"The constitution can be written and the peace process can come to a conclusion within the stipulated time if major political partiers show commitment to these objectives," PM Khanal said on April 1. Noting that the parties have reached consensus on a number of disputed issues, Khanal said peace and constitution were the main agendas for the Government.

Police on April 5 arrested four alleged cadres of the Samyukta Jatiya Morcha (SJM), an underground outfit, for their involvement in an extortion racket in the Budhanilakantha area of National Capital Kathmandu, Kantipuronline reported. The arrestee, Manish Bahadur Tamang, Dipak Lama, Manoj Lama and Kale Tamang, had long been spreading panic among affluent people in the Budhanilakantha area by threatening them and demanding huge amounts of money. According to Deputy Superintendent of Police Deepak Thapa, preliminary investigations indicate that they, in the name of SJM, had extorted millions from scores of Budhanilakantha denizens. During interrogation, they confessed that they had extorted many people and their soft targets were affluent families. So far only a woman, who was forced by the SJM to cough up NR 110,000 recently has filed a complaint, Police said.

Kantipuronline reports that it seems Prime Minister (PM) Jhala Nath Khanal’s plan to complete the integration and rehabilitation of former Maoist combatants within 50 days is in trouble, with the major parties failing to narrow down their differences on the integration modality. In March, PM Khanal had assured foreign diplomats that his Government would come up with a 50-day action plan to complete the integration and rehabilitation process. Since then, there has not been any progress.

Police on April 6 arrested five senior cadres of the Communist Party of Nepal (Rebel) Maoist, an underground armed group, from Baluwatar in the National Capital Kathmandu and Jagati in Bhaktapur District, reports Kantipuronline. Police said the arrestees were holding a meeting and making plans to bomb several places in the Kathmandu Valley when they raided the hideouts and arrested them. Along with three pistols, some explosives and paraphernalia containing plans to carry out the bombings. The arrestees were identified as ‘Chairman’ Lalit Limbu (Girwan), ‘Vice Chairman’ Bhim Ojha (Mukti), ‘Treasurer’ Barun Shrestha (Omkar), ‘Secretary’ Netra Prasad Dahal (Rijwan) and ‘Military Commander’ Ajay Thapa Magar (Akhanda). Police said the arrestees were preparing to collect around 50 weapons, enroll around 1,000 cadres in the outfit (giving priority to the Madheshi community) and plant bombs in 15 different places of the Valley by the end of April. Police also said they were planning to import two AK-47 rifles within two months. “They were planning to cause destruction and spread terror by bombing various places in the Valley to prove their existence, so that it would be easier for them to collect funds,” Senior Superintendent of Police (SSP), at the Metropolitan Police Range, Madhav Nepal said. “Preliminary investigation has revealed that Magar was a former Kathmandu District Committee member of the Unified Communist of Nepal-Maoist (UCPN-M), while Ojha was a former cadre of the Rastriya Prajatantra Party,” Chief of the Metropolitan Police Crime Division, Senior Superintendent of Police Hemanta Malla, said. However, police sources said the underground organisation is not a splinter group of the UCPN-M as the name suggests. The outfit was formed in mid-May 2010, Police said. Nepal News identified the outfit as Communist Party of Nepal (People's Revolutionary), while the Himalayan Times said that the outfit has defected from UCPN-M and has named itself as CPN-Janavidrohi Maobadi (CPN-People's Revolutionary Maoist).

The opposition Madheshi parties on April 6 asked the Election Commission to suspend the ongoing voter's list collection in Terai Districts and warned of a stir if only citizenship is made the criteria of electoral roll collection, according to Kantipuronline. Speaking in the Parliament session, Terai Madhesh Loktantrik Party lawmaker Hridayesh Tripathi and Nepal Sadbhawana Party lawmaker Laxman Lal Karna argued that many Madheshi would be left out if the list is prepared on the basis of citizenship. The US Assistant Secretary, Bureau of South and Central Asian Affairs, Robert Blake said on April 6 that the US is ready to assist Nepal for the timely accomplishment of the processes of peace and statute drafting, according to Kantipuronline. "When Nepal's political leadership demonstrates its readiness to move forward on the final elements of the peace process, we stand ready to provide limited support for some aspects of rehabilitation such as vocational training or to help ease the transition of these young Nepalis back into civilian life," Blake said in a testimony before the House Foreign Affairs Committee, Subcommittee on the Middle East and South Asia, adds Nepal News. "As an indication of their resolve to move ahead, the Maoists transferred command of their combatants to multi-party Special Committee this January that is overseeing the monitoring mechanism previously maintained by the UN," said he.

