According to the Wellawatte Police, the suspected female LTTE cadre, who had worked with the former LTTE political wing head S.P. Thamilchelvan, was arrested while she was temporarily lodging in the area waiting to leave the country. She has disclosed to the Police that her husband has been killed while fighting for the LTTE.

The Janatha Vimukthi Peramuna (JVP) said there would be no free and fair election without the implementation of the 17th Amendment to the 1978 Constitution, Colombo Page reports. Speaking at a function in Matara on September 1, JVP leader Somawansa Amarasinghe said the Government should take action to implement the 17th amendment right now. He pointed out that the country needs an independent Elections Commissio and an independent Police Commission urgently as the presidential election will follow the upcoming Southern Provincial Council elections. The 17th Amendment requires establishment of independent commissions to administer the Police, Judiciary, Public Service and Elections.

Daily Mirror reports that a racket carried out in the Internally Displaced Persons (IDPs) camps in Vavuniya to help the LTTE militants still hiding there to escape using false National Identity Cards (NICs) had come to light recently, Police sources said. These false NICs had been produced by some persons within the IDP camps with the help of several outsiders as well and had been sold at very high prices to yet to be detected LTTE militants in the IDPs camps. The Police source said that the racket came to light after the arrest of a suspect, identified as 46-year-old Subramanium Rachchandran, who had tried to escape following treatment at the Vavuniya hospital. Police said the false identity card was discovered when the suspect had shown it while on his way out of the hospital posing as a person who had come in to see a patient. Although he was a resident of Jaffna, the identity card had been prepared stating that he was a resident of Vavuniya. When patients among the IDPs are admitted to hospital their NICs have to be surrendered to the relevant Grama Niladhari (village official) and the NICs are returned once they are discharged from hospital. Police suspect that some persons smuggle the false identity cards to hospital and help the LTTE militants escape from there.

Speaking at the emergency debate in the Parliament, leader of the House, Minister Nimal Siripala de Silva, said as a result of those attempts the Government needs to extend the emergency further. He pointed out that the recovery of several claymore mines near the place where the President's helicopter was kept grounded recently in Badulla as the closest attempt to kill the President. Colombo Court on September 11 released two Liberation tigers of Tamil Eelam (LTTE) leaders, former media spokesman Velayudan Dayanidhi alias Daya Master and interpreter Velayudan Kumaru Pancharatnam alias George Master, following several months of remand custody, according to Colombo Page. Releasing them on SLR 2.5 million bail each, the Colombo Chief magistrate Nishantha Hapuarachchi ordered the two former LTTE leaders not to leave the country. They were ordered to report to the Police every month and their passports were also impounded. Police did not object to the two men being released on bail. The former LTTE leaders had surrendered to Sri Lanka Army on of April 22 during the final stages of the war between Government forces and the LTTE. A total of 9920 IDPs were re-settled by the Government in the Jaffna, Trincomalee, Batticaloa and Ampara Districts, the Government Information Department confirmed. Among them, nearly 7000, including 74 Jaffna University students are returning to Jaffna. These people, displaced by the war, have been living in welfare camps in Vavuniya for the last few months. They returned to their hometowns, which have now been cleared of mines. According to current statistics, the Sri Lankan Government has already resettled nearly 29,280 IDPs after the conclusion of war between Government forces and the LTTE.

