Eight Communist Party of India-Maoist (CPI-Maoist) cadres, five of them carrying reward on their heads, were arrested by the Police from separate places in the Bastar region of Chhattisgarh on July 1, reports The Times of India. Six Maoist cadres, including a woman, were arrested from the forests of Bangoli village under Bangapal Police Station limits in Bijapur District, during a search operation, Bijapur Superintendent of Police (SP) KL Dhruv said. Those arrested were identified as Shankar Warsa (50), Somaru Warsa (35), Gopi (32), Budhram Tamo (36), Kadiyam Nehru (38) and a woman called Sundari Warsa, all of them active in the South Bastar region, and were wanted in several incidents of crimes, including murder, loot, arson, kidnapping and attacks on Police patrols since 2003, the SP said. Shankar, Somaru, Gopi and Sundari carried a reward of INR 5,000 each on their heads, he added.

Security Forces (SFs) and Communist Party of India-Maoist (CPI-Maoist) cadres exchanged fire at Badkitand forests in Giridih District on July 1, reports The Times of India. "The forces were moving inside the forests when the Maoists hiding in the area opened fire on our forces. The forces retaliated strongly to the Maoist fire and the gunbattle continued for more than an hour," said District Superintendent of Police (SP) Kranti Kumar. However, after the encounter, a rifle, several bullets, Maoist uniform, medicine and other materials were recovered from the spot, the SP added.

A female cadre of the Communist Party of India-Maoist (CPI-Maoist) was arrested during a search operation in a forested patch under Madded Police Station limits of Bijapur District on July 2, reports The Pioneer. She was identified as Radha Paret alias Angampalli alias Sharda wife of Angampalli Ganpat (26) resident of Minkapalli. According to the Police, a joint team of District Police and Chhattisgarh Armed Force (CAF) had started on a combing operation from Madded Police Station on July 1. While conducting search operation in Minkapalli area, they arrested a woman under suspicious circumstances. Police claimed that two warrants were issued for her arrest and she was involved in serious crimes such as murder, attempt to murder. Police was searching her since 2002.

Eight Communist Party of India-Maoist (CPI-Maoist) cadres, belonging to ‘Bandhugaon zonal committee’ under the Andhra-Odisha Border State Zonal Committee (AOBSZC), surrendered before Koraput Inspector General of Police (IG) and Superintendent of Police (SP) at Korapur District on July 2, reports The New Indian Express. The Maoists are identified as Bittu Bidika, Sarpati Nachika, Rudra Bidika, Bisi Mandangi, Satya Mandingi, Bari Meleka, Sima Meleka and Sukru Mandingi. They had joined the Chasi Mulia Adivasi Sangha (CMAS)-a front organisation of the Maoists in 2009, worked in their respective villages under Bandhugaon and later joined the CPI-Maoist.

A team of top Jharkhand officials on July 3 found in Khunti District a school built, funded and run by Peoples Liberation Front of India (PLFI), a breakaway faction of the Communist Party of India-Maoist (CPI-Maoist), reports The Hindustan Times. The team had gone to the District after the PLFI cadre had shut several government schools, alleging that Security Forces (SFs) were using buildings of these schools as camps. While travelling in Rania block, about 100 kilometre from Ranchi, the team stumbled upon Vidhya Vihar Public School comprising two big concrete buildings, a hostel for girls and other infrastructure spread over a vast campus. Questioned briefly by the team, the school wardens feigned ignorance about the owners of the school and its association with PLFI. "We only know the principal, who is a lady from a neighbouring village. She is the one who pays our salaries," said a warden who refused to identify herself. This particular school, Chief Secretary Sajal Chakraverty, said, is believed to shelter PLFI leadership, especially its chief Dinesh Gope, while Director General of Police (DGP) Rajiv Kumar dismissed PLFI allegations that government schools were being used as camps for SFs.

A Central Reserve Police Force (CRPF) official, Hira Kumar Jha, the second-in-command of CRPF base in Jamui and a Communist Party of India-Maoist (CPI-Maoist) cadre, were killed in an exchange of fire around Lakharia forest region of Jamui District on July 4, reports NDTV. "His body has been recovered by the CRPF personnel and it is being brought to the Police Station," Additional Superintendent of Police (ASP) RN Tiwary said. A CRPF team combing Lakharia forest area of Jamui District arrested three hardcore Maoists, including a woman, suspected to be involved in the encounter in which a senior CRPF official was killed on July 4, reports The Hindu. The Maoists were identified as Mini alias Rina, wife of top Maoist ‘commander’ Siddhu Koda, Raju Soren and Madhav Soren. One rifle, a country-made pistol, 45 kilograms of explosives and several uniforms used by the Maoist were seized from them.

