A ‘poster war’ broke out on the first day of People’s Liberation Guerrilla Army (PLGA) week at Pottangi in Koraput District, reports New Indian Express on December 2. Communist Party of India-Maoist (CPI-Maoist) banners were placed at Kartulpeta village within Bandhugaon Police limits and anti-Naxal [Left Wing Extremism (LWE)] posters were seen at several places in Pottangi. According to the report, CPI-Maoist posters pasted by its Srikakulam-Koraput Division Committee (SKDC) protested against leasing out bauxite mining to corporate house by ignoring the rights of tribal people and urged locals to fight for land rights and invited local youths to join their movement with their posters. However, anti-CPI-Maoist posters highlighted Naxals as barrier to development works and killers of innocent people. This was the first time anti-Naxal posters were seen in Pottangi. No one has claimed responsibility for putting up the anti-Naxal posters.

A joint team of Jharkhand and Chhattisgarh forces and Para-Military personnel are conducting a major anti- Naxal [Left Wing Extremism (LWE)] operation in Burha Pahar, located in Garhwa District of Jharkhand bordering Chhattisgarh to target and root out top Maoist commanders reports Hindustan Times on December 2. The Jharkhand Government has directed the local administration to evacuate Burha Pahar village, witnessing repeated bombardments following the heavy offensive over a month by the Security Forces (SF)’s.Jharkhand Chief Secretary (CS) Rajbala Verma and Director General of Police (DGP) DK Pandey held a review meeting in Garhwa on December 2 to discuss strategies for the offensive, besides deliberating on the development projects the government is planning for the area. Jharkhand Government wants to liberate Burha Pahar from CPI-Maoists by December end. Jharkhand DGP DK Pandey warned Communist Party of India-Maoist (CPI-Maoist) commander Arvindji, who is reportedly holed up in Burha Pahar, to surrender or be ready to face bullets.

Left Wing Extremists (LWEs) cadres belonging to JJMP (Jharkhand Jan Mukti Parishad), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), slapped a forester of East Garu Range, was on his duty supervising an upcoming multipurpose tower there, on December 1 evening, in Palamu Tiger Reserve (PTR) under Garu Block (administrative unit) in Latehar District, reports The Pioneer. Sources said about two dozen JJMP cadres reached the work site of the tower and then on identifying the forester, S Pathak, there, they slapped him as a token of warning not to continue the construction of the tower. Sources said the JJMP cadres forbade the forester quite threateningly. The JJMP cadres demanded that prior to the construction of this tower permission from JJMP ought to have been taken. The JJMP rebels handed down one contact number asking people at the construction site to speak to one of them on cell phone. Sources said the JJMP is all for extraction of levy.

Unidentified armed Naxals [Left Wing Extremists (LWEs)] killed Bhaiya Ram Munda (38), a local Bharatiya Janata Party (BJP) leader and injured three others including the wife, mother and brother at Bagma village under Murhu Police Station area in Khunti District on December 2, reports UNI. Police said a group of 15-20 ultras belonging to an unidentified Communist Party of India-Maoist (CPI-Maoist) / splinter group reached the house of the deceased Munda in the night and opened indiscriminate fire in which he was killed on the spot while his wife, mother and brother sustained injuries. However, Police suspected PLFI [Peoples' Liberation Front of India] ultras of being responsible for the killing. PLFI is a splinter group of the CPI-Maoist.

