A family of Jantri village at Chitrakonda block in Malkangiri District had to leave their home after cadres of the Communist Party of India-Maoist (CPI-Maoist) threatened them to leave on September 1, reports Odisha Sun Times. According to reports, the CPI-Maoist cadres at a Praja court (People's Court) held at the village suspected Sana Pangi as a ‘Police informer’ and asked him to leave the place along with his wife and 10-year-old daughter. The CPI-Maoist cadres also alleged that Sana’s son, who stays and works in Andhra Pradesh, is also passing information to Police about the movement of CPI-Maoist cadres.

In the second incident, SP Ashwini Kumar Sinha was informed about three PLFI cadres collecting ‘levy’ under Karra Police Station area in Khunti District on behalf of their ‘commander’ Akhilesh Gope. A Police team spotted the three rebels on a bike near Kulhutu Chowk who tried to speed away. The trio, who were chased and arrested, was identified as Vijay Nag, Rajesh Gope and Manoj Mahto. Levy amounts worth INR 30,000, PLFI pamphlets and four phones were recovered from them.

The posters carried messages of threatening to Police, industrialists and others. Police recovered the posters which were apparently issued by the PLFI (People’s Liberation Front of India) ‘area commander’ Sureya and ‘zonal committee head’ Arjun Rana, adds New Indian Express. Six cadres belonging to two Naxal [Left Wing Extremism (LWE)] outfits were arrested from different parts of the State on September 1, followed by the recovery of large quantities of arms, ammunition and cash, reports The Telegraph. In the first incident, four People's Liberation Front of India (PLFI) cadres were arrested from Simdega and Khunti Districts. PLFI ‘area commander’ Amrit Aind was arrested from Simdega District. An AK-47 rifle, cartridges and a backpack were found on him. Aind was involved in an encounter with the Police in Bano on April 8 that killed the then Officer in Charge (OIC) Vidyapati Singh and Constable Turam Biruli, Superintendent of Police (SP), Rajeev Ranjan Singh said. PLFI is a splinter group of the Communist Party of India-Maoist (CPI-Maoist).

The Police arrested Pathi Srinivas Reddy, a graduate, on the charge of extorting money by posing himself as Muppalla Lakshmana Rao aka Ganapathi, the General Secretary and Central Committee member of the Communist Party of India-Maoist (CPI-Maoist), in Krishna District on September 1, reports The Hindu. A native of Veenavanka mandal (administrative sub-division) in Karimnagar District of Telangana, Srinivas Reddy was involved in nine such offences at Veenavanka, Hanuman Junction, and Hanamkonda in Andhra Pradesh and Telangana, Deputy Commissioner of Police (DCP), Ghajarao Bhupal said. The modus operandi of the accused is to gather the telephone numbers and other details of businessmen through various social media sites. He then calls them, reveals his identity as Ganapathi, and demands over INR 25,000 towards party fund for organising a plenary.

Following a tip-off, about JSJMM cadres had assembled near CCL's Sikni colliery in Chandwa Police Station area; a team led by SP Dhananjay Kumar Singh conducted a raid and arrested Sandip Kherwar and Suraj Kishore Prasad. Two country-made pistols, cartridges, a mobile phone and a backpack were found on them. "Sandip is from Gumla and Suraj is from Latehar. Suraj has been to jail in the past," the Latehar SP added.

Superintendent of Police (SP), Anish Gupta said a Naxal [Left Wing Extremism (LWE)] leader Sandeep who is regional area committee member of the CPI-Maoist was holding a camp. As the Police and Paramilitary Forces raided the camp, about 40 rebels who were present there fled. Later the Police recovered 100 rounds of cartridged of AK 47, one can bomb, detonators, a cell phone and rebel literatures from the destroyed camp. The SP said they later detonated the can-bomb which weighed 10 kilograms. Meanwhile intelligence sources maintained that the Naxals have once again started influencing the local residents to come to the fold of the Naxalism, said a senior intelligence officer. He said the rebels are targeting areas in Sonua, Goelkera and Porahat region of West Singhbhum. The intelligence sources also maintain that most of the Maoists who were in Saranda forest have shifted to the adjoining Sundargarh District in Odisha and several others hid themselves at the villages in Saranda in the guise of cultivators.

