The LTTE believes that Jaffna is non-negotiable and government losses in the North would severely affect the latter’s position. Leaders of three dominant Buddhist groups, leading opponents of the controversial devolution package, are scheduled to meet at Borella, on April 6, to announce a set of non-negotiable demands to be incorporated into the proposed constitution. Leading government and opposition members including the Leader of the House, Minister Ratnasiri Wickramanayake, Peoples’ Alliance General Secretary D. M. The Defence Ministry, in a communiqué, said that in the operations near Muhamaalai, between Kodikamam and Pallai, it had killed 25 Liberation Tigers of Tamil Eelam (LTTE) cadres, while it ad lost four soldiers. 35 Soldiers and two officers were wounded in the operations, the Defence Ministry said. Further, 75 LTTE rebels were believed to be trapped in the area. The LTTE, however, held that it had killed over 100 government troops and had injured more than 300. While the LTTE claimed that it had destroyed two tanks, the Defence Ministry said that government troops had destroyed a tank ‘that was bogged down’ and admitted that the LTTE had damaged two armoured tanks in RPG and artillery fire.

Jaffna's southern sector witnessed another round of fighting on April 5. The Liberation Tigers of Tamil Eelam (LTTE) and the Sri Lankan Army (SLA) were bombarding each other’s positions near A9 highway, since the morning. The SLA's operation, code named Welikathra, came under heavy resistance when Tiger rebels made a fresh attempt, on April 4, to advance towards Muhamaalai, the LTTE claimed. The SLA lost an additional kilometer of territory near Muhamaalai in a fierce counter-attack by the Tigers .The government claimed that 30 Tigers were killed in the battle at Muhamaalai. The Tigers claimed that 60 government troops were killed in the offensives. The LTTE also claimed that they were pushing further into the Jaffna peninsula and that its Special Border Force and Border Force units were playing a prominent role.

Only two kilometres of the road remained in the control of the Tigers according to official sources. While the (Liberation Tigers of Tamil Ealam) LTTE said that the forces of the Sri Lankan army were bogged down and in fact attacks on Eluthumadduval and Pallai, south east of Jaffna, were counter-attacked and repulsed. Heavy fighting between the LTTE and government troops continued north of the Pass, where the troops are now concentrated to prevent the LTTE from marching towards Jaffna, which they had lost to the Sri Lankan Army in 1996. The Defence Ministry said that troops resisted the LTTE offensive, killing 197 LTTE rebels and injuring several hundreds during the last few days. The Ministry claimed that 150 LTTE cadres were killed on April 22, and 12 on April 23 morning. During clashes on April 23, government forces claimed the loss of seven officers and 72 soldiers. Among those killed were a Brigadier and two Colonels. Some 420 security forces personnel were injured in the intense clashes. LTTE sources however put the Army toll at a higher figure of 1000.

Six LTTE guerrillas were killed in clashes in general area Tettamthottam East. Three other LTTE cadres were killed in a confrontation in Tanmakkeny. In another incident in general area Kovilkadu, government forces sniped and killed one LTTE rebel, while three more were killed in general area Vedukkanary. Sri Lanka's President, Chandrika Kumaratunga said over state-run Roopavahini, on April 28, that her government would "relentlessly pursue the military option" if the Liberation Tigers of Tamil Eelam (LTTE) did not lay down arms. "As a strong Government committed to safeguard human freedom and human life, we are not willing to compromise the safety of all citizens of this country", Kumaratunga said, in her address, in the aftermath of the loss of Elephant Pass to LTTE rebels. Kumaratunga asked people belonging to all ethnic communities to rally around her government at this trying moment and came down on opposition members for "taking narrow political advantage" of the army's recent debacle in Elephant Pass. In another development, Kumaratunga, in her capacity as the Commander-in-Chief of the Armed Forces, has ordered regulars and reserves of the Sri Lanka Army, Navy Air Force to report to active service from May 1, 2000.
