Eight persons were killed and 24 others sustained injuries when two suicide bombers blew themselves up in the parking area of the Pakistan Navy War College in Lahore on March 4, according to The News. The incident occurred at around 1:10 pm (PST) when classes in the Pakistan Navy War College were in progress. Eyewitnesses and police officials said five Navy officials and two suicide bombers died on the spot while one Navy official succumbed to injuries at a hospital. The incident occurred when a suicide bomber, riding a motorcycle, rammed into the college gate and blew himself up while making way for his accomplice to the parking lot, which was packed with official vehicles. The second suicide bomber, who was standing at some distance from the gate, rushed to the parking lot and triggered his explosive device. Capital City Police Officer Malik Iqbal said that two suicide bombers had exploded themselves up at the entrance of the college parking lot. He disclosed that the first blast was of low intensity while the other was quite powerful, which caused major destruction. According to Daily Times, the second explosion caused four cars and two buses in the parking lot to catch fire, causing a third explosion at around 1.11pm. A fourth blast was also reported but it could not be confirmed.

Police in Lahore on March 6 arrested three suspected suicide bombers of a defunct militant outfit who were planning attacks on prominent personalities, according to The Post. They also recovered 50 kilogram explosive material, four suicide jackets, two bottles of explosive chemical and a bundle of electric detonators from their possession. Capital City Police Officer Malik Muhammad Iqbal told a news conference that the police had information that three bombers were coming to Lahore from the FATA with explosive material. The police subsequently raided the Shafiqabad area and arrested the three bombers identified as Abdul Majid Rashid alias Wali Hasan of Rahimyar Khan, Qamar Saleem of Gujranwala and Nadeem Shehzad alias Qari of Kot Radha Kishan. However, their group identity was not disclosed.

On March 9, the Pakistan People’s Party (PPP) and the Pakistan Muslim League-Nawaz (PML-N) agreed on a power-sharing formula to form a coalition government at the Centre and in Punjab. The parties also decided to re-instate the judges sacked on November 3 though a resolution in parliament, within 30 days of the formation of the federal government. “The PPP and the PML-N undertake to form a coalition [government] for a democratic Pakistan,” PML-N chief Nawaz Sharif read from a declaration he and PPP Co-chairman Asif Zardari signed at the joint press conference in Bhurban. “We feel that the country is on the verge of making history. We are aware of the problems that the country is facing... democracy is the best solution.” According to the deal, the prime minister and the speaker and deputy speaker of the National Assembly will be from the PPP, and the federal cabinet will include ministers from the PML-N. The Punjab chief minister and the speaker and the deputy speaker of the Punjab Assembly will be from the PML-N and the provincial cabinet will include ministers from the PPP. “The nominee of the PPP for the office of the prime minister will be fully supported by all coalition partners,” the declaration stated. “The restoration of deposed judges, as it was on November 2, 2007, will be brought about through a parliamentary resolution to be passed in the National Assembly within 30 days of the formation of the federal government,” it says.

At least 30 people were killed and more than 200 sustained injuries in suicide blasts at the Federal Investigation Agency (FIA) headquarters and an advertising agency office in Lahore on March 11-morning, Daily Times reported. The first attack was carried out at the FIA regional headquarters on Temple Road, severely damaging the eight-storey establishment and adjacent buildings. The building also housed the offices of a special US-trained unit created to counter terrorism. The suicide bombers on a pick-up rammed through the gate of the building, running over a policeman before blowing up the vehicle, according to Dawn. The second attack was carried out on Bungalow No 83/F in Model Town – the office of an advertising agency. Two children and a gardener died in the bombing and about 12 people were injured. The advertising agency is located near Bilawal House, office of the Pakistan People’s Party. Capital City Police Officer Malik Muhammad Iqbal said attackers rammed explosives-laden vehicles into the targets in both the attacks. Police said around 50kg and 30kg of explosives had been used in the two attacks. Sources said police arrested 27 suspects from Lahore, Gujranwala, Sargodha and Okara on March 11-evening. 15 of them were detained during raids in the Awan Town, Shahdara, Misri Shah and Bilal Gunj in Lahore. Police also seized a large quantity of explosives in the raids.

Police on March 12 arrested more than 50 suspects in province-wide raids in connection with the suicide attacks in Lahore on March 11, and were investigating whether al Qaeda was behind the attacks, according to Daily Times. Police sources said the suspects, most of them from banned militant groups, were arrested from Lahore, Faisalabad, Okara, Dera Ghazi Khan and Bahawalpur. Deputy Inspector General (Investigations) Tasadaq Hussain said plastic explosive C4 was used in the attacks. Meanwhile, four to six men prepared to carry out suicide attacks are still present in Lahore, Geo News reported.

A meeting of security agencies on March 13 named al Qaeda and pro-Taliban commander Baitullah Mehsud as the prime suspects in the twin suicide attacks in Lahore on March 11, according to Daily Times. Sources privy to the meeting said representatives of intelligence agencies, the Federal Investigation Agency, Punjab Police and the Crime Investigation Department said Lahore was being targeted because it housed the regional headquarters of various security agencies. Investigators said at the meeting that Lahore was not a new target as intelligence had arrested 48 suspects including seven would-be suicide bombers from the provincial capital and seized 640 kilograms of explosives before Muharram.

The diary reportedly contained information about Taliban activity and addresses of Taliban militants and the CDs had footages of some successful operations conducted by the militants. A joint team of intelligence agencies and Lahore Police arrested two alleged terrorists on March 27 for facilitating the suicide bombings at General Post Office (GPO) and the Pakistan Naval War College, Daily Times reported. Police said that they had seized a "huge quantity of explosives", including suicide vests, detonators, and ball bearings, from the suspected terrorists’ possession. Capital City Police Officer Malik Muhammad Iqbal and Deputy Inspector General of Police Tassaduq Hussain told a press conference that Muhammad Shahzad and Nadim Hussain were members of the South Waziristan-based militant organisation Tanzeem Jihad Islami. Shahzad was reportedly living in a small rented house in Karnalpura, Wahdat Colony, and that the place served as a meeting point for suicide bombers before the bombings at GPO and the Pakistan Navy War College. Nadim had set up a public call office and a computer shop named My Computer, at main Ferozepur Road, the police said, adding that the two used their businesses as a cover to help suicide bombers to enter Lahore. Police seized 25 bags of explosive powder, 20 detonators, two packets of brown chemical, 11 packets of ball bearings (used as splinters in bombs), one bottle of liquid chemicals, one gallon of mobile oil, six empty parachutes, and 32 battery cells from Shahzad’s residence. From Nadeem’s possession, the police seized a suicide jacket, 40 detonators, 30 packets of explosive material, one packet of ball bearings, one packet of adhesive glue, 12 adhesive tapes, one ‘orange’ fuse cable, two switches, one digital metre and a battery.
