Communist Party of India-Maoist (CPI-Maoist) cadres allegedly abducted and killed two villagers, branding them ‘police informers’ in Bijapur District of Chhattisgarh on May 1, reports Telangana Today. According to the police, the deceased, Joga Madvi and Hanga Madvi of Chutwahi village under the Tarrem Police Station limits of the district, were brothers, and their bodies were found in the forests near the village on May 1. It was said that both the brothers were abducted on April 30 by the Maoists, who strangled them to death. Bijapur Superintendent of Police (SP) Jitendra Yadav confirmed the killings and said a police team was sent to the village to investigate the incident.

Upon conducting a search of the area early Tuesday (April 2), the Police discovered the bodies of 38-year-old Maoist ‘divisional committee member (DCM)’ Sajanti alias Kranti and ‘area committee member (ACM)’ Raghu alias Sher Singh (54). Both were wanted in multiple cases of murder, kidnapping, and arson, with bounty announcements by police in three states: Madhya Pradesh, Maharashtra, and Chhattisgarh.

Four Communist Party of India-Maoist (CPI-Maoist) cadres were killed in an encounter with security personnel in a forest near Lendra village under the Gangaloor Police Station area in the Bijapur District of Chhattisgarh on April 2 (today), reports Business Standard. Inspector General of Police (IGP), Bastar Range, Sundarraj P, said personnel belonging to the District Reserve Guard (DRG), Special Task Force (STF), Central Reserve Police Force (CRPF), and its elite Commando Battalion for Resolute Action (CoBRA) were involved in the operation. After the exchange of fire stopped, the bodies of four Maoists, along with a Light Machine Gun (LMG) and other weapons, were recovered from the spot. Nine more bodies of Communist Party of India-Maoist (CPI-Maoist) cadres were recovered on April 3 morning in Bijapur District of Chhattisgarh, bringing the total number of Maoists killed in the gun battle in the forest between Lendra and Korcholi villages under the Gangaloor Police Station limits on April 2 to 13, reports The Times of India. "The identity of the dead Maoists was yet to be ascertained, but prima facie, it appears that they belonged to the PLGA (People's Liberation Guerrilla Army) company no. 2 of Maoists," a senior Police official said. Police previously reported the seizure of weapons including a Light Machine Gun (LMG), a .303 rifle, and a 12-bore gun, along with a substantial quantity of barrel grenade launchers, shells, and other arms and ammunition from the site. It is to be noted here that Bijapur District falls within the Bastar Lok Sabha (Lower House of Parliament) constituency, scheduled to vote in the initial phase of the general elections on April 19.

Personnel of the District Voluntary Force (DVF) seized a huge quantity of Improvised Explosive Devices (IEDs) and explosive materials used to prepare IEDs from a secret Communist Party of India-Maoist (CPI-Maoist) dump buried underground in a jungle area near the Dayaltung village under Kalimela Police Station in Malkangiri District of Odisha on April 3, reports odishabhaskar.in. According to the Malkangiri Police, the seized items included 190 gelatin sticks, one 20-kilograms IED, five 7-kilograms IED, one 5-kilograms IED, one 4-kilograms IED, three 3-kilograms IED and another 2-kilograms IED. Following the discovery of the explosive dump, combing operation has been intensified in the area.

