant Bose, the statement said.

Superintendent of Police (SP) Ashutosh Shekhar said the slain Maoist Budhram was a native of the Arki Police Station limits in Khunti district. Acting on inputs that ultras Amit Munda, Prabhat alias Mukhia, and Chaman were planning subversive activities to create trouble in the rural segments of the districts going to polls on May 25, the West Singhbhum District Police, along with their counterparts from Khunti and personnel belonging to the Commando Battalion for Resolute Action (CoBRA) 209 Battalion, launched a search operation in the area. The rebels, who were hiding in the dense forest, opened fire on the forces around 12:30 p.m. After a 20-minute exchange of fire, the extremists fled from the area. Budhram was found dead with bullet injuries. Shekhar said, without ruling out the possibility of ultras retreating into the forest with bullet wounds. A 9MM pistol, 134 live bullets of the 7.65 Self-Loading Rifle (SLR) firearm, 20 live bullets of the 9MM pistol, and two magazines of the SLR, among other items, were recovered from the site.

At least seven cadres of the Communist Party of India-Maoist (CPI-Maoist) were killed in an encounter with the Security Forces (SFs) that took place in the jurisdiction of Barsur Police Station limits in Dantewada District of Chhattisgarh on May 23, reports The Indian Express. A force of around 1,000 personnel, comprised of Bastar Fighters and District Reserve Guards (DRG), led by Deputy Superintendent of Police (DSP) Rahul Uikey and DSP Ashish Netam, and Bastar, along with teams of the Special Task Force (STF), launched the combing operation near the inter-district border of Narayanpur and Bijapur districts, just 10 kilometres inside the Abujhmad Forest area. The operation began around 11 a.m. when Maoists suddenly opened fire at the forces, and the intermittent firing continued till the evening. As the forces moved forward, they found the bodies of seven Maoists “dressed in the uniforms of the People's Liberation Guerrilla Army (PLGA) and also their weapons”. The SFs too retaliated, in which one rebel was killed. According to reports, the militants barged into the home of Chhedi Birhor (48), accusing him and his son Pankaj Birhor (30) of collaborating with the police. The duo was subjected to a severe beating before being fatally shot. After the assailants departed, villagers promptly informed the authorities, prompting Police Station in charge Nitesh Kumar Prasad and his team to rush to the scene. It is worth noting that on May 10, 2024, police conducted a raid based on confidential information at the residence of Ganesh Ganjhu and Jitendra Ganjhu in Hindikala village. The surrendered cadres expressed disappointment with hollow ideology, too much violence and atrocities by senior ‘commanders’ on tribal Naxals [Left Wing Extremists, LWEs] and stepped ahead to give up arms before Police and Central Reserve Police Force (CRPF) officials to be rehabilitated under the state’s surrender policy, Bijapur Superintendent of Police (SP) Jitendra Yadav said. Among the rewarded surrendered Maoists are Raju Hemla, 35, who was member of PLGA (people’s liberation guerrilla army) from battalion number 1, Samo Karma (woman), member of platoon number 1 of Maoists, were carrying cash reward of INR 200,000 each on their heads, SP said adding that Sudru Punem who was head of RPC (revolutionary party committee) Janata Sarkar (people’s government) of Maoists carried a reward of INR 100,000. All three accused were found to be involved in the group’s criminal conspiracy related to the abduction of six civilians from Morkhnadi village in Kanker District in Chhattisgarh, an NIA statement said. Three of them were later killed after labeling them as ‘police informers’ at a self-styled ‘jan adalat’ (people’s court of the Maoists) and their associates in Modemarka Forest on November 1, 2023, it said. The three accused have been identified as Sannu Ram Atlami alias Sunil, Suresh Katlami alias Kachlami, and Sanker Nureti alias Shanker, the NIA statement said. In its charge sheet filed before a special court in Jagdalpur, the NIA charged the trio under various sections of the Indian Penal Code (IPC) and the Unlawful Activities Prevention Act (UAPA). The accused were actively involved in the conspiracy of abducting and killing of three innocent civilians and promoting and propagating the terror agenda of CPI-Maoist operating in that area through various fronts including Krantikari Kishan Committee, Mahila Mukti Manch, Revolutionary People’s Council (RPC), Jantana Sarkar etc., the NIA said.

A 25-year-old tribal man was allegedly abducted and killed by cadres of the Communist Party of India-Maoist (CPI-Maoist) in Baripanga village under Kotgarh Police Station limits in Kandhamal District of Odisha on May 26, reports The Times of India. The Maoists suspected that the deceased, Metla Rohit, was a ‘police informer’ and mentioned that in the pamphlets they left near his dead body, which was found near an anganwadi centre in the village. The involvement of Maoists from the Bansadhara-Ghumusar-Nagabali division of the CPI-Maoist is suspected behind Rohit’s death. Sources said a group of 12 to 15 armed Maoists abducted Rohit from his home and took him to the nearby forest. Then, after his death, the ultras reportedly dumped the body in the village and fled. This was the first civilian killed in the district by suspected Maoists in about a year. On May 11, last year, they shot a former sarpanch in Sumerband under Phiringia police station limits.

The surrendered militia members belong to the Pedabayalu Dalam (armed squad). Informing this to the media persons, Sinha said a lack of proper leadership coupled with frequent encounters and various development activities taken up massively in the agency areas drove them to surrender before the Police. The surrendered ‘militia’ members include K Simhadri, V Nagesh, P Pilku Naidu, K Chiranjeevi, V Rambabu, V Donu Babu, G Mohanrao, G Pantulu Padaal, M Nagaraju, Ch Ramamurthy, Ch Ganesh, Tingu, and P Ramdas. However, no one was injured in the blast, the Police said. Following the blast, 15 CPI-Maoist cadres, seven of them women, were arrested near Gumalnar village under Geedam Police Station limits in the district. Dantewada Deputy Superintendent of Police (DSP) Unnati Thakur said that after the blast, some suspects were seen trying to escape from the spot, but security personnel chased and rounded up 15 of them. Most of the arrested cadres were active in frontal outfits of the CPI-Maoist. During interrogation, they revealed that they were hiding in a forest to target security personnel, Thakur said. One IED, an electric wire, a detonator, a steel tiffin box, Maoist pamphlets and literature, Maoist uniforms, and items of daily use were recovered from their possession, she added. The identities of the arrested Maoists are yet to be established.
