Two persons arrested for allegedly providing logistical and material support to terrorists infiltrating from Pakistan into Jammu and Kashmir for carrying out subversive activities were on October 6 sent to judicial custody by a Delhi court for a month, reports The Indian Express. District Judge Poonam A Bamba sent Zahoor Ahmed Peer and Nazir Ahmed Peer to jail after they were produced in the court by the National Investigating Agency (NIA) which submitted that they were not required for further custodial interrogation. Both the accused, residents of Wahama in Kupwara District, were arrested on September 19 by the NIA from Jammu in connection with a case registered in July 2016.Police in Jammu and Kashmir had arrested a Pakistani national, Bahadur Ali, from Handwara in Kupwara District in July 2016 and allegedly seized a large quantity of incriminating material, including arms and ammunition, from him. The case was later handed over to the NIA. The two accused allegedly provided material and logistical support to Ali and his associates soon after their infiltration into Indian territory, the NIA said. Both the accused were local supporters of Ali and had visited Pakistan thrice and met terrorists from Hizb-ul-Mujahideen(HM)and Lashkar-e-Toiba(LeT)and were still in their contact, it was alleged.

Jammu and Kashmir (J&K) Police arrested another militant involved in the terror attack on the Sashastra Seema Bal (SSB) camp in Banihal Tehsil of Ramban District on September 20, taking the total number of arrests to four, a senior Police officer said on October 8, reports First Post. "Nazir Ahmad, a resident of Verinag in south Kashmir, was arrested in connection with the 20 September attack on the Sashastra Seema Bal (SSB) personnel which left a head constable dead and another injured," said Senior Superintendent of Police (SSP), Ramban, Mohan Lal.Earlier, Gazanfar Iqbal Khan and Mohammad Arif Wani, both residents of Banihal, were arrested on September 22 in connection with the attack and two service rifles, including an AK assault rifle and an INSAS rifle, snatched during the attack, were recovered from them. A third terrorist involved in the attack, Aquib Wahid of Banihal, was arrested on September 25 and a pistol along with some ammunition was recovered from him."The questioning of the trio led to the arrest of Ahmad who provided the weapon to them," Lal said. "Some more arrests are expected in the coming days as their interrogation is still going on," he said. He said Hizb-ul-Mujahideen (HM) had recruited the Banihal youth to set up a base in the otherwise peaceful Chenab Valley.

Threemilitants of Hizb-ul-Mujahideen (HM) including ‘district commander’ Zahid Malik alias Zahid Mir were killed a fierce encounter in Shopian District on October 9, reports Daily Excelsior. The other two militants were identified as Irfan Abdullah Ganie and Asif Ahmad Paul. A joint team of 43 Rashtriya Rifles (RR), Special Operations Group (SOG) and Central Reserve Police Force (CRPF) launched a cordon-and-search at Gatipora village in Kellar at around 4 pm. During the searches, the hiding militants opened fire triggering an encounter. Three militants were killed in the gunfight and all the bodies along with three AK rifles were recovered from the site.

Police arrested two Police personnel and an over-ground worker (OGW) who supplied ammunition to Hizb-ul-Mujahideen (HM) militants in Shopian District on October 11, reports Daily Excelsior. Police said that a naka party of Police arrested Adil Ahmad Negroo near Circuit House Shopian in suspicious conditions and recovered 20 live rounds of AK-47 from his possession on October 9. “He is a strong OGW of active militant Waseem Wagay alias Saifullah and Ishfaq Thoker alias Abrar of HM outfit,” Police said. “On questioning, the said person revealed that he and his friend namely Mudasir Ahmad Mir of Okay Kulgam had received 40 rounds of AK-47 from one constable Shabir Ahmad Malik of Amshipora Shopian and posted in District Ganderbal”. Police said that Constable Shabir Ahmad Malik was arrested. “He further revealed that he had received the said 40 rounds from Constable Nazir Ahmad Najar of Kulgam who is currently posted in Kot DPL Shopian,” Police said. Shopian Superintendent of Police (SP) Shriram Ambark Dinkr said that both the policemen have been arrested and further investigation is on.

In second incident of its kind within 24 hours, militants on October 13 raided another bank and decamped with nearly INR 2 lakh in Shopian District, reports Daily Excelsior. Police sources said that three masked militants at about 11.20 am barged into Ratnipora branch of Jammu and Kashmir Bank in Shopian and decamped with a cash amount of INR 1,93,000. Sources said that the militants also beat up peon of the bank and managed to escape before arrival of the Security Forces (SFs). A Police official said that the militants involved in the robbery have been identified as Mohammad Abbas Bhat, Ishfaq Thoker and Zubair Turray. He said the trio is associated with Hizb-ul-Mujahideen (HM) and have been identified on the basis of “human and technical intelligence”.

