A former Naxalite [Left Wing extremism (LWE)], who failed to appear in a murder case trial in a special court was arrested by the Police in Dharmapuri District on July 1, reports The Hindu. The trial in the murder case commenced in the Poonthamalli Special Court in Chennai recently and Kamalanathan (53), of Mallikuttai village, who had served in the Naxal movement for some time, did not appear in the court. Following this, the court issued arrest warrant. A Police team from Denkanikottai Police Station arrested Kamalanathan on July 1, Police said. Police sources said that Venkatesan, then president of the Thali panchayat (village level local-self government institution) in Denkanikottai Police Station limits, was murdered by a group of person way back in 2002.

Security Forces (SFs) recovered seven live grenades from Panki-Balumath road in Karimati Ghati in Palamau District on July 1, reports One India. Acting on a tip-off, the District Police launched a search operation and recovered the explosives. The grenades might have been kept hidden by the ultras as the area is affected by Communist Party of India-Maoist (CPI-Maoist) and People's Liberation Front of India (PLFI) militants, Palamau Superintendent of Police (SP) Indrajeet Mahatha said. A massive search operation is underway following the seizure in the area, Mahatha said.

The Sashastra Seema Bal (SSB) along with Jharkhand Police conducted a joint operation and arrested a Communist Party of India-Maoist (CPI-Maoist) cadre, identified as Ravinder Kumar along with arms and ammunition from Hazaribagh in Hazaribagh District on July 1, reports Business Standard. A wanted woman Communist Party of IndiaMaoist (CPIMaoist) cadre, who jumped bail and was on the run for the past five years, was arrested at gunpoint by the sleuths of Andhra Pradesh State Intelligence Bureau (SIB) near Sennimalai in Erode District on July 3, reports New Indian Express. Sources said V Kakarala Padma (45), a native of Andhra Pradesh was arrested when she was on her way to Erode to meet her accomplices. She was first arrested in 2002 under the Prevention of Terrorism Act, for giving arms training to Maoist recruits at Uthangarai. Padma was in jail till 2005. After her release, she fought for the rights of women and spearheaded several protests. She has over 10 cases and National Security Act and Unlawful Activities Prevention Act slapped against her. Later, she was arrested and was lodged as an under trial prisoner in Madurai Central Prison. In 2012, she came out on conditional bail and had been absconding ever since.

Meanwhile, a Can-bomb weighing around 20 kilograms and a 200-metre electric wire were found from a one-foot deep pit at Shantinagar under Adityapur Thana (Police post) area in Seraikela-Kharsawan District on July 3, reports The Telegraph. Informed by a local resident, Police swung into action by pressing into service a bomb disposal squad from Ranchi who blasted the bomb. Seraikela-Kharsawan Superintendent of Police (SP), Chandan Kumar Sinha said, "The bomb had been kept hidden, but we can't say whether it had been kept there by any rebel outfit. May be the bomb was kept for future use." He said Police were trying hard to identify the persons involved in bringing the Improvised Explosive Device (IED) to a place like Shantinagar. However, a source in Adityapur said it was the handiwork of CPI-Maoist rebels. "The rebels had made their presence felt up to Kandra during 2010, when the Naxalite [Left Wing Extremist (LWE)] activities were at their peak. Kandra, which is also under Seraikela-Kharsawan, is 15km from the spot where the bomb was found," a Police officer said. One Navin Das from Shantinagar was picked up by Police for interrogation about the bomb.

National Investigation Agency (NIA) filed a charge-sheet with the NIA court in Kolkata on July 3, naming the top Communist Party of India-Maoist (CPI-Maoist) leader Muppalla Lakshman Rao aka Ganapathi, ‘general secretary’ of the Central Committee of the CPI-Maoist, and four others, reports Millennium Post. The name of the top leader of the Left Wing Extremist (LWE) group has come up in the charge-sheet in connection with the probe that the NIA had undertaken in connection with the arrest of another of their top leader Sadanala Ramakrishna. He was arrested from College Street in Central Kolkata in 2012 along with two other Maoist leaders. The Special Task Force (STF) had arrested the Maoist leader and seized INR 9.6 million cash, firearms, ammunition and Maoist literature from him.

