A temporary camp of the People’s Liberation Front of India (PLFI) - a splinter group of the Communist Party of India-Maoist (CPI-Maoist) - was dismantled by Bisra Police at Parbinga hill near Gunjor in the bordering Nuagaon block of Sundargarh District on Decemberber 3, reports The New Indian Express. A PLFI cadre identified as Kaleswar Bhuiyan alias Chhotu (19) was also arrested from the spot. Bisra Inspector in Charge (IIC) Sushant Das said between eight to 10 PLFI cadres of the Akash group of PLFI were present when police, District Voluntary Force (DVF) and Central Reserve Police Force (CRPF) personnel raided the camp. After opening one round of fire, the PLFI cadres fled from the scene. Two live ammunition, one empty used cartridge, three letter pads, winter clothes, first aid kits and mobile phones were recovered.

A former sarpanch (head of Gram Panchayat, village-level local self-government institution) of Sundargarh District in Odisha, Rabi Pradhan, was attacked by cadres of the Communist Party of India-Maoist (CPI-Maoist) at Mohulpada under Bonai sub-division in the night of December 5, reports The New Indian Express. Even as the Maoists fired three shots at Pradhan, he managed to survive and is undergoing treatment at Ispat General Hospital (IGH) here. Police said an eight-member group of Kalinga Nagar division of CPI-Maoist arrived between 9.30 pm and 10 pm at Mohulpada village under Mohulpada Police limits. They asked Pradhan to come out of his house and when he did, Maoists fired three rounds below his waist, accusing him of being a police informer. The Maoists also pasted a dozen of posters on the walls of the village club, asking people to refrain from supporting the police. Sources said after keeping low for a long period, Maoists are trying to regain their foothold over pockets of Lathikata, K Balang, Lahunipara and Gurundia Police limits.

Rourkela ASP, SK Mohanty and CRPF 19th battalion assistant commandant ST Jadhav informed mediapersons that the two women - Parbati Majhi alias Murmu alias Asha and Binati Majhi alias Chingudi - were armed cadres and carried a cash reward of INR 100,000 each. Both of them belonged to Telkoi area of Keonjhar District.

Activities of the Communist Party of India-Maoist (CPI-Maoist) in Kerala have increased manifold and the situation in the State has the potential of becoming more serious if immediate preventive measures are not taken, according to a note prepared by the Union Ministry of Home Affairs (UMHA), reports The New Indian Express on December 9. In the 17-page note, the Ministry said in recent times that the outfit is focusing on a southern theatre in the tri-junction of Karnataka, Kerala and Tamil Nadu. The note further said the core of Maoist insurgency lies in 23 Districts of India which reported 80 per cent of the total violent incidents in 2013. The Districts are: Visakhapatnam (Andhra Pradesh), Aurangabad, Gaya, Jamui, Muzaffarpur (Bihar), Bijapur, Bastar, Dantewada, Kanker, Kondagaon, Narayanpur, Sukma (Chhattisgarh) Chatra, Giridih, Gumla, Khunti, Latehar, Palamu, Simdega, West Singhbhum (Jharkhand), Gadchiroli (Maharashtra), Koraput and Malkangiri (Odisha).

The Additional District Sessions Judge in Gajapati District on December 8 freed four persons accused of being Communist Party of India-Maoist (CPI-Maoist) cadres, who were arrested from the Bhaliagada forest under Gajapati District’s Mohana block on November 19, 2012, due to lack of evidence, reports The Pioneer. Security Force personnel had arrested these four accused, Bulu Mallick (30), Kalia Mallick (25), Jalendra Mallick (27) and Surendra Mallick (26), during a combing operation in the jungle. The combing operation was intensified after an encounter took place between police and Maoists in the jungle on November 14, 2012. Police had seized grenade, detonator, pistol and a contry-gun from their possessions.

Maoists had put banners and posters in the Narayanpatna and Bandhugaon areas for the purpose. They opposed establishment of the proposed Border Security Force (BSF) camp at Ralegada and destroyed a guest house of a private company during the week. Four Communist Party of India-Maoist (CPI-Maoist) camps were destroyed in Telan reserve forest under Urladani gram panchayat (village level local self government institution) of Kalahandi District, while about 40 Maoists including a ‘central committee member’ Jingu Narasimha Reddy alias Jampanna escaped after exchanging fire with the Police, reports Zee News on December 17. Inspector General (IG), south-western range, Yashwant Jethwa said, "Acting on intelligence inputs that the Maoists were trying to set up their base along the Kalahandi-Phulba border, we launched an attack on them. Newly appointed Central Reserve Police Force (CRPF) Director General (DG) Prakash Mishra on December 22 said his top priority would be to ensure 'zero casualty' in the largest para-military force, reports Zee News. "We will prepare appropriate strategies to minimise casualties in the force through changes in the deployment pattern, better intelligence gathering and more effective coordination with states' police forces," Mishra told two Odia television channels immediately after taking over as the new CRPF DG. Stating that he would use the experience gathered in tacking the Left-Wing Extremists (LWE) in Odisha while working as the Director General of the State Police, Mishra said he would make sure that successful tackling of the Maoist menace in other parts of the country would also be part of his strategy. Replying to a question on the Odisha Government's demand of more helicopters and central force to tackle the LWE menace in the State, he said there was no problem in this regard. "The state government has to make proper demand in this regard. As such Odisha government has choppers for the purpose of operation. When major operation takes place, the central agency will arrange additional chopper if required. The CRPF do not decide where to send force. It is up to the central government," he added.

The cadres were identified as Sanjit Munda alias Ramesh (18) of Tintiligarh in West Singhbhum District of Jharkhand and Biswanath Bagda alias Akash(18) of Pankadihi under Gurundia Police Station in Sundargarh District. They were members of Sambalpur-Deogarh-Sundergarh division. While Sanjit had joined the Maoist group in 2010, Biswanath had joined the organisation recently. The surrendered cadres have confessed to their involvement in a number of Maoist violence cases on the Odisha-Jharkhand border areas under Deogarh and Sambalpur Districts and said they under the leadership of Central Military Commission (CMC) members Samarji, Ajay Dehuri and Mishir Besra alias Sagar have killed innocent Adivasis in the name of ‘police informers’. SP Singh informed that the four along with other cadres had been collecting extortion money from industrialists, businessmen and contactors and had joined a number of ‘Praja Court’ (People’s Court, euphemism for Kangaroo court). He was carrying a cash reward of INR 100,000 on him and involved in numerous Maoist activities in the Districts of Sambalpur, Deogarh and Sundargarh. Singh said Ekka joined the Left Wing Extremists in 2010 under Maoist regional ‘commander’ Prasad of South Chottanagarpur Division. In 2012, he shifted to Kolhan Barai forest in Saranda and underwent arms training. From then on, he was acting as ‘section commander’ under the charge of Samarjee. He said the Maoist ideology has been diluted which is why he chose to join the mainstream.
