Both extortionists had sought extortion from a local trader through means of intimidation, said Citizens-Police Liaison Committee (CPLC) chief Ahmed Chenoi. He said that the two men one of them watchman of the trader had sent an extortion slip with a threatening letter as well as two bullets, demanding PKR1 million. He said that two more suspects Amir and Roshan were still at large but the teams have been formed for their arrest.

According to Superintendent of Police (SP) Rao Anwar the bullets recovered from the US citizen would be checked whether they were the same being used in killings in Karachi. The Prime Minister said that terrorists and criminals should be brought to justice without any political prejudice. “We started the operation in Karachi with the agreement of all political parties and stakeholders,” he said, adding, “Being the economic hub of the country, Karachi holds special significance for me.” “We want cooperation of all stakeholders in Karachi and I see no one who will not want to improve the law and order situation of Karachi, therefore, a joint solution is the only option,” he added. Nawaz emphasised upon the capacity-building of the Sindh Police and appreciated acquisition of services of retired Army personnel for maintaining law and order in Karachi. He said it was very natural that there will be retaliation from extremists and terrorists, but the Government is prepared for that, and all possible support will be provided to Law Enforcement Agencies (LEAs) to counter the retaliation. It stated that at least 60 Policemen were killed in the line of duty. They were mostly targeted when they were on patrol though a few were killed in encounters with militants, bandits, gangsters and other criminals. The figures showed a total of 1,277 ‘encounters’ leading to the arrest of some 1,000 ‘heinous crime’ suspects and killing of 253 others. Suspects shot dead by paramilitary Rangers numbered 115. The suspects were wanted in ‘heinous crimes’ from murders to ‘terrorism acts’ and kidnapping-for ransom-to extortion. “The situation describes police strategy,” said the Spokesman for the Karachi Police when asked about the reasons behind an unprecedented surge in deadly encounters which left 253 suspects dead. “The current leadership of the Karachi and Sindh Police has focused more on training and capacity building of the serving Policemen, considering the challenges and ongoing targeted operation, which has resulted in better firing skills and much better reaction time of our Policemen challenging the criminals,” he said. “There is no shoot-at-sight order. The number of killings in encounters rose only because criminals face much stronger and quicker reaction from the Police party whenever they challenge it. The encounters were also held in the past but a sluggish response from the police party helped suspects to escape unhurt,” he added. While the Police ‘performance’ has brought down the number of killings on sectarian, ethnic and political grounds to a large extent, it has raised questions about the growing number of deadly encounters drawing criticism from human rights activists. Zohra Yusuf of the Human Rights Commission of Pakistan (HRCP) said that such a high figure of killings in ‘encounters’ acknowledged by the LEAs was highly alarming. A division bench of the Sindh High Court (SHC) headed by Justice Muhammad Ali Mazhar heard the arguments of the Attorney General of Pakistan (AGP) Salman Aslam Butt on May 20 regarding maintainability of the petition, filed by General (retired) Pervez Musharraf against the restriction on his travelling out of the country with regard to jurisdiction of the SHC, reports Dawn. The AGP contested that the High Court had not territorial jurisdiction to hear the matter as Musharraf’s name was placed on the Exit Control List (ECL) on the orders of the Supreme Court. It was stated that Musharraf should approach the Supreme Court to get his name withdrawn from the ECL. Meanwhile, Musharraf’s counsel Barrister Farogh Nasim while forwarding his arguments said that order regarding placing his client’s name on the ECL was against ‘principles of natural justice’ as no show-cause notice, as required by the law, was issued to his client. He said that earlier on April 8, 2013, the Supreme Court had issued directions to the Federal Government for placing the name of petitioner on ECL but later, final order of the apex court did not maintain the condition of ECL. Barrister Farogh was of the view that the trial court was competent to impose any restriction on movement of the petitioner if it considered necessary. Since the court had not barred the petitioner from traveling out of the country, any restriction by the Government on his movement was “sheer violation of the fundamental rights,” he added.

The Islamia Public School in Metroville’s Block 3 has been closed since May 3, 2014, after the school owners, Pervez Alavi, and his son Zahid, were killed inside the school despite the payment of more than half the extortion money. The extortionists had demanded PKR 600,000. Pervez had paid them PKR 400,000 in two installments and they had come to collect the third installment on that day. When Pervez failed to give them the money, they barged into his office and shot him and his son dead.

The dead body of a central leader of the Jeay Sindh Muttahida Mahaz (JSMM), Munir Choliani, was found lying by the road on the outskirts of Shahdadkot in Qamber-Shahdadkot District of Sindh on May 30, reports Daily Times. A shutter-down strike was observed in Warah and Naseerabad towns in the interior of Sindh against the murder of Munir Choliani, who was kidnapped along with his wife, daughter and driver on May 29 while he was travelling to Sehwan. His wife and daughter were released by the kidnappers later.
