A tribal man, identified as Lalit Dora (50), was killed by Communist Party of India-Maoist (CPI-Maoist) cadres in Dhuliput village in Paparmatla area under Chitrakonda Police Station area in Malkangiri District on July 1, suspecting him to be a Police informer, reports Business Standard. Maoists stormed in to his house in the night, dragged Dora out and thrashed him to death as the rebels are observing 'protest week' demanding halt to anti-Maoists operations by Security Forces, Police said July 5. Though the incident took place four days ago, the information was received late as the village is located in a remote and inaccessible area in the Maoist-affected Malkangiri District. The incident came close on the heels of the abduction and killing of Raman Tamarabi (40) from Chintamchilika on June 30. His body was found in a nearby forest the next day, Police officials said.

The Communist Party of India-Maoist (CPI-Maoist) cadres allegedly killed a tribal civilian, identified as Raman Tamarabi (40), in the cut off area of Balimela reservoir near Chintamchilika village in Malkangiri District of Odisha on July 1, reports The Hindu. It is alleged that a group of armed Maoists had abducted Tamarabi from Chintamchilika village on June 1, suspecting him to be a ‘Police informer’. His body was found in the forest near the village. The throat of the victim had been slit open. Some locals claimed that the body also had bullet marks. Deputy Inspector General (DIG) of Police, Amitabh Thakur, in charge of south-west Police range, said no one had come out to report this murder, but the Police are enquiring into it. Maoists are observing ‘protest week’ demanding the end of anti-Maoist operations especially in the cut off area of Balimela reservoir and its adjoining area in Visakhapatnam District of Andhra Pradesh. This protest week observation call has been given by Malkangiri-Visakha-Koraput divisional committee of the CPI-Maoist.

Dipak Patnaik, counsel of Sabyasachi and Dandapani, said the Court quashed imposition of the UAPA as the prosecution had not adhered to basic norms needed for its imposition. “As per section 45 (2) of the UAP Act, no court should take cognizance under this Act without having a valid sanction from the Central government. The initial charge sheet filed by prosecution did not include any sanction order from the government for imposition of this Act. Moreover, the sanction order had to come from a reviewing officer of secretary rank of Central government as it a Central Act. But on a later date prosecution had filed a sanction order for UAP Act from the State government, which was not authorised for it,” Patnaik added.

The Central Reserve Police Force (CRPF) has decided to buy around 6,000 motorbikes to mobilise troops engaged in anti-Naxal (Left Wing Extremism) operations and reduce dependence on jeeps and other four-wheelers, which fall prey to landmines causing casualty to the Security Forces (SFs), reports Business Standard. The bikes will be given to every battalion and strike units deployed for anti-Naxal operations, in the next few months, in the worst affected Left Wing Extremism areas of Chhattisgarh, Jharkhand and Odisha. "The Union Home Ministry has sanctioned purchase of 5,920 motorcycles for deployment in Left Wing Extremism areas. Security personnel have been asked to totally cut down travel on four-wheelers in these areas as it gives out their movement and large vehicles get easily trapped in land mines which either leads to killing or maiming of troops," a senior official said. Apart from these, 36 bullet-proof vehicles would be procured by the country's largest paramilitary force for counter-insurgency operations in Jammu and Kashmir and North Eastern states under the same government sanction.
