Assam Director General of Police (DGP) Khagen Sarma on October 1, said anti-talk groups from the United Liberation Front of Asom (ULFA) and National Socialist Council of Nagaland-Khaplang (NSCN-K) have entered the state to conduct subversive activities and added that both these outfits were behind the attack on the Kakopathar Police Station in Tinsukia District on September 30, reports The Morung Express. Police were on the alert to foil attempts by these outfits to carry out their evil designs, Sarma told media persons on the sidelines of an Assam Police Day celebrations function at Kahilipara in Guwahati city. “The United Liberation Front of Asom (ULFA) and Nationalist Socialist Council of Nagaland (Khaplang) cadres wanted to attack in a big way but quick retaliation by an alert police force made the militants flee,” the DGP said. “We have seen ULFA and NSCN (K) cadres come together in the recent past,” Sarma said referring to the formation of United Liberation Front of Western South East Asia (UNLFW) by the ULFA, NSCN-K and some other north-eastern militant outfits

According to NSCN-K sources the outfit continued to reaffirm that it “will never compromise on Naga sovereignty.” It is significant that leading civil society groups of Nagaland, including Naga Mothers Association (NMA), have been insisting on NSCN-K to re-join the peace-process. Senior functionaries of NSCN-K said it has also refused to be part of the Myanmar Government’s Nationwide Ceasefire Agreement (NCA) to be signed with the ethnic rebels geared to end civil war in the country.

One person, identified as Bitu Mandal was killed and another one was critically injured as both were reportedly shot at point blank range by the cadres of Khaplang faction of National Socialist Council of Nagaland (NSCN-K) near Zunheboto town in Zunheboto District on October 5, reports Morung Express. Police sources said that the victims, both non-Naga manual labourers, were reportedly blindfolded with both hands and legs tied and shot at point blank range. NSCN-K’s ‘ministry of information & publicity (MIP)’ in a press release informed that People’s Army of Nagaland (Naga Army) has awarded “capital punishment to two active Indian undercover agents at Zunheboto on October 5.” It also warned that NSCN-K would “not tolerate or spare any espionage activities against the Naga struggle and the same yardstick shall be applied to irrespective of one’s citizenship i.e. local Naga or Indian.”

One of the civilians injured in an attack by the cadres of Khaplang faction of National Socialist Council of Nagaland (NSCN-K) near Zunheboto town in Zunheboto District on October 5, died on October 6, reports The Sangai Express. As reported earlier, one civilian was killed and another one was injured when both were reportedly shot at point blank range by the NSCN-K cadres near Zunheboto town. A press statement from the Assam Rifles (AR) on October 6 said, "However, as per inputs received from the civil administration the two non-Nagas who were shot by NSCN (K) were daily wage labourers from Bihar", reports The Sangai Express. "One of the labourers had been working in Nagaland for the past ten years while the second labourer had arrived only around mid September 2015. How Bihari daily wage labourers can provide information of NSCN (K) cadres to the Army can only be explained by the murderers who have carried out the execution or their wise leaders who have ordered the execution," it added. "It is well known that NSCN (K) is facing problems of very low morale among their cadres. There is severe trust deficit between NSCN (K) cadres from Nagaland and Myanmar," said the press release. UMHA, which banned the Naga insurgent group Khaplang faction of National Socialist Council of Nagaland (NSCN-K), responsible for the killing of 18 Indian Army soldiers, has made no mention of the outfit’s involvement in the deadly attack on June 4 in Chandel in Manipur. According to the Government gazette notification issued after the Cabinet decision on September 16 to declare the NSCN-K as an unlawful outfit, it mentioned NSCN-K’s involvement in four attacks-- including three attacks on Assam Rifles (AR) in February, March and May, but makes no mention of the audacious attack on the Army in June which prompted the Government to launch a counter-strike inside Myanmar and killing several militants. However, a UMHA official said this is so because the Cabinet note for banning NSCN-K was initiated by the Home Ministry even before the June strike on the Army since NSCN-K had unilaterally abrogated the ceasefire with India in March. “There is no doubt whatsoever that NSCN-K is behind the June 4 ambush on the Indian Army - the National Investigation Agency (NIA) has lodged a case in this regard and also declared rewards on the two top NSCN-K leaders, S.S. Khaplang and Niki Sumi, who are in Myanmar,” a senior MHA official clarified. Report adds that, it was so far believed that the step to ban NSCN-K was only initiated after the June 4 Chandel attack but it now transpires that the Home Ministry had plans to ban the outfit since March. The September 28 gazette notification mentions that the Centre is of the opinion that “if there is no immediate curb and control of unlawful activities of NSCN-K, the outfit may make fresh recruitments, indulge in violent, terrorist and secessionist activities, collect funds and endanger lives of innocent citizens and security forces personnel.” It adds that the activities of NSCN-K are detrimental to the sovereignty and integrity of India