An internal probe report has suggested conspiracy in the April 24 Communist Party of India-Maoist (CPI-Maoist) ambush on a Central Reserve Police Force (CRPF) party at Burkapal in Sukma District leading to massacre of 25 troopers, reports The Asian Age on July 5. The Bharat Sanchar Nigam Limited (BSNL) towers in the region had gone dead hours before the deadly ambush was carried out and started functioning after the attack, an internal probe report of the CRPF has disclosed, indicating a conspiracy angel. Sources in CRPF stated that there should be thorough probe into the aspect to “nail” Maoist moles, if they existed, in the government machinery. This is the first time an official probe has hinted at sabotage leading to one of the deadliest attacks on Security Forces (SFs) in Bastar Division. The report has revealed that security establishment had overlooked “vital clues” indicating preparations by the Maoists hours before the attack. According to the report, locals were seen busy celebrating an “unseasonal” festival in Burkapal on the intervening night of April 23-24. The next day, when the attack was carried out, the whole village was found deserted. Besides, suspicious movement by unknown people was noticed near the CRPF camp in Burkapal, which was conveniently ignored, the report noted. A woman, a purported Maoist ‘informer’, was seen moving suspiciously near the CRPF camp at Burkapal.

The Police had earlier claimed to have killed 15-20 Maoists in the operation, said to be the biggest so far against Maoist, on June 24. Sukma Superintendent of Police (SP), Abhishek Meena, citing inputs received from locals, said the Police had ascertained the identification of the seven killed in the encounter. “The deceased Maoists were identified as Udka Lakhu, Sodhi Budhra, Podium Suresh, Muchaki Jogi, Madvi Hidma, Vetti Joga and Sodhi Lakhe, all belonging to Peoples Liberation Guerrilla Army (PLGA) squad of Maoists,” the SP said. The Police had then also claimed that top Maoist ‘commander’ Hidma had sustained bullet injuries. The incident took place near Kasaram village on the afternoon of July 3, and Police were informed about it only last evening (July 4), said a senior Police officer. According to the contractor, Viranna and Veera Swami, two of his labourers, were carrying out measurement work when some armed Maoists came to the spot and forcibly took them away. A road is being constructed between Kistaram and Chintalnar in Sukma District, which is around 500 kilometres from the state capital Raipur. The densely forested region is considered to be a stronghold of Maoists.

While three cadres were arrested from Dantewada District, two others were arrested from Narayanpur District, a senior Police official said. "Based on a specific tip-off, the ultras identified as Budhram Mandavi (45), Hunga Atra (20) and Laxman Atra (26) were held from Ghadi chowk area of Bacheli town in Dantewada when they arrived there for procuring daily use material," he said. Ration items, including rice and oil, besides a cache of torches and batteries, were recovered from their possession, he added. They were allegedly involved in the attack in Bacheli mining area of the National Mineral Development Corporation (NMDC) in Dantewada in February this year, wherein around 90 kg explosives, 1,550 meters wire, 149 detonators, two walkie-talkies were looted, the official said. The trio had been acting as lower-rung cadres since the past five years and tasked with supply of ration material, cutting roads and damaging Government property, he said.

Police sources said a joint squad of the Charla Police and the Central Reserve Police Force (CRPF) personnel arrested the trio during a vehicle checking drive after spotting them moving suspiciously at Peddamidisileru crossroads near Kaliveru in the early hours of July 7. According to Police, the trio was identified as K Jogaiah (39), and M. Irmaiah (29), of Burugupadu village and Maoist sympathiser Sushanth alias Susen (22), a petty vendor, in Charla. The report states, of the total, 9,300 were innocent civilians which were either killed by the Naxals, labelling them as 'police informers', or were victims in crossfire. The UMHA added that there has been a decline of 25 per cent in LWE-related violence and casualties to SFs has dropped by as much as 42 per cent during May 2014-April 2017 as compared to May 2011-April 2014.The elimination of Naxal cadres rose by a sharp 65 per cent and the surrenders by the extremists recorded 185 per cent increase, the official said. The Ministry Home Affairs (MHA) officials said currently 90 per cent of the Communist Party of India-Maoist (CPI-Maoist) activities were limited to 35 Districts, though they have a hold over pockets in 68 Districts in 10 States.

