A Peoples' Liberation Front of India (PLFI), a splinter group of the Communist party of India-Maoist (CPI-Maoist) cadre, identified as Sakarajit Gope alias Guru, was arrested by Police in Khunti District of Jharkhand on November 1, reports prabhatkhabar.com. The Police seized PLFI paper, donation receipt, five bullets, mobile and a bike from the arrested Naxalite [left Wing Extremist, LWE]. Superintendent of Police (SP), Ashutosh Shekhar said that on November 1-night, information was received from Hutar about the arrival of some militants in the bike, and on the basis of information, the Police intensified intensive vehicle checking between Chandapara and Tumna under Karra Police Station area. On seeing the Police, three persons coming in a bike from Hutar's side started trying to run away, however, the Police managed to arrest Guru, a resident of Bakaspur Upar Toli, and a case has been registered in this regard at Karra Police Station. Guru has a total of seven cases are registered against him in Karra, Khunti, Dhurva and Guddi Police Stations, in which other cases including murder, extremist section is included.

Three ‘area commanders’ of Communist Party of India-Maoist (CPI-Maoist), identified as Bailun Sardar, Gaju alias Suraj Sardar and Suraj's wife Raimuni Kumari alias Geeta Munda, surrendered to the Police in Ranchi District of Jharkhand on November 8, reports livehindustan.com. All the three surrenderee were active in the CPI-Maoist organization for the last four years as members of the killing squad of Patiram Manjhi alias Anal Da, who has a prize money of INR 10 million on his head. A total of 11 cases are registered against Bailun in Kuchai in Seraikela Kharsawan District, and he has been an accused in two murder cases. There are nine Naxal [Left Wing Extremism, LWE] cases against Suraj, including three murders. At the same time, seven Naxal cases including one of murder against Geeta are registered in Seraikela Kharsawan District.

A former Communist Party of India-Maoist (CPI-Maoist) cadre was shot dead by suspected Maoists at Kolgay village in Keredari Police Station area in Hazaribagh District of Jharkhand on November 11, reports english.newstracklive.com. According to Superintendent of Police (SP), Manoj Ratan Chouthe, the Maoist identified as Kedar Thakur (40) was shot and killed by six assailants on three motorcycles at Kolgay village in the Keredari Police Station area around 6.30 a.m. when he was on his way home from a river ghat where he had gone to observe ‘Chhath Puja’ (Hindu Vedic festival dedicated to the sun god Surya) rituals. The assailants are suspected to be members of the banned CPI-Maoist organisation. After serving time in Hazaribagh Central Jail for criminal activities, Kedar, had distanced himself from all Maoist-related operations, according to SP, Chouthe.

The Jharkhand Police arrested Prashant Bose aka Kishan Da aka Nirbhay aka Kajal aka Buddha aka Maneesh (80), carries a bounty of INR 10 million, is part of the National Investigation Agency (NIA)’s most wanted list, and has been an ideological fountainhead of the Communist Party of India-Maoist (CPI-Maoist) for over five decades, from the Kandra area in Seraikela Kharsawan District of Jharkhand on November 12, reports Hindustan Times. According to reports citing the State Police, his wife, Sheela Marandi, was arrested along with him. Marandi is also a senior member of the Maoist cadre; the only woman in the ‘central committee, CC’, the foremost operational organization of the Maoists; and spent over a decade in jail in multiple cases in Odisha and Jharkhand before she was released from a Rourkela prison in 2016. Kishan Da, for four decades until a change in the Maoist leadership in 2018 -- when Nambala Keshava Rao aka Basavaraju took over from Muppala Lakshman Rao aka Ganapathy as ‘general secretary’ of the banned CPI-Maoist, Bose was largely considered the second most senior Maoist in the country. “When Basavaraju took over from Ganapathy, the idea was to make the leadership a little younger. So both Ganapathy and Prashant Bose took a back seat, but they are clearly the two biggest Maoists India has seen of the past three decades,” a senior intelligence officer said. NIA records describe Bose as five-foot-six, say that he “keeps a light beard to hide a twisted left cheek”, has “false teeth”, is “fond of tobacco”, and wears “bifocal specs”. The investigative agency also shows Bose as a member of the CPI-Maoist ‘politburo’, its highest political body, a member of the ‘central committee, CC’, a non-permanent member of the Central Military Commission (CMC), and secretary of the Eastern Regional Bureau (ERB), which oversees all Maoist activities in seven States including Jharkhand and West Bengal. “[He] reportedly stays in the Saranda forests (Jharkhand). Can be regarded as the No. 2 man in the CPI(Maoist),” the NIA records read.