Reformation faction of National Socialist Council of Nagaland (NSCN-R) October 10 questioned the GPRN/NSCN as to why the latter “continues to arrest and harass NSCN-R workers at gunpoint,” despite the former’s “commitment towards non-violence and brotherhood relationship among the Naga brothers”. A press note from the ‘Ministry of Information & Publicity (MIP)’ of the NSCN-R said that it was formed “not against any individual or organization but it came into being to restore the peace after the expulsion of its leaders and unilateral abrogation of 14 years ceasefire with GoI by SS Khaplang.” It reminded that as a commitment towards reconciliation, the NSCN-R leaders met the NSCN-IM, GPRN/NSCN and Naga National Council/ Federal Government of Nagaland (NNC/FGN) within five months of its formation, the latest being the meeting with Khole-Khitovi faction of NSCN (NSCN-KK) ‘General Secretary’, N Kitovi on August 26, 2015 at Kolkata, “where our leaders spent day long brotherhood discussion with the former.” Despite provocations, the NSCN-R said that it has exercised restrain to avoid any forms of confrontation “since its leaders are committed for Naga peace and reconciliation.”

The Government had initially invited 15 ethnic armed groups for NCA signing including the Khaplang faction of NSCN (NSCN-K). However, only eight groups agreed to sign the NCA. As reported earlier, NSCN-K would not sign the NCA due to political issues within its group, according to U Kyaw Wan Sein, a central committee member of the NSCN-K.

Assam Rifles (AR) on October 12 claimed it rescued three Naga youth who were kidnapped by the banned Khaplang faction of National Socialist Council of Nagaland (NSCN-K) for forced recruitment in August from villages of Peren District. According to a press statement from Public Relations Officer (PRO) AR, Kohima, the youths, which included minors, were “deceitfully lured on the pretext of providing civil employment” in Dimapur by one Seiminthang Kuki and Lamang Kipgen, said to be NSCN-K cadres. The AR maintained that the youths were then transported to NSCN-K training camp across the border into Myanmar. However, before the youths were “plunged into ruined destiny of death and destruction by NSCN-K leaders,” all three were successfully rescued by the 18 AR, the press statement stated. The rescued boys have safely reached home, the AR also informed.

New Delhi’s efforts to ensure peace in the Northeast may go futile as the banned Khaplang faction of National Socialist Council of Nagaland (NSCN-K) and other powerful ethnic rebel groups of Myanmar, who operate close to the India border, might not sign the National Ceasefire Agreement (NCA) with the Myanmar Government, reports Deccan Herald on October 15. The proposed NCA was seen as a major development in Myanmar ahead of the November 8 general elections in the country that is said to be on a transition towards democracy. However, if sources are to be believed, major groups like the Kachin Independence Army (KIA) operating in the Kachin state that shares border with Arunachal Pradesh are not signing the pact. Only eight of the 20-odd ethnic rebel groups of Myanmar are expected to attend the event for formal signing of the NCA at Naypyidaw on October 15. The Myanmar Government has requested foreign observers to be present in the event. Ministry of External Affairs (MEA) sources confirmed that India will also send its representative. But Delhi is closely monitoring the possibilities of the NSCN-K, which has substantial presence in the Naga-dominated areas of Northern Myanmar, signing the NCA. It has also kept its eyes on KIA which maintains links with almost all the Northeast rebel groups which have bases in the Namyun Township in the Naga self-administered western Sagaing division of Northern Myanmar. Union Cabinet on October 14 approved the revised cost estimate for a multi-modal transit transport project passing through Myanmar that will provide an alternate access route to India’s northeastern states, reports Morung Express. “The union cabinet, chaired by Prime Minister Narendra Modi, gave its approval for the revised cost estimate of Rs. 2, 904.04 crore (about Rs. 29 billion) for the Kaladan Multi-Modal Transit Transport Project in Myanmar,” an official statement said. “The project will provide an alternate access route to the northeastern region of India and contribute towards the region’s economic development and promote economic, commercial and strategic links between India and Myanmar,” it added.

