The Crime Investigation Department's (CID) Anti-Extremist Cell (AEC) on December 1 recovered bombs and other explosives in a raid on militants' hideout in Mominabad area of Orangi Town in Karachi on December 1, reported The Express Tribune. Deputy Superintendent of Police (DSP) Ali Raza, who heads the AEC, said that the raid was conducted on the basis of information they received about the presence of Tehreek-e-Taliban Pakistan (TTP). He added that the militants were plotting attacks in the city and were in possession of explosive materials and bombs. CID officials said that there was heavy firing from both sides and the militants managed to escape. Initial reports suggest that around 100 kilograms of explosive material was recovered from the hideout along with three suicide jackets which were ready to be used, one bottle bomb, three hand grenades, 18 packet bombs, one Kalashnikov, 30 detonators, wires, six batteries, 13 cell phones, three remote controls, two vehicles with government number plates, three pistols, six uniforms belonging to security forces, including the Police.

Pakistan Army fighting militants in North Waziristan Agency of Federally Administered Tribal Areas (FATA), Chief of Army Staff (CoAS) General Raheel Sharif while addressing the eighth International Defence Exhibition and Seminar (IDEAS) 2014 in Karachi on December 4 said that the presence of non-state elements in Pakistan has complicated the internal security situation, reported Daily Times. He said that solving Kashmir issue was necessary for maintaining peace in the region. “Sometimes security of the whole region can be threatened by a single unresolved issue such as Palestine and Kashmir and obviously necessitating a regional approach to conflict resolution,” he said.

Speaking at the Youth Parliament Convention in Karachi, former President General (retired) Pervez Musharraf on December 4 termed recognition of the Taliban regime in Afghanistan a blunder on part of Pakistan but blamed the West and United States (US) for the birth of al Qaeda and leaving Pakistan high and dry after the Soviet withdrawal from Afghanistan, reports Dawn. He said Pakistan suffered due to wrong policies of the US as the country had to fight on two fronts simultaneously in 1979, which led to an increase in the size of the armed forces. Musharraf said efforts have been made to destabilise Pakistan right from 50s and 60s era. “Some say Taliban are our children and we created them… but it’s not true,” said the former President. He said Islamic Mujahidin were introduced to fight against the Soviet Union in 1979 and subsequently the Soviets were defeated and evacuated Afghanistan in 1989. Musharraf regretted that Mujahidin were not looked after following their ‘utilisation’ against the Soviets. He, however, admitted that recognising the Taliban regime in Afghanistan was a blunder on Pakistan’s part. Further commenting on prevailing political situation, the Musharraf said that Army must have a constitutional role in Pakistan. Political parties do not take better decisions in the greater interest of the nation and democratic Governments have never performed well in Pakistan, he claimed. “Progress was only made during Ayub Khan’s regime besides mine.” Musharraf claimed.

At least 14,115 persons have been acquitted in terrorism-related cases by the Anti-Terrorism Courts between 2008 and 2012 while some 10,387 people booked in similar cases were granted bail during this period, according to the data compiled by Federal Ministry for Interior to formulate National Internal Security Policy 2014-2018 reveals, reports The News on December 19 (today). The policy says that the criminal justice system is ill-equipped in dealing with the internal security threats. Inability to successfully prosecute cases of terrorism remains a matter of serious concern. Also, the absence of basic investigation and case preparation skills of Police results in lack of convictions by the courts. There were at least 35,106 under trail prisoners in terror cases in the country while some 28,325 have been challenged by Police. The document says that there are 1,175 pending investigations while of the total 13,053 registered terrorism cases, 6,661 have been decided. The data says that there are 48 Anti-Terrorism Courts in the country with 14 in Punjab, 11 in Sindh, 11 in Khyber Pakhtunkhwa (KP), 2 in Islamabad and 10 in Gilgit-Baltistan (GB). Total cases under anti-terrorism laws registered in the country from 2008 to 2012 were 13053. Most of them, 4627 cases were registered in Sindh (1810 under trail and 1809 decided cases); 3372 in Punjab (1560 under trail and 2485 decided) 2975 in KP (1417 under trail and 1261 decided) and 2001 in Balcohistan (557 under trail and 980 decided). In Islamabad 78 (25 under trail and 42 decided) cases were recorded and some 311 cases are under trial in GB while 84 have been decided.

