Syed Shahid Yousuf, son of Hizb-ul-Mujahideen (HM) 'chief' Syed Salahuddin, was sent to judicial custody by a Delhi court in a 2011 terror funding case on November 1, reports Daily Excelsior. District Judge Poonam A Bamba sent the accused to custody till November 27 after he was produced before the court on expiry of his seven-day custody of the National Investigation Agency (NIA). The NIA had earlier alleged that the accused had links with proscribed terrorist organisation like HM. The NIA said the case was registered on the basis of information regarding funds from Pakistan being sent to Jammu and Kashmir through hawala (illegal money transfer) channels via Delhi to fund terrorism

General Officer Commanding (GOC) Victor Force, Major General BS Raju, on November 3, said that after failing to take on Security Forces (SFs), militants in desperation aimed at soft targets like killing of Bhartiya Janata Party (BJP) youth president, reports Daily Excelsior. Speaking to reporters on the sidelines of a function at Budgam, Major General Raju said that SFs will take necessary actions against militants to restore peace in South Kashmir. “Two to three such incidents have taken place in recent past. We are given to believe these are acts of desperation by the terrorists. They are not able to make any concerted action against the security forces. So obviously they are looking at weaker targets and I am given to believe that police is taking necessary action against the perpetrators of these crimes and we as Army and other security agencies will continue to take all necessary actions against the militants so that people of South Kashmir can live in peace”, he said. Major General Raju further said that there are around 115 militants in South Kashmir, majority of them locals and this year they have already neutralized 80. “There are around 115 militants in south Kashmir and out of them, 99 are local and 15-16 are foreign terrorists. And the actions that we have taken since past 6-7 months; we have neutralized nearly 80 terrorists including top leadership. We believe this will continue and as soon as number of terrorists would decrease, the situation will improve”, Major General Raju said. Adding to it, the Major also said that the situation in South Kashmir is much better. “And, I want to say this that apart from these one-two political killings, the situation in South Kashmir is much better. The stone-pelting and random acts initiated by terrorists have also decreased. So, as the winter season sets in, our actions would be more effective and peace shall return”, he said. The GOC said that security forces are in the process of neutralizing the Jaish-e-Mohammad (JeM) militants. “There are indeed members of Jaish in South Kashmir and the process of neutralization of the Jaish cadre began yesterday (at Samboora) and we intend to act particularly against the Jaish”, he said, adding, there are 10-15 JeM militants in South Kashmir. “Definitely there is some strength of JeM and we are given to believe that there could be some 10-15 people in south Kashmir. We look at all them as terrorists and we will be taking action to neutralize them”, he said. Major General Raju also said that recruitment of the militants is a concern but efforts are being made to stop it. “New recruitment of militants is definitely a cause of concern. A lot of stakeholders need to work in a concerted manner to ensure that new recruitment is put in check. I would put the onus on the parents to ensure that they are able to take care of their children and I would put the onus on village elders, to the Moulvis in the villages and towns to ensure that they get right message across to the young people. I would like to put the onus on teachers and principals of schools and colleges where these people study so that they are able to bring sense into them that this is not the route that is going to take them anywhere and of course, the role of the security forces to ensure that they conduct operations in such a manner that would not alienate the population and the youth”, he said. The GOC further said that Zakir Musa group has been given much attention but its strength is not more than 8-10 people. “I think Zakir Musa phenomenon hasn’t caught that much of attraction as it appears to be. We are given to believe that the strength is not more than 8-10 people who are with him”, he said. On the picture of Hizb ‘commander’ Sameer Tiger holding M4 weapon, Major General Raju said, “That is also a weapon and that also fires same bullet which an AK 47 fire. So we believe it won’t make any impact.”

Major General B S Raju, who heads Victor Force and is responsible for security in South Kashmir and parts of Budgam and Bandipore, said Pakistan’s special forces use M4 carbine rifles and it is likely that they supplied the weapon to the JeM. The weapon is mostly used by the US Army in its wars in Afghanistan and Iraq. “M4 Carbine is a US-made weapon, presently with a lot of armies in NATO and it is also with the Special Forces of the Pakistan Army. So we have reason to believe that this particular weapon was given by the Pakistan army to the JeM cadre. This clearly shows the complicity between the JeM and Pakistan and its nefarious designs in Kashmir,” he said. The Army Commander said it was the first time that a US- made weapon was recovered in Kashmir. He added that there were reports that 10 such rifles were brought by terrorists who infiltrated from across the border recently. While the number of militants has not come down, the level or quality of militancy in Kashmir “definitely has come down”, Raju said. “The quality of people who are joining is definitely being compromised and the relative level of peace that is there in the environment is ensuring that the Government is able to function better… That is an important development,” he said. According to him, the presence of JeM militants in the valley is an indication that Pakistan thinks the “capacity and the propensity” of the Hizb-ul-Mujahideen (HM) to survive has reduced. “My understanding is that there is too much relationship between this and radicalisation… This void is being filled by JeM… So, this fundamentally tells me that the Valley wants peace and to get back to normalcy but is not being permitted by Pakistan,” he said.