About 30 persons, including six minor girls, were arrested while they were going to attend a Communist Party of India-Maoist (CPI-Maoist) training camp in Saranda forest in West Singhbhum District on July 4, reports DNA. The arrest was made near Pansua dam under Sonua Police Station. Acting on a tip off, Security Force personnel carried a search operation and arrested 30 persons, including six girls, Police said. Some of the girls and boys were in school uniforms and were being taken for training in the forest to induct them in the squad of CPI-Maoists headed by ‘area commander’ Juel Kandolana. Kandolana had taken over as area commander of the ultra outfit in Porahat forest following the arrest of ‘area commander’ Chokra Chaki last month.

The Begusarai Police on July 6 arrested an alleged Communist Party of India-Maoist (CPI-Maoist) ‘area commander’, identified as Bihari Paswan from Khanzhapur village under Cheria-Bariarpur Police Station area in Begusarai District, reports The Times of India. Superintendent of Police (SP) Manoj Kumar, while confirming the arrest, said he sent a Police team after getting information of Paswan's presence at his house in Khanzhapur. "The team immediately rushed to the village and cordoned off the area. When police raided the house, Paswan opened fire on the police party while trying to escape from there. But the police foiled his plan and arrested him with a country made pistol, seven live cartridges besides four mobile phones. No Policeman injured in the incident," the SP said, adding, "several Maoist literature, documents, including diary, were also recovered from the place." Paswan is said to be the ‘area commander’ of Begusarai Gandak zonal committee. Earlier, six Maoists were arrested from Murgibigha village in Aurangabad District of Bihar on July 5, reports Outlook. SP Upendra Kumar Sharma said Police cordoned off Murgibigha village on a tip-off and arrested the six. They were arrested while loading vegetables and food items into a tempo to carry them to a nearby jungle where camps of the ultras were located, he said. Murgibigha village is located in the jungles on the border of Bihar and Jharkhand and is considered a Maoist den.

In a statement sent to media, he claimed that the Police had captured Maoists Ashok, Bharati and Vimala and tortured them before staging a fake encounter at Murarikurava Vaagu on the banks of Krishna river on the borders of Prakasam, Guntur and Mahaboobnagar Districts. He contested the claims of Inspector General of Police (IG) Sunil Kumar that the Police had recovered an AK-47, a Self Loading Rifle (SLR) and a .303 rifle from the site of the encounter and that fourth extremist, Srinivas alias Vikram, was injured and had escaped. He further said in 2006 when the Maoists decided to withdraw from Nallamalla after it had become weak there, Maoist Baburao along with Bharati and Vimala had decided to stay back due to sentimental attachment to the place. They were working with the Chenchus there for the past eight years and helping rebuild the party base there. They were carrying only .303 rifles and tapanchas for their self defence and did not possess any automatic or semi-automatic weapons. He also said that after N. Chandrababu Naidu took over reins, the State Government resumed its pro-World Bank stance and decided to crush the Maoists. "The State Police has been told to target the top leaders of CPI (Maoist) by constituting dedicated teams comprising personnel drawn from State Police, Central Armed Police Forces (CAPFs) and central as well as… state intelligence agencies," said a senior Central Reserve Police Force (CRPF) official. On June 27, 2014 Union Minister for Home Affairs Rajnath Singh, at a high-level review meeting with heads of Police forces of the States, Chief Secretaries and CAPFs, made a pitch for "political commitment" from the State Governments for "eliminating Naxalism" from the country, describing it as the "biggest national security challenge". The UMHA also expressed concern on the "overwhelmingly skewed casualty ratio" in favour of the Maoists vis-a-vis Security Forces (SFs) and questioned why no Maoist cadre had been neutralised since the new government took charge on May 26 despite 100 battalions (1.2 lakh men) of CAPFs being involved in anti-Maoist operation.

About 60 Adivasis, including women, attended the meeting held on July 6 evening. The Police and forest authorities learned about the meeting on July 8. Three armed men of the outfit convened the meeting by assuring the Adivasis they were working for their welfare. The Maoists reportedly called upon the Adivasis to stand united against the exploitation they were suffering at the hands of the authorities. They sought the help of Adivasis to fight the injustice meted out to the tribes.The armed men reportedly reached the Vaniyampuzha Colony by walking along the fire-line cleared by the forest authorities during the summer. Although the Adivasis were frightened on seeing the armed men, the Maoists behaved very politely with them, said an Adivasi youth refusing to disclose his identity.The Maoists convened the meeting under a shade tree and told them about their rights and benefits due to them. Two of the men were middle-aged and the third was a youth. The youth spoke in Malayalam when the others spoke in Tamil. They collected rice, sugar and salt from all Adivasi houses. The Police said that the Adivasis gave them about 40 kg rice. Before leaving, the Maoists distributed their pamphlets amongst the Adivasis. They were asked to burn the leaflets soon after reading it.