The body of Bele Ram was found on Sunday (December 3) morning on the outskirts of his village Sarandi within the Tadoki Police Station limits, the Police said. On interrogation it was disclosed that on July 24, 2017, a new group called CPI-ML, Chandra Pulla Reddy Bata faction was formed with 12 members under the leadership of Kura Rajanna and Bommani Narasimhulu alias Vishwanath alias Anand, Aler of Nalgonda District. “The entire members are indulging in extortions from business people. The arrested have been identified as Achu Munda, Ladu Munda and Raja Ram Munda. A pistol and cartridges were recovered from their possession. The trio told Police that PLFI ‘zonal commander’ Prabhu Sahay had demanded INR 200,000 from a contractor engaged in a road project between Bagma and Goa villages in Murhu. He initially gave INR 70,000 to site manager Raja Ram, one of the arrested, who did not deliver the amount to Sahay and instead told him that Bhaiya Ram, who was also involved with the project, had been asked to arrange the money. Consequently, Sahay told him to pay INR 200,000 by November 30. But Bhaiya Ram neither informed Police nor did he settle the misunderstanding with the PLFI ‘chief’. On December 1, Sahay and his henchmen gunned him down.Achu was jailed in October last year for carrying PLFI pamphlets, posters and banners and was released on bail a few months ago. Ladu was also booked in the same month for illegal poppy cultivation on his land. Raja Ram swindled extortion money which led to the mix-up. The rebels, who are also into illegal poppy cultivation, are natives of Bagma village where Bhaiya Ram used to stay. Preliminary probe suggested that the BJP leader was killed because of a misunderstanding with the outfit on payment of ‘extortion money’. A section of villagers were also unhappy with him because he helped Police destroy illegal poppy cultivation in the area.

The appeal of Saibaba will come up on December 6 before the Mumbai High Court. According to the report, Saibaba attended the Third Conference of International League of People's Struggle (ILPS), an organisation claiming to fight imperialist forces across the world, in Hong Kong in June 2008. He was also present at meetings of ILPS' international core committee in November 2009 in Europe. He participated in the 40th foundation day of the Communist Party of Turkey (Marxist-Leninist) in Germany in April 2012. In May 2012, Saibaba reportedly attended a meeting of Maoist Parties of Latin America in Brazil. On Monday (December 4) night, a joint team of District Reserve Guard (DRG) and local Police had launched a search operation in Bhairamgarh area, around 450 kilometers from the State capital, Raipur, in view of the ongoing ‘People’s Liberation Guerrilla Army (PLGA- military wing of the Maoists) Week’ observed by the CPI-Maoist from December 2 to 8. When the patrolling team was on the way back, the rebels opened indiscriminate firing on them in the forest on the bank of Indravati River near Dharma, following which SFs also retaliated, the Police said. After a brief exchange of fire the Maoists fled to the forests. Meanwhile, three women Maoists identified as Daso Oyam (28), Sunita Oyam (24) and Kumari Oyam (21), all natives of Dharma, were arrested from the spot, a Police official said. The bus services in those areas would resume on December 9, after the outfit’s December 2-8 foundation day celebrations are over. “OSRTC has stopped operations on 61 out of 190 routes in south Odisha,” Corporation’s Divisional Manager for Berhampur Division, Amulya Kumar Mishra said, adding that routes of some long-haul buses have been changed so that they do not have to go through these regions. Passenger bus operations from five out of the OSRTC’s 10 depots in south Odisha have been completely halted. One District Reserve Guard (DRG) personnel was injured when Communist Party of India-Maoist (CPI-Maoist) cadres fired at a newly set up Police camp at a forest in Kondagaon District on December 6, reports NDTV. A small action team of the Maoists fired at the Police camp in Hadeli village where some finishing work was underway, following which the Security Force (SF) personnel retaliated and after a brief exchange of fire, the rebels escaped into the dense forest, Police said. Head constable Komal Khalko, belonging to DRG, had sustained bullet injuries. The Police camp was recently set up in Hadeli, located 50 kilometres deep inside forest from Kondagaon town, which is around 200 kilometres away from State capital, Raipur.

Confirming the development, Special Inspector General of Police (SIGP, Anti-Naxal Operations), Sharad Shelar said that the bodies of all the seven Naxals [Left Wing Extremists (LWEs)] killed in the encounter had been recovered. The women cadres killed in the encounter belonged to the Sironcha dalam (armed squad). The Police team also recovered two Self-Loading Rifles (SLRs), two 303 guns, two locally made guns and other Maoist literature from the spot. Further, SIGP, Shelar stated, “There has been a spurt in the violent activities by the Maoists in Gadchiroli especially this week because they are observing the PLGA [Maoists’ military wing the People’s Liberation Guerilla Army] week. It is their strategy to terrorise common people. But this [Wednesday’s encounter] was a major success for us.”One of the seven Maoists killed is suspected to be Jadi Pushpa alias Balamma of Bellampally town in Mancherial District of Telengana. “We are assuming that Pushpa was killed in encounter as civil rights activists met her family members at Chandravelli village to condole her death,” revealed a source in the Police department. “A positive identity would be established only after the Maharashtra Police releases her details,” he added. Pushpa, who is also known as Rajeshwari and Rajeshwarakka, joined the underground outfit about 20 years back. She was working in Dandakaranya area in Chhattisgarh and carried a SLR and a reward of INR 400,000. The identities of the remaining six cadres are yet to be ascertained.