The signing at the Myanmar International Convention Centre in Naypyitaw in Myanmar was witnessed by local and international observers. Among the eight groups are Kayin National Union, Kayin National Liberation Army - Peace Council, All Burma Students' Democratic Front, and Chin National Front, report said. International witnesses from the United Nations (UN), the European Union (EU), China, India, Thailand and Japan were present at the event. On behalf of the eight armed groups were their respective leaders. Speaking at the signing ceremony, President U Thein Sein underlined the event as a historic and significant one, saying that the road to future peace in Myanmar is now open. India on October 15 hailed the signing of peace agreements by Myanmar with eight rebel groups, which was witnessed by National Security Advisor (NSA) Ajit Doval and Prime Minister Narendra Modi’s special envoy for the Northeast RN Ravi and former Chief Minister of Mizoram Zoramthanga. So far, four outfits of the region – Khaplang faction of National Socialist Council of Nagaland (NSCN-K), Independent faction of United Liberation Front of Asom (ULFA-I), IK Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) and the Kamatapur Liberation Organization (KLO) - are the constituents of the platform and efforts are on by the leaders of the Front to rope in other militant groups of the region to increase its strength, report added. ULFA-I ‘commander-in-chief’ Paresh Baruah said that two Meghalaya-based outfits, Garo National Liberation Army (GNLA) and Hynniewtrep National Liberation Council (HNLC), have already expressed their desire to join the common platform. He said that the formal process of these outfits joining the new outfit may be completed within this year. Baruah pointed out that seven militant outfits of Manipur have already formed a common platform called the Coordination Committee (CorCom) and they are likely to join the new front. Six outfits of Manipur are ready to join the Front immediately. “But we want the entire CorCom to join us. They have some problem with one of the constituents and we are hoping that they can settle their problems soon so that the entire CorCom can join us. We are expecting that the seven outfits of Manipur will be joining hands with us within this year,” he added. He also said that one outfit from Tripura would also be joining the front soon. Baruah admitted that SS Khaplang, the NSCN-K chief and ‘chairman’ of the new front, is under pressure from different circles to resume the peace process with the Government of India. However, he said that Khaplang has not taken any decision to resume the peace talks with the Government of India. He also said that Khaplang would not come for talks with the Government in the near future.

In what could be a setback for the Naga peace accord, some cadres of Reformation faction of National Socialist Council of Nagaland (NSCN-R) - a faction which is part of the ceasefire accord - have decided to rejoin the Khaplang faction of NSCN (NSCN-K) alleging that the Indian Government and other Naga signatories to the pact were “playing dirty politics” by targeting them, reports Morung Express on October 20. A senior member of NSCN-R alleged that their cadres were being continuously arrested by the Assam Rifles (AR) on “false charges of drugs trafficking and extortion”. He said its cadres are also being nabbed by the Isak-Muivah faction of NSCN (NSCN-IM) and NSCN-Unification (NSCN-U), which run a parallel Government in Nagaland, on cooked-up charges drug trafficking and extortion. “Due to the continuous torture and assault at the hands of security forces and NSCN-IM and NSCN-U, some of our cadres have decided to cross the border (into Myanmar) and again join NSCN-K. Though we are trying to prevent it, but if it happens due to the bias against us, we cannot be blamed,” an unnamed cadre said. India is gathering intelligence on the second rung leadership in Khaplang faction of National Socialist Council of Nagaland (NSCN-K), with the insurgent group facing a leadership crisis, reports The Sangai Express. This comes as the leader of the group, SS Khaplang, has turned 75 and is reportedly not in good health, a CNN-IBN report stated. The report states that India has asked Myanmar Government to convince NSCN-K to resume talks. The move also comes after several Nagaland based civil society groups including the State Government had appealed to the Government of India to consider resuming talks/cease-fire with the NSCN-K, after it abrogated its 14-year ceasefire with India in March 27, 2015. With other NSCN groups already in a ceasefire with India, the Government believes a widely acceptable solution can be arrived at if Myanmar can help bring NSCN-K to the negotiating table.
