The Liberation Tigers of Tamil Eelam (LTTE) on November 1 demanded an "Interim Self-Governing Authority for the NorthEast (ISGA)," with majority powers for itself and complete control over regional administration "until a final settlement is reached and implemented." This was enumerated in the outfit’s Interim Administrative proposals which were handed over to the Sri Lankan Government through the Norwegian facilitators. While setting a five-year deadline for "a final settlement," of the ethnic conflict, the LTTE said that "if no settlement is reached and implemented'' by then, the interim body's "independent election commission'' would "conduct free and fair elections in accordance with international democratic principles under international observation'' to choose the members of the ISGA. The LTTE's demands reportedly include "all powers and functions in relation to regional administration exercised by the Government in and for the northeast'' including revenue, law and order, land and marine resources. Further, it has sought control over finances with powers over domestic and international borrowings and to "engage in or regulate internal and external trade." LTTE political wing leader, S.P. Tamilchelvan, termed the eight-page proposals as "reasonable, rational and practical."

President Chandrika Kumaratunga on November 4 removed the portfolios of Defence, Interior and Mass Communication from Ministers Tilak Marapana, John Amaratunga and Imthiaz Bakeer Markar and also prorogued the Parliament until November 19. A statement from the Presidential Secretariat said that she had taken the decision as per the powers vested in her under the Constitution of the Republic of Sri Lanka. "In the letters of removal, the reasons for taking this action in the national interest have been stated," the statement said. The press release said "this step has been taken after careful consideration, in order to prevent further deterioration of the security situation in the country". The move comes a week before the presentation of the 2004 Budget and three days after the Liberation Tigers of Tamil Eelam (LTTE) handed over the proposals for an interim administration for the North-East, through the Norwegian facilitators. Addressing the Nation, the President said she was compelled to take over three vital Ministries in the interests of national security. Claiming that the decision was not politically motivated, she pledged to restore security of the country and also continue negotiations aimed at a peaceful settlement to the ethnic problem.

President Chandrika Kumaratunga on November 5 declared a state of ‘short-term’ emergency in the country. The President used her executive powers to declare emergency which gives authority to the security forces to arrest and detain suspects. The emergency laws would be in force for a period of 10 days, the maximum period allowed without parliamentary approval, officials said. She has also stated that the cease-fire agreement with the Liberation Tigers of Tamil Eelam (LTTE) will stand, Presidential Advisor and former Foreign Minister Lakshman Kadirgamar said at a media briefing on November 5. Further, Kadirgamar stressed that some of the counter-proposals of the LTTE ‘may be talked about’ but the sovereignty and territorial integrity of Sri Lanka is not negotiable.

Three Sri Lankan men suspected to be Liberation Tigers of Tamil Eelam (LTTE) cadres were sentenced to five years in jail for arms smuggling by a court in the Thailand capital Bangkok on November 10, the Bangkok Post has reported. Sujit Gunapala, Sasijaran Teverajah and Saticpawan Arsieawatap denied the charges following their arrest on May 12. However, they pleaded guilty on November 10 and were given ten years in jail each halved because they had confessed to the crime. The three were arrested on May 12 with ten 9 mm Glock pistols, three 11 mm HK Mark 23 pistols and thousands of assorted ammunition.

"After an exchange of views on events leading to the present situation, the President and the Prime Minister decided to move forward and continue the dialogue with all parties concerned," a joint statement issued at the end of the talks said. The statement issued by the Secretaries of the President and the Prime Minister said the meeting was conducted in a "cordial and friendly atmosphere". "We have received very clear assurances that the Ceasefire Agreement will be respected including freedom of movement for Liberation Tigers of Tamil Eelam (LTTE) cadres and the Sri Lankan Armed Forces have been instructed to continue extending their fullest co-operation to the Sri Lanka Monitoring Mission," Helgesen said at a media briefing in Colombo. He said Norway would continue as a facilitator, provided that there is clarity about who is holding responsibility on the Government side. Until such clarity is re-established, there is no space for further efforts by the Norwegian Government to assist the two parties in making further progress in the peace process, he added. He also said that Premier Wickremesinghe is effectively "out of the peace process" due to his power struggle with President Kumaratunga.

According to him, "The allegations leveled against our draft proposals that they aim to create an independent Tamil State or that they contain stepping stones for separation are not true. Our proposals do not constitute a framework for a permanent, final solution. Our draft proposals deal with an interim arrangement." He also refuted charges that the outfit has been rewarded too much during the cease-fire period and said instead that they have suffered heavy loses during the last two years, pointing to the sinking of what he called two LTTE merchant ships. However, the LTTE chief admitted that they are recruiting in a "small-scale" for maintaining an ‘administrative structure’.

President Chandrika Kumaratunga has forwarded a proposal for setting up a Joint Peace Council (JPC) co-chaired by the President and Prime Minister to overcome the impasse in the peace talks. The Daily News has reported that Kumaratunga has included this suggestion in the proposals forwarded to the committee working out a cohabitation structure between the President and the Premier. According to the President's proposals, the JPC will be assisted by an "Advisory Council on Peace" (ACP) comprising representatives of all political parties, the clergy, professional and other national groups who are interested in contributing to the furtherance of peace and a lasting solution to the ethnic problem in Sri Lanka. According to the proposals, the President will be in charge of the subject of Defence while the Prime Minister will be in charge of the peace negotiations with the LTTE.