A Police constable, identified as Khurshid Ahmad Tak was killed after militants opened indiscriminate fire on Police vehicles at DH Pora area of Kulgam District on October 14, reports Daily Excelsior. A Police spokesman said that a Police team on duty for medical camp, comprising the Anti Sabotage Training (AST) team and a bunker vehicle while returning from duty was fired upon by the hiding militants at Nandinarg crossing in DH Pora area of Kulgam District. “The police party retaliated and due to brave retaliatory action, Police foiled the attempt of weapon snatching conspired by the militants,” he said. The spokesman said that during attack, driver of the AST vehicle Khurshid Ahmad Tak got injured in the firing of the militants. “Despite being injured, he displayed conspicuous act of courage by successfully taking the vehicle out of arch of fire and saved life of others. He attained martyrdom in the process,” he said.Meanwhile, the spokesman denied that the attack was on cavalcade of MLA (Member of Legislative Assembly) Noorabad. “The news item regarding the attack on the Honorable legislator Noorabad is incorrect and is denied,” he said, adding that perpetrators behind this attack have been identified as Gulzar Paddar group and Umar Majid Ganie group of Hizb-ul-Mujahideen(HM). “In this connection investigation was also set into motion,” he said.

Security Forces (SFs) busted a militant module with the arrest of three militants - two from the Lashkar-e-Toiba (LeT) and one from the Hizb-ul-Mujahideen (HM) - from Kulgam area of Kulgam District, reports Daily Excelsior on October 16. Inspector General of Police (IGP) Muneer Khan said that “On October 14, two terrorists with the intention to snatch weapons of personal security guards of a protected person fired few rounds at Kund in Qazigund area. But they had to beat a retreat due to hue and cry raised by locals.” He said on receipt of this information, a joint party of the Police, Army and the Central Reserve Police Force (CRPF) established a check point and nabbed the two militants, who were riding on a motor cycle. “They were identified as Khursheed Ahmad Dar and Haziq Rather. One pistol, some ammunition and a live grenade were recovered from their possession. They belong to LeT,” he added. Khan said an Over Ground Worker (OGW) of militants, Rameez Yatoo, who works in a medical agency in Kulgam, was arrested. “Arms and ammunition were recovered from his home. As far as coming and surrendering before us is concerned, it is not important and necessary and mandatory that we disclose every surrender. A People’s Democratic Party (PDP) worker and former Sarpanch (village level local self- government institution head), identified as Mohammad Ramzan Sheikh was killed by Hizb-ul-Mujahideen (HM) militants in his house at Huomhuna village in Imam Sahib area of Shopian District on October 16 while one of the militant was killed by the sons of PDP worker in the scuffle, reports Daily Excelsior. Sources said that at least three HM militants barged into the house of Mohammad Ramzan Sheikh in the night. As the militants called out PDP worker, his sons accompanied him but militants shot Sheikh wounding him critically. Sons of the PDP worker snatched rifle from one of the militants in scuffle and fired from it killing a militant of HM, identified as Shoukat Ahmad Kumar of Trenz Shopian. Sheikh was rushed to hospital where he succumbed to his injuries. Senior Police and Army officials reached the spot and massive searches have been launched against the other two militants, who managed to escape from the scene.

Around 200 youth from Trenz village of Shopian District after completing last rites of Showkat Falahi, a HM militant, killed on October 16 in a scuffle after militants killed Ramzan, marched to Homun village of Nagbal in Shopian and set the house of the PDP worker on fire. The youth first sprinkled petrol on the house of the slain PDP worker and then set it on fire. The house and two cow sheds were gutted in the blaze and Police immediately reached the spot. Sources said that last evening (October 17) he got a phone call from the militants as he was also working as OGW (over ground worker) with Hizb-ul-Mujahideen (HM) for last few years. Sources said that two HM militants Zahoor Ahmad and Mohammad Zahid were hiding in the village when troops cordoned it off. Both of them are locals and Zahoor was with Territorial Army and early this year he fled from an Army camp along with a weapon to join militancy. Syed Salahuddin, a resident of Budgam District in Kashmir is operating HM outfit from Pakistan occupied Kashmir (PoK) and fanning militancy in Jammu and Kashmir by sending armed terrorists to the State, apart from hawala money to fuel unrest in the Valley.While announcing the talks and appointing Dineshwar Sharma as the Interlocutor, the Centre Government had made it clear that there would be no let-up in NIA raids against separatists and others, who were receiving hawala money to boost terrorism and unrest in the Kashmir valley. The Centre has also stated that ‘Operation All Out’ against the terrorists would go on uninterrupted. Sources said that 42-year-old Shahid, at present working as Village Agriculture Extension Assistant in the Agricultural Department of the Jammu and Kashmir Government, posted at village Soibugh, Budgam, was summoned to the NIA’s headquarters in New Delhi on October 24th morning and was arrested after questioning. He will be produced before a designated NIA court on October 25 for taking Police remand during which he will be subjected to questioning for his links with Aijaz Ahmad Bhat alias Aijaz Maqbool Bhat, a HM member, originally resident of Solina Payeen, Srinagar, now residing in Saudi Arabia, who was reported to have sent funds for terror financing in Kashmir.Sources said Shahid used to receive funds through a US-based international wire transfer company from Aijaz Ahmed Bhat, who is also an accused in the case but was absconding and putting up in Saudi Arabia. Shahid was “one of several Indian contacts of Bhat” who had been in telephonic contact with him for receiving money transfer codes,” sources said. The NIA claimed so far he had received a total of nearly INR 4.5 lakh through eight international wire transfers The case, registered by the NIA in April 2011, relates to the transfer of money from Pakistan to Jammu and Kashmir through hawala channels via Delhi, which the agency believed was used in funding terrorism and secessionist activities.