Ganjam Superintendent of Police (SP), Ashish Singh said Babloo and two of his associates had come to Ganjam as contract killers to kill one accused when he was supposed to be produced in the District court. Acting on a tip-off, the Police swung into action to arrest Babloo. According to Police, the rebels of the People's Liberation Front of India (PLFI), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), attacked a stone crusher unit belonging to a person, Arun Pandey, and set on fire six vehicles early on December 8. The rebels also fired in the air and left a pamphlet claiming responsibility for the incident, Police said. The crusher was being used in road construction. Through the pamphlet, the rebels also appealed to labourers not to work on the crusher. The denial of ‘levy’ to the rebels is said to be the reason for the incident.

People do not support violent activities and the LWE cadres have no local base. Our problem is mostly caused by infiltration from Chhattisgarh, Jharkhand as well as from Andhra Pradesh,” Patnaik told the State Assembly. The CM further said: “The asymmetric deployment of Central forces on the Chhattisgarh border is a major issue towards which we have drawn the Centre’s attention. However, as usual our repeated requests for additional deployment of Central forces have not been considered so far. The State government’s commitment to eliminate the LWE menace is reflected in our determined efforts to complete the Gurupriya Bridge in spite of the Centre not giving adequate funds. I am hopeful in a few months from now the cut-off areas will have connectivity.” While furnishing a written reply on Monday (December 4), the CM had informed the House that there was drop in Maoist violence in 2017 compared to 2016. In 2016, as many as 68 incidents of LWE violence were recorded in the State, whereas till November this year there were only 47 violent incidents perpetrated by Maoists. In 2017, Maoist violence claimed the lives of 14 civilians and 9 security personnel.Patnaik said improvement in Police infrastructure, recruitment of armed personnel, specialised training and a progressive policy of surrender and rehabilitation had led to substantial improvement in the situation.

Odisha Government on December 8 approved an annual budget of INR 710 million for 2017-18 under the Security Related Expenditure (SRE) scheme, reports Pragativadi. The State-level committee on anti-Communist Party of India-Maoist (CPI-Maoist) operations approved the SRE budget ahead of a crucial meeting of the Central Government on December 11, informed Asit Tripathy, State Home Secretary. The SRE scheme fund is utilised by the State to fortify Police Station, train Police personnel and meet arms and ammunition expenses of Paramilitary Forces, including providing ex-gratia to families of civilians or security personnel killed during anti-Maoist operations. Two of the three arrested CPI-Maoist cadres were identified as Lalbabu Sahni alias Bhaskar, ‘secretary’ of the North Bihar Zonal Committee (NBZC); and Md Mushtaque, CPI-Maoist cadre from Pakaridyal. Bhaskar was involved in the Madhuban attack by CPI-Maoist on the Police in 2005, in which two Policemen and three others were killed when over 500 CPI-Maoists attacked the bank, besides the house of a Member of Parliament (MP), the block (administrative unit) and circle offices simultaneously. He has over 18 criminal cases related to bank dacoity, attacks for levy, attacking brick kiln owners and murder at various Police stations in Bihar. He was in East Champaran to galvanize members in hibernation since Tariyani attack, which killed five Central Reserve Police Force (CRPF) personnel. The Police recovered five detonators, 10 SLR cartridges, besides levy receipts. According to Police, cadres of the People's Liberation Front of India (PLFI), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), raided a private company involved in road construction work at Madhuamilan village under Chandwa Police Station area of the District. The private company is involved in road construction work of around five kilometres under the Pradhan Mantri Gram Sadak Yojana (PMGSY). The rebels asked the labourers to leave and later set one tractor and one JCB machine on fire used for road construction, by pouring petrol. They also left a pamphlet claiming responsibility for the incident. The denial of ‘levy’ is said to be the reason for the attack.