Palamu Superintendent of Police (SP) Reeshma Ramesan said the Maoist, identified as Pankaj Prajapati (32), was allegedly preparing to persuade people to boycott the general elections on the instructions of a hardcore Naxal [Left Wing Extremist, LWE] named Rajendra Singh from Sorri village under Mali Police Station in Aurangabad District of Bihar. Security personnel recovered three powerful Improvised Explosive Devices (IEDs) during anti-Naxal [Left Wing Extremism, LWE] operations in a forest between Sarjomburu and Maradiri villages under Goilkera Police Station in West Singhbhum District of Jharkhand on April 3, reports latestly.com. Police said that three unidentified persons abducted Prem Singh Gawde from his house and when his family followed them, they were threatened not to. Later, Prem Singh was found dead on the road near village and Police were informed. Maoist leader Roopesh, his accomplices Shyam, Kanyakumari, and Ibrahim are the four accused who were found guilty in the case. They were charged under Indian Penal Code (IPC) sections related to criminal conspiracy, sedition, provisions of the Arms Act, and anti-terror law. As per the case, the accused had formed an unlawful assembly with prohibited weapons and trespassed into the house of the Kerala Police officer at Mattilayam in Thondernadu, Wayanad District of Kerala, on April 24, 2014. The agency said the accused also threatened to kill the Police officer, alleging that he was helping in anti-Maoist operations. They (the Maoists) had asked the officer to resign from his job and also set fire to his motorcycle. They also threatened the officer's mother at gunpoint. The accused then left pamphlets of CPI-Maoists inside the house of the Police officer and pasted posters on the front wall of the house, calling for an armed revolution against the government. The crackdown led to the arrest of one Binod Munda alias Sukkhwa from the Khunti District of Jharkhand, according to the statement issued by the NIA. The accused is wanted in four PLFI cases in Jharkhand and has been arrested in a case relating to revival attempts by the PLFI. As part of the revival activities, PLFI members and cadres were involved in generating funds through extortion from various coal traders, transporters, railway contractors, and businessmen in Jharkhand, Bihar, Chhattisgarh and Odisha, as per the NIA investigations. The NIA teams also seized a host of incriminating material, including PLFI-related documents, along with two walkie-talkies, five mobile phones, SIM cards and INR 11,000 cash during the searches.

Chhattisgarh government is working on a new surrender policy in which Communist Party of India-Maoist (CPI-Maoist) cadres who give up arms may have their FIRs quashed, but the terms will not be lenient for hard-core ‘commanders’, deputy Chief Minister (CM) and state Home Minister Vijay Sharma said in an interview on April 18, reports The Times of India. "Our govt is holding discussions to bring major changes in the surrender policy for Maoists. We want to encourage more insurgents to give up violence, join the mainstream and avail benefits of the state's progress," he said, adding that it is mulling wiping out FIRs of those who surrender. Asked if FIRs against Madvi Hidma or other such dreaded Maoist ‘commanders’ will also be quashed if they give up arms, he said: "It's Maoist central committee members who have fanned the fire of violence and launched this unending conflict in society. Security personnel recovered three powerful Improvised Explosive Devices (IEDs) during an anti-Communist Party of India-Maoist (CPI-Maoist) operation launched in the Jimki Ikir village under Tonto Police Station limits in West Singhbhum District of Jharkhand on April 24, reports NDTV. "The security personnel were carrying out an intensified operation jointly in various villages within the limits of Goilkera and Tonto police stations today when they detected three IEDs planted by banned CPI (Maoists) to target them in a forest near Jimki Ikir village within the limits of the Tonto police station," Superintendent of Police (SP) Ashutosh Shekhar, said. Following a tip-off about the presence of 40 to 50 ultras, the personnel of Special Operation Group (SOG), an elite commando unit of Odisha Police, launched a search operation in the Parhel Reserve Forest early on April 25 morning. The extremists opened fire after seeing the security personnel. Director of intelligence, Soumendra Priyadarshi, said the bodies of two Maoist cadres were recovered by the elite anti-naxal force special operations group after an exchange of fire with a group of Maoists in the Parhel reserve forest area of Boudh District. “The deceased were identified as Sunil and Santu, both party members, and both belong to the 8th Company of Maoists. The surrendered Maoists included one ‘PLGA (People's Liberation Guerilla Army) battalion number 1 member, Arun Kadti (21), who carried a reward of INR 800,000 cash on his head. Kadti worked as a ‘platoon commander’ in the organisation to hold meetings for him with villagers, recruit youths, and brainwash them with Maoist ideology. He was involved in significant violent activities, including the recent attack on the Tekulagudem security camp on January 30. Another Matwada Local Organising Squad (LOS) ‘commander’ and ‘area committee member (ACM)’, Ramesh Hemla (42), carrying a bounty of INR 500,000, also surrendered before the Police. He joined the organisation in 1996 as a member of the cultural wing of Maoists called Chetna Natya Manch (CNM) and was given a task as a PLGA member in 2003. Later, he was promoted to Local Guerrilla Squad (LGS) ‘commander’ in 2007. Since 2010, he has served as LOS ‘commander’ for the Bhairamgarh area committee. Hemla had 42 Police warrants against him and has been involved in encounters and attacks since 2003.