Also, Police on November 9 arrested an Over Ground Worker of Hizb-ul-Mujahideen (HM), identified as Showkat Ahmad Lone, resident of Charsoo, in Kulgam District, Daily Excelsior reports. “One pistol, pistol magazine and 4 pistol rounds were recovered from his possession”, an unnamed Police spokesman said. He also said that HM’s ‘operational chief’ Riyaz Naikoo had provided weapons to some OGWs for carrying out subversive activities in District Kulgam. “These OGW’s were roaming in the area from one place to another to seek a chance to attack on police security personnel”, he said. He further said that acting on this information, Kulgam Police launched a manhunt and arrested one of them, adding, “More arrests are expected in coming days.”

Amidst concerns raised from various quarters on radicalization of youth in Jammu and Kashmir, including from Centre Government’s Special Representative Dineshwar Sharma and Army Chief Gen Bipin Rawat among others, the Union Ministry of Home Affairs (UMHA) has decided to set up two Special Divisions named Counter Terrorism and Counter Radicalization (CTCR) and Cyber and Information Security (ICS), Daily Excelsior reports on November 12. “Each of the two divisions will be headed by an officer of the rank of Joint Secretary in the MHA,” official sources said. Sources said: “The CTCR division will exclusively deal with radicalization, the ICS will tackle cyber crimes including instigating the youth to take to terrorism and stone pelting in the Valley”. Two militants of Hizb-ul-Mujahideen (HM) were killed in a brief exchange of fire at Handwara area of Kupwara District late on November 13, reports Daily Excelsior. Militants fired upon a joint party of Police and Army near Galganzer, Zachaldara in Rajwar area of Handwara in the frontier District. The attack was, however, repulsed and both the militants were killed in exchange of fire. The militants have been identified as Toyib of Sopore and Ashiq of Palhallan in Baramulla District. An Army soldier and a Hizb-ul-Mujahideen (HM) militant were killed and another two soldiers were injured in a day long encounter in the Nowbug Kund village area of Qazigund in Kulgam District on November 14, reports Daily Excelsior. Acting on specific information, that six HM and Lashkar-e-Toiba (LeT) militants, including LeT’s ‘district commander’, Altaf Kachru, were hiding in the village the Security Force (SFs) cordoned off the village in the morning. As searches were launched, the hiding militants fired upon the SFs triggering an encounter. The intermittent firing continued throughout the day between the two sides in which one soldier and a militant were killed. The slain militant, identified as Muzamil Ahmad of Badroo Yaripora, Kulgam, was an Engineering Graduate, and was active since 2015. Searches were on against the rest members of the group and SFs suspected that they were still hiding in the forest area and had intensified the operation to track them down. Two militants were arrested in Kund Nowbug village of Kulgam District in an operation launched on November 14, Daily Excelsior reports. “One local militant Shamsul Waqar son of Mohammad Amin Teli of village Ganjipora, Kulgam was held by the joint team of Army, SOG [Special Operations Group] and CRPF [Central Reserve Police Force] last night [November 14 while as another militant Aqib Iqbal Malik alias Tahir Bhai son of Mohammad Iqbal Malik of Ringath Kulgam was arrested today [November 15] in an injured condition when the joint team of security forces resumed the combing operation against the hiding militants”, an unnamed Police official said. Sources said that the injured militant Aqib Iqbal Malik received two bullets in his legs and had slipped out of cordoned area. He was arrested from a medical facility centre in the area where he was being treated. He was associated with Hizb-ul-Mujahideen (HM). The other militant Shamsul Waqar alias Abu Saqib of Lashkar-e-Toiba (LeT) was arrested from near the Railway Station in Qazigund as, he after fleeing the cordoned area, was trying to board the train. One AK-47 rifle, one carbine, one AK and carbine ammunition were recovered from his possession. Sources said that the operation in the area is still going on and the joint teams have also launched searches in the adjoining Waltengo Nar village to trace out the two more militants, who are hiding in the area. As reported earlier, a local militant and an Army soldier were killed in the encounter in the area on November 14 after which the Security Forces had launched their search operation, which is still going on.

A Hizb-ul-Mujahideen (HM) militant, identified as Adil Rashid Chopan of Larow in Tral was killed in an encounter with the Security Forces (SFs) in the Gujarbasti forest area of Tral in Pulwama District on November 20, reports Daily Excelsior. According to reports, the SFs launched a cordon-and-search operation in the area on the bases of information about the presence of some militants. During the searches, gunshots were heard, prompting the SFs to intensify the combing operation. As the security forces zeroed in towards the area where from gun shots were heard, militants fired on the troops leading to a gun battle in which one militant was killed. Other militants of the group, however, managed to escape.

An Over Ground Worker (OGW), who was wanted by Security Forces (SFs), surrendered before Army in Anantnag District on November 29, reports Daily Excelsior. Sources said that the OGW identified as Altaf Ahmad Sheikh, resident of Qoimoh area of Kulgam District, surrendered before Army’s 1 Rashtriya Rifles (RR) in Khanabal. The OGW was a close confidante of Lashkar-e-Toiba (LeT) and Hizb-ul-Mujahideen (HM) militants and he was activated as OGW by slain HM Dawood Sheikh who was gunned down by SFs in March 2016. Sources said that Altaf had surrendered last on March 4, 2016, but then again became the OGW on November 25 last year. He was involved in weapon snatching from a constable Zahid Ali on September 11, 2015. Sources said that the OGW is also a notorious stone-pelter and also leader of other stone-pelters in Qoimoh area.
