A huge cache of arms and other belongings of the Communist Party of India-Maoist (CPI-Maoist) were recovered by Central Reserve Police Force (CRPF) and Odisha Police personnel from a Maoist camp in a forested area near Sarkubandha in Malkangiri District of Odisha, on January 1, reports The Times of India. Commenting on the matter, District Superintendent of Police (SP), Akhileswar Singh, said "Around 10 to 12 rebels were present in the camp during our raid. However, spotting the security men, they fled and there was no exchange of fire." At least eight guns, four detonators, four metres of codex wire, a camera flash, one digital electronic multi-meter, cloth, medicines and Maoist literature were seized.

Security Forces (SF) personnel launched a massive combing operation at Narayanapatna area of Odisha's Koraput District, since January 2, following intelligence inputs about the presence of top Communist Party of India-Maoist (CPI-Maoist) leaders from Andhra Pradesh and Chhattisgarh in the region, reports The Indian Express. Around 300 security personnel from Border Security Force (BSF) and Special Operation Group (SOG) are engaged in the operation. Commenting on the operation, a Senior Police officer said, "A massive operation was launched. Security personnel are being airdropped at specific locations for joint combing." Maoist leaders Ram Krishna, Sukdev, Daya and Aruna are believed to be camping along the Odisha-Andhra Pradesh border to consolidate the organisation that has suffered a setback with the Maoist-backed Chasi Muliya Adivasi Sangh (CMAS) waning.

The Central Government decided to induct 10,000 more Central Paramilitary Troops into counter-Naxal [Left Wing Extremism (LWE)] operations during the first quarter of this year (2013), with the aim of limiting LWE domination to the jungles of Bastar in Chhattisgarh, Odisha and parts of Jharkhand, reports The Times of India on January 4. Commenting on the move, a senior Union Ministry of Home Affairs (UMHA) official said "The idea is to constrict the arc of Naxal influence to the tri-junction of south Chhattisgarh, Odisha and Jharkhand, thus ending the CPI-Maoist's long-cherished dream of a Red corridor from `Pashupati to Tirupati.”

Letters seized from Communist Party of India-Maoist (CPI-Maoist) ‘commander’ Ghasi alias Chenda Bhushanam, who was arrested in April 2011, indicate that Maoists were in touch with at least a Member of Legislative Assembly (MLA) and Member of Parliament (MP) of the Biju Janata Dal (BJD) and the Pottangi Congress MLA, reports The Indian Express on January 7. Two letters written in Odia, seized from him, indicate that Maoists were in touch with Koraput MP Jayram Pangi and Koraput MLA Raghuram Padal apart from Congress MLA Ramachandra Kadam. This is the first documentary evidence of correspondence between Maoists and elected Odisha leaders. The letters were seized from Ghasi and produced in a trial court as part of the seizure list. Ghasi (46) has over 100 cases against his name and is considered a top ‘commander’ of the Andhra Orissa Border Special Zonal Committee (AOBSZC), who carried a reward of INR one million on his head.

Normal life was affected due to the bandh (shutdown strike) call given by the CPI-Maoist in Nuapada District of Odisha and Gariabandh District in neighbouring Chhattisgarh on January 6, reports The New Indian Express. The Maoists gave the call to protest “police harassment of innocent people suspecting them to be Maoists.” Business establishments remained shut for the day and vehicles were off the road in Nuapada District. The Maoists also resorted to road blockade by felling trees between Dharambandha and Potora under Nuapada block.

Alarmed over the growing firepower of Maoists, the Union Ministry of Home Affairs (MHA) has cleared a proposal whereby four States affected the most by Left Wing Extremism (LWE) — Chhattisgarh, Jharkhand, Odisha and Bihar — will raise specialised forces trained in guerrilla warfare and equipped with modern weaponry to take on the extremists, reports The Hindu. To be raised on the lines of Andhra Pradesh Police’s Greyhounds special force that managed to neutralise the Communist Party of India-Maoist (CPI-Maoist) in the State, the project has the backing of the Centre as Maoists now possess modern weapons and communication equipments to take on even well-equipped paramilitary forces. “The MHA will fund the scheme in all four States to help the State police raise new specialised forces and acquire modern arms ... The proposed outlay during the 12th Plan for this is Rs. 280-crore from the Centre and over Rs. 55-crore by the States. The MHA will release funds through its Scheme for Special Infrastructure,” a senior Ministry official said.

Concerned over Odisha's Nuapada District becoming a hub of Communist Party of India-Maoist (CPI-Maoist) activity, the Centre on January 17 proposed a Special Development Plan to improve the living standard of the tribal communities in the region, reports zeenews.india.com. The Union Rural Development Minister, Jairam Ramesh, who visited the Left-Wing Extremism (LWE) affected Kalahandi and Nuapada Districts on January 13, has written to Chief Minister (CM) Naveen Patnaik to implement the initiative along the lines of the one being implemented in Saranda (Jharkhand) forests. A Maoist camp was busted and a huge cache of explosives and other materials were seized by Security Forces (SFs) in a forest in Odisha's Ganjam District, reports The Business Standard on January 20. Commenting on the operation, SP, Ganjam, Ashish Singh said that the operation was carried out jointly by Special Operation Group (SOG), District Voluntary Force (DVF) and Police team in Sorada area during the last four days. The seized explosive items included two tiffin land mines bombs, three soap case bombs, nine detonators, 26 detonators with non-prime, two printer cartridge, three bundles of fuse wires, a bag containing white powder, around two Kilograms of iron plates used for preparation of clamour mines, 150 sticks of the cylindrical shape, ammunition pouch and around a dozen empty soap boxes. Several Maoist literatures, both hand written and printed, around 120 CDs, 150-watt inverter, seven bags, four pairs of uniform, red clothes were also seized.

