A report by the UN Monitoring Team released on June 2, said that “the Taliban and Al-Qaeda remain closely aligned and show no indication of breaking ties”, reports Tolo News. 18 Member States report “no material changes to this relationship, which has grown deeper as a consequence of personal bonds of marriage and shared partnership in struggle, now cemented through second generational ties.” According to UN member state information, “Al Qaeda is resident in at least 15 Afghan provinces, primarily in the east, southern and south-eastern regions, and are led by Al-Qaeda’s Jabhat-al-Nasr wing under the direction of Sheikh Mahmood. 19 Members of the group have been relocated to more remote areas by the Taliban to avoid potential exposure and targeting. Al-Qaeda maintains contact with the Taliban but has minimized overt communications with Taliban leadership in an effort to 'lay low' and not jeopardize the Taliban’s diplomatic position vis-à-vis the Doha agreement. Member States reported that a significant part of Al Qaeda leadership remains based in the border region of Afghanistan and Pakistan, where the core is joined by and works closely with Al Qaeda in the Indian Subcontinent."

Afghan Air Forces (AAFs) by conducting air raid killed 14 militants, six Al-Qaeda militants, who were Pakistani nationals, in Helmand Province of Afghanistan late on June 2, reports Bakhtar News Agency. Ministry of Defense (MoD) in a statement reported, the militants have been targeted by AAFs inside their hideouts in Nawa District in Helmand Province. Six Pakistani nationals include their leader Abbas. Eight members of Taliban “Red Unit” were killed and five more militants were injured following the air attack, the statement added.

Shafiq Jahid, acting Police Chief of Farsi District was among the killed. The Provincial Governor Waheed Qatali said that Taliban launched attacks on security outposts in Farsi, Gulran and Adraskan Districts of Herat. He added that 21 Taliban were also killed in the clashes in the Farsi District.

Further, 65 people, including 15 police officers, 23 army members, five National Directorate of Security (NDS) personnel, 18 members of public uprising forces and 9 civilians were killed on June 4. “There are clashes in 24 to 27 provinces every day. Security forces casualties have increased, but it is not as much as the Taliban,” said Khan Agha Rezaee, the head of the internal security commission of the Wolesi Jirga (the lower house of Parliament).

United States (US) special envoy Zalmay Khalilzad on June 7 said that in the present scenario two options remain for Afghanistan a political solution to the conflict or continued war, reports Tolo News. He reiterated that the United States will not abandon Afghanistan despite US troops leaving. Zalmay Khalilzad said that attempting a military solution will result in a continued war, while also acknowledging that the peace process in Doha has been slow and that both sides of the negotiations have not focused on the main issues. Khalilzad said the two conditions of Taliban including release of 7,000 more prisoners by the Afghan government as well as the removal of their leaders’ names from the blacklist are not practical given the current circumstances in which violence remains high in the country. Khalilzad said that the Taliban has not responded to a US plan for Afghanistan’s future after it was shared with them, and they have not returned a plan in response to the United States. “Some Taliban negotiators, including their chief negotiator Shaikh Hakim, went to Quetta and had some discussions, and have returned now and say they are interested in the resumption of the talks in the near future, and that they might submit their plan to the Republic delegation,” Khalilzad said.
