Military spokesman Brigadier Udaya Nanayakkara told The Island that there was no truth in reports that Sri Lanka had acquired 22 Al Khalid main battle tanks built in Pakistan. He said the army had acquired only Czechoslovakian built T-55 main battle tanks apart from Chinese and Russian armoured fighting vehicles and armoured personnel carriers. A spokesman for the Armoured Corps told The Island that all they had acquired to fight the LTTE would be displayed on June 3 at a joint armed forces parade at Galle Face to mark the end of the 30-year war. "I can assure you that there will be no Al Khalids," he said. According to Pakistani media reports, Al Khalid had played a critical role in the war against the LTTE.

The Centre for Policy Alternatives (CPA), an independent Colombo-based think-tank critical of the Government on Eelam War IV, said it had received an anonymous letter threatening the worst if the organisation did not mend its ways, according to The Hindu. The CPA posted a copy of the letter, written in Sinhala, online. Extracts from the translated version, under the title “Notice to the traitors [deshadrohis]”, read: “The wretched war that lasted throughout 30 years has now come to an end through the dedication of the present government, fearless military commanders and heroic warriors… Furthermore, this was achieved by defeating the activities of the wretched traitors like you…We have been observing the behaviour of people like you who were dependent on them and appeared for them…When the entire country was enjoying the bliss of liberating the motherland you did not even hoist the National flag… Now you also must get together for bestowing the honour for the warriors. Parallel to ‘Ranaviru Upahara’ [honouring of the soldiers by the government on June 3] celebration you must throughout that week close down your institute, which has become a bane to the entire country and display the national flag and a banner bestowing your honour to the warriors. You should donate one million rupees to the ‘Api Venuven Api’ account as an honour to those warriors... Furthermore, you should stop all the programmes of your institute which are detrimental to the sovereignty, unitary nature, and dignity of this country…We are carefully watching your course of action in the future as well. Sri Lankans affectionate towards the Motherland.”

The People's Liberation Organisation of Tamil Eelam (PLOTE), a minority Tamil party engaged in political activities in Northern Province, on June 1 urged the Government to unarm all the parties except Security Forces before the upcoming elections in the North, according to Colombo Page. The PLOTE pointed out that there are still several armed groups in Northern Province who disturb the normal lives of the people. According to PLOTE, these armed groups are also a huge threat for them as well as for the other minority Tamil political parties when they are engaged in political activities. They pointed out that it is very difficult to hold an election in a democratic stream in the North unless such armed groups are unarmed first. The party is also ready to hand over their weapons to the Government if the Government can strengthen the security of its offices and members, it stated. The Tamil National Alliance (TNA), the pro-Liberation Tigers of Tamil Eelam (LTTE) party, said the surrendered LTTE militants should be granted amnesty. TNA leader R. Sampanthan said during a visit to India that the militants should be provided with opportunities "so that they can lead normal life in the mainstream of society." The Sri Lanka military has said that over 9,100 militants have surrendered to them and over 7,237 of them, including 1601 women, are now being rehabilitated at various centres.

The Sri Lankan Government is to establish another relief village for the people displaced in the north due to the conflict. Preparatory work on this village to be set up at Manik Farm camp in Vavuniya District commenced on May 31, Secretary to the Ministry of Disaster Relief Services and Re-settlement U.L.M Haldeen told News.lk on June 1. He said this will be the fifth relief village to be constructed on behalf of the displaced people and around 40,000 persons are scheduled to be temporarily resettled in this village, which is located in the area, named as zone number 5.

