A tactical meeting on the front organizations of LTTE was hosted by Eurojust [the European Union (EU) institution responsible for co-ordination of investigations and prosecutions between competent authorities in the Member States], on March 30-31, 2009 in the Hague, Netherlands, reported Daily News. The Meeting was attended by representatives of the Intelligence and Criminal Justice communities of EU member States, non-EU countries, including Sri Lanka and the Europol, said a press release issued by the Sri Lanka Embassy in Brussels. Sri Lanka’s Ambassador to Belgium, Luxembourg and EU, Ravinatha Aryasinha, said that notwithstanding its proscription as a terrorist entity within the EU since May 2006, the LTTE, through front organizations such as the Tamils Rehabilitation Organization (TRO) and Tamil Coordination Committee, has continued to circumvent the impositions placed on them.

At least 19 Liberation Tigers of Tamil Eelam (LTTE) militants were killed and more than 200 others encircled as the entire Puthukkudiyiruppu town and Iranapalai area in Mullaitivu District came under Security Forces (SFs) control by the evening of April 1. The SFs have surrounded the last LTTE terrain in north-east Puthukkudiyiruppu after capturing Pachchaippulmoaddai junction, the last supply route connected to the No Fire Zone (NFZ) from the mainland. "We believe that more than 200 Tiger cadres were trapped inside this terrain and troops are conducting search operations in search of them," an unnamed official told Daily News. During the search operations conducted in the area, the SFs recovered dead bodies of 32 militants along with a large cache of arms, ammunition and vehicles. The 55th Division is reportedly heading towards the northern edge of the NFZ after capturing the fifth earth bund created by the LTTE.

Charles Anthony, eldest son of the LTTE chief Velupillai Prabhakaran, was injured during a military operation in Puthukkudiyiruppu last week, military spokesman Brigadier Udaya Nanayakkara told the media on April 1, reports Colombo Page. However, neither LTTE nor any of its front organizations has responded to the claim, adds The Hindu. The military said Anthony was in charge of LTTE’s weapons and explosives manufacturing unit, an expert in manufacturing explosives and the technician for aircraft engineering in the outfit. "He was instrumental in producing at least two kinds of powerful LTTE bombs, known as ‘Ragavan I, II, III’ and ‘Samadana Shell’. He was also associated with the production of bombs for use in LTTE aircraft. Charles Anthony was also the brainchild behind LTTE aerial attacks on Katunayake Sri Lanka Air Force base on 26th March 2007," it said.

Madivalahan was the mastermind and chief coordinator of the LTTE's satellite cum radio communication network. Further, ‘Lieutenant Colonel’ Thirubaharan alias Mathiyalagan, an LTTE announcer and a reporter attached to the outfit’s Voice of Tigers, was also killed recently by the SFs in Puthukkudiyiruppu, Sri Lanka Army (SLA) reported.

"There was a considerable increase in the number of civilians arriving in Government controlled areas within this week," the Brigadier added. President Mahinda Rajapakse said troops have now entered the final phase of the battle against the Liberation Tigers of Tamil Tigers (LTTE) who at present have been trapped in a small area, according to Colombo Page. Speaking at a Cabinet meeting on April 1, the President said that though the military continues to request the remaining LTTE militants to surrender, there was no positive response from them. The President also instructed his ministers to be vigilant of LTTE suicide bombers as intelligence sources have warned that there are 16 suicide bombers in capital Colombo already. The President also instructed his ministers not to attend elections rallies for the upcoming Western Provincial Council polls because of this new threat.

