Following dismissal of the Sher Bahadur Deuba Government on February 1, King Gyanendra has assumed all powers himself and declared an Emergency throughout the country. All international flights to and from Kathmandu remain suspended since the King’s proclamation and communication facilities, including telephone lines, have been blocked. The King also suspended several provisions of the Constitution, including the freedoms of press, speech and expression, the freedom to assemble peacefully, the right to privacy and the right against preventive detention, according to a statement from the Narayanhiti Palace. In an announcement on State-run television, the monarch accused the Government of failing to conduct Parliamentary elections and being unable to restore peace in the country. Gyanendra, who is also Supreme Commander of the 78,000-strong Royal Nepalese Army, said security forces’ would be given more powers to maintain law and order.

On February 22, Indian External Affairs Ministry spokesperson, Navtej Sarna, said that no military supplies had been delivered to Nepal since February 1 and added that India has urged the Nepalese Government to restore political processes, lift restrictions on the press and release all detained political leaders, academics and rights activists. "The issue of military supplies to Nepal has been under continuous review taking into account the evolving situation in that country", the spokesperson said in response to a specific question on whether or not military aid had been suspended. Meanwhile, Indian Ambassador to Nepal, Shiv Shankar Mukherjee, has reportedly conveyed to the Nepalese officials in Kathmandu that India would continue its civil aid. On the same day, British Foreign Secretary, Jack Straw, stated that the British Government had decided to suspend a planned package of military assistance to Nepal and added, "We are now considering with key international partners what our longer term policy for providing assistance to Nepal should be, including assistance with a humanitarian purpose." The three million pound package of non-lethal equipments included vehicles, night flying and communications devices and bomb disposal equipment.

According to Nepal News, dead bodies of four Maoist insurgents were recovered while dozens of others are said to have been killed during clashes between the former and security forces’ (SF) at various places of the far-western district of Kailali on February 25. Four SF personnel also died during these clashes. Royal Nepalese Army (RNA) sources were quoted as saying that two bodies of Maoists were recovered from Pathariya and two more from Badaipur. Sources also claimed that there had been heavy casualty on the Maoist side and that they took their dead or injured comrades along with them. The clashes reportedly occurred when the RNA personnel were attempting to remove explosives-laden road blocks set up by the Maoists at the Attariya-Chisapani section of the Mahendra Highway.

Maoist insurgents are reported to have called for an indefinite strike at educational institutions in the mid-western district of Bardiya on February 25. A total of 371 schools in the district have already been closed following the Maoist call, according to Nepal News. The strike call comes amidst the School Leaving Examination which is scheduled to be held within a month. Most of the schools in Bardiya have indefinitely postponed their annual exams due to the call, reports added. Over 100,000 students have been affected by the strike call and the insurgents have instructed the teachers and students to boycott classes until further notice.