"They are moving between Kavardha and Motinalla area in Balaghat along Mandla district," said Amit Sanghi, Superintendent of Police (SP) Balaghat. The CPI-Maoist has recently carved out a new zone for its operations — Gadchiroli-Rajnandgaon-Balaghat (GRB), straddling the border tri-junction of Maharashtra, Chhattisgarh and Madhya Pradesh. Security Forces (SFs) in Madhya Pradesh, Maharashtra and Chhattisgarh have already intensified operations. The old North Gadchiroli-Gondia-Balaghat and Rajnandgaon (NGGBR) division has now been converted into GRB zone/division and Maoists and are already surveying and recruiting in this region, Police sources said. A group of Maoists descended on the house of Shiv Koda at Tari village in the early hours of Friday and held three members of the family hostage at gunpoint. Thereafter, they took them to the nearby Kukarjhap dam near Barhat and killed them. The Police identified the deceased as Shiv Koda, Bajrangi Koda and Meena Devi. The bodies bore multiple injuries which suggested that the killers had used heavy stones and blunt objects to kill them. Jamui Superintendent of Police (SP), Jayant Kant said, “We found the bodies near Kukurjhap dam near Barhat. Sources said the ED has initiated action against Pradyuman Sharma and Sandeep Yadav, who are most wanted in Bihar and Jharkhand. Sandeep carries INR 500,000 reward on his head in Bihar and INR 2.5 million in Jharkhand. The Bihar Government has announced INR 50,000 on Pradyuman while he carries a reward of INR 500,000 in Jharkhand. Inspector General (IG) (operation) Kundan Krishnan said four more Maoist leaders are on the list of those whose property details have been collected to be sent to the ED for attachment very soon while work was on against several other leaders. “Most of these properties were in the name of their relatives. Three lower rung cadres of the Communist Party of India-Maoist (CPI-Maoist) were arrested from Bijapur District on July 15, reports Indian Express. The cadres were arrested from a forest near Potenar village when a team of local Police was out on an area domination operation, Bijapur Additional Superintendent of Police (ASP), Mohit Garg said. The arrested cadres were identified as Motilal Mandavi (25), Paklu Beko (45) and Moti Beko (25). The three Maoists were allegedly involved in setting ablaze a bus in 2015 near Bardela village of Bijapur after asking its passengers to alight. They were also allegedly involved in attacks on Police party and other Naxal [Left Wing Extremism (LWE)] incidents, Garg said. Mandavi was a member of Chetna Natya Mandli (CNM), the cultural outfit of the Maoists, he said. Paklu Beko was a member of the Janatana Sarkar (people’s government) group of the Maoists, while Moti Beko was a militia member, the ASP said.