Sri Lankan experts on the Liberation Tigers of Tamil Eelam (LTTE) have said that the outfit had a front company in Karachi (Pakistan) to smuggle arms, and a safe house in Peshawar (Pakistan) to liaise with the Taliban, report Express Buzz. According to Shanaka Jayasekara, a terrorism researcher based in Macquarie University, Australia, the LTTE’s arms procurer, Kumaran Pathmanathan alias KP, had traveled from Bangkok (Thailand) to Kabul (Afghanistan) through Karachi, on May 19, 2001. He had meetings with the Taliban ‘officials’ on matters relating to the notorious “Sharjah Network”. The “Sharjah Network” is an arms supply line run by the infamous Russian arms dealer, Victor Bout, who had operated three to four flights daily to Kabul to transport arms. Lakbimanews quoted Jayasekara as saying that the LTTE operated a cargo company Otharad Cargo in Dubai, 17 kilometers from the offices of the “Sharjah Network”. Otharad Cargo is believed to have acquired several consignments of military hardware as part of consolidated purchase arrangements with the Taliban’s “Sharjah Network”. Jayasekara claims that information recovered from a laptop computer of a LTTE procurement agent, now in the custody of a Western country, has provided detailed information on LTTE’s activities in Pakistan. According to Rohan Gunaratna, a Sri Lankan expert on terrorism with the International Centre for Political Violence and Terrorism, in Malaysia, the LTTE had links with Jehadis in the Pakistani frontier and it had a safe house in Peshawar. Pakistani Prime Minister, Yusuf Raza Gilani, had said that the Sri Lankan President, Mahinda Rajapakse, had told him in Libya recently, that elements in Sri Lanka were linked with terrorist events in Pakistan, including the gun attack on the Sri Lankan cricket team in Lahore on March 3.

The National Security Adviser (NSA) M. K. Narayanan on September 14 warned that with the Tamil Diaspora, which was the main source of funding for the LTTE, spread far and wide, the threat of the outfit raising its head once again could not be ruled out. The NSA said that the funding lines of the LTTE were still intact and there was always a possibility that disgruntled elements in the Tamil Diaspora across the globe could get together to help the terror outfit regroup and rearm. There was need to keep a watch for any such development and be prepared for any eventuality, he suggested.

The Sri Lankan Government is planning to re-settle as many of the remaining nearly 2.5 lakh war displaced as possible in the area west of the Jaffna-Kandy (A9) road before tackling resettlement in the Wanni east, The Hindu reported. The Northern Province Governor G. A. Chandrasiri, who was earlier the designated Competent Authority on all aspects related to war displaced, told The Island that the Army and five de-mining agencies had been engaged in mine clearing operations in the Yodawewa area. “The Army is of the opinion that all its efforts should be directed at clearing the western part of the Wanni in keeping with the original plan, though some have called for simultaneous resettlement of the displaced on both sides of the A9 High way,” the paper said in a report. He told the paper that the recent deployment of ten mine clearing machines bought from Slovakia and Croatia would help them clear the area north of Yodawewa by the third week of October. The Army has committed 400 de-miners for the clearing operation. He said that once they cleared 7,000 acres north of Yodawewa, they could work out a plan for further expansion of operations in the surrounding area.

Vishuanadan Rudrakumaran has made this announcement in www.puthinam.com. The PTGTE will continue to lobby with Governments for the establishment of separate State in the North and East, the Website said. In the United States, United Kingdom and Canada where there are large communities of Sri Lankan Tamils and where the LTTE as well as some of its front organizations is banned as a terrorist organization, the PTGTE will function as a front of the old LTTE carrying on activities aimed at separatism in Sri Lanka. The PTGTE is a new front introduced after the killing of Velupillai Prabhakaran, by Kumaran Pathmanathan alias KP, before he was arrested on August 6. There was no unanimity regarding the acceptance of the leadership of KP and another leader called Nadevan in Norway was challenging him. But the vast amount of LTTE wealth was in the KP’s hands. At the time the PTGTE was proposed there was no assurance that the LTTE remnant would give up violence completely and accept 'democracy. Though democracy was claimed, there had never been a framework or a constitution for any LTTE democracy to function. The PTGTE is a ploy by the LTTE to carry on its usual activities of extortion among the Tamil Diaspora and move forward with all its illegal businesses and use the money for the bifurcation of Sri Lanka.

An engineer of a private ship owned by the Liberation Tigers of Tamil Eelam’s (LTTE) ‘foreign chief’ Kumaran Pathmanathan alias KP, who arrived through Bandaranaike International Airport, was arrested by the State Intelligence Services (SIS) on September 20, reports the Daily Mirror. The engineer identified as Ratnasekaram, a resident of Point Pedro, had been a close associate of KP and had served as the engineer of one of the private ships belonging to a fleet of ships owned by the militant leader, who is currently in military custody. The SIS on information arrested the engineer who had reportedly come from Singapore and had been handed over to the Terrorist Investigation Division for further questioning. He had reportedly told the authorities that he had come to visit one of his relatives in Colombo but Police denied the existence of such person.

