A top Maoist, identified as K.Trimurty alias Singanna, surrendered in Malkangiri District, reports The Hindu. He had joined the Maoist organisation in 2006 and was involved in several violent activities in the area. His wife was also a Maoist cadre. But around two months back his wife had fallen from the eyes of the Maoist leaders. She was murdered by the Maoists. This had disillusioned Trimurty who preferred to escape from the gang of vagrants to surrender before Police and start a new life.

PTI reports that seven persons were arrested for having alleged links with the Communist Party of India-Maoist (CPI-Maoist) and planning to abduct a Government official in Keonjhar District, Police said on January 1."They were picked up by jawans [personnel] of the anti-Maoist Special Operation Group (SOG) and Police from Padang village in Telkoi Police Station area yesterday," Superintendent of Police Asit Panigrahi told reporters. The accused were planning to abduct the Block Development Officer (BDO) of Telkoi on November 18 after the arrest of two Maoist cadres from the area, he said, adding the BDO cancelled visit to his village after getting tip-off about the plot to kidnap him. Several Maoist literature and handwritten letters were seized from the arrested persons, hailing from Gudinarda village in Telkoi area.

PTI reports that cadres of the Communist Party of India-Maoist (CPI-Maoist) blew up a gram panchayat (village level self-Government institution) office building and a go down in Malkangiri District during a bandh (general shut down) called by the outfit on January 2 against alleged Police excesses. Around 50 armed Maoists attacked the gram panchayat office at Panasput in Chitrakonda area of Malkangiri and drove away those inside before triggering an explosion, Police said. The Maoists also stormed a go down located near the office and blasted it with explosives before disappearing into a nearby forest, they said. Nobody was harmed or injured, they added. Meanwhile, the bandh called by Maoists in Orissa and four other States against alleged Police excesses and the proposed anti-naxal operations had little impact barring stray incidents of tree felling in Malkangiri and disruption of traffic in Rayagada District. Many Government buses stopped plying in Malkangiri and Rayagada Districts, where trees were used to block roads.

Maoists blew up another Government school building in Rehlatur gram panchayat in Sundargarh District, Police said on January 4 (today). About 40 Maoists entered the building of the Middle English School in under K Balang town on January 3 and looted 50 quintals of rice stored there before setting off an explosion. Maoists had blasted four school buildings and a hospital besides two buildings in the gram panchayat last month. About 3,000 to 4,000 villagers have left their homes in panic and were sheltering in camps in K Balang.

The Communist Party of India-Maoist (CPI-Maoist) is recruiting hundreds of children in an effort to strengthen their influence in the heartlands of India, according to NDTV. They target 10 to 15 year olds from poor families. Children are often recruited by force. Experts said these recruitment drives are happening in bordering areas of eastern and central Jharkhand and Chhattisgarh and Orissa States. "Maoists have a separate department to recruit children. They say it is baal (children) militia. It is very operational in bordering areas of Orissa-Jharkhand and Orissa-Chhattisgarh. Their job is only to recruit children to train them and brainwash them," experts said.

The Border Security Force (BSF) is likely to set up a battalion headquarters in Orissa, reports Express Buzz. The BSF additional director-general P. K. Mishra discussed the issue with Chief Minister Naveen Patnaik at the Secretariat on January 5 (today). Sources said that though BSF had sought 85 acres of land for this purpose, the State Government has agreed to provide 43 acres of Government land near Khurda in the first phase. The Centre had agreed to the suggestion from the State Government to set up a battalion headquarters of the BSF in Orissa after repeated demands from the Chief Minister. Official sources maintained that the BSF presence will help the State Government in different ways including putting a brake on the growing activities of the Left Wing Extremists (LWEs).

The tribal villagers were antagonised by Maoists, who used to demand food from the poor villagers. The Maoists used to force them to attend meetings and participate in creating road-blocks during the bandhs (general shut down) called by the extremists. The Naxalites had also directed the villagers that one youth from each household must join the outfit. Any voice of resentment against Maoists’ diktat would only mean suffering for the villagers.

West Bengal, Bihar, Jharkhand, Chhattisgarh, Orissa, Andhra Pradesh, Maharashtra and some other Maoist-hit States have selected 30 officers for the STF to deal with the Maoist problem, he said. The 30 selected officers had undergone a month-long training programme at Ghatsila in Jharkhand. Some foreign army officials, who have experience in tackling guerrilla warfare, also imparted them training, the Police officer said. Of the 30 officers selected for the task force, four are from West Bengal, the officer said, adding, "The force would be named soon and it will be pressed into action as and when the training programme is completed."