The decision to intensify the operation against the Maoists was taken following the meeting between Chief Minister (CM) Naveen Patnaik and the Director General (DG) of the Central Reserve Police Force (CRPF), Rajeev Bhatnagar, in Bhubaneswar on August 28. In the meeting, Bhatnagar had reportedly stressed the need for a joint offensive by State Police and Paramilitary Forces against Maoists entering Odisha from Chhattisgarh and Andhra Pradesh. Malkangiri and Koraput Districts are in focus in anti-Maoist drives mainly because of the fact that these two Districts share long borders with the neighbouring states of Chhattisgarh and Andhra Pradesh which also have a strong Maoist base. Among other Districts where SFs are expected to step up operations are Rayagada, Kandhamal, Kalahandi and Balangir. Sharma added, "Maoists are adopting new strategy and create fresh corridors at various places. Depending on the movement of the Naxals the security forces also should move accordingly and establish themselves in new areas." Sharma took charges as the new DGP recently and was attending a review meeting with Inspector Generals (IGs) of Central Reserve Police Force (CRPF) and Border Security Forces (BSF).In the meeting, Sharma said that anti-Naxal operations will be intensified especially in the inter-state border regions. So, we will request the Union Government of India to provide two additional Battalions of Central Armed Police Forces (CAPF) for deployment on inter-state borders, adds The Telegraph. The State Government of Odisha has been demanding deployment of additional central forces as their number in Chhattisgarh and Jharkhand is more than 100 Battalions. While one woman Maoist has been killed in the exchange of fire, two SOG jawans have been injured. The injured jawans have been hospitalized,” informed Kandhamal Superintendent of Police (SP), Mitrabhanu Mohapatra. According to Police, the spot where the encounter took place is close to the border of Khunti District’s Rania Police Station, which is considered to be a PLFI stronghold. Acting on a tip-off, that a squad of about a dozen PLFI rebels was anchored on the border of Rania jungle in Khunti District and Kantabandatoli hill under Gudri Thana area in West Singhbhum District, the Khunti Police started a search operation. The rebels opened fire on seeing the CRPF troopers and in the counter attack two rebels were killed. After the encounter, Police recovered one 9mm carbine and double-barrel gun, cartridges of both the carbine and double-barrel gun from the spot along with the dead bodies. Besides, Police have also recovered a cell phone. The identity of the cadres is yet to be identified. PLFI is a splinter group of the Communist Party of India-Maoist (CPI-Maoist).

The Union Home Ministry (UHM) has already heightened the use of unmanned aerial vehicles (UAVs) and Closed-Circuit Television (CCTV) surveillance in insurgency pockets of Chhattisgarh. It is important to note that a total 259 battalions of Central Armed Police Forces (CAPFs) were deployed in the Naxal affected region of the State. "The bodies have been sent to sadar hospital in Gumla for post mortem examination. We haven't counted the number of bullet wounds they received. But, preliminary inquiries suggest that AK47 rifles were used in the twin murders. PLFI's involvement is almost certain," Deputy Superintendent of Police (DSP), Bachandeo Kujur said. A team of the District Reserve Guard (DRG) was out on an anti-Maoist operation and advancing through Rasantong area, when the Maoists started firing on them leading to an encounter between the two sides. “After the exchange of fire stopped, bodies of two cadres clad in ‘uniform’ were recovered from the spot,” Deputy Inspector General of Police (DIG) (Dantewada range) Sundarraj P said. The identity of the killed Maoists was yet to be established. However, preliminary investigation suggested that they were members of the Golapalli Local Organisation Squad (LOS) of the Maoists, the DIG said. The Police recovered a 12 bore gun, a muzzle loading gun, 13 detonators, a radio set, a wireless set, codex wire, a couple of batteries, solar plates and some Maoist-related material from the spot.