The United Nations (UN) Secretary-General Ban Ki-moon on June 1 reiterated his concern over the “unacceptably high” civilian casualties in the conflict between the Sri Lankan Government and the Liberation Tigers of Tamil Eelam (LTTE), while rejecting in the strongest terms any figure attributed to the UN, according to the UN Website. Briefing the General Assembly on his recent visit to Sri Lanka and other travels, Ban Ki-moon said media reports alleging that some 20,000 civilians may have been killed during the last phase of the conflict “do not emanate from the UN and most are not consistent with the information at our disposal.” “I categorically reject – repeat, categorically – any suggestion that the United Nations has deliberately under-estimated any figures,” the Secretary-General underscored. “Let me also say, whatever the total, the casualties in the conflict were unacceptably high – as I have also said repeatedly,” he added. He told the Assembly that during his 22nd-23rd May visit to Sri Lanka, he pressed the Government to heed international calls for an inquiry into alleged abuses and underscored the need for full accountability and transparency. “Any inquiry conducted by the international community would require, first, the full cooperation of the host government, or, second, the support of the UN Member States, expressed through the Human Rights Council, the General Assembly or the Security Council,” he noted. “I stand ready to do whatever we can in the interests of justice, human rights and Sri Lanka’s political future,” the Secretary-General said in his address to the Assembly.

Addressing the 11th Regular Session of the United Nation Human Rights Council in Geneva on June 2, the Minister of Disaster Management and Human Rights Mahinda Samarasinghe said that Sri Lanka is committed to find a home-grown solution through the political process for the ethnic issue and is already in the process while addressing more immediate problems at hand, reports Colombo Page. He said the international community has no reason to doubt Sri Lanka's capability in finding such a solution as the country has already overcome a challenge that the world was unable to achieve. According to the Minister, the Government has established an all-inclusive framework to guide the process of reconstruction, resettlement and socio-economic renewal under the "Northern Spring" programme set up by the President. "The government will also initiate a reconciliation scheme, taking into account all the issues that need to be addressed, as well as national and regional ethos when we address them," he added.

A top United Nations (UN) official said he had negotiated the surrender of a specific group of Liberation Tigers of Tamil Eelam (LTTE) militants with the Sri Lankan Government while he was in Sri Lanka, according to Colombo Page. The UN Secretary-General's Chef de Cabinet, Vijay Nambiar, disclosed this in response to questions received on June 3. Michele Montas, the UN spokesperson for Secretary-General, said on June 3 that Nambiar was first approached by a western journalist Marie Colvin with a surrender request and subsequently by a LTTE interlocutor, before he arrived in Sri Lanka. He in turn relayed the insistence of the Sri Lankan Government that any surrender would have to be to the Sri Lankan armed forces and not through or to a third party, Montas said. According to the spokeswoman, Nambiar informed the two senior LTTE leaders, political wing leader B. Nadesan and chief of the outfit’s peace secretariat S. Puleedeevan, who wanted to surrender that they need only display a white flag to the armed forces to safely effect their surrender. The last request by Nadesan and Puleedeevan was conveyed to Nambiar through Colvin. It was also apparently transmitted directly to several other persons, including Colombo-based diplomats and politicians. "These were in turn, we understand, communicated to high Governmental levels and were responded to with similar assurances,” added Montas. Palitha Kohona, Sri Lanka's Foreign Secretary, however, has denied that Nambiar contacted him either about Nadesan or Puleedeevan. Sri Lankan Special Forces soldiers found the bodies of Nadesan and Puleedeevan along with that of several other senior LTTE cadres on May 18.

The TID has alleged that Jayasundaram had also visited the LTTE leadership in Wanni. Quoting military officers based in Vavuniya overlooking the welfare of the displaced civilians, Construction and Engineering Services Minister Rajitha Senaratne told Daily Mirror on June 3 that this manager had arrived in Vavuniya along with other people. The Minister said that all these monies had been obtained from people through fraudulent means. He said the mobile branches of the State banks had now been set up in the welfare villages, and the displaced persons had already deposited much money in them. “There is a person who has deposited SLR 40 million alone,” Senaratne added.

