Odisha Police busted a Communist Party of India-Maoist (CPI-Maoist) camp near Patrapali village in Sonepur District following an encounter with the Maoists on July 2, reports The Hindustan Times. While a personnel of the state's elite anti-Naxal [Left-Wing Extremist (LWE)] Special Operations Group (SOG) was injured in the encounter, Police said some Maoists might have died. "The Police recovered five guns, two grenades and some bombs from the camp deserted by Maoists after the encounter," said northern range Deputy Inspector General of Police (DIG), Sanjay Kumar, adding that some high profile Maoists were believed to be in the camp.

Security Forces (SFs) busted a Communist Party of India-Maoist (CPI-Maoist) hideout located inside the Naranga jungle under Narayanpatna block of Koraput District on July 3, reports The Hindu. The hideout was unearthed during a joint operation of personnel of Border Security Force (BSF) and Koraput District Police. Five Improvised Explosive Devices (IEDs) as well as other materials of Maoist use, including Maoist literature and uniform, were seized from the hideout. The IEDs were in the form of metal tiffin boxes, which could be easily transported and planted. According to Superintendent of Police (SP) of Koraput, Avinash Kumar, investigation was on to ascertain whether it was an old deserted hideout of the Maoists or a recent one.

It was located inside Valkapai forest under Narayanpatna Police Station limits. Personnel of the Border Security Force (BSF) and Koraput District Police were involved in this operation. According to Koraput Superintendent of Police (SP) Avinash Kumar two powerful Improvised Explosive Devices (IEDs) were seized from the spot. Shortage of almost 300,000 Police personnel in nine Left Wing Extremism (LWE) affected States is jeopardising the fight against the Communist Party of India-Maoist (CPI-Maoist), reports The Hindu on July 8. Chhattisgarh, Jharkhand, Odisha, Bihar, Andhra Pradesh, Maharashtra, West Bengal, Madhya Pradesh and Uttar Pradesh had 250,000 vacant positions of head constables and constables, while 50,000 posts of inspectors and sub-inspectors need to be filled. Similarly, these States also need over 1,000 Additional Superintendents of Police and Deputy SPs. The highest number of shortage in Police force is in Uttar Pradesh (180,000 personnel), followed by Andhra Pradesh (30,000), West Bengal (29,000), Bihar (16,000), Chhattisgarh (13,000), Jharkhand (10,000), Madhya Pradesh (6,000) and Odisha (2,000). Notably, in Maharashtra, there are 379 various vacant positions in just two LWE-hit Districts of Gadchiroli and Gondia. At last month’s (June) Chief Ministers’ conference on internal security, Union Home Minister Sushilkumar Shinde told these States that they need to fill these vacancies and that the Centre cannot always fulfil their demands for increasing the deployment of paramilitary forces. Currently, over 80,000 personnel, mainly from the CRPF (66 battalions), the BSF (12 battalions) and the ITBP (five battalions), are deployed in the LWE-hit States. For speedy recruitment, the MHA told these States to relax certain recruitment norms and give preference to locals, who can be appointed on contract basis.

Communist Party of India-Maoist (CPI-Maoist) cadres killed two local leaders branding them Police informer in Malkangiri District on July 8, reports The Hindu. The bodies of Ramesh Kabasi (40) and Naresh Madhi (33) were found near Vejangwada under Kalimela Police Station limits. A group of about 15 armed Maoists had abducted them from their houses in the previous night. According to Malkangiri Superintendent of Police (SP) Akhileswar Singh, the Maoists slit the throats of the victims. The Kalimela dalam (squad) of the CPI-Maoist, in a handwritten poster left at the spot, claimed responsibility for the double murder. Naresh was the traditional village head, while Ramesh was politically active and had contested for the Malkangiri Zilla Parishad (District level local self-government institution).

Communist Party of India-Maoist (CPI-Maoist) cadres on July 17 shot dead a contractor in Koraput District on charges of being a Police informer, reports The Times of India. Sources said four Maoists fired on Balaram Dalai (40) from close range at Kumbhariput village. "They reached the village on two motorcycles and pumped bullets into Dalai, who was standing near his house," said the source. Confirming the incident, Police said Dalai was under Maoist scanner for the past few years. The Maoists reportedly left a letter near the body in which they have accused Dalai of working for Police. Four other villagers have been named in the letter and warned against helping Police.

According to sources, a banner in the name of ‘Indravati Division’ of CPI-Maoist was among the Maoist materials seized from the July 19 Rayagada encounter site. Till now ‘Indravati Division’ of Maoists had never come to the fore. There were around 50 persons at the camp when the encounter took place. Identity of one of the slain Maoist has been ascertained to be of Nadalal Netam of Gariabandh District of Chhattisgarh. The other two killed Maoists were also suspected to cadres from Chhattisgarh.

The Union Ministry of Home Affairs (UMHA) will soon take charge of construction of inter-state bridges across Naxal [Left-Wing Extremism (LWE)]-affected areas, reports The Times of India on July 25. The UMHA will give contracts to national infrastructure companies - Public Sector Undertakings (PSUs) - and Central Reserve Police Force will guarantee security of these projects. Of immediate concern are 15 bridge projects linking Odisha, Chhattisgarh, Maharashtra, Jharkhand and Andhra Pradesh. Prime Minister Manmohan Singh is learnt to have directed that bridges linking States in LWE-affected Districts be declared projects of "national importance" and their construction be implemented by the UMHA.

The arrestees were identified as Killoo Ranju alias Chanti of Kadamguda village and Mangaraj Hantal of Allampaka. Chanti was a member of Maachkund Local Organisational Squad which is considered to be the most dangerous squad of the Maoists in the Malkangiri District. Buses and heavy vehicles stopped plying between Malkangiri and Jeypore (Koraput) and Odisha State Road Transport Corporation (OSRTC) buses remained off the roads in Malkangiri and neighbouring Districts. The Maoists have put up posters and banners at various places in the District seeking support from the locals. “We appeal to everyone to observe Martyrs’ Week by paying homage to the deceased Maoist leaders at your respective villages,” read a poster at Kalimela.