A joint operation against Maoists was launched in West Bengal on January 7 with Police forces of West Bengal and Orissa launching a major ground offensive against the Maoists at Gapiballavpur in West Midnapore District, reported Indian Express. Four companies of armed Police of Bengal and Orissa launched the operation at 1pm (IST) at Gapiballavpur, which borders Mayurbhanj District of Orissa. This is the first joint operation of West Bengal Police with forces of another State to curb the Maoists. "A lot of exchange of fire took place between us and the Maoists who triggered landmine blasts too. However, there have been no casualties or injuries on either side nor has there been any arrest. We will continue with our operation and such joint operations will continue," Manoj Verma, Superintendent of Police (West Midnapore) told The Indian Express. Earlier, Mayurbhanj Deputy Inspector General and his counterpart in West Bengal met in Midnapore on January 6 to discuss the operation. The Bengal Government had proposed a similar joint operation with Jharkhand too and is waiting for a response. The Bengal Government has also written to the central Government to send 5-6 companies of Central Para Military Forces to replenish the existing forces. A woman Communist Party of India-Maoist (CPI-Maoist) recently surrendered to the Police in the Rayagada District to escape a forced marriage with a fellow extremist, Daily India reported on January 7. The arrestee, identified as Laxmi Pidikaka, was an active member of Jangudi dalam (squad), a branch of the Maoist outfit, for past two years. Originally she belonged to Golonda village in Gudari block (administrative division) of Rayagada District. She decided to quit the outfit after some extremists wanted her to marry a cadre of Chhattisgarh. "I am Oriya and they were Hindi speaking people. They were not able to talk properly in the language. Even we couldn't talk to them. So they forced us to marry them. But, I did not like this. I was against it. So I decided to surrender," said Pidkaka. Ashish Singh, Superintendent of Police of Rayagada, said, "She is involved in Maoists activities. She will provide us more information during interrogation." Pidkaka, at the age of 14, joined the outfit to take up arms against the administration. After joining the Maoists, she took part in several operations. She was also involved in arms and armour loot in Nayagada. She was wanted in more than a dozen crimes in Rayagada and Gajapati Districts.

Three Central agencies - NTPC, NHPC and PGCIL - executing the massive infrastructure programme in the State reported that the Government works undertaken in the Maoist-stronghold areas are going very smoothly. However, the contractors and their people have been warned against associating with the local Police and bring any Police personnel to their work sites. They have been further instructed to come to the workplace with identification card which should be visible and cooperate with the Maoists. They have been asked to suspend their works during bandh (general shut down) calls or economic blockades by the extremists, a highly placed source in the Government said. Although it is said that the place was used as a camp by the Maoists who have deserted it now, the recovery signifies their presence in the area as Maoists are not known to leave behind their belongings. Although there have been reports of Maoists having a free run in Laimura, Riamal, Ranigola, Gandam, Gangajal areas of the District, Police have been underplaying their presence. The District is directly connected through forest with Saranda forest across the border in Jharkhand via Gurundia in Sundargarh. The Orissa Police claimed to have arrested Saswati Das, wife of Communist Party of India-Maoist (CPI-Maoist) ‘State Committee Secretary’ Sabyasachi Panda on the outskirts of Bhubaneswar on January 14, reported The Hindu. Saswati Das alias Mili Panda, who was staying with her girl, was said to be heading media and publicity wing of the CPI-Maoist in the State. Police also seized huge quantity of publicity materials, many incriminating documents, a laptop computer and cash of INR four lakh from her possession. “Acting on a tip-off, we intercepted a jeep carrying four sacks of CPI (Maoist) publicity literature. We took the driver into our custody and accompanied the vehicle to its destination,” said Inspector General of Police (Operation) Sanjeev Marik. He said Saswati Das was a very active member of outfit. “She has been involved in fund mobilisation, creation of support base through alleged frontal organisations posing to be human rights groups and staying in touch with rights activists.” Saswati, aged around 40, was also suspected to have conducted a reconnaissance of different Police establishments before hundreds of CPI-Maoists launched daring attack on Nayagarh District headquarters town displaying mobile warfare tactics in 2008. The Police official said, “She will be produced before court soon.” Saswati’s nine-year-old daughter has been handed over to her maternal grandfather, Police sources said. Police sources confirmed that the insurgents are distributing books, literatures to clarify their unity. “We are in a united house, there was no difference of opinion and our fight would continue against the rich and ruling class,” the literatures said, which were distributed in Malkangiri, Rayagada, Gajapati and Koraput Districts of the State. The Maoists are also holding street plays, meetings and singing revolutionary songs to divert attention from the arrest of senior women wing leader. The Hindu reported that the dead body of the Centre of Indian Trade Unions (CITU) leader Thomas Munda, who was abducted on January 25 by the Communist Party of India-Maoist (CPI-Maoist) cadres during a raid at Steel authority of India Limited (SAIL)-owned Kalta mines in Sundergarh District, was found in the Renjeda forest in the District on January 29, Police said.
