A rifle and 400 round of ammunition were recovered by the Security Forces (SFs).

Three persons, including a militant of the Khaplang faction of National Socialist Council of Nagaland (NSCN-K) were arrested on March 7, reports The Shillong Times. Police arrested them after getting a tip off that some militants were demanding money at the Keditsu Complex near the PR Hill in Kohima. NSCN-K militant have been identified as Tokivi Aye and his two accomplices have been identified as Hotoshe Chophy and Kiboka. They were extorting INR 7000 from a shopkeeper.

Government of India (GoI) is unlikely to extend cease-fire (CF) with the Khaplang faction of National Socialist Council of Nagaland (NSCN-K) as it finds the top leaders of the outfit did not care about Nagas in India, provides shelter to anti-Indian insurgent groups in its domain and also “happily settled in Myanmar”, reported Nagaland Post on March 13. The year-long cease-fire agreement with the NSCN-K is scheduled to expire on April 29, 2015. Sources said that the Union Government has been “extremely unhappy” over the inordinate delay in reaching a final settlement to the 17-year long marathon peace talks with Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM). It was in this context, that the Union Ministry of Home Affairs (MHA) was likely to reject any more extension of cease-fire agreement with NSCN-K. GoI also believed to be upset over a report that other insurgent groups such as Peoples liberation Army (PLA), IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS), Independent faction of United Liberation Front of Asom (ULFA-I) and National Liberation Front of Tripura (NLFT) leader Biswamohan were “getting shelter and allowed to roam freely in the Khaplang domain in Myanmar.” A senior intelligence official stated that in India they roam freely under garb of cease-fire agreement and at the same time hobnob with anti-Indian terrorists in Myanmar. This dubious role can’t be allowed any more. This Government means business and it will not allow any such misadventure.” Apex student’s body of the Lotha community, Kyong Students’ Union (KSU), has apprised the Deputy Commissioner, Wokha, to devise a pro-active and pragmatic policy with regard to Inner Line Permit (ILP) to control influx of illegal immigrants in the District, reports Nagaland Post on March 13.

The Union Government has decided to complete the process of talks with the National Socialist Council of Nagaland (NSCN-IM) within this year, and the leadership of the militant outfit has also agreed to the Government’s decision, reports The Assam Tribune on March 15. Meanwhile, Union Ministry of Home Affairs (UMHA), contrary to what has been reported in a section of the media, has not decided to withdraw the ceasefire agreement with the Khaplang faction of the NSCN (NSCN-K) reports The Assam Tribune on March 15. Sources, however, said that the Centre has expressed its displeasure to the NSCN-K leaders on the outfit extending help, directly or indirectly, to different militant groups of North East. The issue will be taken up again when formal meeting is held between the Centre and NSCN-K is held to discuss the issue of extending the ceasefire agreement.

On March 15, Assam Rifles (AR) arrested a militant of the Khaplang faction of National Socialist Council of Nagaland (NSCN-K), identified as Tomwang Konyak from Walo Ward in Mon District and recovered two .22mm rifles along with ammunition and “incriminating documents” for “extortion, reports Nagaland Post. AR said the operation started on March 10 wherein the troops monitored the movements of the militant and stepped up its vigilance in the area.

The Khaplang faction of National Socialist Council of Nagaland (NSCN-K) has abandoned its designated camp at Suruhuto in Zunheboto District, on March 25 against the backdrop of speculations that Government of India (GoI) may not extend cease-fire period, reports Nagaland Post. Confirming that a group of NSCN-K abandoned the camp, NSCN-K Cease-Fire Supervisory Board (CFSB) supervisor Wangtin Naga stated that he was informed that a group of people under the command of ‘general’ Niki Sumi abandoned the designated camp. Also, highly placed sources states that GoI interlocutor for Naga talks, R.N Ravi would be visiting Nagaland in the coming week, reported Nagaland Post on March 25. High Powered Committee (HPC), set up by State Government to enquire into illegal and multiple taxations by Naga Political Groups (NPGs), has summoned seven NPGs so as to give them opportunity to rebut the evidence appearing against them, reports Nagaland Post on March 25. HPC Chairman Justice H.K. Sema, stated that it has come to light that Isak-Muivah faction of NSCN (NSCN-IM), NSCN-K , Unification faction of NSCN (NSCN-U), Non-Accordist faction of Naga National Council (NNC-NA) and Accordist faction and non accordist faction of Federal Government of Nagaland (FGN-A and FGN-NA) were indulging in illegal and multiple taxations. United Naga Tribes Association of Border Areas (UNTABA), an association of various Naga tribes living in the border areas with Assam has asserted that it is imperative to bring about a consensus among all tribes in Nagaland for a lasting solution to the border problem with Assam, reports The Assam Tribune on March 25.