A senior Sri Lankan official on June 4 estimated the civilian death toll in the last stages of the war with the Liberation Tigers of Tamil Eelam (LTTE) as 3,000 to 5,000 and defended the use of mortars in a Government-designated ¬No Fire Zone. Rajiva Wijesinha, permanent secretary in the ministry of disaster management and human rights, rejected reports that 20,000 civilians were killed in the final phase. He also rejected an unpublished UN report that 7,000 people had been killed by the end of April 2009. "I would estimate it altogether at 3,000 to 5,000," Wijesinha said in an interview with The Guardian, attributing the deaths to the LTTE’s use of refugees as human shields. "The Tigers had prepared this hostage situation and the figures went up very badly," he said, adding that the UN figures had not officially been made public because they had not been verified. "These UN figures I'm afraid are not worth the emphasis that is placed on them," he noted. Wijesinha said mortars were being used against the LTTE heavy weapons, including tanks, which he said were firing on refugees attempting to flee.

The Sri Lanka Navy (SLN) on June 4 seized a Liberation Tigers of Tamil Eelam (LTTE) cargo vessel, “Captain Ali”, 160 nautical miles off the Colombo seas, reports The Hindu. According to the SLN, the Syrian vessel had set sail from the United Kingdom on April 20 as a “mercy mission” towards Puttumatalan to provide logistic supplies. The Navy said the crew of “Captain Ali” had not obtained permission to enter Sri Lankan territorial waters. The vessel is now being towed to Colombo harbour with a crew of 15 — including its captain Christia Goomesta, an Icelander and a former Sri Lanka Monitoring Mission member. The vessel is carrying 884 tonnes of cargo which is yet to be cleared. The SLN said on June 4 it had intercepted a freighter funded by the LTTE sympathisers bound for the formerly outfit-held areas, adds Reuters. "We rounded up the ship and it's being brought closer to shore for checking. We know that it was coming with no local agent, no details of the cargo and the cargo was loaded by pro-LTTE (people) in the U.K. and France," the SLN spokesman Captain Mahesh Karunaratne said. None of the crew of 15, including a former member of the Sri Lanka Monitoring Mission, were arrested, but were being questioned, he added. The group had said the ship would be carrying relief supplies directly to civilians in the war zone.

Defence Secretary Gotabhaya Rajapakse said the Government would release the detained MV Captain Ali, which entered Sri Lankan territorial waters with a shipment of humanitarian aid meant for the displaced people in the north, according to Colombo Page. In an interview with a local newspaper, Rajapakse said that “the ship and its crew would most likely be asked to leave once investigators were convinced that the shipment did not include any subversive material but had only humanitarian items.” He also said that so far it has been determined that the ship did not have any dangerous intentions, although it may have violated certain international maritime laws. MV Captain Ali, carrying 884 tons of food and other aid, entered Sri Lankan waters on June 4 and was detained by the Navy along with its 15-member crew.

"We found the body of LTTE sea tiger chief Soosai. We have identified the bodies of all the leaders except Pottu Amman. Our soldiers were on a search and destroy operation and in these circumstances, Pottu Amman's body could not be identified," Defence Secretary Gotabhaya Rajapakse told Sunday Times. "There were so many bodies we could not identify. All the people who were there were killed and I am 100 per cent sure that Pottu Amman was also killed in the confrontation with Army," he added. He also said that top LTTE leaders tried to flee through land or sea, but failed as military cornered them with their fool-proof plans and killed them. "There is no big story behind it. Tactically, the military cornered them and all the leaders were killed. Our military plans were superior and that's what happened. There should be no speculation or suspicion," he added. The chairman of the National Child Protection Authority (NCPA), Jagath Wellawaththa said on June 6 that they have found nearly 400 child soldiers from those welfare centres in Vavuniya. According to the chairman of NCPA there are several female child soldiers in the batch. This batch of LTTE child soldiers who were found from welfare centres in Vavuniya are to be sent to the selected rehabilitation centres after they are produced in the Courts. Addressing the media at the Police Headquarters on June 9, Inspector General of Police (IGP) Jayantha Wickramaratne said after eliminating terrorism after three decades, particularly in the North, it is important to establish civil administration in the liberated areas. A Tamil Language Training Centre (TLTC) will be established in Kilinochchi District in addition to the existing one in Kalladi. “We will need nearly 200 acres to build the TLTC for Police personnel in Kilinochchi. The trained Tamil language Police personnel will be appointed to serve in the North and the East,” the IGP said. “We are planning to establish 21 new Police Stations in Mannar, Mullaitivu and Mankulam divisions in the North. Seven Police Stations have already been set up in these areas. These police stations will function under a Deputy Inspector General and SSPs for each division,” he added.