The Government is ready for a pause in firing if the Liberation Tigers of Tamil Eelam (LTTE) frees the civilians trapped inside the No Fire Zone (NFZ) but it is not ready for a cease-fire with the outfit at any moment, Defence Affairs spokesman Minister Keheliya Rambukwella said on April 1, according to Daily News. He said the Government have had many pauses in the northern battle front when the civilians arriving in the Security Forces’ (SF) held areas and was also ready to have such pauses if the LTTE was ready to free the civilians. "President Mahinda Rajapakse as the Commander in Chief declared a 48 hour pause in firing to facilitate the civilian movement into cleared areas earlier too and it was practiced by the Security Forces whenever they got information about a civilian movement. Therefore, a pause in firing is not a new thing for the Security Forces," the Minister added. Rambukwella said cease-fire becomes valid only when the LTTE agrees to lay down arms and renounce violence. He also said that the Government is ready to crack down on economic terrorism in the same manner it did with the LTTE terrorism if any organization tries to block funds and development aid to the country. He claimed that certain elements working with local political parties were engaged in economic terrorism against Sri Lanka to push the country into a financial crisis as the Government is on the verge of eliminating LTTE terrorism. The Minister also warned that legal action will be taken on certain NGOs on the LTTE pay role who are using local journalists to tarnish the image of the Government and SFs conducting humanitarian operation in the north. The STF said they recovered dead bodies of the slain militants, including two females, along with a large haul of weapons and explosives. The STF also said that they had identified the leader of the unit who was killed during the attack as Kandaiah Sarawanandam alias Paramanadam Master, believed to be an explosives expert and an area leader of the LTTE. At least 45 militants were killed when heavy fighting erupted between the Security Forces (SFs) and the Liberation Tigers of Tamil Eelam (LTTE) militants in the north east of Puthukkudiyiruppu in Mullaitivu District on April 3. The SFs later recovered dead bodies of all the slain 45 militants. Earlier, the SFs had recovered 21 dead bodies of the militants along with 60 T-56 weapons from the area. The General Officer Commanding the 58th Division, Brigadier Shavendra Silva, told Daily News that some more militants are fighting inside the one square kilometre terrain as they have no chance to escape from the area. He also said there were strong indications that LTTE chief Velupillai Prabhakaran and senior leader Pottu Amman were inside the terrain. In addition, troops engaged in search and clear operations recovered a bullet proof limousine confirmed to have been used by Prabhakaran close to a luxury air-conditioned bungalow inside the terrain. Military spokesman Brigadier Udaya Nanayakkara said that the luxury bullet proof car was recovered along with four more burnt cars closer to the luxury house. "Losing Tiger cadres, having lost all hopes for a last-minute salvation, have vandalized and set ablaze all the five cars, including the chauffeur-driven limousine, believed to have been used by top-rung Tiger leaders," the Brigadier added.

The SLN’s elite Special Boat Squadron units observed the flotilla comprising three suicide crafts and seven attack crafts launched from Puttumatalan coast in the No Fire Zone (NFZ). The Navy opened fire when the boats attempted to move southwards and destroyed one boat and disabled another. Subsequently, the ground troops opened fire and destroyed two more boats. It has now been confirmed that the Prabhakaran also had a narrow escape as he had fled the area a day before the troops encircled the last terrain held by the LTTE. This is the first time the Security Forces (SFs) have taken full control of Puthukkudiyiruppu during the three decade long conflict. Troops are now poised to encircle the No Fire Zone with the objective of rescuing the civilian population detained by the LTTE there. The defence ministry, meanwhile, said all senior LTTE leaders “are now hiding in the no-fire-zone holding the civilians as protective shield,” adds IANS. Noting that the troops were locked in 'man-to-man combat' in Mullaitivu, it said the remaining LTTE cadres “still forced to fight the Sri Lankan Army in the no-fire-zone are facing total annihilation.” As reported earlier, the 58th and 53rd Divisions along with the Task Force VIII had encircled the last terrain held by the LTTE in Puthukkudiyiruppu on April 1 along with more than 200 militants.