However, there was no report of casualty in the incident. Additional Superintendent of Police (ASP) (anti-Naxal operations), Arun Kumar said about 25 Maoists, including women, raided the premises of Wellson Energy Company Private Limited at Saun village in Aamas Police Station area, held hostage two guards of a security agency deployed there and triggered a dynamite blast. The explosion blew up the control room and the administrative building on the 125-acre premises of the solar power company. The Maoists also set on fire other buildings adjacent to the control room. Non-payment of ‘levy’, demanded by the Maoists, is believed to be the reason for the attack. Sources said the Maoists had earlier demanded a levy of INR 10 million from the company, but its executives refused to make the payment.

The exchange of fire took place in the forests between Pidmel and Palamdgu villages under Polampalli Police Station limits, when a joint team of District Reserve Guard (DRG) and Special Task Force (STF) was out on a counter-insurgency operation in the interiors of Polampalli, Sukma Superintendent of Police (SP), Abhishek Meena said. After the encounter, SFs recovered the body of a Maoist along with three country-made firearms, explosives and other Maoist-related materials from the spot, the SP said. The Superintendent of Police (SP), Rajiv Ranjan Singh told that acting on a tip-off that Dinesh Gope (PLFI Chief) along with his squad members had assembled in Tonia Kullatuttu to commit a crime, a Police team was sent. The PLFI cadres started firing on the Police team, forcing the Police to retaliate. Gope suffered injuries and flew from the site. The security personnel have recovered an AK-47, Light Machine Gun (LMG), carbine and daily core items. Security personnel comprising the Central Reserve Police Force (CRPF) and District Police have launched a massive search operation in the area.The bodies of the three PLFI cadres have been recovered and are yet to be identified. The rebels attacked the ‘Kotwar’, identified as Sukku Nareti, last (September 24) night in Sureli village under Antagarh Police Station area, Kanker’s Additional Superintendent of Police (ASP), Jaiprakash Badhai said. A group of armed Maoists stormed into Nareti’s house and dragged him out on the street. They then strangled him with a rope and threw the body on a road near the village, the Police official said. The rebels then fled the spot raising slogans in support of the outlawed Naxal movement, he added. Some Maoists’ pamphlets were recovered from the spot in which Nareti was branded as a ‘Police informer’.

The encounter took place when a joint team of the STF and the District Reserve Guard (DRG), Chhattisgarh Police’s special Anti-Maoist unit, attacked a CPI-Maoist camp in Bhatbeda forest in Orchha area. Santosh Singh, Superintendent of Police (SP) said, “There was an exchange of fire for over an hour after which the Maoists fled from the spot. STF jawan Antosh Markam sustained injuries during the encounter. The Cabinet Committee on Security (CCS) approved INR 250.6 billion for implementation of umbrella scheme of Modernisation of Police Forces (MPF) for years 201718 to 201920, on September 26, reports Business Standard.
The Union Minister for Home Affairs (UMHA) Rajnath Singh told reporters after a meeting of the Union Cabinet that the Central Government would contribute around 80 per cent of money earmarked for Police modernisation. Under the scheme the share of Central Government will be INR 186.36 billion and that of states INR 64.24 billion. Special provision has been made under the scheme for internal security, law and order, women security, availability of modern weapons, mobility of Police forces, logistics support, hiring of helicopters, upgradation of Police wireless, National Satellite Network (NSN), Crime and Criminal Tracking Networks and Systems (CCTNS) project and Eprison project. The scheme of Special Central Assistance (SCA) for 35 worst Naxal Left Wing Extremists (LWEs) affected Districts has been introduced with an outlay of INR 30 billion to tackle the issue of underdevelopment in these Districts. The umbrella scheme also provides for setting up of a stateof art forensic science laboratory in Amravati (Andhra Pradesh) and upgradation of Sardar Patel Global Centre for Security, Counter Terrorism and Anti Insurgency (SPGCSTAI) in Jaipur and Gujarat Forensic Science University (GFSU) in Gandhinagar.