The Jharkhand Anti-Terrorism Squad (ATS) arrested three persons, including a Central Reserve Police Force (CRPF) trooper posted in Pulwama District in Jammu and Kashmir (J&K), for supplying arms and ammunition to the Communist Party of India-Maoist (CPI-Maoist) and other criminal organisations in the State, reports The Times of India on November 17. The accused are identified as Avinash Kumar alias Chhunu Sharma, CRPF jawan posted with the 182nd Battalion, Rishi Kumar and Pankaj Kumar Singh. A total of 450 rounds of 5.56 mm ammunition used in INSAS (Indian Small Arms System) assault rifles were recovered based on their information. On November 15, ATS Superintendent of Police (SP), Prashant Anand said, “We succeeded in arresting the trio while working in close coordination with the Bihar Special Task Force. The accused have supplied a huge quantity of ammunition to the CPI (Maoist) and criminal organisations, including the notorious Aman Sao group. The ATS has got vital information regarding sources of arms and ammunition during the interrogation of arrested persons. Further investigation is going on in the case.” The accused were arrested between November 14 and 16 during raids in Ranchi, Patna and Gaya. While the trooper was arrested from Gaya and Rishi from Patna, Pankaj was held from Ranchi. All three were Bihar residents.

Train services on the busy Howrah-Mumbai main line via Rourkela were affected for over six hours after Communist Party of India-Maoist (CPI-Maoist) cadres blew up railway tracks in West Singhbhum District of Jharkhand late on November 19, reports The New India Express. The twin blasts took place at about 2 am between Lotapahar and Sonua stations of Chakradharpur division of South Eastern Railway (SER) in the West Singhbhum District. The eastern regional bureau (ERB) of the banned CPI-Maoist outfit claimed responsibilities of the blasts The Maoist cadres also put-up banners at the explosion site protesting arrest of the top Maoist couple. The explosions were planned by the outfit to observe five-day protest and day-long nationwide bandh (general shutdown) call over recent arrests of top Maoist leader Prashant Bose aka Kisan Da (75) and his wife Sheela Marandi aka Shoba. Kisan was a member of CPI-Maoist Politburo and ‘central committee, CC’ besides ‘secretary’ of the ERB. Shoba was also a ‘central committee, CC’ member.

A Communist Party of India-Maoist (CPI-Maoist) cadre was injured in an encounter that broke out between Maoists and Police near Makhmandro Bazar under Ratu Police Station limits in Ranchi District of Jharkhand on November 20, reports bhaskar.com. A blast took place on the railway tracks between Richughuta and Demu stations around 12.30 am, Deputy Inspector General of Police (DIGP), Palamu Range, Raj Kumar Lakra said, adding, members of a CPI-Maoist squad blew up railway tracks in Latehar, disrupting movement of trains on Barkakana-Garhwa rail route. The banned outfit has called for a nationwide bandh on November 20 to protest against the arrest of its top leader Prashant Bose alias Kishan Da, who was carrying a bounty of INR 10 million on his head, by the Jharkhand Police. Bose was the mastermind behind more than 100 incidents of attack and arson in Jharkhand, Bihar, West Bengal, Odisha, Chhattisgarh, Andhra Pradesh and Maharashtra. DIGP, Lakra said the railway authorities are repairing the tracks.

Security Force (SF) personnel averted an attack on a Police camp by armed Communist Party of India-Maoist (CPI-Maoist) cadres at Kochang Block (administrative sub-division) in Khunti District of Jharkhand in the early hours of November 22, The Telegraph. Khunti Superintendent of Police (SP), Ashutosh Shekhar said about five to six armed rebels tried to enter a Police camp at Kochang after November 21 midnight to paste a CPI-Maoist poster threatening bandh (general shut down strike). The rebels opened fire after being stopped by Police, and the Police had to retaliate with counter-firing, the SP added. “They (rebels) fled the spot after getting overpowered by our men. No casualties were reported during the encounter. Combing operations are being carried out across the district,” said SP Shekhar, adding that at least 100 rounds were fired during the encounter. Police sources said the rebels were armed with modern guns, but they had to retreat as they were outnumbered by security personnel. Security has been beefed up at Police camps and potential targets of the rebels in Khunti and other Left Wing Extremism (LWE)-affected Districts following the encounter.

Police arrested four cadres of Tritiya Sammelan Prastuti Committee (TSPC), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), from Tehri Panchayat (local self-Government institution) area under Badgarh Block under Bhandaria Police Station limits in Garhwa District of Jharkhand on November 23, reports bhaskar.com. On the basis of information received by Superintendent of Police (SP), Anjani Kumar Jha, the Police have arrested four cadres of TSPC, identified as Jitendra Yadav son of Mohan Yadav Parswar, Azad Ansari son of Shaukat Ansari, Anil Yadav son of Nanhak Yadav, Madhavkhand in Ramgarh in Palamu and Madhav Panika son of Prabhu Panika, Barkol in Bhandaria, in this case. During the search, a country-made revolver of six rounds, a two-nali (hole) country-made revolver, a country-made revolver, two cartridges, two mobiles were recovered from their possession. Following a complaint was made before SP Anjani Kumar by Sion Bakhala, husband of Tehri Panchayat head Prabha Kujur. It was said that some people are demanding ‘levy’ (extortion money) from them in the name of TSPC. They are threatening of dire consequences if the demand is not met, and the whole family is in panic due to the threat. In light of the information, a team raided and arrested the cadres.

