Having failed miserably this year (2017) to push terrorists into India, the Pakistan Army is frantically trying to help around 450 of them sneak across the Line of Control (LoC) to revive their activities and launch attacks against the Indian Armed Forces in the Kashmir valley, reports India Today on September 1. Most of these jihadis have been trained in new camps under the supervision of the ‘Alpha 3 Company’ of the Pakistan Army, which is headed by a senior officer of the force. This unit is deep into training and exporting terrorists across the globe, Indian Army sources said. As part of the new strategy of the Pakistani Army, the terrorists have been trained in assembling improvised explosive devices (IEDs) to create trouble in the Kashmir valley to make up for the setback terrorist groups have suffered as Security Forces (SFs) have eliminated around 130 of them this year, the sources said. Indian SFs and agencies have in recent months launched a multi-pronged crackdown on jihadis and their sympathisers in the Valley, crippling the terror infrastructure and choking the flow of funds. Officials feel that the terrorists would attempt crossing over into India from the North Kashmir side through areas such as Gurez (Bandipora District) as the terrain is quite treacherous, prompting intruders to try their luck. This year, a majority of terrorists were eliminated by the security forces - mainly the Army - at the LoC itself when they had just stepped in or were trying to enter Indian territory because of the increased presence of troops to plug the gaps. The Army had racked up the number of battalions in Kashmir by adding more units from outside at the LoC and also redeploying troops in the hinterland as part of a three-tier counter-infiltration grid. "Increased troop presence helped the units spring a surprise on the terrorists attempting to enter Kashmir as they were caught in ambushes on routes their guides had been taking for a long time," the sources said. They added that apart from the training to handle basic weapons such as AK-47 assault rifles, the Pakistan Army is now coaching them on how to carry out direct, sensational, attacks on camps of Army and Central Reserve Police Force (CRPF) in the Valley. Most of the terrorists waiting to infiltrate are from the Hizb-ul-Mujahideen (HM), followed by the Lashkar-e-Toiba (LeT), and their movements have been noticed frequently at the new launch pads created by the Pakistan Army after the 2016 surgical strikes by India. The sources said about 200-250 terrorists are active in the Valley, spread between North and South Kashmir areas. "In South Kashmir, it is the local terrorists of the Hizbul who are mostly active while foreign terrorists are mostly active in the northern part of the valley," they said. Sources said the terrorist organisations wield more influence than the Pakistan Army in some parts of Pakistan occupied Kashmir (PoK) because of accretion in patronage by successive Governments and Army chiefs. Sources added that the jihadis are paid about INR 18,000 to INR 19,000 a month for getting killed by Indian SFs. Security officials have attributed the availability of low-cost terrorists to lack of job opportunities on the other side of the LoC and the growing radicalisation among youth on both sides of Kashmir. The sources said Army troops across the Kashmir valley and LoC have already been maintaining high operational tempo against terrorists and would continue to do so to tackle the renewed efforts by the Pakistani forces to ramp up terror activities in the state.

Two Hizb-ul-Mujahideen (HM) militants, identified as HM ‘divisional commander’ Pervaiz Ahmad Wani alias Mudasir alias Bashir alias Ishfaq and his associate Naeem Ahmad Najar were killed in a fierce encounter in Sopore area of Baramulla District on September 4, reports Daily Excelsior. Acting on specific information about presence of militants in Chek-e-Brath village in Sopore Area Security Forces (SFs) launched a cordon and search operation in the village early on September 4. Militants, who were hiding in the house of Peerzada Bashir Ahmad Shah, fired on the SFs during the searches leading to a gun battle which lasted for three hours during which two militants were killed. Police recovered two bodies of the militants from the debris of the house in which they were hiding. Two AK rifles, three AK magazines, 90 AK rounds, one INSAS (Indian Small Arms System) rifle, one INSAS magazine, 13 INSAS rounds and other ammunition was recovered from the encounter site. Senior Superintendent of Police (SSP) Sopore, Harmeet Singh said that these militants were involved in many anti-national and anti-social activities.