With the capture of the entire Puthukkudiyiruppu area by the Security Forces, the Tamil National Alliance (TNA) on April 6 reiterated its call for a cease-fire saying this was needed now much more than ever before. The TNA Jaffna District parliamentarian N. Srikantha told Daily Mirror that according to latest media reports, the Government had now captured the entire landmass that remained under LTTE control. Srikantha said only the NFZ meant for civilians remained now, and therefore there was no justification for the Government to continue its military operations. The Ministry said the Government-designated No-Fire Zone (NFZ), meant for the civilians held hostage by the LTTE in Wanni, has now become a sanctuary for top LTTE leaders, including Prabhakaran. The Defence Ministry said Pottu Amman, having no battlefield experience, reportedly appointed Velawan, the last of LTTE’s battle-hardened cadre, as the outfit’s new military chief. It quoted civilians seeking refuge with the Army as saying that Pottu Amman had issued strict orders to the cadre manning the borders of the NFZ to kill any civilian, irrespective of their age or gender, who tried to escape from the NFZ. “The orders have been given following the outfit’s recent debacle in Puthukkudiyiruppu east. If the Government blocks the food convoys to the remaining LTTE cadres they will die of starvation, but the Government will never resort to using food as a weapon to destroy the LTTE, he said. President Rajapakse reiterated that his Government will never descend to that level to finish the remaining LTTE cadres, Construction and Engineering Services Minister Rajitha Senaratne told a press conference on April 9. Minister Senaratne also said the militants have mingled with civilians in a small area of the North. Minister Keheliya Rambukwella, the Defence spokesman, said there was no doubt the LTTE was actively engaged in preventing the escape of civilians during the two-day truce. The LTTE also used the opportunity to attack troops in the outskirts of the NFZ using small arms and snipers throughout the day on April 14. The documents allege that the director of the Toronto-based World Tamil Movement (WTM) of Ontario was personally appointed by the LTTE chief Velupillai Prabhakaran. In addition, the documents claim the WTM was told in 2005 to help raise $7-million to finance the purchase of anti-aircraft missiles and artillery needed to fight a war for Tamil independence. RCMP forensic accounting reports allege that between 2002 and 2006, the WTM in Toronto wired almost $3-million to overseas accounts with most of the money going to a bank account in Malaysia. The funds raised by the WTM in Canada "have been transmitted to the LTTE for the benefit of the LTTE which is a listed terrorist group in Canada." The financial reports also note that close to $500,000 was sent to a group called Social and Economic Organization for Tamils or SEDOT. The report said the Sri Lankan Army had recently found a underground bunker of Prabhakaran and that it was located in a SEDOT village. "I believe funds collected by the WTM were collected under the direction of the LTTE and that documents seized from the WTM indicate that the purpose of collections was for the LTTE objective of an independent state," RCMP Corporal David Kim wrote. The WTM, which the RCMP says is the Canadian financial and propaganda support wing of the LTTE, has denied its involvement. But in an interview with RCMP officers in 2004, Mariyathas Manuel, the then president of the WTM, admitted he had met Prabhakaran in Sri Lanka and that Prabhakaran leader had selected him to run the WTM office in Toronto. "I believe that this shows that the LTTE is in direct control of the operation of the WTM," RCMP Corporal David Kim wrote in an affidavit. The Canadian Government placed the WTM on its official list of terrorist entities in June 2008, calling it a front for the LTTE and accusing it of using threats and intimidation to elicit donations from Canadians of Sri Lankan origin. The Canadian Government is now using the Anti-Terrorism Act to attempt to take over the WTM's buildings, bank accounts and other property.