The Communist Party of India-Maoist (CPI-Maoist)has admitted that the revolutionary movement is currently undergoing a “difficult” phase all over the country, reports Telangana Today on September 28. The senior Maoist leadership, constituting the all powerful Central Committee (CC), met in February (2017) last to review the progress of the revolutionary movement in the country. One of the resolutions passed in this crucial CC meeting was on the current situation of the revolution, which candidly admitted that the revolutionary movement was going through a ‘difficult’ stage all over the country. The same resolution also pointed out that the Left Wing Extremist (LWE) movement in urban areas was weak and that in several regions it was still passing through a ‘setback’ phase. These significant observations in the resolutions, speak of the overall impact of the intensified crackdown on LWE movement in the country despite the People’s Liberation Guerrilla Army (PLGA), the military wing of the CPI-Maoist succeeding in carrying out spectacular raids on Security Forces (SFs) in their base areas. The CC document, containing many resolutions, speaks of a very serious debate that the 19-member CC had on the current status. The Maoist party used three types of expressions, “Set back”, “Weak” and “Difficult” to denote the status of the revolutionary movement in different areas depending on the situations. The Maoist party also claimed that revolution was in different phases in 16 areas of the country, spanning different States. Organizationally, the CC oversees the functioning of four regional bureaus, which in turn monitor and coordinate Naxalite activity of Special Zonal Committees (SZCs), Special Area Committees (SACs), State Committees (SCs) or Leading Committees (LCs).

As many as 484 rounds of live bullets, two rusted metallic portions of .303 rifles, a hand grenade (live), a sealed tiffin bomb (live), a tiffin bomb without detonator, fourteen .303 magazine catches and a canvas ammunition pouch were seized, Police sources said. According to reports, Kisinda Police officials spotted the Maoist camp while conducting a search operation in the forest with the Rourkela District Voluntary Force (DVF).

An 18-year-old woman Communist Party of India-Maoist (CPI-Maoist) identified as Chitren Pangi of Malkangiri District surrendered before Odisha Police in Koraput District on September 29, reports Odishatv. Chitren was an active member of Guma area committee of Andhra-Odisha Border Special Zonal Committee (AOBSZC), operating in Chitrakonda and Machkund area in Malkangiri District. According to Police, Chitren had joined the outlawed CPI-Maoist in May 2017 after being instigated by a few local Maoist leaders. Soon she became an active member of Sudhir’s group. A senior official informed that Chitren was a member of the Chetna Natya Mandali (CNM) and was also trained as ‘team doctor’. She also had knowledge of different medicines and during her brief stint with the Maoists, Chitren had helped the Maoists in collecting local intelligence about the presence of the Security Forces (SFs) in Guma area. “Chitren became disillusioned soon after joining the Maoists group and left the party. She was also fed up with the anti-people attitude of the group and unjustified violence against people,” Superintendent of Police (SP), Kanwar Vishal Singh said.

Speaking to reporters in Bhubaneswar, the State capital, Kumar said, “We are planning to fill security gaps in the cutoff areas of Malkangiri and Tulsi Dongri of Chhattisgarh to cause maximum damage to the Red rebels. Accordingly, we are planning operations in those particular areas. Communications in the cutoff areas is a major problem. Recently, the Central Government has allotted Rs 25 crore for upgradation of infrastructure in these areas. This has boosted the morale of the forces.” Besides, he informed that a meeting on BSF would be held soon in Visakhapatnam which would be attended by top officers of SFs.
