Two suspected Communist Party of India-Maoist (CPI-Maoist) cadres were killed during an encounter with Security Forces (SFs) inside the forest under the Pottangi Police Station area of Koraput District on March 4, reports The Hindu. Koraput Superintendent of Police (SP) Awinash Kumar said as per initial information the uniform of the slain men hinted that they were CPI-Maoist commanders. Their identity was being ascertained. But they were suspected to be members of Koraput-Srikakulam division under the Andhra Odisha Border Special Zonal Committee (AOBSZC) of CPI-Maoist. The security personnel have also seized two carbines, two magazines of fire arms and a grenade from the encounter spot.

Eighteen militia members of the Communist Party of India-Maoist (CPI-Maoist), who were involved in the blasting of coffee pulping units of the Andhra Pradesh Forest Development Corporation (APFDC) at Chapagedda in GK Veedhi mandal (administrative unit) in Vishakhapatnam District on January 28, surrendered to Superintendent of Police Vikram Jeet Duggal in Vishakhapatnam on March 8, reports The Hindu. The militia members, belonging to Kothabanda, were forcibly taken away by a group of armed Maoists and a large number of militia members on the evening of January 28 and were made to destroy two coffee pulping units, a godown and a tractor and burn coffee berries. They were also forced to cut trees and block the traffic by putting them across the road, according to a press release. They realised that by destroying the pulping unit in which they had been working for the last 40 years, they had lost their livelihood.

Wayanad District Police chief Putta Vimaladitya on March 8 issued a lookout circular (LOC) against 10 suspected Communist Party of India-Maoist (CPI-Maoist) in connection with cases registered against them in various Police Stations in the District, reports The Hindu. The Police identified the Maoists as Vikram Gowda; Latha; Kanya, alias Kanyakumari; Sundari; Roopesh; Sinoj; Jayanna; Ravi alias Raveendra; Jagadeesha; and Velmurugan. The first sighting of the Maoists was reported at Karimkanni Kattunayakka colony in the Padinharethara Police Station limits on August 14, 2013. The tribespeople of the colony reported that Maoist activists under the Western Ghat special zone committee had disbursed pamphlets, and organised a class for them nearly three days ago. Though nearly seven such instances were reported at various places under the Vythiri, Meppadi, Padinharethara, and Vellamunda Police Station limits in seven months, the police were yet to find any evidence of the Maoists presence.

Palamu Police arrested a CPI-Maoist ‘sub-zonal commander’, identified as Ankit Yadav alias Girender Yadav, and seized arms and ammunition in a joint operation with the Central Reserve Police force (CRPF) on March 9, reports The Times of India. A pistol and three cartridges were seized from Yadav, who has 13 cases against him and is wanted in Bihar. The Police team also unearthed 76 locally made hand grenades and different types of white and red-coloured explosive powder in the jungle of Dumar Kharn under Panki Police Station following Yadav's confession. The grenades, each weighing 10 kg, were found 3ft under the ground wrapped in plastic sheet. Security Forces (SFs) also recovered 50m of surgical thread. It took the search team six hours to trace Yadav, who was caught travelling with a local resident.

An internal document prepared by the Central leadership of the Communist Party of India-Maoist (CPI-Maoist) has asked its cadres to boycott the Lok Sabha (Lower House of Indian Parliament) elections and specifically names 12 political leaders who are to be targeted along with Security Forces (SFs), reports The Indian Express on March 12. The document gives out names of some political leaders in Hindi codes, “Nare, Baba, Nunu, Ram, Ud, Ani, Binde, Prah, Jeev, Lal, Prem, Shai” who are to be “eliminated at any cost despite them having security cover.” The ‘central committee’ (CC) has also asked its cadres to boycott the polls on two fronts — politically and militarily. In the document, they also claim to have reclaimed 77,933 bighas (or 31172 acres) of land from the control of zamindars (landlords) and mahajans (money lenders), which is directly under their control now. Fifteen Security Force (SF) personnel were killed in a Communist Party of India-Maoist (CPI-Maoist) ambush on March 11 in Sukma District of south Chhattisgarh, reports The Hindu. One civilian, Vikram Nishad, also died in the crossfire, while three were injured. Additional Director-General of Police Mukesh Gupta said 11 of the personnel who died belonged to the Central Reserve Police Force (CRPF), while four were from the Chhattisgarh Police. The incident took place when a joint team of the CRPF and the Police, about 50 personnel divided into two platoons were moving from Tongpal village to Jeeram Ghati, the same area where a Maoist ambush had killed 27 people last year on May, 25. The team was engaged in an area domination exercise to sanitise the area for troop movements and also to provide security to road construction workers. About 100 Maoists surrounded them and opened fire. Sources in the Union Ministry of Home Affairs (MHA) in Delhi said an alert had been sounded last month in view of the Lok Sabha (Lower House of Indian Parliament) elections.