Meanwhile, Nepali Congress (NC) Parliamentary Party leader Ram Chandra Poudel remarked that the proposal on the integration of the PLA combatants put forth by the Nepal Army is incomplete. "The army's proposal is not complete from all perspectives and should be improved," said the NC leader. "According to Comprehensive Peace Accord, the combatants should be integrated on the basis of personal standard." Prime Minister (PM) Jhala Nath Khanal has indicated that the Constituent Assembly (CA) term will be further extended if the task of constitution drafting does not get completed by May 28, when the CA’s current term ends, reports Nepal News. The Supreme Court (SC) has made it clear that the CA’s term will not end until it completes the task of constitution writing, said PM Khanal on April 7. Khanal further said, the CA’s main task is to make a constitution and it can’t shy away from its responsibility. Considering the remaining processes in constitution making it is almost impossible to promulgate a new constitution within the stipulated date of May 28. Since the outline of the constitution has not been determined yet The SC had issued a verdict few months ago upholding the CA decision to extend its term in 2010 saying the CA term cannot end until a new constitution is promulgated. According to existing provisions, the CA needs to amend the clause related to the CA term in the interim constitution. The interim constitution can be amended with a two-third majority. As reported earlier, the Army had submitted a proposal to Prime Minister Jhala Nath Khanal suggesting that a separate directorate be constituted within the Army comprising 50 percent former Maoist combatants and fifty percent personnel of the three security agencies

"The President should carry out his constitutional duty as the Interim Constitution recognises him as its protector -- if the political parties fail to fulfill their mandate," he said adding, "The country cannot be left in a mess. Addressing a programme on April 8, Mahara also expressed doubt over the promulgation of the new statute on time as the parties are yet to finalise some major issues including the federal model. However, the minister maintained that the UCPN-M has been lobbying with the major three parties to forge consensus on all the pending issues to meeting the CA deadline. He also claimed the logical conclusion of the ongoing peace process and timely statute are the main priority of the Government. Earlier, on April 13, organising a press conference in Tansen, Police had paraded five cadres of the armed outfit arrested in the similar crime. Likewise, five more SJM cadres — Khagendra K. The ANPA-R activists seized the house and land belonging to Bijaya Kurmi, Kisan Kurmi and Dilip Kurmi. About 100 cadres led by ANPA-R ‘district leader’ Dabal Singh D. C. reached the area and announced the seizure by hoisting party flags. Three Policemen were injured when over 200 cadres of Khumbuwan Mukti Morcha (KMM) on April 23 attacked a Police post in the Belbari area of Morang District demanding release of their fellow cadres, Nepal News reports. They had gone to release their fellow cadres – Susan Limbu, Arjun Dhimal and Suman Dhimal – who were arrested on April 22 from Jedaha. Limbu and Dhimal were arrested from on charges of attacking the Police van and involving in a fight. KMM is an underground armed outfit, which has been claiming to be fighting for securing the rights of Khumbu region.

The Unified Communist Party of Nepal-Maoist (UCPN-M) in its central committee (CC) meeting on April 29 approved the political dossier of its chairman Pushpa Kamal Dahal aka Prachanda by majority votes, according to Nepal News. Dahal has in his political dossier emphasized the need to conclude the peace process and constitution-drafting to safeguard the political achievements made so far. Senior Maoist leader Dev Gurung later said that party vice-chairman Mohan Baidya, who had tabled a separate proposal in the CC meet vigorously advocating the revolutionary path, filed a note of dissent against Dahal’s proposal. Gurung further said that the party’s CC meet also concluded that there’s no alternative left but to go for the second extension of the Constituent Assembly’s term since the May 28 deadline for promulgation of the new constitution is not likely to be met. He, however, said that the party is in favor of an integrated draft of the new constitution by May 28. The vice chairman Baburam Bhattarai faction backed Dahal's document, adds Kantipuronline.

Three people, including the driver, were injured in a bomb attack on a bus at local Volti in Mahottari District. The bus was returning towards Jaleshwar after transporting the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) members to their homes following a programme attended by the Prime Minister in Janakpur when it was hit with the improvised explosive device (IED) at Volti. The Central Committee member of the Rajan Mukti faction of the Janatantrik Terai Mukti Morcha (JTMM-R), Bhaskar Mukti taking responsibility for the attack on the bus said his party carried out the attack for defying the general shut down called in the District by the party.

United Nations (UN) Secretary-General Ban Ki-moon called on Nepal's rival parties on April 29 to step up efforts to agree a new constitution, according to Himalayan Times. The Secretary-General said Nepal was facing a new "decisive point" in its efforts to get over a decade of civil war between Maoist rebels and the Government that ended five years ago. "With Nepal's constitutional deadline less than one month away, the secretary-general urges all parties in Nepal to exert the utmost effort in reaching consensus on outstanding issues, including the integration and rehabilitation of Maoist army personnel and fundamental issues regarding the new constitution," Ban's spokesman Martin Nesirky said, adding, "At this decisive point in the process, the secretary-general calls on all parties to exercise maximum flexibility in seeking a common political ground to enable them to fulfill their commitments, including the adoption of a new constitution by the constituent assembly." Ban said in the statement that "Nepal's peace process has already delivered significant achievements. However, the process remains overdue and incomplete due to continuing differences among the parties."
