President Chandrika Bandaranaike Kumaratunga had asserted that her government would press with the devotion programe and expressed her happiness at the UNP’s participation in the ongoing efforts to arrive at a Sinahal consensus, before a final draft is presented to the LTTE. The President brushed aside the Janatha Vimuktu Perumana’s opposition to Norway’s involvement in finding a solution to the seventeen-year old ethnic crisis in the island country. The President indicated that the LTTE was showing signals of preparedness to begin negotiations with the government through Norwegian mediators. According to the President, the government would insist on some preconditions such as continued presence of security forces in the Northern areas even as it is prepared to consider any preconditions set by the LTTE for the initiation of dialogue.

In a major breakthrough, the Colombo Detective Bureau (CDB) reported recovery of a vital document relating to the name and the signature of the 'kingpin' behind the blasts at Rajagriya, Colombo, on March 10, by the Liberation Tigers of Tamil Eelam (LTTE). Police have not revealed the name. Seventeen suspects have already been taken into custody in connection with the attack. After the blasts, in which LTTE suicide bombers, mostly hailing from Batticaloa, waited in prowl for the Deputy Defence Minister, but killed several people and injured many more, the government has proposed to tighten control of movement of the people to and from Batticaloa.

Even as the Liberation Tigers of Tamil Eelam’s (LTTE) efforts to disrupt the main supply route (MSR) to Jaffna at Elephant Point continued on March 28, the Sri Lankan Defence Ministry has put army casualties at two officers and 50 soldiers dead. Nine officers and 94 soldiers have been wounded in the battle. 172 soldiers are reported to have received minor injuries in the Wathirayan battle alone. The Ministry claimed that the LTTE has suffered over 150 casualties so far, though the precise figure would be known only after the fighting and clean-up operations end. The LTTE claims that only eleven cadres were killed, including three holding the rank of Lieutenant. Meanwhile, security forces pulled back from the Manmunai base, ostensibly as part of redeployment to strengthen positions north of Chempiyanpattu after they came under an LTTE attack on March 27. Tiger sources claim that the LTTE has run over the base. The army admitted that three artillery guns at the Manmunai detachment were damaged due to heavy LTTE fire and that they pulled back to the Palaly camp. According to the army, an armoured tank used by Tigers (believed to have been captured from the Indian Peace Keeping Force [IPKF]) was destroyed. After losing control over the Palaly area in the Elephant Pass sector for six hours, the army announced that troops were able to recapture the area. The navy and airforce jointly foiled another LTTE attempt to launch their cadres in three boats at Chempianpattu, destroying those boats on March 28. In another incident, two out of the seven LTTE boats arrived at Killaly while the rest were forced to withdraw towards Pooneryn. The Air Force also successfully engaged LTTE concentrations at Maruthankerni, Chempianpattu and Manmunai

A wide range of issues, especially the ‘unit of devolution’ are proposed to be discussed, on March 28, when President Chandrika Kumaratunga and the Opposition United National Party meet for the fourth weekly consultations. The consultations are meant to evolve a Sinhala consensus before presenting proposals to the Tamil groups, notably the Liberation Tigers of Tamil Eelam (LTTE), to resolve the 17-year long ethnic conflict in the island country. The talks will be held for two days in a row and it has also been agreed to increase the duration of hours. Matters that are on the agenda include police powers, education, judicial powers and land.

Further progress on reaching a Sinhala consensus on Constitutional reforms was made when the ruling People's Alliance (PA) and Opposition United National Party (UNP) delegations held discussions at President Chandrika Kumaratunga’s ‘Temple Trees' residence, on March 29 . The delegations, led respectively by President Chandrika Bandaranaike Kumaratunga and Opposition Leader Ranil Wickremesinghe, agreed that it would strengthen the democratic process and the concept of regional councils if the Board of Ministers is representative of all parties elected to the Council on a proportionate basis, a joint communiqué issued by the two sides stated. A significant result was the agreement reached with regard to procedures to be followed by the Head of State in achieving a balance between giving due importance to the wishes of the regions, and the responsibility of the Central Executive in appointing Governors and accountability to Parliament.

More than 200 Sri Lankan troops and Liberation Tigers of tamil Eelam (LTTE) rebels have been killed in pitched artillery battles north of a key military base, Sri Lanka's Defence Ministry said on March 29. Ground troops estimate that over 150 LTTE rebels were killed as the guerrillas tried to push north of Elephant Pass. However, the LTTE's underground Voice of Tigers radio in its broadcast said only 16 of their cadres were killed. The Voice of Tigers gave the names of the 16 cadres and said two of them were women fighters. Local residents said that at least five civilians were killed and about 30 wounded when they were caught up in the fighting which erupted, on March 27, with a multi-pronged rebel assault. The LTTE also said they had stormed the military garrison at Pallai and destroyed its main artillery base, while making advances toward Thalaiyadi. The LTTE have failed to retake the Jaffna peninsula in recent months after attacks on the Elephant Pass base. The Defence Ministry did not give a death toll for March 29's fighting. The rebels' clandestine radio, monitored from northern Sri Lanka, on March 29, said 19 guerrillas had been killed in the fighting around Elephant Pass. The army has been pushed back from the Manmunai coastal detachment and the LTTE say they had cut off the supply route to another strategic base at Yakachchi.

In an interview with Sri Lanka’s Sunday Observer, on March 30, President Chandrika Kumaratunga described as 'satisfactory' the pace of the talks between the People's Alliance (PA)––the ruling coalition, and the Opposition United National Party on constitutional reforms. She said that the present phase of the talks would be concluded by mid-May. 'The discussions are going on slowly but progressing. We have got down to brass tacks,' said. She also hinted that the frequency and duration of the talks might be increased to keep the deadline. Kumaratunga had said that the only obstacle in the way of bringing about a new Constitution, as mandated to the PA, was the present Constitution itself. Even now, 12 of the 14 political parties represented in Parliament had agreed on the new Constitution. However, since the PA believed in 'consensual rather than conflictual government' it had decided to seek the cooperation of the UNP as the main Opposition party 'as much as we can' to bring about a consensus. The President has described as discouraging LTTE ideologue Anton Balasingham’s recent interview and said that the LTTE had not given up its ' usual conflictual manner of attacking democratic parties'. On the question of de-escalation of the conflict, Kumaratunga said that she would not allow the withdrawal of troops 'even if I am killed'. 'However as and when the talks with the LTTE progress, a de-escalation could be considered.

Some 1,500 LTTE cadres are believed to be participating in the operations, in which they appear to have taken control of a long stretch of land sandwiched between a lagoon and the sea-coast. The Sri Lanka Army has so far lost around 70 soldiers, and 425 troops have been injured. The LTTE too reportedly suffered heavy losses. The LTTE’s counter-offensives have cast a shadow over the prospects for direct negotiations between the government had the rebels, which was agreed upon after prolonged efforts by Norway, to find a solution to the seventeen-year long ethnic conflict in the island country in which tens of thousands had died.
