The United States (US) formally begins withdrawing its last troops from Afghanistan May 1, bringing its longest war nearer to an end but also heralding an uncertain future for a country in the tightening grip of an emboldened Taliban, report The Express Tribune. US officials on the ground say the withdrawal is already a work in progress -- and May 1 is just a continuation, but Washington has made an issue of the date because it is a deadline agreed with the Taliban in 2020 to complete the pull-out. The skies above Kabul and nearby Bagram airbase have been buzzing with more US helicopter activity than usual as the pullout gears up, following the start April 30 of a concurrent NATO withdrawal.

Sources familiar with the matter said Americans and the Taliban are discussing the possibility of ending the withdrawal process by the beginning of July, reports Tolo News on May 3. The Taliban will return to the talks, will attend the Turkey conference and will reduce violence if there is an agreement on the matter, the sources said. The US began its withdrawal of troops from Afghanistan this week, and, based on President Joe Biden’s decision, the process was to be completed by Sept. 11. According to the Doha agreement, the US was expected to complete the withdrawal by May 1. The Taliban considers the postponement of the withdrawal date a violation of the Doha agreement. “The US has set a deadline for itself and it is possible that the Taliban will not agree to it and then a deadline in the middle will be agreed upon,” said former Taliban commander Sayed Akbar Agha.

A top negotiator for the Taliban in Doha, Sher Mohammad Abbas Stanekzai said that Taliban does not intend to seize power through military struggle, reports Tolo News. Stanekzai made the remarks during a virtual meeting with envoys from the UN, Norway, Sweden, Germany, US and the UK. Stanekzai also clarified that forming a coalition government was not a solution to the conflict, stating that there is need for a strong centralized Islamic government in which the rights of every Afghan citizen is protected, not a few. “The Islamic Emirate (the term used for Taliban movement) does not accept a coalition government. There is a need for a strong centralized Islamic system, a system in which every Afghan see their rights, not a few people, a system in which the rights of every Afghan national is reflected,” said Stanekzai. He also said that the conditional release of 7,000 Taliban prisoners and the removal of names of Taliban leaders from the UN blacklist were a key to move the peace process forward. “Whenever a member of our delegation wants to go and meet our leaders or military commanders, it takes them days and this causes disruption in the peace process,” said Stanekzai.

National Security Adviser (NSA) Hamdullah Mohib on May 8 said that internal disputes were growing among Taliban leaders for power purposes, reports Bakhtar News. “I have a message to Taliban fighters. Your leaders using you. If you take control of any area, then you will be killed or imprisoned. So please put your guns and join normal life as other Afghans,” he said. NSA Mohib said that Taliban’s war has been condemned on regional and international levels, adding that the group’s bloodshed campaign was to take power as according to him the they have turned to collecting money from people, illegally exploiting minerals and exporting them to Pakistan as well as involved in extortions along the highways. “They are collecting money from people; however, they are not providing services. They not only provide services to the people but destroy the public infrastructures,” he said, adding that Taliban are happy only to see devastation of the country.

Afghanistan's First Vice President Amrullah Saleh, in an interview to CBS News, said it was the American government that "legitimized" the Taliban in the first place, and now Afghans "need the United States to remain engaged," even if it's not in the same form as the last 20 years, reports Tolo News on May 11. “The United States legitimized them. The Doha office is a creation of the United States. Getting Mullah Baradar out of the jail is an invention of the United States. Allowing them to travel here and there is with the help of the United States. Of course, Doha agreement is between the United States and the Taliban. They should be held accountable,” Saleh said.

Milller reiterated that the US will support Afghan forces until the full withdrawal of their troops from the country.

The Taliban in a statement on May 25 warned neighboring countries against providing bases to US forces by saying that the Taliban will "not remain silent", reports Tolo News. Taliban was reacting to reports that the US was considering the establishment of military bases in Afghanistan’s neighboring countries. The statement read: "As we have repeatedly assured others that our soil will not be used against the security of others, we are similarly urging others not to use their soil and airspace against our country. If such a step is taken, then the responsibility for all the misfortunes and difficulties lies upon those who commit such mistakes. God forbid, if such a step is taken once again, it will be a great historic mistake and disgrace that shall forever be inscribed as a dark stain in history," said the statement.

On May 28, two influential political leaders from Tajik and Hazara community at an event in Kabul warned of “severe consequences” against the Taliban if the group continues violence with the hope to win militarily, reports Tolo News. The leader of the one of the factions of Jamiat-e-Islami (JeI), Salahuddin Rabbani, said today’s generation of Afghanistan is more eager than their previous generation when it comes to defending the country and its values against hostilities. He said the people are ready to safeguard the country’s hard-won gains of the last two decades as their “red line.” Rabbani said the Taliban should not miscalculate that the foreign troops' withdrawal will help them to win militarily. He indirectly questioned President Ashraf Ghani’s policy towards Pakistan, saying that “wrong policies” by some people instead pushed Afghanistan towards isolation instead of isolating Islamabad in international stage. At the same event, Mohammad Mohaqiq, the leader of Hizb-e-Wahdat-e-Islami Afghanistan, a party representing Hazara ethnic group. Further, JeI leader Rabbani, indirectly referring to President Ashraf Ghani’s claims in the past that he had isolated Pakistan said, “Some elements claimed that they have isolated the country, and another has been isolated, but the reality is totally different from their perception. The unfortunate thing is that today Afghanistan has been isolated due to the wrong policies”.