The United States Attorney in Brooklyn, Benton J. Campbell, said the four defendants had raised millions of dollars and obtained weapons and technology for the LTTE. Prosecutors said one of the four defendants, identified as Karunakaran Kandasamy (51), was the director of the outfit’s American branch. Prosecutors also said that two others, Pratheepan Thavaraja and Murugesu Vinayagamoorthy, had been involved in an attempt to bribe an agent posing as a State Department official to remove the LTTE from the Government’s list of foreign terrorist organizations. The Government said that the LTTE, which dated to the 1970s, had relied on “sympathetic Tamil expatriates” to raise and launder money for the group. The resettlement of over 2120 people belonging to 551 families in their original homes will begin in the Musali division in Mannar on June 9 (today) under the resettlement of internally displaced persons (IDPs) Phase II in the Northern Province, reports Daily News. According to the Resettlement and Relief Services Minister Rishad Bathiudeen, these families from seven Grama Niladhari Divisions in the Musali DS division will be provided dry rations and kitchen utensils by the Government. In addition, the Government has launched a series of programs to uplift their livelihood specially agriculture, fishing industry and self employment. “These families can resume their fishing and agricultural activities from today,” the Minister said. The Government was able to begin the resettlement process early due to the Security Forces sacrifice. “We will reconstruct the Haththimurippu tank under which over 7,000 acres in the Musali DS division could be brought under the plough,” he said adding, “The Government has upgraded infrastructure facilities in the area. The road network in the DS division was rehabilitated and electricity supply was provided to the villages in which these families are resettled”.

The disclosure on Norwegian National Television (NRK) on June 10 came in the wake of an interview given by the Oslo-based Tamil journalist, Nadaraja Sethurupan, who had been assaulted and threatened with death by Norway-Oslo based LTTE cadres more than ten times in the past two years. The journalist, who has been living in Norway for more than eight years, has covered Norway initiated Sri Lankan peace process for media and has been a contributor to many media networks. "A few weeks ago, outside the US Embassy in Oslo, myself and my family were given final death threats by Tigers, asking me to stop writing against them. The first ever fully-geared Liberation Tigers of Tamil Eelam (LTTE) submarine that had been submerged in the sea water a few metres off the coast of Vellamullivaikkal in Mullaitivu District was found by the Task Forces 8 on June 14 following information given by a terrorist in custody. The submarine with one seat is about 24 feet in length and 4 feet in height. It had reportedly been used by the LTTE, most probably by their senior cadres, for clandestine sea movement. On June 15, the Terrorist Investigation Division (TID) arrested a director of a leading pharmaceutical company at Wellawatte near capital Colombo for having links with the Liberation Tigers of Tamil Eelam (LTTE), and recovered a stock of medical items valued at around SNR 2.5 million which were prepared to be sent to the LTTE, according to Daily News. Police spokesman Ranjith Gunasekera said the stock of medical items meant for the LTTE were recovered by the TID hidden inside a house in Perera Avenue in Wellawatte. He noted that the suspect had maintained close links with the LTTE including the outfit’s medical wing chief Selvanayagam Kugarajan alias Manoj. “It was revealed that the suspect kept a close relationship with the chief of the LTTE medical wing and had provided millions of rupees worth medical supplies to LTTE cadres on many occasions,” the SSP said. It is believed that the suspect was preparing to send the medical items to the Vanni during the last phase of battle. He failed to do so due to intensified security in the area. The LTTE reportedly ran short of medicine to treat their wounded cadres in the Vanni forest before they were defeated by the Security Forces. Therefore, the LTTE cadres were grabbing the medical items dispatched by the Government and international organizations to the trapped civilians.