All of them were transported to temporary shelters using over 175 odd state buses organized by the Government. "More than 58,000 civilians have arrived in military controlled areas by land and another 4,000 by sea", General Sarath Fonseka told Daily News. "The civilians fleeing from the No Fire Zone are arriving towards Navy operating some 20 km away from the Safe Zone in Chundikulam and Nayaru", the Army Commander added. He said it is high time for the LTTE leaders to let the remaining civilians arrive in the Government-controlled areas and surrender to the SFs as a 24-hour ultimatum has already been issued by the Government for them to surrender. The 58th Division troops "entered into the areas of Puthumanthalam and Ampalavanpokkanai in the no-fire-zone (NFZ)" in the morning of April 21, adds IANS. "Now, the troops have established their positions across the NFZ from Puttumatalan to the beachhead. The manoeuvre has saved lives of several thousands civilians trapped in the area extending from Puthumanthalam north to the northern border of the NFZ," the Defence Ministry said in a report. It said that at least four LTTE militants, including local area leader Ramanan, were reported killed and an armour plated vehicle was destroyed "when troops raided an LTTE gathering position east of Puttumatalan" in the morning. Meanwhile, Army Commander Lt. On April 23, troops foiled several attempts by the Sea Tigers (cadres of the sea wing of the LTTE) to infiltrate the Defence Lines of the 55th Division troops in the north of Puttumatalan by destroying their base in the Puttumatalan NFZ lagoon area during past few days, reports Sri Lanka Army. An unspecified number of Sea Tigers were killed by the troops. One unicorn vehicle, three tractors, one pressure mine, eight Rocket Propeller Grenade bombs, 350 anti-personnel mines (APMs), 50 Arul type bombs, two hundred and twenty 5.0-mm ammunition, 40 packs of 12.7 ammunition, 80 hand grenades, 50 Improvised Explosive Devices, 50 detonators, 12 claymore mines and one compressor were found from this Sea Tiger base. It is believed most of the boats were forcibly taken away either by fleeing civilians or militants themselves when the troops were circling them. Silva also said Prabhakaran and his associates will never be allowed to flee the country as the SFs assisted by the Navy had thrown an impregnable security net around the country. Besides Prabhakaran, the other LTTE top leaders planning to flee the country include intelligence chief Pottu Amman, Sea Tiger leader Soosai, Charles Anthony, Kapil Amman, political wing leader B. Nadesan and head of LTTE Peace Secretariat S. Pulidevan. Speaking on the ongoing military operations, he said Prabhakaran and LTTE leaders are restricted to a six kilometres area in the NFZ and Prabhakaran has ordered his cadres to take all possible measures to hold on to their remaining area. The 58th Division troops rescued nearly 2,000 civilians bringing the total number of civilians rescued by the troops to 111,000, military spokesman Brigadier Udaya Nanayakkara told Daily News. The troops took full control of Valayarmadam, located six km north of Vellamullivaikkal, the last terrain held by the LTTE inside the NFZ. With the capture of Valayarmadam, the LTTE has been restricted to a narrow six km stretch in Karaiyamullivaikal and Vellamullivaikkal where the outfit continues to keep thousands of civilians under its detention. According to Nanayakkara, 23 militants also surrendered to the Army as troops advanced into Valayarmadam. The Security Forces (SFs) have now commenced advancing further south of the NFZ amidst stiff resistance from the LTTE, said a senior military official. It is not fair for a foreign country to request that the LTTE be allowed to surrender to an outside party,” he said, adding, “This is an internal matter and we, as the Government, can assure that the problem can be settled internally.” Assuring the evacuation of each and every person trapped inside the NFZ, Rajapakse said the ongoing military operations will continue until Prabhakaran is caught and till the Army completely captures the land. “Almost 98% of the civilians trapped inside the `No Fire Zone’ have reached the cleared areas and the humanitarian operations of the Sri Lanka Army will be to liberate these people as their first priority,” Rajapakse added. The SLN personnel observed two Sea Tiger boats moving towards the advancing ground troops in the sea off Mullaitivu adjacent to the NFZ at around 4.30am. Naval crafts intercepted these two boats and opened fire completely destroying one boat while causing heavy damages to the other killing the four Sea Tigers.

However, the rescue missions to free the remaining estimated 20,000 civilians will continue. A statement, titled “Statement by the Government on the Security situation,” issued by the Presidential Secretariat in Colombo said, “The government of Sri Lanka has decided that combat operations had reached their conclusion. Our security forces have been instructed to end the use of heavy calibre guns, combat aircraft and aerial weapons, which could cause civilian causalities. Our security forces will confine their attempts to rescuing civilians, who are held hostage, and give foremost priority to saving the civilians.” The statement followed a meeting of the National Security Council presided over by President Mahinda Rajapakse. “This is the same and an extension of what the Security Forces have been continuing since the fall of Mullaitivu, as terrorists resorted to taking thousands of civilians as hostage,” an unnamed senior defense official said, according to Daily News. There is no “cessation of hostilities” or a cease-fire as interpreted by certain media, said the official. Later in a statement, the Defense Ministry said that a section of the media misinterpreted the Government declaration as “cessation of hostilities” and a “ceasefire.” “This is crude and an unethical way of media ‘reportage’ and a blatant twist of the original statement, perpetrated to motivate the hell-bent terrorist sympathizers-cum-political clouts,” the statement added. Kumarasiri told Daily News on April 28. The delay of resettlement of displaced families was due to de-mining. Mannar District, liberated from the Liberation Tigers of Tamil Eelam (LTTE) some months back, and now being cleared of landmines was the first region of the north where civilians were being resettled. De-mining was going in 15 Divisional Secretariat areas and mines in six divisions had already been cleared. Progressively all displaced civilians would be resettled in their original villages or towns, he added. The same pattern of resettlement of people in the Eastern Province was being followed in the Northern Province, he noted.