Odisha Chief Minister (CM) Naveen Patnaik said the Communist Party of India-Maoist (CPI-Maoist) situation in at least eight Districts of the State continues to "remain challenging" even as there has been a substantial improvement in the situation in other Districts, reports Business Standard on December 12. In a written reply to Congress member Naba Kishore Das in the Assembly on December 8, Patnaik named the eight Districts as Malkangiri, Koraput, Kalahandi, Kandhamal, Rayagada, Bolangir, Bargarh and Angul. The CM told the Assembly that as many as 13 Districts were hit by the Left Wing Extremism (LWE) violence since 2007, which included Malkangiri, Rayagada, Koraput, Nabarangpur, Gajapati, Kandhamal, Mayurbhanj, Sambalpur, Deogarh, Keonjhar, Sundargarh, Jajpur and Dhenkanal. However, Patnaik said the LWE situation in Gajapati, Keonjhar, Mayurbhanj, Sambalpur, Nuapada, Bodh, Nayagarh, Deogarh and Sundargarh was under control. He further said there have been no incidents of Maoist violence reported from Jajpur, Dhenkanal, Nabarangpur and Ganjam Districts so far. "Improvement of police infrastructure, recruitment of armed personnel, specialised training and a progressive policy of surrender and rehabilitation have led to substantial improvement in the situation," Patnaik had said. The State has, meanwhile, requested the Centre to send Additional Central Forces to be deployed in areas prone to Maoist violence.

The Gadchiroli Police have claimed his body is the eighth retrieved after the encounter near Kalled village, around 12 kilometres from Kamasur, where seven Maoists were killed on December 6. Ankush Shinde, Deputy Inspector General (DIG) of Police, said the Dechlipetha sub-Police Station and Jimulgatta Quick Response Team (QRT) conducted an intelligence-based operation following which the body was recovered. On the basis of a tip-off that a group of Maoists were present in the area, a joint team of Police and BSF personnel had launched a combing operation on December 14 night, Malkangiri, Superintendent of Police (SP), Jagmohan Meena said. After the encounter, during search, the body of the slain Maoist was recovered by the Security Forces (SFs) along with a loaded Self-Loading Rifle (SLR) rifle and two magazines having 54 live rounds of 7.62 mm bullets. On further scouting the area, the SFs also recovered an Improvised Explosive Device (IED) planted by Maoists in the nearby forests, BSF, Deputy Inspector General (DIG, Intelligence), Jaya Chandra Nayak, said and added that the SFs defused the IED before returning to their camp in Badapada area. The Special Intelligence Branch (SIB) and the Police of BhadradriKothagudem District have identified Rajanna as the leader of the newly-floated Naxal [Left Wing Extremism (LWE)] outfit, CPI-ML-Janashakti-Chandra Pulla Reddy Bata. According to the Police, Rajanna organised a plenary in ChevellaMandal (administrative sub-division)in Ranga Reddy District in June this year with 60 Naxal sympathisers, mostly former CPI-ML-Janashakti cadres. After the meet, he started working on the new group.Police further said, around 20 Naxals of the group are on the prowl and eight of them died in exchange of fire in Bodu forest of Bhadradri Kothagudem on December 14. Bhadradri Kothagudem, Superintendent of Police (SP), Ambar Kishore Jha, said, "Kura Rajanna is the man behind this new group. Rajanna was involved in 11 cases in Karimnagar and was acquitted in nine. Police said the bodies of the two guards, with their throats slit, were recovered from Dudhania village of the District, 166 kilometres southeast of Patna, in the morning of December 19. According to reports, two dozen Maoists surrounded the construction company site at Jainsthan Kundghat of Sikandra village in the District and abducted the two guards at gunpoint. Police sources said the construction firm, engaged by the water resources department for its INR 5586.52-lakh irrigation project, could have been targeted for not paying the ‘levy’ demanded by Maoists. The victims had been identified as Siddhram Koda and Ganguli Koda, both residents of Dhawatand in Mathurapur Panchayat (village level local-self government institution) of the District, Jamui superintendent of police (SP), Jayant Kant said. Two Communist Party of India-Maoist (CPI-Maoist) cadres identified as Madkam Hidma (22) and Madkam Deva (21) were arrested by a joint team of Central Reserve Police Force (CRPF) and District Force (DF), near Sameli village under Aranpur Police Station limits in Dantewada District on December 18, reports The Pioneer. The composite squad of personnel from CRPF's 111th and 231st battalions and DF had launched a search-cum-area domination operation on Dantewada-Aranpur road. The patrolling team spotted some suspects hiding in the forests near Sameli following which they started encircling them. While some of them managed to escape, Hidma and Deva, active as ‘Jan militia’ members, were arrested, the Police said. The two, during interrogation, revealed that they had planted a pipe bomb on the side of the road and were waiting for the Security Forces (SFs) to target them; the official said adding "a major tragedy was averted with their arrest." According to the arrested Maoists, local Maoist commander Somdu and his associates Linga and Gundadhur were also present there but their managed to flee inside forest when forces arrived there, he added. One claymore mine, two pipe bombs, one bundle wire and three kilograms of iron splinter were also recovered from their possession, the Police added.