On June 16, the Government released a complete report on the Internally Displaced Persons (IDPs), including the total number of the displaced who are living in welfare canters, reports Colombo Page. According to the report, the total number of IDPs is 262632, including 134464 women. The most number of displaced persons are reported from Mullaitivu District with 235386 IDPs. Another 21079 from Kilinochchi, 2778 from Jaffna, 1864 from Vavuniya, 1054 from Trincomalee and 471 from Mannar Districts have been displaced due to the conflict. The report adds that there are 350 children of less than 10 years old who lost their parents due to the war. The total number of students living in those welfare canters are 58000 and out of them 250 are undergraduates. The Government commenced a special educational programme for 700 displaced students in the welfare camps in Vavuniya who are sitting for the advanced level examination for the General Certificate of Education in 2009 and distributed reading material, uniforms and stationery.

The 52-year-old from Norbury was found guilty of charges relating to conspiracy to receive and receiving property that could be used for terrorism at Kingston Crown Court on April 17. A judge at the Old Bailey jailed him for two years for the conspiracy count and one year for receiving property; the sentences will run concurrently. Deputy Assistant Commissioner John McDowall, head of the Metropolitan Police’s counter terrorism command and senior national co-ordinator counter terrorism, said: “Shanthan bought component parts which have been used in the past by the LTTE to make improvised explosive devices. He purchased electrical equipment including circuit boards, GPS and antenna equipment and sent it to Sri Lanka for terrorists to use. The completion of the de-mining process and the strengthening of the Army to hold the entire North and East to avoid any type of terror raising its head are pre-requisites for the resettlement of displaced civilians in Kilinochchi and Mullaitivu Districts, said Army Commander General Sarath Fonseka on June 19, reports Daily News. The Commander said the strength of the Army has to be increased to hold the entire area captured by the Army during the past three years. “The number required is very much higher than that at the time of offensive operations against the LTTE,” the Commander said. The Commander said the Army had a strength of 116,000 at the time they started offensive operations against the Liberation Tigers of Tamil Eelam (LTTE) and it has been increased up to 200,000 with 84,000 youth being recruited to the Army during the past two and half years. Colombo Page quoting Sri Lankan Sunday weekly reports that two foreign nationals along with three drivers attached to international aid agencies along with two Sri Lankan politicians have reportedly been involved in a suicide plot to assassinate the Sri Lankan President Mahinda Rajapakse. According to Nation, Police have commenced investigations to arrest the two politicians. The weekly said that investigations have uncovered plans for a suicide bomber to explode himself with the help of the politicians while the three drivers attached to the United Nations Office for Project Services (UNOPS), United Nations High Commissioner for Refugees (UNHCR) and ‘Save the Children’ offices in Vavuniya have transported the explosives to be used for the attack. Investigations have revealed that 40 kilograms of C4 explosives have been brought to Colombo from Kilinochchi in petrol tanks of the vehicles of aid agencies. The United Nations said on June 20 that two of its local staff members, one from UNHCR and one from UNOPS, have been arrested but they were not aware of any charges or details of any accusations.

A Liberation Tigers of Tamil Eelam (LTTTE) leader, Keenan, and his deputy, Kannawan, were arrested by the Anti-Terrorist Unit of the Vavuniya Police at Pesalai in Mannar District on June 29, according to Tamil Net. Two claymore mines, two T-56 weapons, five magazines and 142 rounds of ammunition were recovered from their possession. According to Police, there were two girls along with the militants. In their statement to Police, both girls said they were abducted and forcibly kept by the two LTTE cadres.