The incident took place around 10 p.m. when the labourers were working at a sand loading site. “The Maoists, who came from Gopalpur village in Lakhisarai, took away seven labourers but on the way they left behind one person, who was old and inebriated,” Jamui Superintendent of Police (SP) Jitendra Rana told The Hindu. Speaking to The Hindu, Malkangiri Superintendent of Police (SP) said a team of personnel of Border Security Force (BSF) during their combing operation seized the equipments from a secret dump of Maoists. The dump was located near MV68 village under Kaliemla Police Station limits. The seized items included five modern walkie-talkies, an antenna for wireless communication and wires. It was suspected that Maoists had kept these communication equipments for use during plans of some violent activity during the election process in this District.

A majority of these IPS officers will be deputed in the Communist Party of India-Maoist (CPI-Maoist) affected regions of Chhattisgarh, Jharkhand, Odisha, Bihar, Maharashtra and Andhra Pradesh. Their brief is to oversee the deployment of paramilitary forces and coordinate and conduct operations with the help of the State Police to defeat Maoist' designs to carry out political assassinations and enforce their writ among tribals to boycott polls. In addition, 6,000 troops, mainly comprising of Commandos from Greyhound Force of Andhra Pradesh, Central Reserve Police Force's (CRPF) Commando Battalion for Resolute Action (CoBRA) and the Special Task Force (STF) to carry out precision strikes against CPI-Maoist in Chhattisgarh's Bastar region and surrounding border areas of Jharkhand, Odisha and Maharashtra. The commandos will be aided by air reconnaissance carried out simultaneously by four Israeli herons. These troops are in addition to the 90,000 central security personnel currently engaged in anti-Maoist operations in five states of Chhattisgarh, Jharkhand, Bihar, Odisha and Maharashtra.

The Maoists said this during a training camp in Gumla District on the Jharkhand-Chhattisgarh border. They also said the newly introduced None of the Above (NOTA) ballot option was meaningless, as those who disapproved of all candidates did not go to the polling booth and instead bogus voters were made to cast ballots. "Election boycott is a fundamental right and strength of the public. Hence, the people must be permitted to exercise this right without any hindrance," said Deenbandhu, 'regional secretary' of Bihar-Jharkhand-North Chhattisgarh Special Area Committee. However, he warned, "If the Security Forces thrust polls upon the people, we will retaliate just like we did on March 11 in Chhattisgarh killing 15 security men." Further, Maoist 'commander' Sylvestor said "Do not risk your lives accompanying Police to the polling booths, instead protest and walk out if you are forced to do so. We do not harm civilians." Deenbandhu said they are ready for talks with the government provided a favourable atmosphere was created. He added "We have burnt our fingers many times in the past. Two Border Security Force (BSF) personnel were injured when an improvised explosive device (IED), planted by the Communist Party of India-Maoist (CPI-Maoist) in Malkangiri District of Odisha, exploded on March 28, reports The Hindu. Speaking to The Hindu, Malkangiri Superintendent of Police (SP), Akhileswar Singh, said the blast occurred in a remote jungle area between MV126 and Telarai villages under Kalimela Police Station limits at around 9.30 a.m. Around 40 BSF personnel were involved in an anti-Maoist operation in the area ahead of the elections. The injured assistant sub-inspector and a trooper were immediately shifted to Malkangiri District hospital. As their condition was serious they were airlifted to Visakhapatnam. According to the SP, the IED was kept concealed in a bush. It exploded when one of the BSF personnel stepped on it. The Maoists had put up posters and banners in the area giving a call for poll boycott. The posters and banners were later removed by security personnel.

The Giridih Police in a joint operation with the 7th battalion of Central Reserve Police Force (CRPF) recovered cache of explosives following a raid conducted at a Maoist bunker near Tisro forest under Lokainayanpur Police Station of Giridih District on March 31, reports The Pioneer. CRPF Assistant Commandant Ajit Kumar said while conducting search operations at Tisro forest area the forces raided a small artificial bunker of the Maoists located behind bushes and recovered 20 kilogram of explosives, 12 bags of Improvised Explosive Device (IED) materials, two dozen rods, three cane bombs, 10 steel lunch boxes and 25 detonators and others materials.