The massive impact of the Communist Party of India-Maoist (CPI-Maoist) bandh (general shut down strike) was seen in Tamar block area of the Ranchi District in Jharkhand for the second day on November 24 as part of the three-day Jharkhand bandh to protest the arrest of Prashant Bose and his wife Sheela Marandi, reports livehindustan.com. All small and big shops and establishments remained closed during the bandh, so as not a single passenger vehicle ply on Ranchi-Tata road and Tamar-Khunti road. But long-distance trains, freight trucks usually ran as on other days, but there was a slight decrease. There was silence throughout the day in the rural areas of the block, bank post offices remained closed. While other Government offices were open, there was no presence of villagers. The 'Sarkar Aapke Dwar' (Government at your doorstep) programme was organized, but the attendance of the people was very less. Similarly, shops in Bundu and Dasam Fall Police Station areas remained completely closed. People had to face problems due to non-operation of passenger vehicles and non-functioning of banks. Due to the bandh in the marriage-lagna season, people got into trouble. Although Government schools remained open while other Government institutions opened, the attendance of common people there remained low.

In protest against the arrest of Maoist ‘Politburo’ member Prashant Bose and his wife Sheela Marandi, the CPI-Maoist had called for a bandh (general shut down strike) in three States including Jharkhand. There was a peaceful shutdown in Gumla District for three days, but on the last night of the bandh on November 25, the Maoists blew up the new under-construction building of Kurumgarh Police Station in Chainpur Block. The workers sleeping there were first taken out of the Police Station building and later the Police Station building was blown up by applying gelatin. The Jharkhand Police Anti-Terrorist Squad (ATS) said on November 25 that a serving Border Security Force (BSF) head constable and a retired BSF personnel were among five persons arrested for allegedly supplying arms and ammunitions to Communist Party of India-Maoist (CPI-Maoist) cadres and ‘organised terror gangs’ across the country, reports The Indian Express. The arrest of five persons comes less than a fortnight after the ATS arrested a Central Reserve Police Force (CRPF) personnel and three others for allegedly supplying arms and ammunition to banned ultra-outfits and others. Identifying the BSF head constable as Kartik Behra, a resident of Jharkhand, Police claimed to have recovered “pilfered” ammunition, magazines and detonators from the BSF’s 116 Battalion compound in Ferozepur in Punjab, where he was posted. The retired BSF personnel, Arun Kumar Singh, a resident of Bihar, was also posted with 116 Battalion earlier, Police said. The three others who have been arrested are identified as Kumar Gurlal, Shivlal Dhawal Singh Chauhan and Hirla Guman Singh, and are from Madhya Pradesh. Jharkhand Inspector General of Police (IGP), Operations, Amol Venukant Homkar said, “We have been conducting raids to ascertain the nexus of supply chains, inter-state gangs’ channels, transactions in Punjab, Rajasthan, West Bengal, Maharashtra and Bihar among others areas. A big network has come to the fore, which supplies arms and ammunition such as INSAS [(Indian Small Arms System) assault rifles], AK-47 and 9 mm rifles to terrorist organisations.” ATS Superintendent of Police (SP) Prashant Anand said the seizures included 14 semi-automatic pistols. “The arms are mostly country made, but most of the ammunition is pilfered from security forces… We are investigating the role of other BSF personnel,” he added.

Jharkhand Jan Mukti Parishad (JJMP), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), and a banned organization in Gumla District of Jharkhand, has split into two faction, reports prabhatkhabar.com on November 30. The cadres of JJMP have rebelled against their own organization and formed another faction of the organization, and the newly formed faction of the organization has been named Jharkhand Jan Sangram Senani (JJSS), with its two ‘chiefs’ Diwakar and Amar Oraon. Seven cadres, including former JJMP ‘commanders’ Diwakar alias Bahura and Amar, have formed another faction organization by killing JJMP's ‘platoon commander’ Sukra Oraon. At present, there are 17 armed cadres in JJSS. All these cadres have AK-47, INSAS (Indian Small Arms System) assault rifle, rifles, pistols and LMG. Diwakar and Amar have fled with many sophisticated weapons after killing Sukra. According to the information received from the sources, JJSS has started expanding its organization. The JJSS cadres are making contact with the unemployed youths of the village and harassed by JJMP and are engaged in strengthening the organization. Within 10 days, JJSS has connected 10 youths with the organization. These youths are from Gumla, Chainpur and Ghaghra Blocks.