Sixty-three tribals, in Narayanapatna Block of Koraput District in Odisha, on January 19, approached the District Superintendent of Police (SP), Avinash Kumar, and pledged not to return to the Communist Party of India-Maoist (CPI-Maoist) backed Chasi Mulia Adivasi Sangh (CMAS), expressing their desire to join the mainstream, and cooperate with the administration in its developmental activities, reports The Times of India. While as many as 12 tribals deserted the CMAS on January 11, over three dozen tribals left the organization on the next day alleging that they were neglected both by the CMAS and the Maoists. Out of the total tribals, who have deserted the CMAS recently, at least 71 belong to Bhaliaput, which is the village of CMAS supremo Nachika Linga and the nerve centre of CMAS activities.

One grenade, one claymore mine weighing around 500 grams, 3 kilograms (kg) of potassium nitrate, 21 detonators, safety fuse wires, one country-made hand grenade and a landmine weighing 6 kg, Maoist uniforms and banners were recovered from the spot. Malkangiri, SP, Akhileswar Singh said, "The situation is under control but we are not complacent. As has been the case, Maoists cause maximum damage to the State in these two months [February and March]." With the onset of summer, the Maoists desert camps and head for home as soaring temperature makes life miserable in the forests. "It is also difficult to execute offensives during monsoon. Security Forces (SFs) on January 28 unearthed a Communist Party of India-Maoist’s (CPI-Maoist) dump in Odisha's Rayagada District and recovered three land mines totally weighing 50 kilogram, along with several other items, reports Zee News. District Superintendent of Police (SP), Rajesh Pandit, said, based on a tip-off, a joint team of the Central Reserve Police Force (CRPF) and District Voluntary Forces (DVF) raided the Kharikuti forests within the limits of Gudari Police Station of the same district, and spotted the dump. He further said, "The dump was covered with sand. With the help of a bomb disposal squad, we recovered three land mines, two weighing 20 kg each and another weighing 10 kg." He added, "Among other items recovered from the spot were 44 electronic detonators and a Maoist banner.”

A splinter group of the Communist Party of India-Maoist (CPI-Maoist), Jharkhand Prastuti Committee (JPC), alleged that at least 17 to 20 top Maoist leaders operating in West Bengal, Jharkhand, Bihar and Odisha siphoned off a huge amount of party funds and spent it on their personal luxury, reports The Deccan Herald. In a leaflet, it says, it has been alleged that the Maoists who are considered to be messiahs of the poor are not so, rather, they are sitting on a stack of wealth. Maoist Raghunath Dangi owns a 10-wheel truck, a matador van, a brick kiln and two plots of land, one in Hazaribagh (Jharkhand) and one in Jamshedpur (Jharkhand). Another Maoist Krishna Yadav, who was killed in an encounter in 2012, built a house at Chatra (Jharkhand) and purchased a 10-wheel truck and Ramashankar Yadav, apart from buying 10 dumpers, has palatial buildings in Aurangabad (Bihar) and New Delhi. Jagdish Yadav alias Master alias Prabhat – one of the most respected names among the Maoists in Bengal-Jharkhand-Odisha Committee has started a cloth business in Gaya (Bihar) and has also built a house in Bokaro (Jharkhand). Another top ranking Maoist, Vijay Kumar Arya, who was arrested last year by Police along with six other top leaders of the organisation, has his son studying in a foreign country while Madanpal has his daughter admitted to a medical college in Singapore. The leaflet also mentions that at least six top-ranking Maoist leaders are characterless and have relations with more than one woman. In most of the cases the women are forced to compromise at gunpoint. Commenting on the matter, a senior Police officer in West Bengal Police said: “This is true but it is very hard to prove. The properties are not purchased in their name. Naturally, you cannot attach the property. So knowing everything we have to keep quiet”.

Three Communist Party of India-Maoist (CPI-Maoist) cadres, including a bodyguard of Maoist-backed Chasi Mulia Adivasi Sangh (CMAS) chief Nachika Linga, were arrested during an anti-Maoist operation in a forested area, on the outskirts of Podapadar, in Koraput District on January 31, reports The Times of India. They were identified as Sarbu Wadeka, Wadeka Siku and Wadeka Jetu of Podapadar village in Narayanpatna block, police said. "Sarbu, Linga's bodyguard, was on our wanted list for his involvement in a series of Maoist offensives, including three murders. He was a key member of the Maoist outfit. No arm or explosive was seized from the trio at the time of arrest," said Koraput Superintendent of Police Awinash Kumar.