The Security Forces (SFs) raided CPI-Maoist hideouts at Banke Bazar and Amas Police Station areas in Gaya District, following leads obtained from a senior CPI-Maoist leader arrested recently (Date not specified). The offensive started on December 14 and ended on December 19. The SFs have recovered 27 landmines planted in steel cans from a CPI-Maoist dump from the bordering areas of Jharkhand and Bihar, said Indrajit Mahatha, Superintendent of Police (SP), Palamu. The Police also seized other items, including raw material for fabricating land mines, personal belongings of the Maoists and uniforms during the operation, added Mahatha.

Top Communist Party of India-Maoist (CPI-Maoist) leader identified as Jinugu Narasimha Reddy alias Jampanna (57) along with his wife, Rajitha (37) and another senior CPI-Maoist leader surrendered before the Telangana Police on December 22, reports Hindustan Times.According to the report, Jampanna, 'central committee (CC) member' of CPI-Maoist, carrying a reward of INR 2.4 million on his head and his wife Rajitha, with INR 2 million reward approached the Police through a top Telangana Rashtra Samithi (TRS) leader in Warangal (rural) District. The TRS leader arranged the surrender after getting the approval from Telangana Chief Minister (CM) K Chandrasekhar Rao. He hails from Cherlapalem village in Thorrur Block (administrative unit) of Mahbubabad District and worked as a ‘secretary’ of the North Telangana Special Zonal Committee (NTSZC) of CPI-Maoist, before being elevated as CC member. He is known as an expert in military operations. He led the Maoists in the 2008 Nayagarh armory loot and 2004 Koraput District armory attack that provided ammunition to the CPI-Maoist.He was appointed ‘secretary’ of Andhra-Odisha Border Special Zonal Committee (AOBSZC) and active in Kandhmal Kalahandi division (KKBN) of the CPI- Maoist in Odisha.

Acting on a tip-off, personnel of the STF's Special Operation Group (SOG) raided the house of an alleged arms supplier, identified as Sanjiv Sah, at Tikarampur, under the jurisdiction of Mufassil Police Station in the District, and seized some finished and unfinished weapons. The SOG later arrested Sanjiv's associate Sanoj Yadav from Shankarpur village. Sanoj named two other arms dealers - Raman Sharma and Teni Sharma - residents of Puraniganj and Mania Choraha villages in the District, respectively. In a four-page statement issued to the media on December 28, the party accused Jampanna of choosing the path of the most selfish, heinous and cowardly path of desertion and shamelessly kneeling down before the enemy. “He tried to cover up his weaknesses by taking shelter under the garb of ideological differences with the party line. Our central committee strongly condemns his betrayal and resolves to carry forward the red banner of class struggle,” Maoist party spokesman Abhay said in the statement. It said Jampanna, who surrendered last week (December 22) before Telangana Police along with wife Rajitha, was suspended for two years long before the surrender. The letter also contained that Jampanna was dismissed about two years ago for his ideological differences, but he didn’t change the attitude. “Though he participated in the revolutionary movement for a relatively long period of three decades and developed as one among the highest ranked leaders, he had several weaknesses, limitations and non-proletarian trends like individualism, bureaucracy and false prestige that continued throughout his political life as a comrade.