A joint team of Special Operation Group (SOG) of Police and Central Reserve Police Force (CRPF), following a tip off, raided the area and arrested the militant. Arizoo Bashir Najar, a resident of Mandoora Tral, had gone missing on September 20 and later his pictures with AK-47 rifle surfaced on sections of social media. The villages that were cordoned off include Sugan, Heff, Shirmaal, Nagbal, Barbugh, Chitragaam, Turkawangam, Maldeera, Kashew, Kadgam and Nullayposhwari. The SFs conducted searches for residential house and orchards. This time, unlike past, there was no stone-pelting from local residents on SF personnel involved in the search operation as the siege was strict, sources said. “As you know militants targeted several civilians, political workers and Government servants in South Kashmir since past week and there are reports with Army about huge presence of militants in this area. So, CRPF, police and Army launched a search operation in around 20 villages,” said Brigadier Harbeer Singh of 12 Sector Rashtriya Rifles. After conducting searches for nearly 10 hours, the operation was called off at 2 pm in the afternoon as no contact was established with the militants. The SFs also launched cordon and search operations in Chandgam village of neighbouring Pulwama District. The operation was conducted after SFs received inputs about the presence of two Hizb-ul-Mujahideen (HM) militants. However, as the searches were underway, the local residents took to streets and pelted stones on SFs. Police fired teargas and used pellet shots guns to disperse the protesters. The operation was called off in the evening without any contact with militants. In Bellow village of Pulwama District, Army had to open aerial gunshots after some youths pelted on soldiers. There were minor clashes in the village but later situation normalized. The SFs also launched a cordon and search operation in Lisser village of Kokernag in Anantnag District as it suspected presence of some militants. Yousuf, who was sent to seven days of custody to the agency for further questioning, had also given the names of overseas HM members involved in fund-raising for the terror outfit, an unnamed NIA spokesman said. The NIA claimed during questioning he “admitted to having received funds from cadres of the Hizbul Mujahideen on the direction of his father, Mohammed Yusuf Shah alias Syed Salahuddin, for fomenting terrorist activities in the Valley”. The NIA said he also “revealed the names of his associates abroad who were linked with the Mujahideen and involved in raising, collecting and transferring funds from other countries to India”. This was being verified and investigated, the NIA said. As reported earlier, the NIA on October 24 arrested Syed Shahid Yousuf in connection with a 2011 terror funding case for allegedly receiving money from his father.

Kupwara Police on October 31 achieved a major breakthrough by busting a militant network that was trying to revive Al Badr outfit in Jammu and Kashmir by sending youth across the Line of Control (LoC) to Pakistan occupied Kashmir (PoK) for arms training, reports Daily Excelsior. Police arrested two youths, identified as Danish Ghulam Lone and Suhail Ahmad Bhat who were trying to cross the LoC to enter PoK for arms training through border District of Kupwara. They also arrested four Over Ground Workers (OGWs) who were facilitating their ex-filtration. The interrogation of these arrested youth has revealed that a militant Ishfaq Paul who is in Central Jail is trying to revive the Al-Badar in Kashmir. The two youth, who railed from Pulwama, were motivated by Hizb-ul-Mujahideen (HM) ‘commander’ Riyaz Naiku to join militancy and sent by him to meet Ishfaq Paul in Central Jail before they left for PoK and were arrested by Police near the LoC. Police is investigating from the four arrested OGWs whether they have been successful in sending any youth to PoK for arms training so far or not. Senior Superintendent of Police (SSP) Kupwara, Shamsheer Hussain said that based on specific information, Police’s Special Operation Group (SOG) cordoned off Manigah village of Hyhama area in Kupwara District on October 31. “During search of the area, two youth were found moving suspiciously and were nabbed,” the SSP said. “Some incriminating documents including the map of areas adjoining to LoC and some posters of Hizbul Mujahideen outfit were also recovered from the possession of the arrested youth. During preliminary interrogation, they disclosed that they were motivated by one active Hizb militant namely Adnan operating in Pulwama area for joining the militant ranks and exfiltration to Pakistan occupied Kashmir (PoK) for obtaining arms training,” said the SSP.