An Anti-Terrorism Court (ATC) on December 19 issued black warrants for two Lashkar-e-Jhangvi (LeJ) militants, identified as Attaullah alias Qasim and Mohammad Azam alias Sharif, who had been given death sentence by an ATC in July 2004 for killing Dr Ali Raza Peerani on sectarian grounds in June 2001 in the Soldier Bazaar area of Jamshed Town in Karachi, provincial capital of Sindh, reports Dawn. The court directed the jail authorities at the Sukkur central prison to carry out the hanging of Attaullah and Azam on December 23, 2014, at 6:30 in the morning till death. The jail authorities in Karachi requested another ATC-III to issue fresh black warrants for two condemned prisoners, Behram Khan and Shafqat Hussain, in separate cases. The court had issued black warrants for both the convicts but their hanging was deferred by the Presidency. Behram was sentenced to death for murder, while Sub-Inspector (SI) Pir Bux was awarded life imprisonment for abetting the killing in 2003. Behram along with SI Pir Bux killed lawyer Ashraf inside the courtroom of the courtroom of Justice Zawar Hussain Jaffery in the Sindh High Court in a case of mistaken identity, while Shafqat was found guilty of kidnapping-for-ransom case in which he killed a boy named Umair (7) in New Karachi Town area in 2004.

According to details, on a tip-off about the presence of TTP 'commander' Khan Zaman Mehsud and his associates in Sohrab Goth, Police took action. Seeing the Police, the militants opened fire which was retaliated. The police after a brief shootout said they managed to arrest 13 militants in injured condition who later succumbed to their injuries, while their 'commander' Khan Mehsud with some of his aides fled under the cover of fire. In addition, the Police claimed to have arrested a would-be suicide bomber who was wearing a suicide jacket and had failed to explode himself. Senior Superintendent of Police (SSP) Rao Mohammed Anwar of District Malir said the Police arrested a suicide bomber. During the search of their hideout, the Police recovered three Kalashnikovs, four TT pistols, two repeater rifles, one sniper rifle, three 9mm pistols, five kilograms of explosives, 10 kilograms of ball bearings and hundreds of bullets from their possession. SSP further said that four of the 13 terrorists were wearing Police uniforms. He said two of the terrorists belonged to al Qaeda while the others TTP militants. The Lahore High Court (LHC) and the Sindh High Court (SHC) on December 22 suspended implementation of death penalty of seven prisoners by a military court, reports Daily Times. As per media reports, Justice Arshid Tabassum of LHC’s Rawalpindi bench took up miscellaneous petitions for hearing in respect of death convicts. Laiq Khan Swati, counsel for Adiala jail prisoners on death row including Ahsan Azim, Asif Idrees, Omar Nadim, Kamran Aslam and Aamir Yusuf took up the plea during the course of hearing of petitions that military court cannot court-martial civilians, and despite this his clients were convicted and sentenced by military court against the law of land. He said neither they were given the right to hire services of any lawyer nor were they provided any judicial document during the currency of this case. The court heard the stance of the petitioner, sought the details of all the prisoners on death row and summoned reply from Federal and Provincial Governments till January 12, 2015. The court has suspended execution of these five death convicts till the next hearing of this case. The Sindh High Court suspended the black warrants of two inmates citing that the proper legal procedure was not followed. The suspension of the warrants came after the SHC heard appeals filed by the families of these inmates.

According to statistics revealed on December 25 at least 28 activists of political parties, banned religious organisations and sectarian outfits are among the 458 convicts on death row in Sindh Province, reported The Express Tribune. Of these, the mercy appeals of eight convicts are pending before the President and one before the Army General Headquarters. Consolidated statistics show that the major prisons in Karachi, Larkana, Hyderabad and Sukkur Districts house 458 such prisoners, who were awarded death sentences by the Sessions Courts and the Special Anti-Terrorism Courts (ATC) over the years. The appeals of 379 condemned prisoners are pending before the Sindh High Court (SHC) while another 25 appeals are pending verdicts at the Supreme Court. The figures further reveal that the appeals of two members of a banned militant outfit, Mohammad Rehman alias Mani and Anwar-ul-Haq, who had challenged the death sentences awarded to them by the ATC, are awaiting decision before the SHC. A member of a banned sectarian outfit, identified as Syed Mohammad Tehseen alias Rashid, was awarded capital punishment by the ATC on March 22, 2007. Another convict Rehimullah alias Naeem was also awarded the death sentence by the ATC on January 19, 2010, whose appeal is still awaiting decision in the SHC.