Subsequently, the militants drove an explosive laden truck into the troops who retaliated blowing up the vehicle using gunfire, defence sources said. Troops later recovered the dead bodies of seven militants from the area. “Our troops managed to capture this earth bund which was one of the tactically important locations for the LTTE to defend their hideouts in the southern part of the No Fire Zone where LTTE leaders are believed to be hiding through their military tactics and manoeuvres, using small arms,” an unnamed senior military official told Daily News. They also foiled numerous counter attacks which came in the form of explosive laden vehicles, sea borne attacks and armoured tanks to recapture the earth bund which was 10 to 12 feet in height and 700 meters in length defending the southern part of the NFZ. “Our gallant soldiers also averted a major disaster after destroying an explosive laden vehicle which was driven towards the earth bund after it was captured by the troops, firing few rounds of Rocket Propelled Grenades towards the lorry before it reached the earth bund,” the official added. Troops also suffered casualties but managed to avoid a major disaster by destroying the explosive laden vehicle, before it reached the earth bund. The 58th Division troops have reached closer to the junction which links the Puthumanthalam-Mullaitivu road to the Paranthan-Mullaitivu (A-35) road. The 58th Division troops continued their advance towards the southern part of the NFZ in Karaiyamullivaikal and Vellamullivaikkal to rescue an estimated 15000 to 20000 civilians trapped inside the NFZ. The 53rd Division also advanced towards the NFZ from the east of Puthukkudiyiruppu. Security Forces (SFs) since April 20 have rescued more than 112,000 civilians trapped in the NFZ.

Military spokesman Brigadier Udaya Nanayakkara said troops are continuing their mission of rescuing the remaining civilians after capturing the 700 metre long and 10 feet high ditch cum earth bund in Rektavaikkal, according to Daily News. “The LTTE had made seven suicide attempts to recapture the earth bund using three human bombs, one explosive laden truck, three motorbikes and a double cab during 24 hours ending Wednesday morning,” the Brigadier said, adding, “Our troops also suffered casualties but managed to foil those suicide attempts.” The Brigadier said SFs so far have been able to rescue 113,270 civilians after launching the humanitarian operation on April 20 bringing the total number of civilians rescued by the troops to 185,831. “These civilians are sheltered in 30 welfare centres in Mannar, Vavuniya and Pulmoddai and 11 welfare centres in Jaffna,” he informed. President Mahinda Rajapakse said on April 30 that although there are many requests to go for a cease-fire there was no time and need for it at this stage and the Government’s aim was to liberate the remaining civilians in the No Fire Zone (NFZ) within the next five or six days, according to Daily News. He also said the only remaining option for the Liberation Tigers of Tamil Eelam (LTTE) is to lay down arms and surrender to the Security Forces (SFs) within the next four or five days, adds Colombo Page. He urged the outfit to free the civilians who are still trapped in LTTE-held areas. He also said that with the latest satellite images the world can see how the LTTE uses tanks to fire at the Tamil people fleeing from them and how the SFs are carrying the civilians to safety.

Sampanthan, and parliamentarian Suresh Premachandran told the visiting British Foreign Secretary David Miliband that 7000 Tamils in Wanni have been killed and 14000 injured in the last three months, according to the pro-LTTE Website Tamil Net. The United Nations on April 30 said the conditions were "far from satisfactory" in the camps for displaced Tamil civilians in Sri Lanka and its top priority is to get an estimated 50,000 civilians still trapped in the war zone to safety, reported Times of India. Addressing a press conference at the UN, the Under Secretary for Humanitarian Affairs John Holmes said approximately 175,000 civilians have fled from the fighting between Security Forces and the LTTE since January 2009. While many had sought refuge in the Manik Farm camp for internally displaced persons and in transit centres and schools in and around Vavuniya, 50,000 people were said to be trapped in the combat zone, he added.