Replying to a question in Parliament about foreign funding to Naxal-[Left-Wing Extremist (LWE)] groups in India, Minister of State for Home Affairs Kiren Rijiju on July 15 said that some cadres of the Communist Party of India-Maoist (CPI-Maoist) received training from the Communist Party of Philippines in 2005 and 2011, reports The Financial Express. He further said there was no specific intelligence input to indicate that Naxals were getting external or foreign assistance. “However, the CPI (Maoists) party has close links with foreign Maoist organisations in the Philippines and Turkey. Chief Minister Naveen Patnaik while replying to a question of Bharatiya Janata Party (BJP) Member of Legislative Assembly (MLA) Dilip Ray in Odisha Legislative Assembly, on July 21, said Communist Party of India-Maoist (CPI-Maoist) cadres have killed 435 persons, including 210 Security Force (SFs) and 235 civilians in the last 14 years while the security personnel have eliminated 139 Maoists during the same time, reports The New Indian Express. The Chief Minister further said 119 civilians and 218 security personnel were also injured in Maoist violence. He said Maoist activities of different magnitude were witnessed in 19 Districts of the State. Stating that 1916 Naxalites-[Left-Wing Extremists (LWEs)] have been arrested, he said 355 LWEs have surrendered. The Maoists have also looted 1907 guns and about 1,72,656 bullets during the period, he added. Replying to a question from Prafulla Samal, MLA, Biju Janata Dal (BJD), he said 25 Maoists were killed and 112 including four ‘area committee members’ were arrested by the Police between April 1, 2013 to March 31, 2014. During this period, 86 Maoists and their supporters including a ‘divisional committee member’ and five ‘area committee members’ have surrendered. About 190 Maoists and 88 supporters have surrendered by June 2014 after the State Government announced its surrender and rehabilitation scheme in 2008 Naveen said replying to a question from Naba Kishore Das of the Congress Party. He said 116 of the surrendered Maoists have been rehabilitated.

The Maoists snatched laptop computers and obtained passwords from enrollers to access Aadhaar enrolments data of the region, the State Census Operations wing sources said. Buses and other public vehicles besides trucks and other commercial vehicles did not ply on roads as the Maoists have dug roads at many places to disrupt movement of vehicles. According to sources, there is no plan of deploying more BSF personnel for anti-Maoist operations in south Odisha. But their positioning may be changed as per recent needs. Speaking to The Hindu, Inspector General of Police (IGP) Yashwant Jethwa said there were possibilities of establishment of some new BSF camps in Malkangiri, Koraput and Rayagada Districts. These new camps would not involve deployment of extra BSF personnel. The existing BSF personnel in south Odisha would only be redeployed as per recent changes in Maoist activity and needs. The areas where extra presence of these paramilitary forces was being thought of include Malkangiri-Chhattisgarh border along Sukma, Odisha-Andhra Pradesh border under Pottangi Police Station limits in Koraput District and border areas of Rayagada-Kalahandi Districts.

Two Maoists, identified as Ramu Kadti (39) and Fagni Varsa (25), surrendered before Superintendent of Police (SP) KL Dhruv in Bijapur District on July 30, reports The Pioneer. Kadti was ‘area committee member’ (ACM) of Indravati Area Committee falling under Maad division and used to keep .303 gun. Before joining Naxal cadre, the insurgent was a farmer and in 1998 he became a ‘sangham’ member. In 1999, he was promoted as range president of Utla village. Likewise, Fagni Varsa had joined ‘krantikari mahila sangathan’ (KMS), one of the off-shoots of the CPI-Maoist in 2005, and use to carry a 12 bore rifle. Later on, she was made Co-ordinator of ‘Jantana Sarkar’ (Peoples Government) of the CPI-Maoist.

A joint team of Chhattisgarh Armed Force (CAF) and District Police during a combing operation arrested three Communist Party of India-Maoist (CPI-Maoist) cadres from separate places under Bayanar Police Station limits in Kondagaon District on July 31, reports Zee News. While Kachru Muria (25) was arrested from Rengagodni forests, the two other Maoists identified as Billu Muria (35) and Dasrath Netam (35) were arrested from Kejang village. Billu was carrying a reward of INR 5000 on his head. Meanwhile, security agencies involved in anti-Naxal [Left-Wing Extremism (LWE)] operations in Chhattisgarh are contemplating of using surrendered LWEs to motivate other LWEs follow suite by airing their appeals for surrender on All India Radio (AIR), reports The Times of India on July 31. The Communist Party of India-Maoist (CPI-Maoist) cadres killed two persons at Barang village under Ghaghra Police Station in Gumla District on July 31, reports The Times of India. According to reports, Phulchand Oraon had arrived at his village Barang along with two unknown persons late on July 30. Oraon had been absconding after being accused of killing four villagers of Barang over a land dispute on February 28, this year. Maoists too came to know that Phulchand had come to the village. More than 15 Maoists landed at Phulchand's house on getting the news of his arrival. Though Phulchand managed to escape from the site, Maoists caught the two other men who had come along with him, took them to an adjacent forest area where their hands were tied and they were shot.