The officials arrived at this conclusion during the course of investigations into the airport attack. “It all began with forensic and legal examinations of the pieces of evidence found at the attack site,” said an official while sharing findings of the airport attack investigation. “Among other things,” he said, “a 9mm pistol had been found at the attack site. The pistol had not been used by the Security Forces personnel while combating the attackers. A forensic examination of the pistol showed it was licensed and the legal document of the arm was originally issued from Shahdadkot in Sindh.” The findings helped the Police investigators track down their four handlers, who were arrested after being identified as Sarmad Siddiqi, Nadeem alias Burger alias Mullah, Asif Zaheer and Essa alias Master, he said. The findings were later confirmed by the Chief of the Crime Investigation Department (CID) Police Counter-Terror Unit who is behind the investigations into the airport attack and other high-profile cases, Raja Umer Khattab.

According to the list, the Islamic State (IS), known as Daish in Arabic – a militant outfit that has made significant strides in parts of Syria and Iraq – is likely to be proscribed in Pakistan. Despite denials from the Federal Government, the Islamic State is believed to be engaged in a recruitment drive in Pakistan. One intelligence report suggested that the militant organisation is trying to establish its network in Balochistan, which is already in turmoil due to insurgency. Although there is no clear evidence of the IS’s presence in the country, wall-chalking supporting the militant outfit has recently appeared in several major cities, including Karachi, Lahore and Peshawar. Earlier this month, the Foreign Ministry said the Police had arrested some people linked to the IS graffiti in various cities. Also some members of the religious right, including Lal Masjid chief cleric Maulana Abdul Aziz, have publicly supported the IS agenda.

"There is a lot of doubt whether he is alive or not. But we are more confident that he is in Karachi," Nabil was quoted as saying in The New York Times (NYT) regarding Omar's whereabouts. An unnamed European official said in the NYT report that there is a "consensus among all three branches of the Afghan Security Forces that Mullah Omar is alive". "Not only do they think he's alive, they say they have a good understanding of where exactly he is in Karachi," read the report. The report said that Mullah Omar has always functioned more as the spiritual and ideological leader of the movement than as an operational 'commander'. "But now one man, Mullah Akhtar Muhammad Mansour, has risen to the No 2 role and become the main link to Mullah Omar, allowing him to place his loyalists up and down the ranks," Nabil said in the report. According to the report, Maulvi Najibullah, a senior Taliban military 'commander', said in a telephone interview from Peshawar (Khyber Pakhtunkhwa), that he has "not seen Mullah Omar in a very long time". The discussion mainly revolved around the repatriation of the Afghan refugees from Pakistan after the December 26, 2014, attack on Army Public School in Peshawar. She argued that there was no criminal involvement of the registered refugees living in Pakistan but they could not give any guarantees about the unregistered ones. She, however, added that the UNHCR was in close coordination with the Government over the issue. Speaking in the context of Sindh, the representative informed the audience with the help of slides about the refugees presence and status and said there were 67,000 refugees in the Province at present. Their number continues to increase and decrease depending on the number of people making their way and returning through the porous border Pakistan shares with Afghanistan. There were 72,000 Afghan refugees in the Province, till 2013, and by the end of this year 5,000 reportedly returned to their homes. Apart from the Afghans, the number of Somalian refugees in Karachi is around 200.

A Division Bench of the Sindh High Court (SHC) headed by Justice Sajjad Ali Shah on December 30 directed the Rangers and Police to make efforts for recovery of two missing persons, reports Daily Times. The petitioner, Muhammad Idrees submitted that his son Abdul Basit (34), was picked up from Babar Market in Landhi Town on June 26, 2014, by unknown persons and since then there was no information about his whereabouts. He requested the court to direct the authorities to recover his son. The Rangers' official filed its comments, stating that they had neither arrested Basit nor kept him in detention. Another petitioner Muhammad Yousuf stated that his son Muhammad Umair (29), was picked up from Landhi Town on June 25, 2014. Since then his whereabouts were still unknown. He added that he had approached the officers of the Law Enforcement Agencies to trace his son but they had failed to locate him.

A total of 925 suspects were killed across Karachi in shootouts and 160 personnel of Police and Rangers fell in the line of duty during the year 2014, Dawn reported on January 1. According to official figures, 701 suspects were killed in ‘encounters’ with Police and 224 were gunned down in shootouts with the paramilitary Rangers while 143 personnel of police and 17 of Rangers were killed in targeted attacks in the metropolis, said spokespersons for police and Rangers.The fallen Policemen included Criminal Investigation Department (CID) Senior Superintendent of Police (SSP) Chaudhry Aslam Khan, who died in a suicide attack on his vehicle and five inspectors, sub-inspectors and constables, said Police spokesman Atiq Ahmed Shaikh. In addition, 111 suspected terrorists and gangsters were arrested and 50 Rangers’ men suffered injuries during the ongoing targeted operation, said the Rangers spokesman.