Government has extended Armed Forces Special Powers Act (AFSPA) to almost the entire State of Arunachal Pradesh, citing a serious law and order situation in all Districts of the State which border Assam, reports The Sangai Express. As per a new notification issued by Union Home Ministry (UMHA) on March 27 by its Joint Secretary Shambu Singh, all Districts of Arunachal Pradesh bordering the State of Assam have been declared as "disturbed area" under Section 3 of AFSPA for next one year. The new notification says IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS) have now set up their General Headquarters and training camp in Taga, Myanmar and is reportedly contemplating to find out a new route for arms transshipment from Myanmar via Changlang District. The notification also adds that there is presence of Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM), Khaplang faction of NSCN (NSCN-K), Independent faction of United Liberation Front of Asom (ULFA-I), Kamtapur Liberation Organisation (KLO), Manipur Peoples Liberation Front (MPLF) along the Assam-Arunachal border and Kanglei Yawol Kanna Lup (KYKL), United Liberation Front of Asom (ULFA) , People’s Liberation Army (PLA) and Kangleipak Communist Party (KCP) are helping NDFB-IKS, ULFA-I and KLO movement of men, material, infiltration and exfilaration. The notification further adds that "The left-wing extremism is silently trying to infiltrate into the State as it is found to be mostly active in areas of Dhemaji and Tinsukia Districts in Assam bordering with the Lower Dibang and Lohit District of Arunachal Pradesh."

In a significant development, Khaplang faction of National Socialist Council of Nagaland (NSCN-K) abrogated the 14-year old cease-fire agreement with Government of India (GoI), after NSCN-K ‘president and ‘chairman’ S.S Khaplang along with other leaders resolved to abrogate it, reports Nagaland Post on March 28. NSCN-K ‘ministry of information and publicity’ (MIP) stated that “the sovereign existence of Nagas as people and nation is indestructible and no force on earth can invalidate the very truth as such that sovereignty is not negotiable”. The Sangai Express further adds that on the allegation that NSCN-K is behind the recent firing and bomb blast on March 26, NSCN-K’s Cease Fire Supervisory Board (CFSB) member Tikhak said that his outfit is “reportedly/purportedly behind the attack but it is not ascertained. It is not right to come to conclusions. But if by any case NSCN-K was involved, we do not endorse such kind of acts.”

Wangtin participated in the Cease Fire meeting with the Government of India (GoI) representatives in Dimapur, reports The Assam Tribune. In a statement NSCN-K stated that ‘chairman and president’ of NSCN-K has expelled ‘kilonser’ (minister) Wangtin Naga and ‘kilonser’ Tikhak from both the ‘party’ and the ‘government’. The Telegraph further adds that sources state that the "expelled" leaders accused of toeing the "Indian government's" line, are likely to enter into a ceasefire agreement with GoI under a different name shortly. The outfit may represent "eastern Nagaland". Also GoI will now talk only to rebels who are on the Indian side. The new faction will ostensibly be led by Wangtin Naga. GoI also intends to "seal" the border with Myanmar to prevent hit-and-run attacks by NSCN-K. NSCN-K’s Khaplang's rival factions may help Security Forces (SFs) in this and this may have a larger implication as there are routes in Nagaland dominated by NSCN-K which were used by other groups for transit such as Independent faction of United Liberation Front of Asom (ULFA-I), IK Songbijit faction of National Socialist Council of Nagaland (NDFB-IKS) and valley-based groups of Manipur. Khaplang has sheltered all these groups in Myanmar where he holds sway over a huge territory where Yangon hardly has any administration. The ‘military commander’ of NSCN-K Niki Sumi, is with Khaplang.
