The Central agencies warned the Assam Government about the possibility of the militants belonging to the NDFB-IKS indulging in poaching to ensure survival of the members of the outfit in the face of severe financial crunch, reports The Assam Tribune on November 2. Highly placed security sources said that the security agencies recently received a disturbing input about the possibility of the militants belonging to NDFB-IKS indulging in poaching and the input was immediately shared with the Assam Government and all the forces engaged in counter-insurgency operations. Sources said that according to the input, the NDFB-IKS has gone into heavy debt in Myanmar as the flow of funds from Assam dried up following sustained operations against the outfit. The NDFB-IKS has not been able to pay the debts to the Khaplang faction of National Socialist Council of Nagaland (NSCN-K) for using the facilities of the outfit in Myanmar. Recently, the NDFB-IKS leaders requested the NSCN-K to provide some weapons, but the request was denied because of the failure of the outfit to repay the outstanding debts.

Security Forces (SFs) on November 2 killed three ‘hard core’ militants belonging to Khaplang faction of National Socialist Council of Nagaland (NSCN-K) including the group’s ‘finance secretary’ L Tuccu from Zunheboto District, reports Morung Express. According to a press statement from Assam Rifles (AR), the three militants were shot dead during an encounter in Hoshepu village area in Zunheboto District at around 5.15 am November 2 morning. It claimed that the cadres moving in a Tata Sumo fired upon the SFs when the vehicle was asked to stop for checking. The other two militants killed in the encounter, were reportedly the body guards of slain L Tuccu, and were identified as Kihoto and Shikai, Police said. The AR statement alleged that the three cadres were part of NSCN-K groups that had “infiltrated from across the Indo-Myanmar border equipped with bombs, rockets and heavy weapons to carry out attack against the security forces and instill fear on the public to extort funds from businessmen.”

The Union Ministry of Home Affairs (UMHA) extended the Armed Forces [Special Powers] Act (AFSPA) in 16 Police Stations of Arunachal Pradesh and 20 kilometres along the Assam-Meghalaya border for six months and one year respectively, reports The Economic Times on November 10. The latest order issued on November 4-5 came despite opposition from the State Governments. UMHA notification cited the presence of Naga insurgent groups including Khaplang faction of National Socialist Council of Nagaland (NSCN-K), Khole-Khitovi faction of NSCN (NSCN-KK) and Reformation faction of NSCN (NSCN-R) besides Independent faction of United Liberation Front of Asom (ULFA-I) and IK Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) to declare these Districts as "disturbed areas" under section 3 of AFSPA. The order also highlighted the abrogation of ceasefire by NSCN-K following which the group carried out the deadliest attack on Indian army troops.

The Naga Hoho (Apex body of Nagas living in Nagaland) expressed its displeasure over the “unabated violent confrontations” between the Security Forces (SFs) and Khaplang faction of National Socialist Council of Nagaland (NSCN-K), reports The Indian Express on November 13. Naga Hoho has appealed to the Government of India as well as the NSCN-K to reopen peace channels and get back to the ceasefire agreement that the rebel group had unilaterally called off in March this year (2015). Describing the need to reinstate the ceasefire as a “collective urge” of the Naga people, the apex tribal body also asked New Delhi to “shed” its prejudice and demonstrate magnanimity and patience instead of going for “unabated violent confrontations” with the NSCN-K. Simultaneously, it also asked the NSCN-K to abjure the path of violence and continue to search for peace through negotiations.

Militants belonging to Khaplang faction of National Socialist Council of Nagaland (NSCN-K) frequently visit offices of Coal India Limited (CIL) in Tinsukia District, demanding money from its officials, Police and CIL officials said on November 13, reports The Assam Tribune. According to a top Police official, heavily armed cadres of the group visit CIL offices in remote locations at Margherita, Ledo and Changlang in Tinsukia District, threatening the officials with dire consequences if they failed to part with large sums of money. Official sources said NSCN-K had an eye on the huge mineral deposits in Assam after Nagaland and Arunachal Pradesh. Police sources said that the NSCN-K was trying to collect money as they were facing a huge financial crisis due to relentless pressure brought upon them by Security Forces (SFs) since the Manipur ambush.

