The Liberation Tigers of Tamil Eelam (LTTE), on April 1, denied its cadres made a failed attack on a merchant navy vessel ferrying troops on March 31, in the sea 14 nautical miles north of Trincomalee. Four soldiers were injured and the attacking dingy boat sank in retaliatory firing by the security forces. However, Military Spokesman Brigadier Sanath Karunaratne alleged the LTTE was involved, and said "there were no other persons except the LTTE operating in the area". There should be an LTTE hand behind the incident." Meanwhile, LTTE spokesman Daya Master denied the LTTE’s involvement in the incident and said, "Our cadres did not do this. We vehemently deny any involvement," and added that he suspected "third party involvement". The chief of the LTTE’s naval wing––the Sea Tigers, Soosai said the LTTE is somewhat worried and denied any involvement.

An unidentified armed assailant shot dead a paramilitary leader, Varathan, assisting the Sri Lanka Army (SLA) and the Special Task Force (STF) in counter insurgency and intelligence operations, on April 2, in Aariyampathi, near Batticaloa, reports said. Reportedly, he was a member of the National Guard, a territorial unit comprising largely of ex-home guards and local paramilitaries. He was earlier a member of the Tamil Eelam Liberation Organisation (TELO), but was dismissed on allegations of torturing and murdering civilians in the Aariyampathi area.

The Liberation Tigers of Tamil Eelam (LTTE) on April 4 holding a nationwide referendum on the peace process is "illogical, impractical and unnecessary". LTTE chief negotiator Anton Balasingham opposed the move and said the timing was not appropriate. "It is meaningless to ask the people for an opinion at this stage when sufficient progress has not been made on core political issues," Balasingham said. He was responding Government chief negotiator G. L. Peiris’ statement on April 3 that the Government was seriously considering holding a non-binding referendum. Balasingham further said a significant number of Tamils were rendered refugees or internally displace persons. Hence a referendum was unworkable and impracticable in Tamil areas. Besides, Balasingham said, the Government has assured the LTTE that the peace process has an "overwhelming support of the Sinhala people," and hence the LTTE "feel[s that a] referendum is illogical and unnecessary."

The Janata Vimukthi Peramuna (JVP) on April 5 observed the 32nd anniversary the first insurrection it had waged in Sri Lanka to capture state power and to establish a Communist regime. Thousands of Sinhala youth were killed in counter-insurgency operations. The then JVP chief, Rohana Wijeweera, and some other members was later captured and killed. Somawansa Amarasingha, who lives in exile in London, and is the only survivor of the 1971 central committee, now leads the JVP.

The Jaffna office of the Human Rights Commission (HRC) of Sri Lanka on April 7 heard a complaint regarding Police highhandedness on a cadre of the Liberation Tigers of Tamil Eelam (LTTE) on March 29, reports said. He was allegedly beaten up while he was engaged in political work at Kodikamam-Kachchai, in Thenmaradchchi division. He was allegedly beaten up for not obeying the orders of a constable to move away from the area. Reports added that this was the first time that the LTTE had made a complaint to the HRC officially regarding police assault on one of its political cadre.

President Chandrika Kumaratunga said on April 8 that the report of the Sri Lanka Monitoring Mission (SLMM) on the sinking of a Chinese trawler is unsatisfactory and seemingly "biased". She asked the Sri Lanka Navy chief to conduct an inquiry and submit her a report within two weeks. She reportedly informed SLMM head Tryggve Tellefsen that some important evidence was not considered while the SLMM was preparing its report on the incident. Contesting the SLMM’s suggestion that elements among the Tamils or in the government forces could be behind the attack, she said, "We have not heard of any criminal elements or pirates operating in the Sri Lankan seas for many centuries". Besides, she told the Navy chief that there "is much evidence to raise suspicion against the Liberation Tigers of Tamil Eelam (LTTE)regarding the attack.