Meanwhile, two HM militants were killed and another one surrendered during an overnight operation by the SFs in Shopian District which started on September 9 and ended on September 10, reports Daily Excelsior. The encounter which started on September 9 evening in Barbugh area of Shopian District after militants attacked an Army patrol, which retaliated killing a militant on the spot and trapping two others in a house in the village. The operation was put on hold for the night and in the morning (September 10) as the operation was resumed heavy gun fire followed in which one militant was killed. Another militant later surrendered. A 14-year old girl, identified as Khusboo Jan was also injured in the firing and she was immediately shifted to nearby hospital. A Police spokesman said that acting on specific information, Shopian Police along with 44 Rashtriya Rifles (RR) launched a cordon and search operation in Barbugh area of Shopian. “During searches, terrorists hiding in the area fired upon the search party. Two terrorists were gunned down in this encounter who were identified as Altaf Ahmad Rather son of Mohammad Maqbool resident of Awneera Zainapora, Shopian and Tariq Ahmad Bhat son of Mohammad Ibrahim resident of Barbugh, Shopian and one identified as Adil Hussain Dar son of Nazir Ahmad Dar resident of Chitripora, Shopian, surrendered”, he said. Police arrested a key militancy instigator and motivator of Hizb-ul-Mujahideen (HM) outfit in Baramulla District on September 13, reports Daily Excelsior. Senior Superintendent of Police (SSP), Baramulla, Imtiyaz Hussain said that an Over Ground Worker (OGW) Ishtiaq Ahmad Wani, resident of Goushbugh village of Pattan in the District, who was at large and wanted for motivating and instigating young boys of Pattan and Palhallan area to join HM outfit, was arrested. “Due to continuous pressure, encounters by police and other security agencies, most of the militants, who were active in North Kashmir, have been neutralized because of which the controllers of Hizbul Mujahideen from across and with Kashmir are trying to accelerate the recruitment process in this area,” SSP Wani said. The SSP said recently, Police prevented around 10 boys from being inducted in militant ranks. They were handed over to their parents. “Out of these 10 boys, four boys, were motivated by the arrested recruiter to join militant ranks of Hizbul Mujahideen,” he said.

Police said that based on specific information about the movement of some militants, a joint naka (checkpoint) was laid by Bandipora Police, Army’s 14 Rashtriya Rifles (RR) and Central Reserve Police Force (CRPF) 3rd Batallion at Gurezmod in Bandipora. “During naka checking, one militant of HM outfit was apprehended along with arms and ammunition,” Police said. The streets of Shopian (Shopian District) are splashed with posters bearing Hizb-ul-Mujahideen (HM) stamp blaming al Qaeda-appointed ‘head’ of Kashmir jihad, Zakir Musa, for ‘helping Indian forces kill Kashmiris’ and asking people to ‘chase him to death’, while also describing him as an ‘Indian agent’, reports The Times of India on September 18. Written in Urdu, with Musa's picture displayed prominently, the posters claim that the former HM militant got many ‘innocents killed by Indian tyrants in lieu of huge money’. ‘This traitor is creating different outfits in league with the government. Initially, he was part of Hizb and thereafter, he joined hands with the government of India. He even termed Hurriyat wrong. Therefore, wherever you find him, kill him,’ the posters said.Zakir Rashid Bhat, alias Zakir Musa had left HM as its head in May 2017 after the outfit criticised him for threatening Hurriyat separatists with "public hanging" for calling Kashmir a "political problem". Al- Qaeida's propaganda channel had, in July 2017, announced that Musa will head Kashmir-based operations of the terror outfit.

A Police spokesman said that Aadil Hussain of HM was arrested by Police, Army and Central Reserve Police Force (CRPF) in a joint operation in Bijbehara today (September 20). At least three civilians including a woman were killed and 30 others including two officers of the Roads and Buildings (R&B) Department were injured when suspected Hizb-ul-Mujahideen (HM) militants attacked the cavalcade of Public Works Minister and senior leader of ruling People’s Democratic Party (PDP), Naeem Akhtar, in Tral town of Pulwama District on September 21, reports The Times of India. The slain civilians were identified as Pinky Kaur (a Sikh woman student of Islamic University), 80-year-old Ghulam Nabi Trag and Mohammad Iqbal Khan. Naeem Akhtar, one of the closest aides of Chief Minister Mehbooba Mufti, had gone to Tral for inauguration of a civil works project in the town. PDP MLA (Member of Legislative Assembly) of Tral Mushtaq Ahmad Shah, who was traveling in one of the cars, said the terrorists attacked the motorcade with a hand grenade and gunfire from automatic rifles. "The minister escaped unhurt but my bullet-proof car received several gunshots," Shah said. Director General of Police (DGP), S P Vaid said, the target of the attack was the Minister. The assailants, he said, managed to escape in the melee caused by the grenade attack.Soon after the attack, local youth came to the streets raising pro-Azadi and pro-Pakistan slogans and pelted stones on the Security Forces (SFs) deployed in the Tral town for the Minister's security, adds The Times of India. To disperse the agitating mob, SFs used tear gas shells, Police claimed. More than two dozen people including one Police constable sustained pellet injuries, according to Block Medical Officer (BMO) of Tral sub-district hospital.

Security Forces (SFs) on September 27 busted a major hideout of Hizb-ul-Mujahideen (HM) and recovered a huge cache of arms in Thanna Forests of Dessa area in Doda District, reports First Post. Recoveries made from the hideout included two AK-47 rifles, two Under Barrel Grenade Launchers (UBGLs), two Chinese pistols, two Chinese grenades, four Rocket Propelled Grenade (RPG) rounds, 300 rounds of AK-47 and certain other items. However, no arrests were made from the spot. “Security forces continued their persistent operations to keep Doda district safe and sanitized from terrorists as well as their support infrastructure. Recovery of war like stores from Thana forests of Dessa will deal a severe blow to nefarious designs of terrorists to revive militancy in the area,’’ sources said.