The Central Government declared Khaplang faction of National Socialist Council of Nagaland (NSCN-K) as a terrorist organization, reports The Times of India. A gazette notification issued on November 16 has declared all formations and front organizations of NSCN-K as a terrorist organisation under the Unlawful Activities [Prevention] Act (UAPA), 1967. Earlier on September 15, 2015, NSCN-K was banned for 5 years under the same UAPA, 1967. The notification said NSCN-K came into existence in 1988 and was active along the India-Myanmar border. A Union Ministry of Home Affairs (UMHA) statement said the outfit had been spreading terror by killing civilians, Security Forces (SFs) and was engaged in other violent activities. The NSCN-K unilaterally abrogated the ceasefire agreement with the Centre in March this year (2015), which was signed in March, 2001.

Three major English dailies in Nagaland - Eastern Mirror, Nagaland Page and The Morung Express - carried blank editorials on National Press Day on November 16 in protest against a recent notification by AR accusing five major Naga media houses of offering intentional or unintentional support to banned militant outfit NSCN-K, reports The Times of India. The five media houses which received the AR notification included the abovementioned papers, as well as Nagaland Post and Capi. The move to carry blank editorials was the first of its kind since the inception of dailies in Nagaland.

The Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) during its Joint Council Meeting at Council Headquarters (CHQ) Hebron in Dimapur welcomed 36 cadres holding important positions who had joined its fold from different groups on November 20, reports Morung Express. A press release from ‘Ministry of Information & Publicity (MIP)’, NSCN-IM stated, “Their timely realisation in the hopelessness in following leaders who do not carry any tangible political agenda for the Nagas and their wisdom to join the Naga national mainstream is well appreciated. We strongly believe that those who are still at large will soon realize the futility in fighting the cause which their leaders had already betrayed.” The ‘MIP’ further stated that the doors of NSCN-IM are widely open for any Naga who is desirous of strengthening the national mainstream. The Government of India (GoI) decided not to sign separate agreements with different militant outfits of Nagaland, but if any outfit is willing to join the peace process, they would be welcome to do so, said the Centre’s interlocutor for Naga talks, RN Ravi, who is also the chairman of the Joint Intelligence Committee (JIC), reports The Assam Tribune on November 22. Ravi said that the Government is for a comprehensive solution of the Naga political issues and it is of the view that signing separate agreements with different outfits would only complicate matters. He said that the Government has already made it clear that if any other militant group including the Khaplang faction of National Socialist Council of Nagaland (NSCN-K) is willing to join the peace process, it is welcome to do so. But at the same time, he said that the Government would not wait for a long time for the other militants groups to come for talks.

Investigation revealed that he had served demand letters and extorted huge amount of money from Railway project companies working in Manipur’s Tamenglong District, the release said. Four Assam Rifles (AR) troopers were injured in the incident. The charges were filed against Khekaho Rochill, ‘Finance Secretary’ of the Khaplang faction of National Socialist Council of Nagaland (NSCN-K), who was arrested by the AR following the March 26 firing, and two others. The other two were named as Ranjit Thapa alias Karan and ‘Major’ Kisheto Ayem, Kohima town ‘commander’ of the NSCN-K.

Suspected militants belonging to Independent faction of United Liberation Front of Asom (ULFA-I) fired indiscriminately upon the workers of a stone quarry at Namrup in Dibrugarh District, leaving two Hindi speaking persons seriously injured on November 30, reports The New Indian Express. The attack brought back memories of past attacks on people speaking Hindi and evoked widespread outrage across the State. According to official sources, a group of five masked militants swooped down on the quarry and fired indiscriminately using sophisticated weapons. Two of the workers, Gopal Shah and Sanjay Bharti, who sustained grievous injuries, were rushed to Hospital in Dibrugarh. Their condition was stated to be critical. The attackers fled after the incident. In an email sent to media houses on December 1, ULFA-I claimed responsibility for the attack, adds The Telegraph. Arunudoy Asom, a leader of the outfit warned "Indians" to cooperate with them or quit Assam. It blamed the "lack of cooperation by certain business institutions established by Indians for occurrence of such unfortunate incidents.”Time and again we have been calling upon these foreign economic migrants and Indian people who are continuing commercial activities in Western South East Asia (WESEA) either to cooperate with the liberation struggle of the sons of the soil or to quit Asom," the statement said. "Their defiance has forced us to these extremes," the statement added. However, Security Forces (SFs) also suspect that the outfit carried out the attack with the help of Khaplang faction of National Socialist Council of Nagaland (NSCN-K) militants. The site is 10km from Tirap District of Arunachal Pradesh, known to be an NSCN-K stronghold.