Speaking at the State-level tribal community leaders’ meeting organised jointly by Odisha Adivasi Kalyan Mahasangha (OAKM) and Naxal Birodhi Hinsamukta Odisha Abhiyan (NBHOA) on Tribal Museum premises in Koraput, he said the rural youths must be weaned away from the Maoists. Hundreds of pamphlets have been found in the Tadwai and Pasra forest area on July 20. The leaflets were found scattered on NH 153 at Tadwai mandal (administrative division) headquarters in the name of Telangana State Committee (TSC) of CPI-Maoist. The party called upon the public in the villages to observe the ‘martyrs’ memorial week’ and pay homage to the martyrs. Superintendent of Police (SP), K Siva Subramani said on a tip off an operation was launched in Maoist dominated area. "The ammunition and other Maoist materials were found at an old camp deserted by the Maoists. The ammunition was recovered," he said. The recovered items include two boxes stashed with explosives, an empty explosive container, 62 gelatine sticks used in explosives, five kilograms of urea, electric wire, two Maoist books, 18 syringes, 10 banners, two shawls, battery slips, salt and pants and trousers. The Centre Government has also asked the Security Force (SFs) not to shun the multi-prone approach like initiating development works in the Naxal-affected areas and facilitating surrender of the Naxals.As per the UMHA, till June 30 this year, 424 Communist Party of India-Maoist (CPI-Maoist) cadres surrendered before various laws enforcement agencies across the country. This year, in Chhattisgarh, 298 Naxals surrendered, followed by Jharkhand with 38 surrenders and Andhra Pradesh 35. A press release issued by the Gadchiroli Police stated, during a heavy exchange of fire, the Police team gunned down one Naxalite [Left Wing Extremist (LWE)], identified as Mangru alias Ram Chinna Portet, while others managed to flee the spot. A 12 bore gun and some Naxal literature were also recovered from the spot, said the release. Portet, engaged in the movement for more than two decades, having more than 40 offences against him, had a reward of INR 600,000 on his head. Portet was shifted to Aheri a couple of years ago by the senior brass of rebels so that he can strengthen the base of the party in his home taluka. Acting on specific inputs, the joint team had launched a search operation towards Tamodi and Madpal villages under Mirtoor Police Station limits, Police said. In first incident, when the patrolling team reached near Tamodi village, a few Maoists triggered an Improvised Explosive Device (IED) blast and attempted to flee from the spot. Of them, Pandru Kadti (36) and Somru Potam (20) were arrested after a chase and wire and a battery (used in detonating explosives) recovered from their possession. The Central Reserve Police Force (CRPF), on July 26, claimed that area controlled by Communist Party of India-Maoist (CPI-Maoist) has "shrunk in three states in last two and a half years", reports DNA. Rajiv Rai Bhatnagar, the CRPF Director General (DG), however, admitted that South Bastar remains to be an area of problem. He said, "There is substantial decline in areas controlled by Naxals in Bihar, Jharkhand, and West Bengal. Disturbance in these areas are very less. Our major concern is in South Bastar of Chhattisgarh." He said that after the attack, in which 25 men of the CRPF died in April in Sukma area, the force has changed their strategy to deal with Maoists. "In all ten left wing affected extremism states CRPF is deployed and working in close collaboration with state police forces and other central agencies," he said. Further he stressed that in last two and half years, there has been an overall reduction in violence and increase in surrenders, apprehensions and neutralization of Maoists. It is a reflection of efficacy of our operations and capacity building measures adopted by the force. He also said that to deal with Naxals in Bastar, CRPF is raising one Bastariya battalion comprising of local tribals of south Bastar having good knowledge of local language, terrain and modus operandi of Maoists outfits. "It'll provide tactical advantage to the force in fighting Maoists and also bring the tribals to mainstream," he said. He said that in last year from July 20, 2016 to July 20, 2017, the force neutralized 51 Maoists, apprehended 1,111, facilitated 834 surrenders. The force managed to recover 562 arms and 1180 improvised explosive device. According to SP, Anup Birtharay on July 22, the four opened fire on a bus ferrying employees of Triveni Sainik Company to Hazaribagh, when the vehicle was passing through the dense forests of Fatah under Katkumdag Police Station of the District. He added that the company was engaged in extracting coal from the Pakri Barwadih colliery project of National Thermal Power Corporation (NTPC) Limited. Posters in the name of cadres of the Communist Party of India-Maoist (CPI-Maoist) surfaced in Punchakkolli Tribal Colony, under Vazhikadavu Police Station limit, in Malappuram District on July 31, reports The Times of India. As per the posters, the CPI-Maoist cadres at Nilambur in the District have vowed to avenge the murder of their senior leaders Kuppu Devraj and Ajitha, as part of the on-going observance of Martyrs' Week by the cadres. The Communist Party of India-Maoist (CPI-Maoist) cadres are in process of forming village level teams to strengthen their strong hold in the Andhra Odisha Border (AOB) region, reports The New Indian Express on August 1. The development comes a year after the CPI-Maoist cadres suffered a major setback in an encounter at the AOB in which around 31 CPI-Maoists were killed along with Adivasis (Tribals). The Telangana State Committee (TSC) of the CPI-Maoist cadres with the Adilabad District committee, Khammam District committee and Khammam-Karimnagar-Warangal Divisional Committee with Special Guerrilla Squad and 92 cadres are tasked to continue their activities in the region.