The Sri Lanka Monitoring Mission (SLMM) and the Liberation Tigers of Tamil Eelam (LTTE) met on April 8 at Sampoor, Trincomalee district, media reports said. At the meeting, the LTTE assured SLMM chief Tryggve Telefssen that it would ‘suspend’ the movement of its cadres through government-controlled areas, during nights, until due procedures are formulated in this regard. The SLMM and the LTTE also decided to hold a meeting between the LKTTE and local heads of Government Forces on April 21 in Mutur, to discuss procedures of cadre movement. Trincomalee district commander Colonel Pathuman led the LTTE team at the meeting. Colonel Pathuman later told the media that if the talks failed, the LTTE "will have no alternative" but to move through government-controlled areas, "without waiting for permission from the Sri Lankan government troops. He added, "It cannot be considered as a cease-fire violation."

Sri Lanka Monitoring Mission chief Tryggve Telefssen met with Liberation Tigers of Tamil Eelam (LTTE) political-wing head Thamilselvam in Kilinochchi, on April 9, to work out modalities for sea and land movement of LTTE cadres, SLMM spokesman Pekka Vihervas told the state-run Daily News. The two discussed the SLMM’s draft proposals on sea and land movement, earlier sent to the LTTE. The LTTE would be responding with its comments in the next two or three days. The LTTE and the Government are set to meet April 19 and 20, in Batticaloa and Trincomalee respectively, to discuss the same subject. The final arrangement will be arrived at on April 19, at a meeting to be attended by the Government, the LTTE and the SLMM, in Omanthai.

Talks between the Tamil National Alliance (TNA) and the Defence Ministry on identifying a new site for the Army’s Jaffna town brigade headquarters remained inconclusive, on April 9, media reports said. The TNA will now hold further discussions with Premier Ranil Wickremasinghe on the issue, TNA parliamentary group leader R.Sampanthan said, on April 9. The TNA, the Liberation Tigers of Tamil Eelam (LTTE) and Jaffna residents have already strongly objected to a proposal to locate the garrison at the municipal grounds. The Army rejected proposals to shift the brigade headquarters to Kaakaithivu or Kallundai Veli. Delivering the keynote address, United States Assistant Secretary of State Richard Armitage said the LTTE has been designated as a foreign terrorist organization in the US since 1997, and hence its representatives were not given visas to attend the meeting. He, however, said the US feels "encouraged by the recent behaviour of the LTTE", and "can see a future for the LTTE as a legitimate political organization". A report on April 28 indicated that a group of Norwegian officials, including Norwegian Ambassador to Sri Lanka Hans Brattskar, are scheduled to visit Wanni this week to meet the Liberation Tigers of Tamil Eelam (LTTE) leaders to discuss the resumption of peace talks. Other reports said, the LTTE Chief Negotiator Anton Balasingham on April 29 denied that the Government Negotiator and Minister Milinda Moragoda had assured the group on latter’s participation in Washington donor’s Conference, held on April 14. Balasingham reportedly said, "We are well aware that the LTTE is a proscribed organisation in the United States and these legal constraints precluded our attendance." He further said, "Moragoda could not and certainly did not give us an assurance we would be able to participate." He added, "We regret Moragoda has been offended by this misunderstanding, as his contributions to furthering the peace process are invaluable." Prime Minister Ranil Wickremesinghe, in a reply, on April 30, to Liberation Tigers of Tamil Eelam (LTTE) Chief Negotiator Anton Balasingham's letter on temporarily pulling out from the peace talks, called upon the group to review its present stance and continue its participation in the negotiations. He reportedly wrote, "Both sides have obligations to fulfil the terms of the Ceasefire Agreement. While there has been increasing compliance, I agree with you that there is much to be done to implement fully, the provisions of the Ceasefire Agreement. Our view is that both parties should commit themselves to doing so." On the group’s inability to participate in a donor’s conference held in Washington, on April 14 the Premier said, "I regret the LTTE could not participate and you will appreciate that the government cannot be blamed for this situation." The group had declared temporary withdrawal from the peace talks on April 21.

The US State Department’s report on Global Terrorism released on April 30 states that the Liberation Tigers of Tamil Eelam (LTTE) has not renounced terrorism and continues to smuggle weapons and indulge in forcible recruitment, including the recruitment of children. The report further said that the group’s recent statements, however, give reason to hope that it intends to transform itself into a ‘legitimate’ political entity. The US also continues to designate the LTTE as a "foreign terrorist organisation", the report added.
