Opposition parties obstructed the second successive meeting of the parliament on December 2, demanding withdrawal of the Constitution amendment bill registered by the Government in the parliament, reports My Republica. Lawmakers from Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), Communist Party of Nepal (Marxist Leninist) CPN (ML), Rastriya Janamorcha and Nepal Workers and Peasants Party (NWPP) opposed the amendment bill by standing from their seats subsequently after the commencement of the House meeting. Stating that Government's amendment bill has flouted the constitution and sparked divisions among the people, opposition parties stuck to their demand of withdrawal of the amendment bill. “The amendment bill has only invited dispute and divisions among the people. The government should rescue the country from division by withdrawing the amendment proposal,” CPN (ML) General Secretary C P Mainali said while addressing the House meeting after speaker Onsari Gharti allowed the opposition to put forth their demands. In their protest against the Constitution amendment bill that proposes shifting some Districts from Province 5 to Province 4 and making changes to the provisions relating to citizenship, language of official business and representation in the National Assembly, opposition parties have resorted to House obstruction.Meanwhile, the All Nepal National Free Students Union (ANNFSU), close to opposition party CPN-UML, also demonstrated against the registered Constitution amendment bill, reports My Republica on December 2. They urged the Government to withdraw the bill saying that the bill is against the national sovereignty and public interest. The union has protested and called the transport strike in front of almost all Government campuses across the country, said ANNFSU secretary RC Lamichhane.

Rastriya Prajatantra Party (RPP) Chairperson Kamal Thapa said that RPP will present amendment proposal to the second Constitution amendment bill registered at the Parliament Secretariat on November 29 to press for reinstatement of Nepal as a Hindu nation, reports My Republica. Speaking at the press conference organized by Media Nepal in Chitwan on December 2, the RPP Chair shared that his party will hold discussion with all other parties before floating the proposal in parliament during the deliberation on the newly registered bill. Expressing his displeasure over the Government's on November 29 move, Thapa reaffirmed his party's ideals, saying that although RPP wanted to propose for the reinstatement of Hindu nation, the bill was registered without consulting with them. According to him, the meeting of RPP's central committee would take official decisions on the registration of the bill tomorrow (December 3, today).

The Saptari District Police Office on December 3, arrested two persons, identified as Nathuni Yadav (50) and Bhawani Prasad Argariya (30) of Siraha, for their alleged involvement in installing explosives at the District Administrative Office (DAO), around a week ago, reports The Himalayan Times. According to Deputy Superintendent of Police (DSP) Dan Bahadur Karki, the duo was arrested from Melath-5 of Saptari District on December 3.The investigation has confirmed their involvement in the case and necessary investigation is being carried out, Police said.On November 27, Police had found a pressure cooker bomb in front of the DAO.It has been learnt that the explosives were planted by the Jaya Krishna Goita-led JanatantrikTaraiMuktiMorcha-Krantikari (JTMM-K).

Naya Shakti Party (NSP) Nepal Coordinator Baburam Bhattarai has claimed that the Constitution amendment motion recently tabled by the Government before the parliament is incomplete, reports My Republica on December 5.Addressing a political training and party entry program organized by NSN's Interim District Council in Kapilvastu on December 5, Coordinator Bhattarai said they have made their stance clear on demarcating two provinces in Tarai on five bases of identity and four bases of capability. Bhattarai further spoke of the importance of Constitution amendment for safeguarding and implementing the Constitution. The opposition parties obstructed the meeting of Parliament for the third consecutive time on December 4, demanding to withdraw the Constitution amendment bill, reports My Republica.Following the obstruction, the meeting was deferred till 1 pm on Wednesday (December 7) afternoon.Lawmakers from the main opposition party, Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), Communist Party of Nepal-Marxist Leninist (CPN-ML), Nepal Workers and Peasants Party (NWPP), RastriyaJanamorcha and Nepa Party stood from their respective seats to obstruct the proceeding following the commencement of the meeting.Earlier speaking at the meeting, NWPP lawmaker AnuradhaThapa Magar argued that the Article 274(1) of the constitution bars constitution amendment against national interest and sovereignty.Meanwhile, different students' unions and youth organizations protested against the Constitution amendment bill registered by the Government in the parliament even on December 4, reports My Republica. They have organized different agitating programs in front of the various Government campuses urging to withdraw the bill soon for few days.Locals, different political parties and industrialists have protested against the amendment bill as it has the provision of excluding some Districts from the Province-5 and including in the Province-4. Locals and cadres of various political parties took to the streets chanting anti-Government slogans. Corner meetings were also organized at various places in these Districts which will be affected by the Constitution amendment bill.In view of possible unrest, Kapilvastu District Administration Office (DAO) has declared certain flashpoints at District headquarters Taulihawa prohibited areas. Locals have been protesting against the Government's move to split Province 5 and take away the hill Districts. Likewise, the proposed provision on language of official business is also equally objectionable," said Rajaram Shrestha, a member of the party's central executive committee.Along with the argument, RPP, whose partnership is crucial for the ruling coalition to garner two-thirds majority in favor of the bill, asked the Government to put the bill on hold for now saying that the people from Province 5 are protesting against it and even the Madhes-based political parties are dissatisfied with the bill.The party has asked the Government to initiate fresh discussions within the parties in parliament and create an environment for developing new understanding and consensus among the political forces.Meanwhile, the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) has decided to intensify the ongoing agitation against the Constitution amendment bill registered by the Government at the Legislature-Parliament, reports My Republica. The standing committee meeting of the party held at Chairman KP Sharma Oli's residence, Balkot, reiterated the importance of taking the agitation nationwide, said party Vice-Chairman Bam Dev Gautam. Informing media about the meeting, CPN-UML Spokesperson Yogesh Bhattarai said the protest against Government's plan to amend the Constitution would be widened across the country, taking the agitations to all seven provinces.According to him, the date for the massive demonstrations in the provinces would be fixed later. Speaking at a function organized to lay the foundation stone for bridge over the Rapti River in Sisahaniya Village Development Committee (VDC) in Dang Deokhuri District on December 7, Prime Minister Dahal claimed that the bill was brought to create environment for the implementation of the Constitution and would not be withdrawn as long as he remains the PM. However, Dahal opined that changes can be made to the bill to address the grievances of the stakeholders. During the meeting of the chiefs of the three major parties at the Prime Minister (PM)’s official residence in Baluwatar in Kathmandu on December 13, NC President Sher Bahadur Deuba had floated the proposal. CPN-UML Chairman KP Sharma Oli and PM and CPN-Maoist Center Chairman Pushpa Kamal Dahal agreed to the proposal, according to a source. “If possible, let’s opt for the local elections under new structures. UML (CPN-UML) is ready for the polls even under the existing structures,” said the source quoting Oli. The source added that PM Dahal also agreed to the proposal as he is under pressure from the main opposition party to hold the polls at the soonest and disputes on the local-level restructuring. “Local unit restructuring is yet to complete in different districts. In such a condition, we should opt for the polls under the existing structures,” said Deuba at the meeting. The Government is mulling over conducting polls between mid-April and early May, according to sources.In addition, according to the PM’s Secretariat, the agreement to settle major issues of the national politics in their consensus was forged during the meeting, adds The Himalayan Times. However, we will not allow polls to be held before our concerns are addressed by amending the constitution,” Mahato said.