According to Hindustan Times, the aircraft had been dismantled and were to be shipped to the north-eastern coast of Sri Lanka when the war reached a decisive stage. "The LTTE calculated that the war would stretch but it didn’t happen; the aircraft could not be delivered," the daily quoted an unnamed senior Sri Lankan military officer as saying. According to the army officer, the LTTE while waiting for the aircraft to arrive got the pilots trained from training schools in Malaysia and Indonesia. Sri Lanka is seeking to establish diplomatic relations with Eritrea in an effort to counter the LTTE international network which is said to be still active despite the arrest of their self-appointed leader KP.

Police said that after interrogating the suspect they were able to recover a sniper gun hidden in a forest in the Asikulam area of Vavuniya District. Identified as Radha, the suspect had arrived in Vavuniya from Kilinochchi in April this year, just prior to the last battle against the LTTE in Mullaitivu. He had brought an expensive technologically advanced sniper gun with him when he arrived in Vavuniya, Police investigations had revealed. The Sri Lanka Government has completed the profiles of over 10,000 former LTTE combatants who are now under Government custody in the welfare camps waiting to be either tried or rehabilitated. The authorities have prepared profiles for each suspected LTTE cadre with details including, personal information, nature of the involvement with the LTTE, education standard and the skills they would like to pursue. The former militants will face charges in a court if they had been involved in grave crimes such as murders and abductions. However, the Government is yet to finalize the legal procedures to process the arrested and surrendered militants. The militants who were either involved in minor crimes or forcibly recruited by the LTTE leadership in the later stage of the war and the militants who surrendered to the Security Forces will be rehabilitated to integrate them back in to the society, the authorities said. According to the Commissioner General of Rehabilitation Major General Daya Ratnayake the former militants would be categorized for rehabilitation according to the information in their profiles and given educational and vocational training facilities. Media reports said the Government is seeking help from the United States to learn how to handle the vast number of cadres and to learn from the US experience in handling al-Qaeda terror suspects. Sri Lanka Attorney General Mohan Peiris is to arrive in Washington (US) on September 28 (today) for talks in this regard with officials in the US Attorney General's Department, a Sunday Times report said.

The SSP Kasturiratna said special Police teams from Kandy had been dispatched to the IDP camps in the North to conduct investigations. Prison Commissioner General Major General V. R. Silva confirmed that 40 LTTE suspects, being held in Anuradhapura prison, are continuing with their hunger strike further. A commissioner of prisons, Lakshman De Silva, has been appointed as the special representative to this case and he has already reached the Anuradhapura prison. Demanding immediate legal actions against them, the former LTTE cadres, detained at the Anuradhapura prison, had commenced this hunger strike several days ago. The detainees were being held under the Prevention of Terrorism Act (PTA), Prison department confirmed.

Balraj Naidu, who was a powerful committee member of the Singapore Reform Party, has been arrested and produced in court for an extradition hearing over an alleged arms deal with the Liberation Tigers of Tamil Eelam (LTTE), Daily News reported on October 1. Naidu was arrested on a warrant and produced in courts, said the Singapore Strait Times. The man was arrested at his home last week and brought to court on September 29 for a brief court appearance. The businessman is wanted by the United States (US) Government on two terrorism related charges. He is also wanted by the US for allegedly brokering arms deals with the LTTE. No formal charges have been laid against him so far. The Extradition hearing was adjourned until October 5. The Strait Times said the US Government made the request for the extradition during the middle of the year. According to the Sri Lankan intelligence sources, the LTTE made many of their purchases from arms dealers in Singapore.

The EPRLF leader R. Sritharan said it was time for the Tamil political parties, including the Tamil National Alliance (TNA) and the Eelam People's Democratic Party (EPDP) to come under one umbrella while maintaining their individual identities. “There can be differences of opinions. But, it is advisable for us to act and work in unison when dealing with important issues such as power devolution and the resettlement of IDPs,” he said. He was responding to a request by the TNA which stressed the need for a common front of Tamil parties to resolve the national question. “I do not know what exactly the TNA meant.
